This authority, with powers of discretion, was given to the D.O. to help preserve the traditional way of managing land within the clan, and to provide a cheap and impartial arbiter in case of dispute. 13 In Shek Pik village the TSUI, CHEUNG, HO and CHI clans owned 1.1, 0.39, 0.55, and 0.04 acres of agricultural land in 1898. With the exception of the HO clan, they were intact in 1959. The TSUI tso probably dates from the fifteenth generation, and is therefore three hundred years old. The FUNG clan in Fan Pui owned 9.2 acres in 1898 but this was sold in 1953. 14 At Fan Pui I dealt with a disputed case of ownership in which the defendant stated that eight lots totalling 9,581 square feet of agricultural land had been specially set aside as joss and oil fields (shen you tian). Fields are also set aside for the worship of earth spirits. At Cheung Kwan O village in 1898 the two clans of CHAN and NG administered 1.41 acres of agricultural land under the name of a to tei wui. The rentals were originally devoted to the maintenance of the to tei or earth spirit who looked after the village, but for many years the revenue has simply gone to the clans. Morse The Trade and Administration of the Chinese Empire (Shanghai, Kelly and Walsh, 1908) which is based on an article by Byron Brenan "The Office of District Magistrate in China” Journal of the North China Branch of the Royal Asiatic Society XXII, (1897-98), 36-65, and incorporates his own wide experience of China and her officials in the course of over thirty years' service in the Imperial Maritime Customs. Brenan himself (1847-1927) had served in China from 1866 and was H.B.M.'s Consul-General in Shanghai 1898-1901. Of the district magistrate Brenan wrote, "The magistrate is the unit of government; he is the backbone of the whole official system; and to ninety per cent of the population he is the Government"; op. cit. p. 37. 16 Papers 1899 p. 583. The text of the stone tablet outside the Tin Hau temple at Kat O, referred to elsewhere in the article, uses this picturesque phraseology. Contrasting their sorry lot beside the power of the yamen officials they had written in their petition to the Viceroy "We, civilians, whose lives are cheap as ants... who are we to start a lawsuit against the district yamen's worms?" An interesting feature of this inscription is that it follows the customary form of Ch'ing document in which reference is made in the text to other papers, by summary or quotation, instead of the western method of adding enclosures. He observed that there were some rich districts in Kwangtung in which a magistrate had to do nothing to obtain money as it came rolling into the Office in the way of presents, inducements, additions to land and other taxes etc., whilst there were others which were so poor that the magistrate could squeeze very little from them even if he tried very hard. "A strong force must be posted at Tai Po in order to resist with our full force. The two posts at Castle Peak and Sha Kong should have many flags flying in order to mislead the enemy. A force of the stronger men of your district should be detached to take part in the engagement [at Tai Po]. Sixty per cent should be retained for self protection. If troops arrive from Ngan Tin [Pan Tin] they should all be sent to Tai Po."66 Monday, 17th April, began quietly for the British at Tai Po. H.M.S. "Humber" and H.M.S. "Peacock" arrived during the morning and anchored off-shore. A conference was held on the mat-shed hill and General Gascoigne indicated that he hoped to establish a new base camp, in the Lam Tsuen valley, by Tuesday evening. These leisurely plans were not realized. Shortly after three o'clock Chinese forces moved onto a hill some 3,000 yards away and commenced firing. The British artillery returned fire and 250 men from the Hong Kong Regiment moved off in an attempt to dislodge the militia. The British force — Indian troops commanded by British officers — entered the Lam Tsuen valley and began to work to the southwest. The valley is about half a mile wide and two miles long. A narrow path ran down its centre and much of the level ground was devoted to rice. The militia of Kam Tin, Pat Heung, and Shap Pat Heung had taken up positions on the higher, wooded slopes. When the British moved into the valley, the militia opened fire. According to one British participant, they had "chosen their positions well, and if they had fired well, the British troops would have fared badly." The Chinese had assumed their opponents would advance along the path down the valley and placed their guns accordingly. But immediately they came under fire, the soldiers abandoned the path for the hillsides and "drove back the enemy from hill to hill and working admirably, like true Indian Frontier fighting men, took full advantage of cover." 68 In spite of their initial mistake, the militia fought well and vigorously. They "fired almost incessantly for one and a half hours, pouring in round shot 3.4 inches in diameter from muzzle loaders and dropping musketry fire all about our men. NELSON * Records covering 380 houses from 1905 to 1968 reveal 55 sales of houses. This includes sales within (the majority) and between surname groups of which Sheung Tsuen has seven, formerly eight -- but does not include sales to outsiders; these do not in any case become significant until after 1963. The 55 house-sales include 12 houses which were sold twice, which for reasons given below, may be regarded as a significant reduction of the total; and also include sales of empty sites, cowsheds, and latrines. These latter are sometimes, but not invariably, indicated in the Memorial of sale, so it is likely that there were more of this type than the records reveal: I estimate the total at about 10. The number of original sales of habitable houses in this 63 year period is therefore a little above thirty. 