39. One of the main problems in maintaining the considerable output required for the twice daily edition of "Topics' is the recruitment of qualified reporters. Many of these came to Hong Kong seeking temporary free-lance work and in order to stem the fairly high turnover of reporters experienced in the past, additional staff posts have been approved, which will offer better terms of service and more security for such employees. In addition, the number of locally recruited reporters was increased during the year, and some of these had the ability to offer bi-lingual services to both news magazine programmes.

PUBLIC AFFAIRS

40. Public Affairs programmes have been described as programmes which deal with activities or services concerning the welfare of the community, which seek to convey knowledge, enlarge intellectual horizons, change attitudes or values, and provide public reaction to Government policies. They are those programmes which set out to inform, educate and influence opinion.

41. Some examples will indicate how the department attempts to put policy into effect. In the Chinese Service:

'What is Happening'-A programme which informs the public about what Government and public institutions are doing. 'Talking Point'-A discussion programme in which responsible members of the community are invited to meet together to exchange opinions on controversial matters of public interest and concern. This programme is aimed at reflecting public opinion as well as to produce better mutual understanding among people from different circles.

'Is This For You'-A programme which informs youth what employment opportunities are available for them and how they can qualify for jobs of their choice.

'Youth Speaks'-A discussion programme which is designed to give the younger generation the chance to voice their opinion on matters closely related to themselves and to the community. 'For the Blind'-Intended to help the blind to help themselves. "The People First'-A thrice weekly five-minute review of current activities of the City District Officers.
