78. The department was represented on the Hong Kong delegation to the 7th Session of the E.C.A.F.E. Working Party on Small Scale Industries which met in Bangkok from 29th April to 6th May, 1963. The leader of the Hong Kong delegation was Mr. KWONG Jeung-cho, Chairman of the Assistance to Small Industries Committee, Federation of Hong Kong Industries, assisted by Mr. J. W. SWEETMAN, an Admin- istrative Officer of the Resettlement Department. During the session the delegation tabled a paper dealing with resettlement factory policy and practice and displayed a scale model of a resettlement factory block. Both contributions aroused considerable interest among delegations from other countries.

WORKS SECTION
79. The Works Section's main task is the maintenance of the resettle- ment estates, factories and cottage areas. Estate buildings in particular suffer from considerable wear and tear because of the high population density, and 211 major repair jobs were necessary during the year. The department employs a maintenance contractor, his work being supervised by Works Section staff. As mentioned in Chapter VIII, electrical failures in resettlement factories due to overloading occurred with increasing frequency during the year, and the electrical section, which is under the control of the Senior Electrical Engineer of the Public Works Depart- ment's Architectural Office, was kept busy. This section also deals with day to day electrical complaints from domestic and shop premises in the estates. During the year, expenditure on maintenance of the estates amounted to $916,000. The repainting programme had to be curtailed owing to the water shortage.
80. In the cottage areas, maintenance of buildings is confined to those owned by Government. In these areas, the section's chief commit- ment is normally maintaining paths, steps, surface drains, terraces and hill slopes which are liable to serious damage during typhoons and periods of heavy rainfall. The section is responsible for designing and carrying out minor public works to improve the amenities of these areas, the main effort this year being concentrated on Rennie's Mill Village as described at paragraph 43. Expenditure on maintenance and improve- ments to cottage areas came to $208,000.
81. A number of voluntary agencies own buildings in the cottage areas. Their original building plans were examined and approved by the Works Section, which is also responsible for supervising alterations to
