APPENDIX 2
(See para. 22)
COMPETENT AUTHORITIES APPOINTED UNDER THE
RESETTLEMENT ORDINANCE
The legal powers of the Resettlement Department are derived from the Resettlement Ordinance Cap. 304 and the Regulations made thereunder. Under Sections 23 and 36, the Governor has appointed the Urban Council to be the Competent Authority in the urban areas for Parts IV and V of the Ordinance which provide for the letting of premises in resettlement estates, resettlement factory areas and cottage resettlement areas, and for certain other managerial functions. At the first meeting of the Council year in April, the Urban Council delegates such powers as are provided by these 2 parts of the Ordinance to its Resettlement Policy Select Committee and Resettlement Management Select Committee. The latter, in turn, re-delegate such powers to the Commissioner for Resettlement. The Urban Council has delegated its powers to appoint 'authorized officers' to the Commissioner for Resettlement. The following table shows in detail the various Competent Authorities under the Resettlement Ordinance:
