The Problem publicised in Britain Miss Pitts and Mr. Bowley both left Hong Kong for leaves in England in June 1919. During their stay they might have pushed the matter of child labour in Hong Kong, for in May 1920 there was published an article in the Child Guardian setting forth the situation of children in Hong Kong. This magazine was the organ of the National Society for the Prevention of Cruelty to Children. The recommendations proposed by Mr. Bowley at the meeting of the Church of England Men's Society already referred to were published on the first page of an issue of the magazine. These were accompanied by the comment, “Judging from the necessity of bringing such proposals forward, it may be imagined this British Colony is a long way behind in its treatment of children”. It was noted, however, that a great many influential people in Britain were worrying the Colonial Office on the subject. The editor surmised, "the Governor must be having quite a busy time answering the inquiries of the Colonial Office in regard to these questions“. In November 1920 a Director of the British National Society for the Prevention of Cruelty to Children asked the Secretary for the Colonies for an interview with Mr. Claude Severn, the Hong Kong Colonial Secretary who was on leave in England, to discuss with him the matter of the welfare of children in Hong Kong. Parliamentary question December 1920 Mr. A. Davies in December 1920 asked in a Parliamentary Question if there was any legislation in Hong Kong controlling the type of work done by children, the hours they worked, or their employment in work injurious to their health. The Government spokesman replied that there was none, but the Governor was being asked for a report on the subject of child labour. Another question was raised at a session soon after. Mr. Cope asked if the Secretary of State for the Colonies was aware that the resolution of the Sanitary Board passed in May 1919 regarding child labour had ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1993 https://digitalrepository.lib.hku.hk/catalog/66833t302 96 The relations of our medical missionaries Dr. Gibson and Dr. Sibree with each other have been almost from the time of the latter's arrival a cause of grievous distress here, now our relations with them both occasion constant searchings of heart. Disagreement amongst missionaries was not uncommon, shown in their correspondence with the Foreign Secretaries, who gave pastoral support to each missionary. As Goodall notes, the criticisms missionaries made of colleagues just indicates their human characteristics.68 However, the relationship between Drs. Gibson and Sibree reached its lowest point at an important time for the District Committee. The change to District Committee responsibilities introduced in 1895 was under discussion in Hong Kong in 1909, with a view to devolving its powers to the locally established church of Chinese Christians. As well, the growth of the LMS was making funding of mission work very difficult. Thus, controversy within the District Committee would put at risk the credibility of the LMS and the continuity of local funding. 69 Miss Davies, Principal of an LMS school, and a long-time member of the District Committee, reported that Dr. Sibree, contrary to her claims, had been overworked through 1907-08, and expressed the view that Chinese women would not support her in private practice. Rather, they would support the new lady doctor, presumably because the latter would have the sponsorship of the subscribers and the hospital.70 In correspondence with Mr. Cousins, she wrote: I wish the Lady Doctor were on her way out. There is no doubt that the right kind of woman will find abundance of work. We all have to make our own work. We all of us have had, in a large measure, to make our own work: certainly the best part of it.71 Dr. Mitchell, who felt that she had not made an effort to adapt to the conditions of Hong Kong, continued to support Dr. Gibson in his claim on the Nethersole and the existing male dominance of clinical medicine at the hospital.72 This contradiction between Dr. Sibree's claims and the perceptions of others, female and male, is puzzling. With his marriage to a Canadian lady doctor, he was sent to Poklo, to establish the medical mission there, during which time his wife died Given the marginality of the Poklo post, and the need for support in Hong Kong after Dr Sibree's resignation, Dr Mitchell returned to Hong Kong at the end of 1909 During his furlough in 1913, he married Dr Perkins, and, delayed by the war, they returned to Hong Kong in 1919, when he took up the post of medical superintendent until his resignation because of ill-health in 1924. After three days of torrential rains the hillside, with its excessive yang, turned to mud. When the earth is healthy humans thrive. When it is 'sick', humans suffer. The slippage extended from Po Shan Road, down to Conduit Road and below to Kotewall Road. The conclusion of the public enquiry was that extensive site development had caused the disaster. Sixty-seven people lost their lives after a 13-storey block of flats was cut off at its base and swept downhill. Life can be incomprehensible and vicious. Hong Kong is not liable to seismic activity. The last earthquake, in 1918, did little damage. But a report by the late Professor S G Davies of Hong Kong University, shortly after the 1972 Kotewall Road landslip, noted fault lines. One line is said to run from Wanchai Gap over to Aberdeen, to the south of the flat in this case study. It is thus not difficult to appreciate how villagers, mentioned above, feel living at the foot of, or on the slopes of, a mountain. In the flat in this study, when it rains heavily and the slopes above turn to mud, as residents put it, 'one finds oneself gazing up at the mountain with its latent, supernatural power and wondering.' This is basically why, even if there is rhythm in the cultural landscape of nature, gentle slopes are preferred. Understanding the empirical ground rules of fung shui land usage, and the aesthetics of Chinese geomancy as a traditional form of spiritually based planning, can provide lessons for western architects, townplanners and environmentalists even today. Fung shui attempts to ensure that everything is in harmony with its surroundings. Its scope ranges from the planning of an entire town, to the construction of a high-rise building, to the design of an interior in an office or a home. With respect to fung shui the owner's study, in the flat in this case study, is probably the best room in the flat. The owner has, however, been advised it would be better, even if he would miss the view, if he moved his desk around so he faced the door, rather than looking out of the window. With his back to the entrance much of the time, he always half-expects someone to come in. There is a loss of 'power'. It is not easy to concentrate. If he moved he would also not have to turn around when visitors come to see him. One's back should never face a window or a door as the force of chi is too great. The operator of a computer, which can stimulate chi, on the other hand, should face a door.
