HAYES There were also examination titles among the organisers and subscribers to the defence office. There were three scholars, who held higher grades of the hsiu-ts'ai or first degree by examination. One was a kung-sheng, another a sheng-yüan, and the third held the grade of lin-sheng, all normally obtained by additional examinations by a literary chancellor appointed from Peking to examine hsiu-ts'ai in the provinces, though occasionally granted for merit. Another was a wu-sheng ±, a military hsiu-ts'ai, an officer by examination, not purchase. These four were WONGs, almost certainly members of the Tong. A fifth, named TSUI, was a tu-szu or first captain and was probably a serving military officer in the locality. The final title is ching sheng #. Of these various degree and title holders sixteen were named WONG *. The coincidence is probably too great to be accidental and the number of purchases testifies to the Tong's wealth, whilst the presence of genuine scholars, probably from the Cheung Chau branch, and the genealogical record, confirm its gentry status in the late Ch'ing period. There is no doubt that the main Tong was well entrenched and able to exert an "interest" with the district ruler and perhaps also with the prefect and viceroy at Canton. 23 HSIAO illustrates the slight degree of local control on another island, Ch'a K'eng, off the coast of Sun Wui district, Kwangtung, in Rural China, pp. 344-348. Krone's article (see note 22), apparently written from long, first-hand knowledge of the western part of San On shows that the district magistrate and his deputy and sub-magistrates had little control over the population (see especially p. 81), and perhaps wanted it less, e.g. "... the Mandarin of Fuk Wing (a sub-magistrate) confided to me, in a conversation that I had with him that he had nothing to do but to eat, to drink and to smoke”, though over 200 villages were in his charge. 24 The district association is of considerable antiquity in China. He surrendered the opium in American possession as demanded by Commissioner Lin, and was ready to promise that Americans would cease importing opium, but refused to have anything to do with the bond as the penalties were too severe. (See also note 43, bond.) (L.T.R.) 2 Mr. Forbes. Joined the American firm of Russell & Co. in Canton in October 1838, became a partner 1 January 1839 and eventually was made chief of the house. Robert Bennett Forbes (1804-1889), first arrived in China in 1817. After some years back in the States he returned to China in October 1838 and was admitted a partner of Russell & Co., China on 1 January 1839. He retired in 1844 but had an interest in the firm till 1857. (L.T.R.) 3 Mr. Green. John C. Green of Trenton, New Jersey, first went to China as an agent of N.L. & G. Griswold. In 1834 he was admitted a partner of Russell & Co., China, and retired to New York on 31st December 1839. At the time of the disturbances he was Chairman of the Chamber of Commerce at Canton. He died in 1875. (L.T.R.) 4 Mr. Delano. Warren Delano, Jr. of Fairhaven, Mass., came to China 1834 to join the house of Russell, Sturgis & Co., of Canton and Manila. He was a partner of Russell & Co., China for two terms, 1 January 1840 to 31 December 1846, and January 1861 to 31 December 1866. He was a great-uncle of ex-President F. D. Roosevelt. (L.T.R.) 5 Mr. King. This is most likely to be Edward King of Newport, R.I., who was taken into the firm of Russell & Co., as a clerk on his arrival at Canton in 1834 in the Silas Richards. On 1 July 1834 he became a partner and retired in 1842 to Newport where he died in 1876. There was a Charles W. King of Olyphant & Co. in Canton at the time, but as this firm had nothing to do whatsoever with opium, he may not have been confined to the Factory. (L.T.R.) 6 Mr. Low. Abiel Abbott Low (1811-1893) was born in Salem, Massachusetts, and became a leading figure in both the New York and China shipping world. He first worked as a clerk in shipping firms in Salem and in New York and then went to China in 1833 as a clerk in Russell & Co. of which house his uncle, Wm. Henry Low, had been head for some years. He was made a partner in 1837, retired to New York where he founded the firm of A.A. Low & Brothers, famous for its clipper fleet. In 1863 he was President of the New York Chamber of Commerce. (L.T.R.) 7 Spooner. Daniel Nicholson Spooner of Plymouth, Mass. was at this time a clerk in Russell & Co., Canton. He became a partner in January 1843 and retired to Boston on 31 December 1845. He returned to China again as a partner in January 1852, finally retiring in 1857. (L.T.R.) 8 Gilman. Joseph Taylor Gilman of Exeter, New Hampshire, joined Russell & Co., Canton as a Clerk about the same time as Spooner. His dates of partnership and retirement were the same, too, as Spooner's. He had a striking appearance and a warm outgoing personality. His social ease and scholarly intellect brought dignity and prestige to the Hawaiian throne. To some people, however, the "Merry Monarch” was looked upon as a spendthrift who loved card games, feasting, dancing, and horse and yacht racing, 5 Armstrong had the exceptional opportunity to gather information, and he recorded his observations in a book, Around the World with a King. In the Hawaii State Archives are three folders containing correspondence and reports of Armstrong and Kalakaua about this long trip. For easier reading of the King's holograph, the Hawaiian Journal of History