SCHOFIELD* The very interesting paper by Professor Lo Hsiang-lin on the Sung Wong T'oi and the travelling courts of the Sung Dynasty, in Volume III No. 2 of the Journal of Oriental Studies,† and the partial wrecking of the historic site by the Japanese in the war,‡ have prompted the writer to put on record some notes made during the years 1918 and 1937 on the earthworks, inscriptions and relics found by him on and near the site, which may help to supplement Professor Lo's paper. In what follows the hill is described as it was in 1937, as the writer has not seen it since 1938. It is a crescent-shaped hill, convex towards the east, where it rises steeply from the beach to a height of nearly 40 metres. It commands a good view of the south slope of the Kowloon hills and the plain beneath, the east half of the harbour, and of Lyemun channel and the west end of the Fat Tau Mun channel beyond, except for a few hundred metres at its north side by Slope Island (see Plate 5). A watch-tower on its summit would provide an observation post well over 40 metres above sea level. The concave side, on which lies the main path to the top, is terraced for cultivation up to 15 or 20 metres. The objects investigated on and near the hill can be classed in three categories, earthworks, inscriptions, and pottery and other objects, and will be dealt with in that order. The Earthworks (see sketch plan at Plate 3) There are signs that the hill was formerly fortified. On its top from the south end above the 20 metre contour as far as the great inscribed rock on the summit, there is a gentle rise from which the ground falls away steeply to the east, and rather less so to the west and south. At the south end of the ridge traces of a bank at the edge appear to form a rough semicircle, presumably as a flank defence, for a clearly defined earth bank about a metre high by three or four wide at the base runs northward from it nearly straight along the centre of the hill crest to a point near the south- *See biographical note at the end of this article. † Published by the Hong Kong University Press, May 1958. DA SILVA* Site and Situation Fan Lau is located at the extreme southwestern tip of Tai Yu Shan or Lantau Island. It is almost equal in distance from Hong-kong and Macau and it is situated about twenty-five miles due east of the latter. Fan Lau can be reached by sampan or fishing boat either from the market towns of Cheung Chau or Tai O, or by walking along the water catchment from Shek Pik reservoir to a point above and beyond Kau Ling Chung, and then by descending a steep stony path towards the settlement. Another route is to strike out from Tai O, taking the coastal footpath through Yi O, and thence to Fan Lau. There is no motor road to Fan Lau. The area of Fan Lau includes a headland known as Kai Yik Kok (†) meaning "chicken wing point" where an old fort is located (see map 1).† The high point of the Kai Yik Kok promontory rises to about 380 feet above sea level. In the north of this headland lies the cultivated waist of Fan Lau where a small settlement is located. Looming above the settlement is Kai Yik Shan1 from which two streams supply irrigation water to the padi fields. Two fine beaches, Tung Wan and Sai Wan, flank the waist of the peninsula. Tung Wan, though exposed to prevailing easterly winds and a long fetch from the village, can accommodate deep-draught junks. The actual territory associated with the village extends beyond the physical boundaries of the settlement. Fan Lau villagers, for example, cultivate fields located in Tsin Yue Wan (see map 1) and records show that, at least in 1904, padi fields in Kau Ling Chung (since abandoned) were also cultivated. Situated at the entrance of the Chu Kong or Pearl River estuary, Fan Lau enjoyed a strategic location in the past. We know, too, that the author did not go to the East until 1849 when he received the appointment of Her Majesty to be Consul in Canton. Now it is entirely possible that Bowring saw an illustration of the church somewhere. Mr. David Keir, author of THE BOWRING STORY (The Bodley Head, Ltd., London, 1962) to whom I submitted this problem, informs me that Bowring visited Portugal in 1815, and may have run across one there. But it is also possible that he had to go no farther than London. "At the Hispano Portuguese Library in Belgrave Square," Keir writes, "there is an illustration of the church." It "is a high pagoda-like building, rising above many steps, with a Cross at its peak. As most churches have a cross on the roof somewhere, it is still inconclusive whether this was the church he had in mind.” “It is also possible (for instance)," Mr. Keir continues, "that he might have been inspired to write the hymn following his visit to the Pena Convent in Portugal - an experience which seems to have impressed him very much, for he writes in his Autobiographical Recollections: 'I also went to the Pena Convent, which towers [note the use of this word] over the highest of the precipices. The rude path, which leads to it, winds round the rugged steep, and if ever there was a spot fitted for those who would withdraw from the world, it is this. Here might misanthropy revel in perfect abstraction for scarcely could any earthly idea enter into that secluded and weather-beaten temple....' Some time ago, about ten years after the Territory was leased to Great Britain, some natives of Tsun Wan village applied to the H.K. Govt. for a piece of land near the grave to erect some houses, but the proposed area affected the Fung Shui of the said grave. The village Elders of the various branches of the Tang family assembled, and a joint petition was submitted to the District Officer in the names of the descendants. Thanks to this Official the proposed sale was withdrawn. It was afterwards put on record that the site of the grave was to be preserved for ever. Subsequently