The University campus, which will eventually house several thousand students and staff, is to be built on the present barren hilltops at Ma Liu Shui, a newly chosen site, in the New Territories adjoining Chung Chi College. The site of the University is located about halfway between Shatin and Taipo, sandwiched between a modern highway on the high level and the Kowloon-Canton Railway on the seaward side. The overall development plan was approved in March 1964. Future campus building will be so grouped that the three Colleges will be sited around a University Headquarters complex, maintaining the Colleges' own individuality in architectural style while still aiming at an overall harmony. The proposed University Headquarters complex will have two new colleges to the north on a higher level and Chung Chi College, at its present site, on lower ground to the south. It has easy access from the highway, with the central administrative building facing the highway providing a dignified appearance for visitors approaching from the Taipo Highway. United College will occupy the site near Taipo Road, while New Asia College will be facing the sea. The University platform alone will have approximately 20 acres to house a central administration building, a student centre, a University hall, the Central Library, the central laboratory complex, and the Institutes of Social Science and Natural Science and the School of Education. Ample space will be provided for future expansion. A large flat area close to the railway is designated to be the University Sports Field. It will have sufficient space for three soccer fields, a 400-metre track, and a number of tennis courts and basketball courts. A central sports building housing indoor games may be built on the solid ground west of the sports field. According to the present schedule, it is hoped that arrangements may be made to enable the University to commence building in mid-1967. The University is not a mere association of the three Colleges, engaged mainly in undergraduate teaching. J. Gascoigne, and about 500 men, he hoisted the British flag and then read the Order-in-Council and Convention. The territory was now formally occupied. There had been some resistance from the people and from those living in the Sham Chun area. Lockhart had been asked to return to Hong Kong to attend a meeting of the Legislative Council but in a minute to the Governor he stated: 'I have consulted the General Officer Commanding, who thinks it very desirable for many reasons that I should remain here. I am of the same opinion, so propose to remain.'22 Since the situation was still unsettled, the Governor concurred with Lockhart's proposal and Lockhart stayed behind with the troops, accompanying them on a long sweep through the New Territories to make the British presence known. Lockhart and the troops led by Lieutenant-Colonel The O'Gorman pushed on from Taipo on 18 April to Shek Kong; from that village they passed through Kam Tin, Yuen Long, Ping Shan, Sheung Shui, Fanling, and arrived back in Taipo on 27 April. The O'Gorman reported: "To the Honourable J.H. Stewart Lockhart, C.M.G., Colonial Secretary, is due the admirable results that have been attained in the Civil Administration of this Territory during this brief state of turmoil; his measures have been taken with great energy and ability and in a manner that, long experience has shown him, were suitable to the occasion. The result has been a most complete success. Only those on the spot can realise the amount of labour and care he has devoted from early morning to late at night to the discharge of these trying duties. A most hearty co-operation has existed throughout between us and no difference of opinion on any one point has arisen.'23 The Secretary of State, Joseph Chamberlain, in a despatch to the Governor, commented: 'without wishing to undervalue in any way the services rendered by others, it is evident to me that much has been due to the energy of Mr. Lockhart, and to his local knowledge."24 Lockhart remained in the New Territories until July 1899 in order to start the civil administration. The headquarters of the new administration were fixed at Taipo. He was assisted in his task by C.M. Messer, a cadet officer, Ts'oi Yeuk-shan, First Chinese Clerk, and two Chinese assistants. The mother of the groom had an artificial red rose and streamers attached to her black sam fu, and the grandmother of the groom, for whom it was an important day also, wore her purple/black sam fu saved for special occasions like this, with a red badge and streamers. The second in line of the five houses was that belonging to the groom's parents. That entrance, and that of the chi tong, or ancestral temple which was fourth in line, had red cloth draped around the doorway, and red paper strips with black inscriptions at each side. The third and fifth house had white paper with black inscriptions at the sides. At the right side of the groom's parents' house was hanging a large leg of pork. This was the payment to the match-maker for arranging the wedding. The groom had lived in Blackpool, England for many years, aged mid-thirties, and had been running the "New World Take Away" Chinese fish and chip shop. He had returned here six months before with the desire to get married. Three months later, a matchmaker had found a suitable mate in the form of a "country girl" from Taipo, horoscopes and other credentials were exchanged and the marriage was on. This was to be the second wife to come to this village from Taipo. As people finish their meal, a gong and cymbals are struck by some men. Food is cleared away, and mah jong is played to the accompaniment of Chinese music on the cassette player. In the old days, the bride would arrive from her village in a red sedan chair, her face covered with a heavily embroidered veil. The