amount of work always increases faster than staff can be recruited to deal with it, and it has with much regret to be confessed that frequently delays occurred in dealing with many matters which though not inherently difficult required careful handling. Every effort was however made to keep these delays within bounds. Procedures were constantly under review and many were streamlined to reduce or expedite the circulation of papers within the Department and between the Depart- ment and others. In addition, especially in the Land Office, a great deal of work was done by officers of all grades after office hours and on Sundays and public holidays, and of the 365 days in the year there were not more than three when one or more legal officers were not in the office seeking to reduce the stacks of files awaiting action. To all members of the staff therefore I am deeply grateful for their loyal, energetic and unstinted support in coping, under conditions of growing congestion, with the heavy burdens thrown upon the Department during the year. My grateful acknowledgments are also due to the Government Departments, Solicitors, Accountants and others with whom the Depart- ment has much to do, for all the co-operation and assistance received.
