By the time he arrived as Governor of Hong Kong, his work and exploits in Africa on behalf of the British Army, the British East Africa Company, the Royal Niger Company and the Colonial Office were legendary. He was High Commissioner of Nigeria from 1900 to 1906. In 1902, he married Flora Shaw, herself a great traveller and writer and Colonial Editor of The Times of London until the end of the 19th century. Because of Flora's health and her inability to be with him in his colonial posting, Lugard resigned his post and left Nigeria. However, he accepted the Governorship of Hong Kong in 1907. Lugard as perceived by the cartoonist "Spy" in Vanity Fair's "Men of the Day" series, December 19, 1895 The events which followed and Lugard's role and achievements in the life of the Colony are mostly beyond the scope of this introduction to The Tribute. They would, however, include the opening of the Kowloon-Canton Railway and the foundation of The University of Hong Kong. Miss Blair, who is the assistant foreign editor of The Times of London, continues a family association with the newspaper begun by Flora Lugard. ================================================================================
