75. A re-organization of the department's Works Division was carried out during the year, with a view to providing more effective control of maintenance work by district sub-offices sited in the larger

estates.

76. All maintenance and new work is now measured and valued by a Consultant Quantity Surveyor. This procedure has tightened security and has enabled staff to be diverted to other important work.

77. As a result of the increasing demand for electricity supply by estate tenants, the need has arisen to uprate the rising mains and switch boards. During the year, more than 18 domestic blocks and factory blocks were uprated. However, it is still necessary to restrict the installation of electrical appliances in living units to low consump- tion domestic appliances. The possibility of carrying out a comprehen- sive uprating of the rising mains to allow for the installation of heavy electrical appliances, such as air-conditioners, in domestic units is still being investigated.

78. During the year, additional lighting points were installed in the wash-places, bathrooms and latrines of the domestic blocks in Lei Cheng Uk, Wong Tai Sin, Wang Tau Hom, Lok Fu, Tsz Wan Shan, Tai Hang Tung, Kwun Tong, Tin Wan, Chai Wan and Hing Wah Estates. In addition, efforts were directed to improving the public lighting in Ngau Tau Kok Cottage Area, Yan Oi Transit Camp, Rennie's Mill Village Cottage Area and Shui Ngau Ling Cottage Area.

79. A large-scale scheme for the improvement of lighting in the corridors in housing estates, which involves the provision of one lighting point for each bay in the corridor, was drawn up. For this purpose, a small-scale experiment was carried out in Blcok 21, Tsz Wan Shan Estate and it is hoped that a major part of the scheme will be completed during 1973-74.

FINANCE

80. Settlers in cottage areas pay quarterly permit fees for the sites they occupy. The amount is laid down in the Resettlement Regula- tions, and varies according to the size of the site and the location