new roads were constructed by the P.W.D. and the line of one proposed road was across the grave site. The Elders of the Tang family, fearing that this might affect the "force of the movement of the green dragon,” again assembled and petitioned H.E. the Governor, praying that the line be moved to the foreshore of the site. This was done. In the 6th moon of the 12th year of the Chinese Republic, (1923) a villager of Tsun Wan dug earth on the right side of the ancestral grave, that is, in Chai Wan Kok village, thereby affecting the "force of the movement of the coming dragon." Another petition was sent to the District Officer, who inspected the grave personally. After that earth cutting was prohibited, and the ancestral grave preserved." We then proceeded to Kam Tin itself where, in front of the Kam Tin Rural Committee Office, we were greeted by an impressive body of lineage elders, treated to a dim sum (*) repast and shown a number of interesting relics handed down through the centuries. These included a painting with imperial calligraphy stated to date from Sung times, and a number of other paintings.* Our next stop was at Au Tau cross roads to see grave No. 5, that of TANG Wai-kap, the husband of the Sung refugee princess referred to in the Notes. From Au Tau cross roads we went on to the Pok Oi Hospital near Yuen Long and walked into an area of low hills, across a stream, where we inspected grave No. 2. This is located in what is obviously considered to be a very favourable fung shui area because the adjoining ground is thickly covered with graves. After returning to Pok Oi Hospital, we went by bus to Wang Chau behind Yuen Long where we walked through the village and across the fields to the foothills of an adjacent hill area. We went first to grave No. 1 and from there along a winding path to grave No. 4 which is located some 500 yards to the south. ALLYN RICKETT* On December 4, 1982, China's National People's Congress (NPC) adopted the fourth and perhaps most favourable constitution since 1949 in terms of paper guarantees for the protection of individual citizens against the arbitrary abuse of Party and state power. When coupled with such laws as the Criminal Code and Criminal Code of Procedure, promulgated in July 1979 and implemented in January 1980, there is some room for optimism that China has embarked on a path toward a stable legal system and the provision of basic guarantees for the rights of its citizens. However, given China's traditional disregard of individual rights and the almost constant state of political turmoil prevailing throughout this century, not to mention the Chinese Communists' generally negative attitude toward jural or formal law in the past, such optimism may well prove to have been undeserved. It might be worthwhile to look briefly at previous efforts on the part of the Chinese Communists to establish some semblance of a stable legal system before trying to reach any conclusions about the future. The early judicial experience of the Chinese Communists, which began with the special tribunals set up in Hunan in 1926-27 to try "bad elements," can at best be described by Mao Zedong's own words "zao de hen" [extremely crude]. It was not until November 1931 with the founding of the Chinese Soviet Republic in Jiangxi that any real attempt was made by the Communists to establish a formal body of law and judicial procedure. During this and the following Yenan period, laws were promulgated and legal institutions established, but this took place within the context of violent revolutionary struggle and the war of resistance against Japan. Reichelt later established himself in rented quarters in Nanking and did not have to wait long before the first wandering Buddhist monks found their way to his new Christian monastery. But differences arose between Reichelt and the Norwegian Missionary Society and there were misunderstandings and criticisms of his methods. Facing a choice of closer co-operation with the society and going it alone, Reichelt decided on the lone path. Reichelt continued to work in Nanking until 1927, when the "Nanking Incident" took place. His premises wrecked during this period of political unrest, Reichelt was lucky to escape alive and he based himself in Shanghai for two years before moving on to Hong Kong "fully determined to locate the mountain which we know Providence had prepared for our future work in south China." That place he found on a hill overlooking Shatin. Reichelt stayed there until his death in 1952 and his grave is to be found there still, in the grounds of the mission he built in 1931. The design for the monastery was produced as a result of a meeting in America between Reichelt and the Danish architect Johannes Prip-Moller, who had long been interested in Chinese building and was an authority on Buddhist architecture. Prip-Moller's book "Chinese Buddhist Monasteries" published by Hong Kong University in 1937, is a standard work on the subject. The design of the church itself is seen as an outstandingly successful blend of Christian and Buddhist influences and the architect's work is commemorated by a plaque mounted on the church wall. Today the Tao Fong Shan Christian Mission to Buddhists continues its work yet has adapted to changes in religious needs. Church groups attend seminars and lectures and accommodation is available for those who seek it, just as there was originally for pilgrim monks. On the showing of his first historical work, I cannot think of a more suitable person to undertake this task than Mr. Ching, and I hope that, warts and all, he gets all the cooperation and understanding of the requirements of the job from the families concerned. From there, or in the process, he could perhaps take up the true history of families great and small during the years of the Japanese Occupation of the colony, where the same rules