9 I occasionally heard the term chinguk EA used to describe such a house; but strictly speaking this refers to the house which contains that version of the ancestral tablet which has been passed down the eldest son line. T T 10 The question of the completeness of the records may be raised: in general, I think it is safe to say that in as important a matter as title to house-property, transactions are almost certain to be registered eventually at the local District Office. The only exception to this is the adjustment of property rights which may involve a sale between brothers after a division: this often occurs before the brothers' succession to their father is registered, so that the sale does not reach the Land Records. In one such case that I know of, however, the sale between the brothers was felt to be important enough for it to be documented and witnessed by "the Village Representative and all the elders". This took place in 1960 or 1961. The Hon. Editor has drawn my attention to non-registration of transactions in the early years of the British administration of the New Territories, citing the District Officer's report for the Southern district (1912) which says:- Eight hundred and sixty-five deeds were registered during the year. This is only slightly above the average for the last seven years during which the Land Ordinance has been in force. There is no doubt that much land changes hands without registration; and it is probable that not more than 10 per cent of mortgages on land in the less accessible parts of the district are registered. The journey from Lantao is an almost insuperable obstacle and a "stamped paper" is generally considered sufficient security. In this case the principal reasons for non-registration were distance and poor communications. At Sheung Tsuen the main land office was at Tai Po until the Yuen Long District Office was established in 1947. (though it appears there was some kind of Land Office-cum-Court at Ping Shan pre-war). If people had to go all the way over Tai Mo Shan to Tai Po there would have been similar disincentives to registration here too. 11 Cf. M. C. Instead, the system was adopted in the early 1880s of sending cadets to Peking where they learned Mandarin, which was little used in Hong Kong.24 Finally, in the late 1880s cadets were sent to Canton to learn Cantonese, and this arrangement continued in force until the Second World War. Cadets at Canton were billeted in the former residence of the Tartar General, which was taken by Britain after the war of 1857-60 and became His Britannic Majesty's Yamen. When the Consulate was transferred to Shameen, the area of original European settlement, the Yamen was turned over as a place of residence for cadets of the Malayan and Hong Kong Civil Services learning Chinese. Some cadets also resided in Shameen. In the early 1920s, according to Victor Purcell,25 who was then a Malayan cadet, there were in Canton usually about 15 or so cadets, the majority from Malaya, but a few from Hong Kong, and one or two police probationers, who were taught Chinese by a small band of Cantonese teachers... with a core of about half a dozen stalwarts who had taught generations of cadets in the past'. Sir Alexander Grantham, who was also a cadet in the 1920s, tells us that in his day there were about half a dozen cadets living in the Yamen.26 It is clear from his memoirs that the Hong Kong Government exercised little supervision over its protégés in Canton. So long as the cadets passed their examinations—four examinations taken at six-monthly intervals—cadets had two years of glorious freedom in a very free and easy Chinese city. Cadets appointed to the Hong Kong Civil Service, or transferred from other colonial territories in Asia, had much in common. All were British subjects of pure European descent and all entered the Colonial Service at approximately the same age. They were educated at fee-paying schools, but most had their schooling at minor public and obscure private schools, not listed in the Public Schools Yearbook: only one Etonian, one Wykehamist, two Rugbeians and two Harrovians are to be found among the eighty-five. The majority proceeded to the universities of Oxford and Cambridge but a substantial contingent—over 30 per cent—came from universities in Scotland and Ireland; only a handful—nine in all—were from London or English provincial universities.27 A few—Cecil Clementi, R. F. Johnston, J. H. Stewart Lockhart, F. H. May and A. M. When the commission on chair and jinricksha coolies attempted to discover whether there was a secret union of public transport workers, the first people they contacted for information about the matter were district watchmen. There are also records of other meetings which consisted mainly of case studies. It will be noted that there is a concentration upon Europeans as patients, presumably because hospital facilities (other than the mission ones) were provided principally for the European community, and also because the Chinese would prefer to consult their own doctors. However, there are mentions of Chinese patients on p. 61 and in the second of Dr. Barton's papers. It is appropriate that dysentery should have been the subject of the first paper, delivered by Dr. Little, since this has already been mentioned as the most prevalent disease. The interest in India has also been alluded to, and can easily be understood when one looks at the catalogue of books available in the Society's library (Transactions, p. 78-9): out of 24 periodicals no less than 7 originated in India. Some or all of these had probably been received on an exchange basis. The East India Company apparently first established medical facilities in China, primarily for the benefit of its own personnel, with the appointment of Thomas Arnot as resident surgeon at the factory in Canton in 1758 (13). It was therefore natural for the first medical men in Hong Kong to look