The term 'junior staff' includes Office Assistants, Office Attendants, Stores Attendants, Messengers, Watchmen, Foremen, Artisans, Gangers, Squatter Patrolmen, semi-skilled Labourers, unskilled Labourers and Coolies.

The operations of the Resettlement Department, in particular the clearance and resettlement of squatters, could not be satisfactorily carried out without the assistance of a number of other departments.