apply. The job needs to be done, because of the way in which leading families have shunned the very mention of these years. Shanghai was not the only place where, as Mr. Ching writes (p. 458), the returning authorities looked down on those who had lived under the Japanese as tainted. JAMES HAYES Mind Landscapes: the Paintings of C. C. Wang is certainly one of the most intriguing Chinese artists in the later twentieth century. His life chronicles cataclysmic changes many Chinese have endured and his path — artist, collector, connoisseur, businessman and exile was rarely clear. He was called upon to continuously redefine his relationship with China and the West as he travelled, explored and matured. Having been born into a Suzhou family of mandarins in Imperial China in 1907 and having had a traditional Chinese education till the age of 14 assured young Wang the basis for blossoming into a twentieth-century version of the literati. But young Wang longed for a Western-style education, into which he switched at age fourteen and from which he went on to study law in Shanghai at China's distinguished Suzhou Law School. But his art education, which started as he learned to read and write, was carried on simultaneously and ever more seriously. Of the original allied commissioners, only Harry Parkes was still there for the final ceremony which included a tri-national group of Chinese, French, and British dignitaries. If the allied occupation of Canton was not as uneventful as some historical accounts record, it nevertheless had very successful elements to it and may have had an influential impact on future Sino-European relations. At least two employees of the Allied Commission, Robert Hart and Prosper Giquel, both young men at the time, went on to play major roles in future Sino-European co-operative ventures later in the century, Robert Hart as the famous director of the Chinese Maritime Customs Service and Prosper Giquel as the future European Director of the Foochow Dockyard and eventually head of several Sino-European Educational Missions of the 1870s and 1880s. That their earlier experiences had been in the somewhat more co-operative world of the Sino-European police forces and the Sino-European coolie emigration inspection teams is certainly likely to have proved significant in the careers of these two men who were later so much more able than most of their countrymen to work with the Chinese on an equal basis. One wonders if the latter was commissioned by some homesick Englishman. And, while parts of the Territory have been disparagingly called "concrete jungle”, there are modern structures of merit. Depending on your taste, the St. John's Building (Lower Peak-Tram Station), Admiralty Centre; and the Macau Ferry Terminal spring to mind. The foyer at the Landmark, and the high-rise, high-tech Exchange Square, with its "electronic plumbing" so tenants can plug in for centralised computer services, are also of merit. Other recently completed buildings show an impressive degree of distinction and aesthetic sensitivity. In an article written by Doctor Alan Birch in 1978, previously Reader in History at Hong Kong University, he stated that 95 per cent of the Territory's buildings had been erected from 1946 onwards (even if the deterioration of some belies their age). Although that was probably a very approximate estimate, since then many more old buildings have been torn down. Hong Kong is a city-state where, with the exception of the plot on which Saint John's Cathedral stands (which is freehold), all land is leasehold held from the Crown: this demands that landholders maximise their income from the land in as short a time as possible. To give some idea how dramatically the skyline has changed: until World War II the seven-storey Peninsula Hotel, on the Kowloon waterfront, which served as the Japanese army headquarters during the occupation, was considered tall. Since then, the skyline has changed dramatically every decade. Catherine II (Catherine the Great) (1729-96), Empress of Russia, who together with her many architects erected royal palaces and public buildings, said that building was a disease, like alcoholism. Not too dissimilarly, in Hong Kong, Aw Boon Haw, the son of a Chinese herbalist, who together with his brother, Boon Par, produced the famous "cure-all", Tiger Balm, was told by a sooth-sayer that he would lose his fortune and die if he stopped building. When he eventually departed he had erected 26 castles around Asia, as well as the well-known Tiger Balm Gardens in both Singapore and Hong Kong. These, which contain figures depicting stories in Chinese history or mythology, were built to promote Aw's well-known pharmaceutical products. Mr. Wang also talks about his teachers and how he was able to view various private collections: "For me, as well as for painter-scholars of the past, friendships with other painters and collectors were extremely significant. Each new meeting meant a new collection to see. In those days, private collections were never publicly displayed. To see a particular painting, you had to know the owner," (p. 17). All testing had been done in secret so nothing would mar the excitement of that first night. On the second night a fault put the electric lights out and sceptics were saying, 'I told you so!' A week later, during rain, the lights went out again, and they were not restored for two days. There were no more breakdowns from then on for 26 years. Later, all streets west as far as Bonham Strand and Caine Road at Mid-Levels, and, later still, along Queen's Road East and Wanchai Road to Mission Hospital Hill (the present site of Ruttonjee Sanitorium) were lit. Hong Kong and Shanghai were the first two Asian cities to have a public electricity supply, and Hong Kong Electric is the only surviving company of the many that pioneered electric power throughout the Far