groom would tap on the door of the chair with his fan, and the bride would get out. The groom would raise the veil, and view his new bride for the first time. Some traditions change and this groom had gone over to Taipo to collect his future wife in a motor car, leaving his village to the accompaniment of fire crackers being set off. At 11.45 the car returns, and draws up on the opposite side of the road. The car is decorated with the customary rosettes, doll at the bonnet, and streamers seen at many weddings here. But because this was a country wedding, a 5' length of sugar cane was strapped to the left-hand side, to indicate that life should be sweet for the happy couple. We find that of the four born before 1898, three had attended class for an average of four years, one attended for only one year, and then worked first in the farm for a few years and then in the construction of the railway. Amongst the six born after 1898, however, three never went to school and one claimed that he learnt to read a little when he worked as a shop assistant in a small tea-house at Shamshuipo. Around 1900, at least two teachers are known to have given up teaching, one to work in the Land Office of the New Territories administration and the other to work for his brother-in-law at Taipo. Liao Chung-nan, the siu-tsai who formerly taught a small class at high fees in his own home as mentioned above, eventually had to move to teach at the Wan Shih Tang at a lower fee of about $5 per pupil. Three government schools providing an elementary English education were set up between 1905-1906, one being situated at Taipo, about six miles from Sheung Shui. Unlike in urban Hong Kong, response to this new educational provision was not great. The school at Ping Shan fared most badly and was closed in 1907 to be replaced by one set up in Cheung Chau. The average attendance throughout 1905-1912 in these three schools was twenty, out of a total of 224 schools in the whole Territories with an average attendance of sixteen each.15 The Report of the District Officer of 1912 states: “Government schools on a small scale have been opened at centres in the New Territories providing an elementary instruction in English, the fee for these is 50 cents per month. There is not, however, a great demand for this instruction of a more modern type in most of the districts, for the people still cling to the old-fashioned learning.”16 We have no record of village people from Sheung Shui attending the Taipo government English schools before 1913. 1913. The social and economic changes resulting from the change of government were still small and the opportunities for new jobs were still limited, and the jobs were mostly confined to manual labour. New demands had not yet appeared to bring marked changes in popular literacy which remained basically rooted in the traditional and relatively confined village society, but it was perhaps beginning to lose its former hold both as a basic education for the masses and, at a more advanced level, as the avenue to position and wealth. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1982 https://digitalrepository.lib.hku.hk/catalog/mk61z420p 259 hope of raising the income of the teachers and improving their conditions of teaching. Annual reports given by the inspectors show a constant cancellation and replacement of the schools on the subsidy list. Numbers of schools receiving subsidy varied from forty to a hundred before World War II. More direct supervision was exercised from 1921 onwards when the 1913 Education Ordinance, which required all schools with nine pupils or more to register with the government, was applied to the New Territories. In 1926, a government Vernacular Normal School was set up in Taipo in the hope of "producing capable vernacular teachers for the country districts."20 Political events and cultural movements in China during the first few decades of the 20th century brought about important changes in traditional Chinese educational concepts. Modern schools were set up alongside the traditional ssu-shu, and the classical primers were revised or replaced by new sets of textbooks, the first stage in a major change in the contents and aim of education. This process of modernization, coupled with the changes induced by the economic and social pressures mentioned above, led to changes in the education provided and the level and types of popular literacy achieved in this village community at Sheung Shui which can be documented in some detail. The first departure from traditional educational practices in Sheung Shui was the beginning of female education. For a long time, education was confined to boys only. Amongst the five old ladies above the age of 76 whom we interviewed, all admitted that they were unable to read and write, and they had no knowledge of any woman of their age who had been to school. According to the male informants, they did not see any girls attending class in the village until the first girls' school was opened in 1912, and neither had they any knowledge of girls being tutored at home. The first two ladies resident in the village who were known to be literate came to the village from outside and had received their education in Hong Kong. They were sisters, one of whom had married an early Christian convert from the village who became, in time, a pioneer in the promotion of modern education in the district. Our informants admitted, "In spite of our efforts in building study halls and securing success in the civil ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1983 https://digitalrepository.lib.hku.hk/catalog/j9607p61v 110 The very latest is that some enterprising folk of these parts have committed a piracy on a junk there, and five or six of them are up before the District Officer, South, on a committal charge. At the northern end of High