This authority, with powers of discretion, was given to the D.O. to help preserve the traditional way of managing land within the clan, and to provide a cheap and impartial arbiter in case of dispute. 13 In Shek Pik village the TSUI, CHEUNG, HO and CHI clans owned 1.1, 0.39, 0.55, and 0.04 acres of agricultural land in 1898. With the exception of the HO clan, they were intact in 1959. The TSUI tso probably dates from the fifteenth generation, and is therefore three hundred years old. The FUNG clan in Fan Pui owned 9.2 acres in 1898 but this was sold in 1953. 14 At Fan Pui I dealt with a disputed case of ownership in which the defendant stated that eight lots totalling 9,581 square feet of agricultural land had been specially set aside as joss and oil fields (shen you tian). Fields are also set aside for the worship of earth spirits. At Cheung Kwan O village in 1898 the two clans of CHAN and NG administered 1.41 acres of agricultural land under the name of a to tei wui. The rentals were originally devoted to the maintenance of the to tei or earth spirit who looked after the village, but for many years the revenue has simply gone to the clans. Many other cases are known at Mui Wo and Tung Chung. 15 See Chapter III (iii) and (iv) of H. B. Morse The Trade and Administration of the Chinese Empire (Shanghai, Kelly and Walsh, 1908) which is based on an article by Byron Brenan "The Office of District Magistrate in China” Journal of the North China Branch of the Royal Asiatic Society XXII, (1897-98), 36-65, and incorporates his own wide experience of China and her officials in the course of over thirty years' service in the Imperial Maritime Customs. Brenan himself (1847-1927) had served in China from 1866 and was H.B.M.'s Consul-General in Shanghai 1898-1901. Of the district magistrate Brenan wrote, "The magistrate is the unit of government; he is the backbone of the whole official system; and to ninety per cent of the population he is the Government"; op. cit. p. 37. 16 Papers 1899 p. 583. The text of the stone tablet outside the Tin Hau temple at Kat O, referred to elsewhere in the article, uses this picturesque phraseology. Contrasting their sorry lot beside the power of the yamen officials they had written in their petition to the Viceroy "We, civilians, whose lives are cheap as ants... who are we to start a lawsuit against the district yamen's worms?" An interesting feature of this inscription is that it follows the customary form of Ch'ing document in which reference is made in the text to other papers, by summary or quotation, instead of the western method of adding enclosures. Fairbank, Ch'ing Documents, an introductory syllabus, (Harvard University Press 1952) p. 21. 18 When I asked an old gentleman who graduated sau choi in 1896 about extortion and venality among magistrates, he replied in distinctly extenuating tones "Some did; but then they had so many people to look after". He observed that there were some rich districts in Kwangtung in which a magistrate had to do nothing to obtain money as it came rolling into the Office in the way of presents, inducements, additions to land and other taxes etc., whilst there were others which were so poor that the magistrate could squeeze very little from them even if he tried very hard. BARNETT 17 strong corroboration of traditions, which might otherwise be thought apocryphal, of the disappearance of other villages, including the large village of Lik Yuen,84 half way down what is now Tide Cove.16 For all that, one cannot be absolutely sure. An old Hoklo155 boatman at Tai Po, who fortunately spoke reasonable Cantonese (for I cannot manage the Hoklo language) told me that "fifty years before he was born, Hong Kong Island was joined to the mainland. It obviously was not. But remembering what has been observed by other field workers, that "fifty years" is commonly used to mean any time too long to be remembered, what the old man was passing on was clearly a tradition among the Hoklo that Tuk Ngo Kong45 a name for Victoria Harbour which apparently only the Hoklo language now preserves was long ago interrupted by a strip of land. It may well have been so, and I have provisionally marked it so. For if it were, it would tend to explain the curious demarcation of responsibility between the military commanders of Nam Tau and Tai Pang40 and the apparent fact that ships went through Sheung Sz Mun127 rather than through the present Hong Kong Harbour. It might also explain why Kwun Fu Cheung was more important for the collection of salt than for defence. There is also some slight reason to believe that Ma Wan and Tsing Yi,13 which are now islands, were 1,000 years ago connected to the mainland and to one another, and that the channel between Chep Lap Kok1 and Tung Chung was considerably