66. On 22nd June 1970 the Governor issued a direction to the Land Officer in respect of buildings, whether completed or not, where an assignment or an agreement for sale and purchase of a unit therein has been registered in the Land Office prior to 1st August 1970 but no instrument has been registered in the Land Office that contains a basis of apportionment acceptable to the Land Officer. The Governor's direction was that the Land Officer should not exercise his powers of apportionment in respect of relevant interests in these cases until either the owners have agreed amongst themselves upon a basis of apportion- ment acceptable to the Land Officer or some other method of dealing with such cases has been devised.
67. During the year the Crown rents of 13 sections of lots were determined under the old Ordinance prior to its repeal, and the Crown rents of 96 sections of lots and 209 relevant interests and the annual instalments of premium of 12 sections of lots and 129 relevant interests were determined under the new Ordinance..
Incorporation of Owners of Multi-storey Buildings
68. The Multi-storey Buildings (Owners Incorporation) Ordinance 1970 was enacted in June (see paragraph 193). Under the Ordinance a management committee appointed at a meeting of the owners of a build- ing may within fourteen days of such appointment apply to the Land Officer for the registration of the owners as a corporation. Upon incorporation the statutory management scheme provided for by the Ordinance applies to the building in question.
69. Between 19th June 1970, when the Ordinance came into force, and 31st March 1971, 100 corporations had been registered. Of these, 55 (comprising 4,340 flats) were in respect of buildings in Hong Kong, and 45 (comprising 3,439 flats) in Kowloon and New Kowloon.
Street Index
70. The 28th Edition of the Index of Streets, House Numbers and Lots in Hong Kong, Kowloon and New Kowloon, familiarly known as the 'Street Index', was compiled by the Land Office in 1967 and published in May 1968. Unlike the previous editions, which consisted of bound volumes, the 28th Edition was published in loose-leaf form, thus affording a convenient means of making successive additions and alterations, particulars of which are contained in noters-up issued by the Land Office at six-monthly intervals. Two such noters-up, being Nos. 5 and 6 in the series, were published in July 1970 and February 1971 respectively.
