ENGLISH SERVICE

21. The English Service of Radio Hong Kong provides a pattern of broadcasting which seeks to balance news, popular music, classical music, talks, drama, education and public affairs broadcasting.

22. Programmes are planned 'vertically', that is to say that listeners during the day can receive a reasonally balanced output covering most of the range of listener interest and occassionally catering for the minority.

23. The English Service is a pervasive cultural influence in the Colony. It provides for the Chinese listener, high standards of English, it aims to broadcast impartial and objective news, and acts as a patron of the arts. The Service broadcasts western music of all types and offers high standards of entertainment in popular music for young people. Language lessons are broadcast and programmes featuring European culture are to be heard regularly. In its public affairs programmes, the Service offers listeners a forum for constructive criticism of government, and provides a medium through which government policy is expounded and explained to the public.

Public Affairs Programmes

24. Early in May 1971, the Public Affairs Unit started a new programme under the title INSIGHT which dealt, in the main, with the background to the week's news stories. The purpose of the programme was to look in depth at topics of local and international interest. The format of the programme includes interviews, discussions, on the spot commentary and detailed background information on a number of selected topics.

25. The range of subjects covered many facets of Hong Kong's affairs. Programme items included:

Increased school fees

Freedom of the Press

Gambling in Hong Kong

Police and the Courts

Drugs and Young People

De-valuing the U.S. Dollar

Government School Fees