deeper than it now is. But I must emphasize that the picture on the south and east side is still sketchy. It would greatly facilitate the work of the historian if his geological colleagues could be persuaded to take their eyes off remote aeons and fix them on to this comparatively recent period so as to obtain some degree of certainty regarding the position of the shore-line at the time of the first Chinese settlement. The Missing Pieces. To move away from the shore up to the hills, the first thing that would strike the eye of any us, if he could be transported by time machine into the tenth century, would be the profusion of trees. I am not well acquainted with the Chinese records, but there seems to be little information on Peng Chau available in the San On Gazetteer, or Gazetteer of the San On District, last edition 1819, but reprinted by Kwangtung Printers, Canton, 1933. 10 A lucky day of a winter month of the third year of Chia Ching. 11 A lucky day of the third winter month of the 57th year of Chien Lung. 12 It is customary to do so: in fact the 1878 tablet states whether subscribers are local or from various other places. It is given in a short manuscript account of Peng Chau in Chinese, available locally, compiled anonymously a few years ago, 16 On Cheung Chau a Peng On Tong existed in 1898 when, together with two other Tongs, it held a lease of land for a boatshed. These appear to have been organisations of Tanka fishermen. The Peng On Tong and its boatshed still exist, though its affairs have been managed by several generations of a prominent Punti family since at least 1910 (BCL and Land Registers). 17 For some information on the origins of the Tanka see K. Then there are Hoklo boats of a similar type: one usually equipped with cars and styled #, and a variant called, literally "chicken hair claw", which was the type of boat used by Mr. CHUNG and his fellow Hakka fishermen. I am told that the first are principally shrimp boats and the latter mainly used for catching fish. There is a good description of such craft on p. 53 of Orme's Report in Sessional Papers 1912 quoted above, which is also useful for a contemporary account of the boat people. A list of the various types of local fishing craft (modern) is given in Table I, pp. 45-51 of Stanley S. S. Yuan's paper on Fishing Junks, which was read to the Engineering Society of Hong Kong in the 1955-56 session and published in January 1956 in volume IX no. 2 of their Proceedings. C. CHENG in 1936 he was succeeded by Mr. (later Sir) Man-kam Lo. Sir Man-kam, born in 1893, was the eldest son of the late Lo Cheung-shiu, J.P., who was Chairman of the Tung Wah Hospital in 1915. He was also the son-in-law of the late Sir Robert Hotung. Sir Man-kam went to England to study law in his youth and later founded the solicitors' firm, Messrs. Lo & Lo, his partner then being his younger brother, M. W. Lo. He was appointed a J.P. in 1921 and served on the District Watch Force Committee, the Sanitary Board and many other Boards and Committees. He was Chairman of the Tung Wah Hospital in 1929 and was a member of the Legislative Council from 1936 to 1941. After the war he was appointed to the Executive Council and was knighted in 1948. Sir Man-kam was not only a brilliant lawyer but also a very conscientious and outspoken member of the Legislative and the Executive Councils in his time. His views and advice were always highly esteemed by the Government. He died suddenly in 1959. In his book Via Ports, a recent Governor of Hong Kong, Sir Alexander Grantham, had this to say about Sir Man-kam: “Out-standing amongst them (i.e., Executive Council Members) was Sir Man-kam Lo, whose death in 1959 was a great loss to the Colony. He had a first class brain, great moral courage and a capacity for digging down into details without getting lost in them. I can picture him at a meeting of the Council when some difficult or controversial subject was under discussion. Another member would be expounding his views. From the glint in 'M.K.'s' eyes and the way his lips were moving, I knew he had something forceful to say. I could hardly wait for the previous speaker to finish and to hear 'M.K.' Then again, when a complex but dull matter was being dealt with by the circulation of papers, on which members would write their opinions, I would look to see what 'M.K.' had written and, as often as not, save myself the tedium of reading all the other minutes. He was invariably right to the point” 28 When Dr. Tso Seen-wan resigned from the Legislative Council in 1937, he was succeeded by Dr. Li Shu-fan who, born in 1887, received his early medical training at the Hong Kong College of Medicine and later at Edinburgh University. A pass or saddle: differs from keng (19) in that au need not have a path over it. The