32. Every set of Conditions of Sale, Exchange, etc. put through involves the Land Office in a considerable amount of work. Each case other than a new sale requires a report on title, and owing to Town Planning and other Public Works Department requirements there are usually many Special Conditions requiring careful scrutiny and drafting. In this connexion close liaison is maintained with the Colonial Secretariat and the Crown Lands and Survey Office, and so far as possible all major questions arising in the course of scrutiny are discussed and decided at weekly meetings of the Superintendent of Crown Lands and Survey, Assistant Superintendent of Crown Lands, the Assistant Colonial Secretary (Lands) and the Deputy Registrar General. After the terms have been agreed, the Land Office is responsible for having the Conditions duly executed by the lessees.
33. The Land Office also scrutinized and commented on 165 draft Conditions of Sale, etc. relating to lots in the New Territories.
Sub-divided Buildings
34. The Working Party on Sub-divided Buildings (of which the Deputy Registrar General, Mr. R. H. MUNRO, was Chairman) submitted its Report to the Government in May 1962, and this was published for general information in December. The complexities of the legal and practical problems affecting sub-divided buildings can be gauged from the 210 pages of this comprehensive Report, which made a large number of recommendations for action in the legislative field, including a proposal for the appointment of a 'factor' or manager for each building.
Sale of Flats in uncompleted Buildings
35. The Conditions of Sale of new lots and Exclusion Orders made under the Landlord and Tenant Ordinance (Cap. 255) after 20th December 1961 contain clauses prohibiting the owners from entering into agreements for the sale of units in uncompleted buildings without the prior consent of the Registrar General and then only in conformity with any conditions imposed by him.