Island is the interesting feature called the Dry Channel or Kon Mun. It is a fiord formed by the sunken mouth of the valley running northwest by Lan Nai Wan, which is connected on the west with the other channels. Into it has poured the whole of the silt from the upper valley: and as this point is precisely where the two tidal waves sweeping round High Island meet, the silt is heaped up there without any chance of it getting carried away. Nothing bigger than a small sampan can traverse it, and then only at high water.3 Leaving this fascinating island group by the often stormy route past Conic Island and Fung Head, we reach the mouth of Taipo Harbour, with Kang Chau (a little rock built up of volcanic ash beds), Grass Island, with the fishing village of Tap Mun on it, and Port Island. This last island is uninhabited. The islands in Taipo Harbour are mostly of sandstone and shale, but are otherwise of little interest. They are Harbour Island, Centre Island, and lastly, the island near Taipo station where the District Officer, North, lives, though since the causeway carrying the road was built, this is no longer an island. Going out again round Bluff Head, we come to another island-studded stretch of sea. Three large and sixteen small islands occupy it, and it is a most beautiful piece of water. Double Island, the first you come to, is in two halves joined by a low, narrow neck: the Crescent Island, beside it, is uninhabited, but Kat ("Lucky Harbour") Island, not being very lofty, has a good deal of its surface under cultivation. There is yet one more island, and this is in some ways the most curious of all. It lies away across Mirs Bay, two miles from the Chinese coast, from which it draws a good deal of its drinking water by means of waterboats. It is called, very appropriately, Pingchau ("Flat Island"). When I was there, I did not see any paddy whatever; all cultivation was dry, and often the fields were unterraced and sloping, quite different from other parts of the New Territory, yet the island is populous, in ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1985 https://digitalrepository.lib.hku.hk/catalog/gt54s866x 152 FOUND IN A PENNSYLVANIA ATTIC – Letters from China 1903-1906* WEI PEH T'I While cleaning out his mother's attic in Bala Cynwyd, Harry V. Ryder Jr.' found a bunch of letters that had been sent from Taiho. Bala Cynwyd is an affluent suburb of Philadelphia in Pennsylvania; Taiho a river town in the northwestern corner of the interior province of Anhui in China. 2 The letters were dated between January 1903 and April 1906. They were written to Harry's maternal grandmother, Louese Hedges Strawbridge, by Edith Rowe, who was a classmate at a "finishing school” in Philadelphia. Both Louese and Edith were Baptists. Edith's letters reflected the high standard of private school education in eastern United States at that time. Her command of written English was more than respectable. Scenes and events were vividly described; ideas eloquently expressed; and grammar and spelling impeccable. Except for one or two words, her handwriting can be read without any difficulty. Two of the letters contain charming line-drawings, an old-fashioned practice still favoured by young students in American schools today. Louese Strawbridge was the only child of Samuel and Ann Hedges, who had come originally from Ohio. Samuel Hedges had served as a colonel in the Union Army during the American Civil War. After the war he brought his wife to Philadelphia where he became a successful horse trader.3 Bala Cynwyd is near Devon, in the heart of the Pennsylvania horse country. After graduating from the Friends School, Louese went to a “finishing school", then was married to George Strawbridge, scion of a family that had founded and operated the prestigious department store, Strawbridge and Clothier. Louese and George had four children. Catherine was born in 1896, Helen in 1900, Janet in 1903 and Benjamin in 1907. I was explaining the delay in answering to you. Indeed your letters are worth the extra postage but I have never had to pay any on yours. This postage due system we have now takes a good many of the extra pennies and they are not always fair and square is why I sent your letter back. The letters on the average took five to six weeks to travel between Taiho and Bala by land and sea not slow progress even by today's standard of speed. They went by way of Wuhu, Shanghai, San Francisco or Seattle, and Philadelphia. One letter went by way of Nagasaki; another by way of New York. It usually took overnight between Philadelphia and the post office at Bala. One envelope bore the cancellation stamps of both Shanghai in English and that of the French Concession of Shanghai in French. Another envelope showed that the post office at Bala had forgotten to change the date on the cancellation stamp, since it had the letter arriving at Bala before it was even sent out of Philadelphia. Missionaries of the China Inland Mission were to learn the Chinese language before they were sent to their assigned stations; then the local dialect as well since they were to live among the populace in the interior provinces. Their primary objective was "to diffuse as quickly as possible a knowledge of the Gospel." Conversion to Christianity was not an essential part of their mission. In order to be as close to the populace as possible, lifestyle of the missionaries was "to conform as nearly as possible to the social and living conditions of the Chinese" around them. Until way after 1900, women missionaries of the China Inland Mission wore Chinese dresses. Edith Rowe's life at Taiho conformed to this pattern. Immediately after arrival in China, Edith went to the "Yang-chow House" of the mission to study Chinese. Her lessons continued at Taiho. Learning Chinese meant reading and writing the language as