East. It is one of the oldest suppliers of electricity in the world. Of the three chief men who pioneered the Hong Kong Electric venture, Bendyshe Layton is credited with providing the momentum, and Sir Paul Chater, who was a director for 37 years, was responsible for finance. Capital amounted to $300,000, divided into 30,000 shares of which half were offered to the public. The third person was William Wickham the electrical engineer. He designed and supervised the building of the first power station and remained as manager of the company until 1910. Interest in electricity soon developed, and, in the 1890s, the first private homes were wired up and electric fans began to replace punkas. Also, by 1898, the first substation was constructed to service the new tall buildings, which had electric lifts (elevators), along the newly reclaimed waterfront. By 1905 the company was supplying power for 15 lifts, hundreds of fans, the equivalent of 34,500 lamps and street lighting. The Royal Naval Dockyard, near where Queensway now runs, was a blaze of light. Power was later extended, underground, to West Point, then the centre of the colony's busy night life. Subsequently electricity reached the Peak and Shau Kei Wan, and, by 1916, Aberdeen and Ap Lei Chau were supplied. But among the Hakkas, the Island of Hong Kong or rather this northern portion of it, is to the present day called by the same name "Kwantailou" (Eitel, 1895, P.134) As early as 1841, a shoreline road was planned in the northern part of the Hong Kong Island. It was pegged out by the Chinese labourers and made to connect Sai Ying Pun to East Point, a distance of nearly four miles. It was finished in early 1842 and was named Queen's Road. The road was so cut as to leave generally enough space between it and water and at a safe height above sea-level for the erection of godowns. The possession and occupation of the Island in the first instance was largely due to military reasons, especially as the Chinese mainland was so near at hand. There were two Chinese forts on the tip of Kowloon peninsula. Military establishments were therefore quickly set up on the northern coast in order to prevent the Chinese from recapturing Hong Kong. In the early days of February 1841, the navy had already laid claim to Navy Bay (Belcher's Creek) lying due east of the bluff then known as Belcher's Point and was already running up store houses on the sloping foreshore. The Army had established two camps on the northern shore, one on Cantonment Hill (later known as the Victoria Barracks and the Seven-and-six Penny Hill) and other at Sai Ying Pun, on the long slope which now carries on its shoulders the Hong Kong University and at its foot, the old Reformatory Building (Sayer, 1937, P. 99) and above the present Pokfulam Road. On the site in Third Street where the St. Louis School now stands was a small battery, called the West Point Battery or Elliot's Battery. (A similar battery, East Point Battery or Pottinger's Battery was mounted on the site of Wellington Barracks) The barracks at that time were of a more or less makeshift nature. Owing to unstable political situation, it was said that Lord Saltoun, then Commander-in-Chief, would not take upon himself to erect permanent and suitable barracks and officer quarters for the troops. The soldiers were encamped in flimsy structures of bamboo, cane, palm leaves and canvas. There he studied art before switching to Bristol University to read for a BSc in science. He would appear to have given up his higher education following the shattering of his romantic aspirations when he ran away to sea and worked his passage to Canada. He toiled for a while in Canada before returning to his parents in Taiyuan in 1905 with vague plans to hunt and explore the wild and barren areas of north China; he was twenty at the time. In practice he took up a teaching appointment at the Anglo-Chinese College in Tientsin and only during the vacations was he able to hunt and seek specimens for the natural history museum he was establishing at the college. From the vague evidence available he would appear to have remained at the school for only a matter of a year as he was invited at the end of the final term to join the Duke of Bedford's expedition to collect zoological specimens in Shensi province for the British Museum. Shensi is the neighbouring province to Shansi and lies to its west. The Duke of Bedford's expedition travelled through Sowerby's home province of Shansi where they lived for a week or so in one of the typical village cave houses of the Yellow Earth country, in a village some fifty miles west of Taiyuan. From there they continued west, across the Yellow River to Yenan in Shensi and on into the Ordos desert. Their return route took them north to the Great Wall, which they then followed to the east before turning south to Taiyuan down the main route through Shansi. The whole expedition took some five months and Arthur Sowerby would have been just twenty-one. It was during this expedition that Sowerby discovered a new species of jerboa [kangaroo rat] which was sent back to the British Museum and subsequently named after him, Dipus sagitta sowerbyi. Coming from a missionary family he would have had little or no financial support from his father and would have needed to work for a living. He was sponsored for a number of years by a wealthy American, Robert Sterling Clark, who remained a friend for most of Sowerby's life, and although it is no more than supposition he may well have continued teaching at the Anglo-Chinese College in Tientsin especially in view of his marriage in that city in 1910, at the age of twenty-six. The long vacations would have been an advantage enabling him to gather the material he later used in the China Journal, especially his ================================================================================
