93. The work of the department can be summed up under three heads: the planning, maintenance and administration of resettlement accommodation which includes the multi-storey estates and the cottage resettlement areas; the clearance into resettlement accommodation of squatters occupying sites required for development; and the prevention of new squatter structures. To carry out these duties the department had on 31st March, 1962 a total establishment of thirteen administrative and executive officers and 2,468 technical, clerical, field and junior staff. On 9th September, 1961, the headquarters office at Li Po Chun Chambers in Hong Kong was moved to the new extension premises at Pui Ching Road, Ho Man Tin, Kowloon and amalgamated with the Resettlement Administration Office. In concentrating the department under one roof, it has been possible to eliminate delay and to effect economics in personnel. The Headquarters comprises the senior staff, who are con- cerned with Policy, the supervisory staff administering the Estates and Areas including Factories, and the Operations Staff, who are responsible for clearance operations. There is also a Works Section which, since its inception in 1959, has been responsible for maintenance work in resettle- ment estates, as well as all construction and maintenance work in cottage areas and the preparation of plans for cultivation clearances. This Section is headed by a Building Surveyor on secondment from the Public Works Department. He is responsible to the Commissioner for Resettlement for all technical matters within the department.

94. Particulars of the establishment approved for the financial year 1962-63 are given in Appendix B at the end of this Chapter.

95. The senior posts in the department are filled by Administrative Officers assisted by Executive Officers who are being replaced by Resettlement Officers promoted from within the Department. During the year the following changes in senior staff took place:

In April 1961, Mr. H. M. A. BRISTOW was appointed Administrative Officer, Estates and Areas in place of Mr. S. E. ALLEYNE.

In May 1961, Mr. J. W. SWEETMAN was appointed Administrative Officer, Operations in place of Mr. R. G. B. BRIDGE.

In June 1961, Assistant Resettlement Officer CHU Liang-man was pro- moted to the rank of Resettlement Officer.

In July 1961, Mr. P. V. DODGE was appointed Assistant Commissioner for Resettlement in place of Mr. K. W. J. TOPLEY.

In July 1961, Assistant Resettlement Officer LEUNG Chung-yau was promoted to the rank of Resettlement Officer.

In August 1961, Mr. R. E. dos REMEDIOS, Land Bailiff was transferred to the New Territories Administration.
