demolished, mostly used by hawkers who were resited into temporary bazaars. A start was made on landscaping and planting in the open areas cleared of illegal structures. The expenditure on maintenance of the estates was increased from $9,011,019.31 in 1971-72 to $15,873,471.85 for the year under review. (See also paragraphs 39-43).

CHAPTER 2

CONSTITUTIONAL

10. The statutory powers exercised by staff of the Resettlement Department is derived from the Resettlement Ordinance, Cap. 304. The competent authorities appointed under this Ordinance are given at Appendix 1.

11. From the outset the Urban Council has played a significant role in the resettlement programme. It is the competent authority for Parts IV and V of the Ordinance in respect of the urban areas, and has delegated its responsibilities to the Resettlement Select Committee. The membership and revised terms of reference of the Committee during 1972-73 are given at Appendix 2.

12. The Select Committee met 17 times during the year. Members asked 27 questions about resettlement at full Council meetings, and the department dealt with over 2,000 letters from Council members.

CHAPTER 3

SQUATTER CONTROL

13. The Resettlement Department is responsible for preventing the erection of new structures, or extensions to tolerated structures (as defined in paragraph 14 below), on Crown land, leased land and the rooftops of private premises, within the urban area and in the Tsuen Wan District of the New Territories. The District Commissioner, New Territories, is responsible for squatter control in the New Territories outside Tsuen Wan, and is assisted in this by staff seconded from the Resettlement Department.