to their colleagues in India for advice and exchange of publications. Apart from the clinical studies listed above, another matter of interest is an investigation into the nature of mineral waters from Foochow. On p. 57-8 of the Transactions is transcribed a letter from Rutherford Alcock, H.B.M. J. LETHBRIDGE not on his side. He had come to Hong Kong with an express aim - to obtain cash. His design was to persuade Hong Kong merchants to invest heavily in the exploitation of the territory he claimed to rule as soi-disant King of the Sedangs, a title he had assumed in June 1888 with the passive assent of an innocent montagnard people. There were rich men in Hong Kong - speculators, gamblers, risk-takers - and Mayréna hoped to interest them in the mineral wealth and natural products of his new kingdom. Thus he assumed that meeting Sir William and Lady Des Voeux at Government House would vouch for his respectability and provide an entrée into the social enclosure of the rich European merchant class. Morès, on the other hand, had no such motivation. He was in Hong Kong with William Van Driesche, and an engineer, a M. Thorel, en route for Tonkin. His visit to Hong Kong was an accident. The Calédonien, the ship he boarded at Marseilles, berthed at Saigon and Hong Kong but not at Haiphong, so Morès was forced to travel on to Hong Kong and transfer to another ship for Haiphong, the entry port for Hanoi and the Red River basin. He was in a hurry and bent on business. Hence he stayed in Hong Kong for only a week, leaving on 29 November by the small German steamer, the Clara. It was during this week that the alleged duel between the two adventurers took place; but to explain why they had both wandered into the East and why they clashed, we must first examine their previous careers. Marie-Charles David de Mayréna16 The future King of the Sedangs was born into a bourgeois milieu at Toulon on 31 January, 1842. His father was a commander in the French navy, who died when Mayréna was a child so that he was reared entirely by a complaisant mother. He failed his examinations for the Ecole navale in 1857 but joined the Sixth Dragoons in 1859, transferring to the Spahis de Cochinchine in 1863. He served in Indo-China until 1868, when he resigned and returned to France. His career so far had been unremarkable. The next year he married a colonel's daughter; but little is known about the marriage and it seems likely that they soon separated or divorced. Mayréna was a great womaniser. The Franco-Prussian War broke out in 1870 and he was recalled to the colours and procured the rank of captain. Before the 'Incident' closed nearly a month later, another two China Navigation Company ships had been seized by Yung Lin. All available ships of the Yangtze Squadron were involved, and H.M. ships Dispatch, a light cruiser, and Hawkins, the flagship of the China Station, had been sent to Hankow. In addition the Indo-China Steam Navigation Company's Kiawo had been requisitioned by the Navy to carry reinforcements to Wanhsien. During the sometimes severe fighting which occurred at times, the chief engineer of the Wanliu and seven servicemen lost their lives, and several others were wounded. It was nearly two years later, and after Chiang Kai-shek had expelled the left wing elements of the Kuomintang and his Russian advisers, before the situation on the Yangtze returned to something approaching normal. After the Royal Navy took over the Pioneer, Captain Plant built a junk and traded between Ichang and Chungking, and made a thorough study of the Upper Yangtze. In 1908 he persuaded a group of Chinese business men and government officials to form the Szechwan Steam Navigation Company, forty per cent of the capital coming from official sources, and the balance from private Chinese merchants. The Company's first ship, the Shutung, was built by Thorneycrofts in Southampton under Captain Plant's supervision. She cost £26,000 and arrived at Ichang in 1909. The Shutung was 115 feet long, sixteen feet beam, and six and a half feet depth, and was described as 'a mass of machinery.' She towed a float alongside in which her cargo and passengers were accommodated, and in spite of only being able to carry sixty tons dead-weight of cargo, twelve first and sixty-six steerage passengers, was a great success financially and comparatively trouble-free. The Shutung's success was largely due to Captain Plant's intimate knowledge of the Upper River, his ability to inspire confidence in Chinese official and commercial circles in Chungking, and in his Chinese crew. Until 1914 the Shutung was the only steamer on the Upper Yangtze; but in April of that year she was joined by the Shuhun, a larger and more powerful sister ship, also built in Britain, sent out in sections, and assembled in Shanghai. At the same time the Szechwan Railway Company, then planning a railway from Hankow to Chungking, put three smaller steamers on the Upper Yangtze. Two of these ran between Ichang and Chungking, and the third between Chungking and Suifu. Jarret writing about Francis in the South China Morning Post in the 1930s commented "It seems strange that so well known a man should not be commemorated in any way”. When one considers the number of streets and roads in Hong Kong named after less prominent Government officials and businessmen the force of that comment will, it is hoped, be appreciated by the end of this essay. Michael Gillam, joined Dartmouth Naval College in 1945 at the age of 13 and continued his service in the Royal Navy specialising in Minewarfare and Diving. The first of his many visits to Hong Kong was in 1952 as a midshipman en route for the Korean War. Among his subsequent appointments was a year in Iran setting up a diving school in the Caspian Sea for the Imperial Iranian Navy and two and a half years in Singapore with responsibility for diving throughout the Far East Fleet.
