need for anti-erosion and rainstorm protection work. During the tor- rential rains of 1959 a number of paths and drainage channels were carried away by landslides and 58 cottages and huts were seriously damaged.

76. All development and maintenance work in the cottage areas is carried out by the department's Works Section staff, leaving only such items as road surfacing and provision of water standpipes to be dealt with by the Public Works Department. The maintenance of terraces, paths, roads, steps, retaining walls and contour catchwaters cannot be separated from the administration of the cottage area and it is the responsibility of the administrative staff of the area, who work and live on the spot, to report all defects and to assist in supervising maintenance work. A small labour force is kept in each area to carry out minor maintenance work, in addition to the labour force engaged on scaveng- ing and sanitation. These labourers are recruited from settlers who live within the areas.

77. Apart from this type of maintenance work all Government buildings in the cottage resettlement areas are maintained by the Works Section. These include 29 offices and stores, 45 quarters for area officers, and 2,639 Government-owned cottages.
