39. Two changes in clearance compensation arrangements were introduced in December, 1971. The first one provided for the payment of ex-gratia cash compensation, upon clearance, to the following 'miscel- laneous undertakings' in squatter arcas:
(i) book-lending;
(ii) distribution centres;
(iii) fortune-telling;
(iv) wholesaling;
(v) bicycle-hiring; (vi) herbalists; and, (vii) repair garages,
