It is an audience comprised of people of all ages who face a wide range of everyday problems, relating to such things as cost of living, opportunity for and security of employment, housing, education, health, family, transportation, the environment (including problems created by various forms of pollution and by crime).
To provide the audience with a range of information on relevant matters, in which also the interest of government is implied, in a manner which will be both simple and entertaining.
To stimulate interest in matters of civic concern especially in those problems which have been exacerbated by public apathy. To promote, for example, public awareness of bad social behaviour and to suggest remedies.
To tackle, where necessary, matters of public controversy by seeking to extend the range of information on which that contro- versy ought rightly to be based.'

57. A recent development has been 'Viewpoint', planned to start in April 1972. This programme has both an English and Chinese version and is broadcast daily Monday to Friday. The Viewpoint formula allows RHKTV to transmit 2 API's in the space of 5 minutes, with a 3 to 4-minute spoken word topic in between.
58. Viewpoint, in spite of its frequent simple straight-to-camera format, makes an impact on the public, and has provoked reaction in both the Chinese and English press.