two occur in combination. See (14), (59). Owing to the Hakka pronunciation, au is in many names confused with kau (14) and o (59). The meaning of fort or stockade is well-known, but in places where the memory of old fortifications is forgotten the word is often substituted by tsai (100), whose pronunciation in one of the Hakka dialects is similar, or by tez (103). It was because of the disturbances of pirates and the followers of Koxinga (Cheng Shing-kung) along the coasts of Kwangtung and Fukien. The disturbances were so large that the Ch'ing Army could not stop them. The government evacuated fifty li from the coast. The lands were abandoned in order that the pirates and the followers of Koxinga could not obtain supplies from them. (see my article: "The Chow Wang Yi Kung Chi of Kam Tin", published in the Wah Kiu Man Fa of Wah Kiu Yat Po for 13th September 1976 綿田之周王二公祠,原载1976年9月13日華僑日報文化版) + * In the O Mun Kei Leuk ME 1800 edition, it was recorded, "During the 7th year of Yung Cheng reign, there were forts erected on the two hills. This strengthened the guards of the Tai Yue Shan Shuen”. The Tai Yue Shan Shuen was probably at the place of Tai O today. The forts on the "two hills" are most likely to be the Kai Yik Fort on its south-west and Tung Chung Fort on its east. Later, with the surrender of the pirates, the Ch'ing government extended the coastal boundary. More forts and guard-stations were set up. Those of outstanding importance were the Kai Yik Fort on Lantau Island, the Nam Tau Fort, and the Chik Wan Fort." The book was written in 1819, and the famous pirate Cheung Po-tsai had surrendered in 1810. This shows that the fort was again under the control of the Ch'ing government after 1810. 14 1a Chapter 130 of the Kwong Tung Tung Chi 4 1822 edition recorded, "Tai U Shan, an island which lay in the midst of the sea, was a place where foreign ships anchored. There were only two inlets for the anchoring of these ships: they were at Tai O and Tung Chung. At that time, Tai O was guarded by a garrison of thirteen men. There was already the Kai Yik Fort under a Tsin Tsung (lieutenant) of the Tai Pang Battalion." The book was published in 1822. This proves that before 1822, there was the Kai Yik Fort guarding the south-west tip of Lantau Island. 14 see Armando M. In the 1920's and 1930's, each load of firewood carried into Kowloon sold for 25 to 40 cents, pigs were sold in Sai Kung at approximately 18 dollars per picul, which was the weight of one pig, and rice for 3 to 4 dollars per picul. It was possible for a family to carry firewood into Kowloon quite a few times every month for about five months per year, and to sell two to three pigs. The cash income would have been 50 to 80 dollars per year, enough to buy 15 to 20 piculs of rice, enough for about five adults for the year. In addition, daily wages were 30 cents, and there was employment in the limekilns and in construction. Money was not short for daily necessities, but for weddings, in which the present to the bride's family alone would have been 200 to 300 dollars, many families would have had to resort to borrowing. He was promoted to be a Tsin-tsung Tor Lieutenant of the Left Camp of the Heung Shan Battalion 香山協左營, later Acting Shau-pe 署守備 or Major of the Tung Shan Naval Camp, then Yau-kik E* *or Colonel of Nam O, and finally Charm-cheong or Brigadier of the Tai Pang Battalion." Unfortunately, this biography does not record when he was in those posts. However, from these several sources, we know that in the 12th year of the Tao Kuang reign, Ho Chun-lung was a Shau-pe, transferred from the Heung Shan Battalion. Also, that he had been in the post of Acting Shau-pe of the Tung Shan Naval Camp. Maybe, it was from this post that he later transferred to be Shau-pe of the Right Camp of the Tai Pang Battalion with his headquarters at the Tung Chung Fort on Lantau Island. However, this awaits confirmation. People of the Sheung Ling Pei Village say that the Fort was built on a site contributed by the Ho Clan of that village, with the help of seventy taels of silver donated by the people of the Ho Clan. Matched sets of senescent leaves were immersed in plastic mesh bags (1 × 1 mm, mesh). Individual bags were collected at intervals and processed in the laboratory. For isolation of fungi the leaves were washed thoroughly with 7 changes of 1% detergent solution and 8 changes of sterile water. Each leaf was cut in half longitudinally: one half was plated on to Czapek-Dox agar for surface fungi, while the other half was surface-sterilized with 0.1 M mercuric chloride solution, washed in sterile water and plated on to Czapek-Dox agar for isolation of fungi present within the tissue. The plates were incubated at 25-27°C, and representative colonies were isolated and counted. A