Under all the circumstances therefore, the Committee regard the proposal of the Directors of the Hongkong and Shanghai Bank as safe, and as the best working solution of the problem which has been suggested. The Committee beg to recom- mend it accordingly, being convinced that it forms the only really practicable means of meeting the pressing wants of the Community,
