But these developments are beyond the time limit set for this particular study. NOTES 1 See the studies by Chung-li Chang, The Income of the Chinese Gentry (Seattle, 1926) and The Chinese Gentry: Studies in their Role in Nineteenth Century Chinese Society (Seattle, 1955) and by Ping-ti Ho, The Ladder of Success in Imperial China (New York, 1964). 2 The South China Morning Post, 12 July 1933, in column "Old Hong Kong". 3 Colonial Office Records (hereafter given as C.O.), Series 129-12. 4 The Friend of China, 6 Nov. 1861. 5 George Smith, The Consular Cities of China (London, 1847), p. 82. 6 Yen-p'ing Hao, The Compradore in Nineteenth Century China (Cambridge, Mass., 1970), p. 195. I have not been able to check the sources he cites. 7 These were Loo King A owner of I.L. 99, LL.102, I.L. 103; Lo Lye or Alloy A owner of M.L. 16 C., M.L. 19; Loo Foon owner of M.L. 16 D.; Loo Sing A owner of M.L. 17 C.; Loo Chuen alias Loo Chew alias Young Aqui alias Loo Choo Tung owner of M.L. 16 A., M.L. 28 A., M.L. 35 A. The family lived in Aqui's Lane, or as it is now known Kwai Wa Lane† running from Hillier to Cleverly Street and lying between Queens Road and Jervois Street. Here in 1872 lived Loo Wan Kew, Loo Yum Shing, compradore of D. Sassoon, Sons and Co., and Loo Achew. 8 The China Review, Vol. 1 (1872), p. 333, "The Districts of Hong Kong and the Name Kwan-Tai-Lo". This source also confirms the deleterious effect of Aqui's activities in Hong Kong: "In 1843, when there were but few merchants or shop keepers, one Sz-man-king, unto whom those who were in distress, in debt, or discontented, resorted, opened a place for gambling along Chung Wan to which all among the fishing-boat people, who loved gambling, came." 9 Quoted by R. M. Martin in his report, 24 July 1844, in G. B. Endacott, An Eastern Entrepot (London, 1964), p. 97. 10 E. J. Eitel, Europe in China (Hong Kong, 1895), pp. 168-169. 11 Endacott, op. cit., pp. 96-98. 12 Ibid., p. 107. 13 Ibid., p. 96. 14 A Singapore house was a pre-cut timber house ready for assembling imported from Singapore. At the time of the gold-rush in California, a similar type house was shipped from Hong Kong to San Francisco in large numbers. The trade enriched a number of Hong Kong carpenters. 15 C.O. In November we had a talk on diplomatic systems in East Asia as part of general philosophies of state by Dr. Frank W. Ikle and in December Dr. Ralph Smith, a visiting historian specialising in Vietnamese society at the School of African and Oriental Studies spoke on the Cao-Daist and Hoa Hao religious sects. Another visitor to Hong Kong—visiting professor in anthropology at The Chinese University—Professor Francis L. K. Hsu, spoke to the Society in January giving his views about Chinese motivations and values and comparing them with Western values and motivations as he sees them. In February we held our symposium: this time on Architecture and the development of Hong Kong. We were fortunate enough to obtain the kind services of Mr. Tao Ho here, a well-known local architect and designer, who gathered a team of experts to talk on problems of community and town planning, building, mass transit and the historical development of ethnic clusters in relation to building. This was very well attended and there was some lively discussion. We look forward to seeing the papers in publication: Mr. Ho is presently editing them for the Society. The last lecture of the period was given by Professor Daffyd Evans of Hong Kong University who spoke on early European residents in Hong Kong. We look forward to seeing some of these talks in print in the Journal. Foreign tours are now an established feature of our annual programme. This period included a tour of Burma guided by Mr. Michael Smithies, a former Secretary of your Society, now resident in Indonesia, who has led past tours so successfully. It was organised this end by Ms. Helga Werle of your Council. This was also a very successful venture and I understand that it has been followed by a reunion of tour members who are anxious to have more of the same. For the future: Ms. Werle and Mr. Smithies, and also Dr. Leigh Wright are offering tours abroad—to Ceylon (Sri Lanka), Indonesia, Korea, and Borneo—dates will be decided on the basis of majority response to several offered to members in a recent circular. A visit to Tai Mo Shan is also planned for this weekend (April 3), and will include the Shing Mun or Jubilee Reservoir. Talks and notes will be given on history and ethnography of the area, plant and insect life, and birds of upper Tai Mo Shan—by Dr. James Hayes. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1976 https://digitalrepository.lib.hku.hk/catalog/hq382988q 22 RICHARD J. MARTIN WILBUR event of threatening floods to repair embankments.1 Taxation, the primary interest of the government, is also carried out with the help of the Ti-pao. This individual is supposed to know all about every bit of land owned by the members of his village, and the exact tax set upon it. This is no easy matter since most farmers own many small bits of land scattered hit-or-miss over the countryside. Under the Ch'ing dynasty the land tax was set for all time in 1713.2 This does not mean that in reality taxes did not increase steadily, for the burdens seem constantly to be getting heavier. This increase was affected by several means. In the first place the permanent settlement takes no account of the cost of collection. This cost is a matter of yearly battle between the collector and the land owners; but once a precedent is set it becomes an accepted part of the tax thereafter, and is merely the starting basis on which further additions will be placed. A second manner in which accretions are made rests on the fact that originally all or part of the tax was to be paid in kind. The magistrate, however, often demands a cash settlement, and places the conversion rate well above the market price of grain. Another method is for the magistrate arbitrarily to fix the conversion rate between cash-coin and the tael at a point highly unfair to the land owner who has only cash-coin to pay in. By these and other devices Morse reports that the permanently settled land tax of 1713 is often increased to over five times the statutory amount.3 The Ta Ch'ing Lü Li (׆†##1) describes the correct machinery of collection as follows: [ Jamieson, George; Chinese Family and Commercial Law, p. 72. A good account of the modern working of a modified form of corvée is found in Smith, Arthur H.; Village Life in China, p. 230-231. Also, Boulais; op. cit., p. 161-162, 181-185, 213-214. 