has published "The Royal Tourist-Kalakaua's Letters Home from Tokio to London.”7 As a farewell to the King, a Sunday morning service was held on January 16, 1881 at the Catholic Cathedral with over 1,000 people attending. The January 22nd issue of the Pacific Commercial Advertiser also reported a Sunday evening service at the Protestant Kawaihao Church which was filled to capacity. The Honorable J. N. Kapena took the occasion to note that His Majesty spoke at the church six years ago on the eve of his visit to Washington where he was successful in making the country richer and in the betterment of his people, as evidenced by new houses, ships, railways, and other improvements. This time the King was taking a Royal Commissioner of Immigration with him to look for people of brown skins to repeople these isles. Also, the King was going to observe other governments. "The great nations now look with respect on this little Kingdom and will have still more, when they see our King travelling among them for information to benefit his people." With this Aloha send-off, the Royal party started their nine-month tour. Hawaiian Minister of Foreign Affairs, W. L. Green, had already written ahead on January 15, 1881 to R. W. Irwin, Hawaiian Consul General in Japan, to anticipate the King's visit. The China Merchants Steam Navigation Company had been doing business with Hawaii. Their two steamers, the Ho-Chung ** and Mei-Foo, ✯✯ were used to transport Chinese laborers to Hawaii in 1879 and 1880.* In Tientsin, King Kalakaua was received by Viceroy Li Hung-chang ✶ who asked penetrating questions about Hawaii: "How many islands are there in your Kingdom? Do you have a Parliament? You have many Chinese in your country. Do you treat them well?" The secretary and interpreter for the Viceroy was Li Sun (Tsang Lai-sun, a graduate of Hamilton College in New York.) The King wrote back on April 6, 1881 to William L. Green, his Minister of Foreign Affairs, that he went to North China to see Li Hung-chang "for the purposes I had in view: First, of stopping, if possible, further immigration of Chinese to the Islands [who came alone] without carrying their wives, and Secondly:--to secure for our government the same privileges as granted to the United States Government, the right at any time to restrict, return, or remove, the large influx of Chinese to our islands. On these two subjects our mission has been successful.” The Royal party returned to Shanghai and embarked on the S. S. Thibet for Hong Kong, arriving on April 12, 1881. Already Hong Kong officials had been informed of the King's coming and were ready to extend a royal welcome. Owing to the considerable commerce between Hong Kong and Hawaii, the King was represented as Consul General by a British merchant of high standing William Keswick of Jardine, Matheson and Co. The twelve-oared barge of Sir John Pope Hennessy, the Colonial Governor, also appeared alongside with an invitation asking the King, in the name of Queen Victoria, to be his guest. The Hawaiian King had to adjust his schedule to accept the Governor's invitation for a royal reception at the Government House. As Armstrong recorded in his book, "While we were taking coffee, the next morning, the forts, with seven warships, fired the usual salute of twenty-one guns. In the matter of decorations. Sir John ranks high among the Colonial Governors of England." And a Grand Cross of Kalakaua was later conferred on him. Hong Kong Chinese merchants who traded with the people in Hawaii came to call on the King, and told him that their countrymen in his Kingdom appreciated the opportunities in the islands and were loyal to the Hawaiian government. At the last State banquet in Hong Kong, as Armstrong reported, "the lifeless air and heavy food made the King drowsy. The numerous receptions and late hours had deprived the King of sleep. His eyelids dropped . . . The Governor's wife was seated on the King's right, and I was seated next to her. I feared a nasal explosion if the King's doze should deepen, and devised ways of preventing it. It was a case of emergency. I whispered to the Governor's wife what my fears were, and asked her aid in preventing a loss of royal dignity. The clever wife of the Governor whispered to me, 'Will any special piece of music waken him up?' . . . She quietly called the majordomo, and in a minute the military band in the balcony filled the air with the music of 'Hawai'i Pono'i' (the Hawaiian National Anthem)." The King woke up and the banquet ended. Page 100 On April 21, 1881, the Royal group left Hong Kong on the ship Killarney for Bangkok. Acting Consul General F. Bulkeley Johnson sent his report to W. L. Green, "His Majesty the King and suite arrived here on the 12th [April] and left on the 21st April for Bangkok on a visit to the King of Siam." And the King and his party travelled to Singapore, Penang, Calcutta, Suez, Cairo, Rome, London, Brussels, Vienna, Paris, Madrid and Lisbon. King Kalakaua, in his July 12, 1881 letter from London, wrote of his meeting with Queen Victoria, “She came up to me and took my hand and then sat on a sofa asking me to sit down on a chair facing the sofa near her. She said that I was making a very long tour. I answered very fluently asked particularly where I learnt English as my accent was perfect." Homeward bound, the group crossed the Atlantic on the S. S. Celtic to New York. Then to Philadelphia, Washington, where he called on President Chester A.
