113. The headquarters of the Department is in the Central Government Offices on Hong Kong Island, but most of the senior staff operate from the Resettlement Administration Office, Kowloon, from which all sections of the Department are con- trolled with the exception of the Squatter Control and Roof-top Squatter Prevention Sections.

114. Senior Staff Changes. The senior posts in the Depart- ment are filled by administrative officers, known in Hong Kong as Cadet Officers, who are assisted by Executive Officers. The following senior staff changes took place during the year: —

In June, Mr. P. B. Williams returned to the Colony from vacation leave and succeeded Mr. J. M. Rowlands as Chief Resettlement Officer. Mr. Rowlands then became Planning Officer at Headquarters until his departure on vacation leave.

In July, Mr. J. V. G. Mitchell who had been acting as Planning Officer, became the Officer-in-Charge of the Squatter Control Section in place of Mr. T. W. Carr who was transferred to the Urban Services Department.

In September, Mr. G. C. M. Lupton joined the depart- ment to establish and take charge of the new Rooftop Squatter Prevention Section.

In November, Mr. T. C. Cheng joined the department to become Planning Officer at Headquarters, on the departure of Mr. J. M. Rowlands on vacation leave.

In January, Mr. P. F. Leeds joined the department and became Resettlement Officer in charge of the Cottage Areas in February in succession to Mr. B. T. Jordan, who returned to the Colonial Office on completion of his period of secondment.

In February, Mr. K. Evans, the Accountant/Secretary of the Department, left the Colony on vacation leave and was succeeded by Mr. D. Barton.

115. Staff Welfare. Preliminary discussions took place to- wards the end of the year with the object of forming a Departmental Sports Association and it is hoped to organize Football, Basketball and Badminton competitions between the various sections of the department, and also matches with other
