now concentrates, the older cottage resettlement areas, and the few remaining Bowring Bungalows at Shek Kip Mei Estate which have still to be replaced by more permanent development; the clearance into resettlement accommodation of squatters occupying sites required for development; and the prevention of the erection of new squatter struc- tures. To carry out these duties the department had on 31st March, 1960, a total establishment of thirteen administrative and executive officers and 2,052 technical, clerical, field and junior staff. This staff is divided between the headquarters office at Li Po Chun Chambers, Hong Kong, which deals with personnel, accounting, squatter control, and planning and liaison with other departments; and the Resettlement Administra- tion Office at Ho Man Tin, Kowloon, which is responsible for clearance operations and the administration of the resettlement estates and cottage areas. This office also accommodates the Works Section which since its inception in 1959 has been responsible for the maintenance of the resettlement estates as well as all construction and maintenance work in the cottage areas and the preparation of plans for cultivation clear- ances. This Section is headed by a Building Surveyor on secondment from the Public Works Department who is responsible to the Commis- sioner for Resettlement for all technical matters within the department. 126. Particulars of the establishment approved for the financial year 1960/61 are given at the end of this Chapter.
127. The senior posts in the department are filled by Administrative Officers who are assisted by Executive Officers. The following senior staff changes took place during the year:
Mr. WONG Yin-chow, Clerk of Works, Class II was seconded to the department from the Public Works Department from May, 1959 to March, 1960 during the absence on leave of Mr. B. C. J. ROBERTS.
In July, 1959 Mr. Adolf Hsu Hsung, Executive Officer, was posted to the department to assist the Resettlement Officer, Estates.
In September, 1959 Mr. R. F. RODRIGUES was appointed Resettle- ment Officer, Mobile Unit, in place of Mr, N. BROADBRIDGE who proceeded on leave prior to retirement.
In September, 1959 Mr. Li King-pan, M.B.E. was appointed Assistant Secretary in place of Mr. R. F. RODRIGUES.
In November, 1959 Mr. K. W. J. TOPLEY was appointed Assistant Commissioner in place of Mr. Paul K. C. Tsui, M.B.E. In February, 1960 Mr. P. G. TAYLOR was appointed Resettlement Officer, Cottage Areas, in place of Mr. P. F. LEEDS.