sterile swab was used to remove the surface film of bacteria from the leaves, and this was streaked on to plates of nutrient agar or marine agar 2216. After incubation at 25-27°C, representative colonies were isolated and characterized by their Gram staining and various physiological properties. f) Diet of Higher Trophic Levels This was determined by digestive tract analysis on a range of animals. Contents of the stomach (fish), buccal cavity (shrimps) or gut (amphipods, insect larvae, worms) were removed and examined with the microscope to estimate the fractions of various materials. g) Effect of Birds on Productivity Birds are the only carnivorous animals that may compete with man for the economic produce of the kei wais. Consequently, an estimate was made of the amount of produce removed by them. Information on the diet of birds at Mai Po was obtained from Melville (1978). THROWER As measured by chlorophyll content of the water, the population of phytoplankton was highest between early July and September, and representatives of 12 genera of diatoms were recorded, namely Achnanthes sp., Amphora sp., Biddulphia pulchella, Cocconeis sp., Diploneis fusca, Eucampia sp., Grammatiphora sp., Melosira sp., Navicula sp., Nitzschia sp., Pleurosigma sp., Thalassionema sp. The population of periphyton was also high between July and September; the rapid growth of periphyton in mid-summer emphasized the importance of fringing vegetation (mangrove roots and stems, Phragmites and grasses growing out into the water) as a substrate for periphyton and thus as a contributor to primary production. HASE, J.W. HAYES AND K.C. IU around Lantau Peak. Because of its properties, it has traditionally been collected by local villagers to make "tea". Normally, the fresh or dried leaves are boiled in water, and sugar added if necessary. Apart from local consumption, the leaves are dried for sale in the herbalists' shops at Tai O. Over the years, the plant has been established as a local product of Lantau Island. Hawkers doing business in front of the Po Lin Monastery on Ngong Ping Plateau are also "cashing in" on the trade by bottling the drink for sale to visitors. Because of the thirst-quenching properties and good "cooling effect", the drinks are particularly welcomed by hikers. However, most of the dried leaves for sale there nowadays are in fact imported from Ting Wu and Lo Fu Mountains (#LI, #) in Guangdong Province. The price ranges from $5 to $12 per packet according to weight. The popularity of the drink seems to be declining in recent years, particularly among young people who prefer ready-made soft drinks. This change has in fact helped to conserve the declining population of this plant species on Lantau Peak. NOTES My (PHH) thanks to Mr. K.C. The main purpose of pan firing is to inactivate the enzymes inside the tea leaves (these enzymes must remain active if fermented, rather than green tea, is being made). Rolling releases the tea juices which are considered to be the essence of the tea. The constituents of the juices will stick to the surface of the tea leaves after the final roasting process. Roasting aims to stabilise the process, by baking the leaves to dryness to facilitate storage (Note by K.C. My notebooks and diaries indicate that this was the topic raised much the most frequently by the fisherwomen I talked with, particularly on a first meeting. Questions about child bearing and rearing, and about kinship relationships in general were some way behind. Sex relations as such were never mentioned. It may be relevant to point out that on my first and longest stay in Kau Sai I was known to be unmarried, but I do not recall that there were differences on subsequent occasions after my marriage and the birth of my children. 65 Other aspects of this topic are discussed in the chapters on family relationships, and ritual below. A Japanese soldier who does not fight to the death receives little respect from his fellow countrymen. Consequently, enemy troops who did not fight to the bitter end could expect, and in the eyes of the Japanese deserved, severe treatment. One of the findings of this 20-year long study was that a surprising, almost 10 per cent of prisoners, survived the malnutrition, hazardous working conditions and frequent beatings et cetera with no accident or illness that resulted in hospitalisation or lost working days over the entire incarceration period. There are few typographical errors in the book although the name, Sir Thomas Ho Tung, is quoted (page 64) when obviously it should be Sir Robert. I have brought this error to the attention of the author. Having said that this is a splendid book which, I repeat, has been well researched and written. It is a good read. I recommend it to anyone interested in the subject.