2 Morse, Hosea B.; The Trade and Administration of the Chinese Empire, p. 86. (Jamieson; op. cit., p. 94, wrongly gives 1711 as the date of permanent settlement, but this is the date of the census which was made the basis for taxation.) This permanent settlement had several important results. In the first place, it practically did away with the old method of taking the census of the number of people liable to a poll tax, and led to the establishment of modern census taking of the whole population, as started under Ch'ien Lung. Secondly, the establishment of an immutable poll-tax led to its amalgamation with the land tax for ease and saving in collection. Huang, Han Liang; The Land Tax in China, p. 99-100. 3 Morse, op. cit., p. 87. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1979 https://digitalrepository.lib.hku.hk/catalog/2801w5938 LOCAL LIFE MEMBERS MCCRARY, Mr. Michael, Flat 6A United Mansions, 7 Shiu Fai Terrace, HONG KONG, MCKEIRNAN. L. K. Little, successor of Maze as I. G., writes in the introduction to "The I.G. in Peking" - "In a private letter to me the late Stanley Wright, author of Hart and the Chinese Customs, wrote, 'Hart was married to a Chinese lady in his early days, but she was dead before his marriage to Miss Bredon,' (1975; Introduction). B. Wang, the author of the book "Biography of Sir Robert Hart" also suggested that Hart's happy personal life in China ceased in 1865 when Ayaou suddenly died, and this is the main reason for Hart's decision to return home on leave and find a girl to marry (2000: 97). However, the scholars, who edited Hart's early journals, noticed that Hart received letters from Ayaou in 1870 and 1872, and they noted that she "later married a Chinese" (Smith, Fairbank, and Bruner, 1991: 363). 15 In Declaration 1, referring to his separation from Ayaou, Hart declares, “she was then presented with $3000 when she surrendered her children to my Agent and herself married a Chinaman." In Declaration 2, a similar statement is made: "I paid her the sum of three thousand dollars1 and she married a Chinaman.”15 This confirms that Ayaou certainly did not die in 1865 but married a Chinaman after receipt of a large sum of money from Hart, a condition of their separation. Ayaou probably did not want to sever the connection with Hart even though she must now have realised it was inevitable. Hart, who by this time was no longer a young and inexperienced assistant for the British Consulate at Canton, but a powerful man in both the CIMC and the Qing government, had to resolve the problem by making an arrangement acceptable to Ayaou. Money must have been given serious consideration, as it would have been a precondition of the relationship for both sides in the first instance. As Bruner, Fairbank, and Smith suggest: (1986:153) The girl Ayaou was not a solitary adventuress but came undoubtedly from a proper though lower-class background under the sponsorship of a compradore or other reliable party. Hart's upkeep of her must have included a regular monetary payment, a portion of which reimbursed her family. In Hart's diaries requests for money from Ayaou appear frequently. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2003 https://digitalrepository.lib.hku.hk/catalog/2v242g390 195 - Cornell Plant died at sea shortly before their ship's arrival at Hong Kong. Alice Plant died a day or so later and they were both buried in Happy Valley Cemetery, Hong Kong. This posed the question what happened to the two young Chinese girls? This is partly answered by an extract from a letter written to Cornell's younger brother Charles by J.L. Smith, the British Consul at Ichang, an old friend of Captain and Mrs Plant: The reference to the two girls as "adopted daughters" is a mistake. The two girls were waifs bought by Mrs Plant a number of years ago and brought up by her as servants in her own house. They were too young to marry and therefore Mrs Plant was taking them home with her, intending to bring them back at the conclusion of her furlough after which she intended to marry them off and give them a small dowry. They are now being sent back from Hong Kong to Miss Moore of the Church of Scotland (Ladies) Mission here: Miss Moore desires to keep them for four or five years in her excellent girls school so that they can get an education after which she will see that they are decently married off or settled down in some occupation in the same way as Mrs Plant would have done. There is a movement on foot amongst friends of Captain and Mrs Plant to raise a sum of money to meet the expenses that will be entailed in connection with the education, etc. of the girls. In the event, some $4,000 was raised by the friends and colleagues of Captain and Mrs Plant to educate the two girls and set them up in life. Although the Royal Library of Scotland has some of the letters sent home by Miss Amelia Moore to the Church of Scotland, no mention has yet been found of the two girls and what happened to them. The 30 foot granite monument overlooking the gorges put up in memory of Captain Samuel Cornell Plant show the high esteem in which he was held by his friends, his business associates and the Chinese Customs Service. On his death, tributes were received from the representatives of many countries including France, Japan, and the United States of America. More personal were the feelings expressed in "Plant the Pilot" a poem written shortly after his death and the inscription on the silver inkwell presented to him by Captain F Scurr, shortly before his final voyage in 1921 as a small memento of many kindnesses while 'dodging the dragon.' It was all summed up in the words of his good friend of over ten years, the British Consul at Ichang. ================================================================================
