178. The Bankruptcy (Amendment) Ordinance 1965 made special provisions for proceedings in bankruptcy where the debtor has a very large number of creditors and it would be difficult to follow the normal procedure. The Ordinance empowered the Court to make a regulating order at any time after a receiving order is made. The regulating order serves as notice of the fact that the Court may thereafter make certain other orders, including the dispensing with the first meeting of creditors and alternative procedures for ascertaining their wishes as to any com- position, the mandatory adjudication of a debtor who does not submit a composition approved by the Court, the appointment of a trustee and a committee of inspection, and procedures for keeping creditors informed of the progress of the bankruptcy proceedings. The Ordinance also provided that where a regulating order is made and the debtor is a bank the bank's accounts will be sufficient proof of debts by the depositors unless the Official Receiver by notice in writing requires depositors to make formal proofs of debt.

179. The Companies (Amendment) Ordinance 1965 enacted provi- sions applicable to the winding-up of companies similar to those con- tained in the Bankruptcy (Amendment) Ordinance 1965.

Visits

180. Mr. Alexander THOMSON, Q.C., Dean of the Faculty of Advocates in Scotland, visited the Department on 17th August 1965 while on his way to attend the Third Commonwealth and Empire Law Conference in Australia. Mr. Derek HILTON, M.B.E., President of the Law Society of England visited the Land Office on 16th September 1965 on his way home from the Conference, and was shown the system of deeds registration.

181. A Patent Study team, comprising eight members of the Japan Patent Association, visited the Trade Marks Registry on 18th November 1965 and inspected the systems in operation in the Registry for regis- tration of Trade Marks and Patents and for filing and classifying regis- tered Trade Marks. The team also discussed in general terms various other aspects of the work carried out by the Registry.
