Although I am of opinion that a public inquiry would have been preferable under all circumstances, the private manner in which the investigations are being carried on would not of itself have prevented me

from affording the Commissioners all the assistance in my power.

In plain words, I am just as much on my trial in this inquiry as the Public Works Department, and I

decline to place myself in the hands of judges like Messrs. JOHNSON and LISTER-partisans who, with more

esprit de corps than decency, have already placed on record their opinions of the question at issue. I trust, however, to supplement the Commissioners' report with some important information which I shall bring

under the notice of Earl DERBY in due course.
