67. The cottage areas contain many schools and welfare facilities, which pay a nominal fee of $2.50 a quarter for their sites. The 14 cottage areas contain 16 schools with primary places for 10,476 pupils, 20 small welfare centres, six clinics, five boys' and girls' clubs and eight kaifong welfare associations.
CHAPTER 7
FLATTED FACTORIES
68. Resettlement flatted factories are built to facilitate the clearance of land occupied by squatter factories and workshops or industrial undertakings. All eligible operators of squatter factories or workshops involved in a clearance who operate trades permissible in resettlement factory buildings are offered appropriate accommodation in a flatted factory estate. Squatter factories exceeding 5,000 square feet in covered and enclosed working area are however not eligible for resettlement because it is considered that the operator of a business of that size should be able to find alternative accommodation himself.
69. At the end of March 1973 a total of 7,297 rentable units were occupied by or let to 2,451 industrial concerns, of which 69 units. were let in Yuen Long Factory Estate by public tender system. 564 units remained vacant, mainly in Yuen Long. Two new blocks in Kwai Chung Factory Estate, comprising 756 standard units of 256 square feet each, were completed. Including them there are now one single-storey block and twenty-three multi-storey blocks in eight factory estates, comprising 8,617 rentable units providing slightly over two million square feet of working space.
70. To meet the need for very urgent clearance commitments, the department with the help of the Legal Department has recovered a total of 240 units (160 recovered during last financial year) out of 345 units previously let out on a temporary basis in Kwun Tong Factory Estate. Steps are being taken to recover the remaining units. The units so recovered have since been reallocated to eligible squatter factory operators involved in clearances.
71. Two new factory estates are being planned at Kowloon Bay and Choi Hung. Piling work for two blocks at Kowloon Bay started
