Stars for such acts of bravery. These are of two kinds: the bronze eight- pointed Star awarded for bravery at sea, and the five-pointed silver Star for bravery on land. The Official Trustee now administers the trust and makes the awards after submission to the Governor for his approval. A monetary award may also be made either in conjunction with the award of a Star or where no Star is awarded.
136. Only one award was made during the year, namely of a bronze Star to Mr J. A. W. DEAKIN, Assistant Superintendent of Lights, Marine Department, for conspicuous bravery at sea. On 22nd February 1966, Mr. DEAKIN was returning from duty at Waglan Island on board a Marine Department launch, which was towing another launch. About 35 minutes after leaving Waglan the latter was suddenly swamped by rough seas and all its crew were cast into the sea. Three of the crew were saved without much difficulty, but the coxswain, who was uncon- scious, was saved only through the prompt action of Mr. DEAKIN. Bravely jumping into the rough sea with a lifebuoy, he managed with great difficulty to get the coxswain into it, and kept him there until they were both picked up. Thereafter he directed the coxswain's post-rescue care and speedy removal to hospital. The award of this Star brought the number awarded since the war to sixteen, thirteen bronze and three silver.

MARRIAGE REGISTRY
Explanatory
137. All marriages except non-Christian customary marriages are governed by the provisions of the Marriage Ordinance. Under this, after a notice of intended marriage has been exhibited at the Registry for fifteen clear days, a certificate is issued which enables the marriage to be celebrated at a licensed place of worship, or contracted as a civil marriage before a Deputy Registrar. Where he is satisfied that there are special circumstances justifying his doing so, the Registrar may issue the certificate at any time within the fifteen days. Under Section 11 the Governor may, when he sees fit, grant a special licence dispensing with notice altogether or with the certificate of the Registrar or with both. Such licences are given only in exceptional circumstances.
