had registered their requirements. The great majority opted for resettlement in the nearby Li Cheng Uk Estate and these were now issued with an information leaflet setting out the rules on such matters as payment of rent, partitioning of rooms, provision of dustbins, and combinations of families.
27. It was combinations of families which caused most trouble. If the squatter problem as a whole was ever to be solved, it was essential that each new seven-storey resettlement block be occupied by the highest practicable number of ex- squatters, and it was decided in 1954 that the average number per room of 120 square feet should be 5 adults, a child under 10 counting as half an adult. However, a large proportion of the families in any clearance consists of between 2 and 3 adults, and all these small families are required to choose another family with whom to share a room. Five bachelors may join together; two families each of 2 adults will combine; while three families, consisting of 2, 2 and 6 adults respectively, may apply for two adjoining rooms, giving an average of 5 adults in each. A great deal is done by the Mobile Resettlement Unit to effect combina- tions of families as smoothly as possible, but if the outcome is usually successful it is largely because of the reasonableness and good-humour of the Cantonese people.
28. By the second week registration was complete and most of the smaller families had arranged themselves in groups of between 4 and 5 adults. Simultaneously all identity cards, birth certificates and other documents had been checked to ensure that no additions or substitutions had been made to the family since screening. Each household was then asked to have a group photograph taken of all its members in front of a board marked with the household's Resettlement Department number. On handing over his group photograph the head of household received his letter of authority to enter Li Cheng Uk Estate. At the same time he was asked to pick one of four days for his family's move, and to stick to it. During the third week the Mobile Resettlement Unit prepared a nominal roll showing the composition of each household accepting resettlement at Li Cheng Uk. The nominal roll together with all the group photographs, was forwarded to the Estate staff one week before the move so