well as conversational Chinese. Commenting on a drawing she did of six Chinese men with pig-tails sitting on two benches listening to the Bible being read to them, Edith wrote that "my teacher... has a very nice tail indeed," indicating that ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1985 https://digitalrepository.lib.hku.hk/catalog/gt54s866x 164 WEI PEH T'I You one when I get them.45 Edith managed to get away from Taiho twice during the little more than three years she was corresponding with Louese. She described her journey to a nearby station twenty-three miles away. We could not get boats all the week and were finally forced to go by wheel-barrow to get there at all. That is the usual mode of travel and very comfortable, but fearfully slow. We put our box on for a back and then our bed, then we sit on it with our feet out over the wheel. These barrowmen are accustomed to pushing between four and five hundred pounds so we count a light-load and all the pay they get is ten cents a day. We always pay for their return trip too, making 20 cents, and a tip if they have pleased us. Wherever we go we take our bed with us, that is a cotton wadding mattress and our bedding and quite understand now the meaning of “take up thy bed and walk.”46 Edith had hoped to go to Wuhu in March 1905 to attend the Provincial Conference, to see the dentist and just to get away from Taiho. It was not clear whether she ever took the trip because "Mrs. Ferguson wants me to hasten and be back in plenty of time as she expects to be confined in June.”47 Edith had been complaining about her suffering from a very bad cold and general fatigue in this and an earlier letter. So, perhaps, instead of Wuhu, she went on a holiday in Shanghai and Chinkiang instead. As she told Louese when she wrote next, in April 1906: My holiday was not the rest it should have been, only consisting of two weeks at Shanghai and Chinkiang. But I was a month on the way down by native boat and a month back.48 Shanghai and Chinkiang, and even Wuhu, represented a change from Taiho for Edith. She could be with English-speaking people who were not the Fergusons, and could relish the “custom (of using) tablecloth and knives and forks. . . They are exact models of children's shoes as they are worn every day and holidays and I hope they will fit some of the dollies. I appreciate your letters and very much the photos. They are the next best thing that is possible to me in the way of seeing the children. The letter enclosing them came to me while I was down south on a little holiday. The next letter came after I returned and I meant to write immediately but sickness and one thing and another kept me from letter writing. The last letter had twenty-cents due on it and I sent it back to Wuhu to be reweighed, as according to my scales it was just half an ounce. The letter came back before I had kept my intention and now I am almost ashamed to acknowledge them so late. My conscience is clear that I have done what I could although that may not have been much. My holiday was not the rest it should have been, only consisting of two weeks at Shanghai and Chinkiang. But I was ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1990 https://digitalrepository.lib.hku.hk/catalog/d79206299 142 number of bicycles, and despite having to dismount frequently to cross ditches, alleged to be anti-tank but too narrow to be effective for the purpose, made forty miles in a day along the footpaths amongst the hills. Tens of thousands of coolies were carrying loads over the track from Mirs Bay to the East River: it shewed what a large flow of supplies still entered China from Hongkong despite the Japanese blockade. I even saw the parts of wholly dismantled lorries being carried along, four coolies to each pole on the heavier loads, such as the frame. Unfortunately a cholera epidemic was raging, and the Chinese government appeared to have made no effort to provide medical and sanitary supervision, on what was one of the few remaining routes of entry into China. A plague of flies hovered over the human excreta which defiled the edges of the road along its whole length. Coolies were dying by the dozen. They would collapse by the side of the road and crawl off to expire in the scrub. In places the stench was so strong as to make you retch. On arrival next day at Mirs Bay we were offered tea at the little Chinese customs house, while waiting for the launch. As the bay was entirely inside Hongkong territorial waters, Japanese ships could not enter, and the launches ran twice a day with impunity. I stepped ashore at Taipo, a village in the New Territory, in time to catch the evening train from Fanling, but I was now feeling ill myself and half wondering whether I too had not caught cholera. I was unable to join the golfing fraternity in the saloon car to listen to the highlights of the day's sport, or to partake of refreshment, and on arrival at the Gloucester I retired to my bed. The luxury, however, of a modern hotel soon put me on my legs, and I was further fortified by the comfort of a passage to Shanghai in one of the Canadian-Pacific Company's liners. It was November. Many of the younger men had left to join up, either in Malaya or in India, where it was thought their services might prove more useful than in England. Nevertheless with the addition of the people who had been brought in from the outports, there was no shortage of staff in the offices; and the Clubs, if anything, appeared rather crowded. Owing to the stagnation in trade, people had not much to do. Yet managers seemed reluctant to release their young men, too many of whom, as it appeared to me, seemed quite content to stay; while, surprisingly, older middle-aged men were being allowed Page 165 Page 166 ================================================================================
