DA SILVA It will suffice here to say that the exterior defence of the Chu Kong estuary consisted of a series of forts, customs-stations and guard-posts in the Lo Man Shan 老萬山, Kai Pong 鷄澎, Sam Chau Mun 三洲門, Ngoi Ling Ting 外伶仃, and the Tam Kon ## groups of the outer off-shore islands. The civil administration ruled from Nam Tau, the district city of the San On district. The military administration was centred at Tai Pang, on the western arm enclosing Tai Pang Hoi (Mirs Bay). The civil administration operated on a north-south axis, as against the east-west axis of the military coastal defence system. This is understandable when one realizes that the military could facilitate their control of the coast-line by establishing easy communications by water running the length of the coast-line from strongpoints on strategic head-lands and the offshore islands. 3 For the Chinese characters of place names of some locales in the vicinity of Tai Yu Shan see map 3. This movement influenced events in many colonies, and in the future Dominions of Canada and Australia. Hong Kong was thus no exception to the rule, particularly as, in her case, there were recurrent times of insecurity and uncertainty in the years to come. — Another factor in the emergence of Hong Kong Volunteers at various times, and especially in its continuous manifestation from 1893 onwards, was the concern shown for Imperial Defence. Besides being an important port for the trade of and with China, Hong Kong was a naval base for coaling and refitting warships and was considered to be a vital link in the defence and maintenance of communications with the eastern parts of Britain's far-flung empire. In the 1880s there was much talk of its security which led first to the construction and arming of new batteries for coast defence at much cost—the Lei Yue Mun Fort dates from this time—and in the late 1890s the demand for the lease of the New Territories was made partly on defence grounds. This concern is reflected in the 1893 Volunteer Ordinance which made provision for two different bodies, the ordinary Volunteers—already well known to Hong Kong—and the Coast Defence Volunteers, who are here mentioned for the first time. (This Act also made the Hong Kong Volunteers subject to the Army Act whilst on active service in the same way as the Volunteers in England, and placed the Corps under the supervision of the Military Authorities).12 Imperial Defence was also later responsible, in 1902, for the conversion of the Corps, then comprising a field battery, machine gun and infantry companies, into garrison artillery which led to dissatisfaction among members and some resignations.13 The final stimulus at the end of the century was the enthusiasm and inspiration derived from being part of the British Empire which reached its emotional and material zenith in the decade between Queen Victoria's Silver and Diamond Jubilees in 1887 and 1897. It was because of the disturbances of pirates and the followers of Koxinga (Cheng Shing-kung) along the coasts of Kwangtung and Fukien. The disturbances were so large that the Ch'ing Army could not stop them. The government evacuated fifty li from the coast. The lands were abandoned in order that the pirates and the followers of Koxinga could not obtain supplies from them. The forts on the "two hills" are most likely to be the Kai Yik Fort on its south-west and Tung Chung Fort on its east. TWO EXAMPLES OF CHINESE RELIGIOUS INVOLVEMENT WITH ISLAM Although Chinese folk religion and Islam have next to nothing in common, two examples of Chinese reaction to Islam are afforded to us in present day South East Asia; one in Singapore and Malaysia where the image of Muslim appears on Chinese altars, and the other in Thailand where a local Chinese folk religion cult has developed around a Chinese girl who killed herself because her brother was being converted to Islam. Chinese immigrants brought their beliefs and their gods with them to South East Asia, but one further and special deity has been added to their pantheon. Constructed in 1916, this encloses the large area of fish ponds that will become the site of Tin Shui Wai new town by the late 1980s. On this visit we also went to a lookout point above Deep Bay and entered the Mong Tseng Village with its interesting temple. On 23 November 1985, over 80 members of the Society attended, by invitation, the 10 yearly Ta-chiu (FTA) rituals at the Kam Tin group of villages in the New Territories. This was a splendid opportunity to attend and understand a long-established important local event which is now in its 31st cycle, the latest in a series begun in 1685. On 7 December 1985, Dr. Michael Lau, Curator of the Fung Ping Shan Museum and one of our Councillors, arranged a tour of the museum including an exhibition of paintings by Lui Shau Kwan. The tour was conducted by Miss Flora Chan, a former pupil of the artist. On 11 December 1985, Professor Cameron Hurst III, the Japan Foundation visiting Professor in History at the University of Hong Kong, gave a talk entitled "Martial arts and the martial way - the Samurai martial culture in Japan". On 7 January 1986, follow-up talks entitled "Kam Tin Revisited" were held at the Museum of History by Drs. Patrick Hase and David Faure and Mr. Chan Wing Hoi who had all led the group to Kam Tin in November. On 22 February 1986, Major Willie Shiel and Mr. Philip Bruce conducted a successful visit attended by 50 members to Lei Yue Mun Fort, a late 19th century imperial coastal defence project of considerable interest. On 22 January 1986, Mr. Jeff Lanham of the Hong Kong Polytechnic gave an interesting talk on the Fanling-Sha Tau Kok branch line of the old Kowloon Canton Railway 1910-1928. Halsey would have no truck with the second-in-command who was then escorted back to the waiting plane. The Japanese commander eventually appeared whereupon the surrender was signed later in the presence of the British admiral aboard HMS King George V. At dawn the following day the whole fleet was placed in ‘line ahead' and we sailed up the Lei Yue Mun Channel, between Hong Kong and Kowloon. As we approached a gun emplacement set high in the rocks was spotted with the Japanese flag flying. The Japanese could be seen quite clearly on the ramparts of the fort. The order relayed to the King George V battleship was 'range broadside!' I never saw a flag come down so fast. We anchored in an orderly fashion off the City of Victoria and in no time at all found ourselves surrounded by sampans and all sorts of other small boats. Royal marines armed with machine guns were stationed round the sides of the ship. After all, we just didn't know what to expect. While preparations were being made for the first landing party to go ashore naval officers selected the men. They questioned ratings how they felt about the task. One or two were rather brash in their manner and replies. They were rejected. Asked if I felt afraid I answered that I was a bit scared. 'Good,' said one of the officers, ‘A frightened man is a careful man!' In the early afternoon I and nine other men, armed to the teeth, went ashore in a motorised cutter. The landing stage was free of booby traps and obstacles. We came ashore near the Star Ferry. All was very quiet. Even the sometimes boisterous Chinese were not self-evident. The Japanese had destroyed all the dwellings and buildings along the waterfront so they had an uninterrupted view of the sea lane. I was on shore patrol when we came across a mob of Chinese and, on investigation, we discovered a Japanese soldier had been strangled by a Chinese. I was told the Japanese had molested and raped the man's wife during the occupation. The man was later arrested, charged and, I believe, subsequently let off. On another occasion I noticed two bodies in the harbour being swept down the straits. Who they were or what was going on I didn't know. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1994 https://digitalrepository.lib.hku.hk/catalog/zk522640g 159 The Museum of History is also planning a museum of coastal defence of the Hong Kong region, to be built at the site of the former Lei Yue Mun fort, The Regional Council runs three historical museums. The first was the Sam Tung Uk Museum, housed in a restored Hakka walled village built in 1786. It was opened in 1987 as a folk museum specializing in the history of Hong Kong's rural areas. The Railway Museum is centred on an old railway station, and the Sheung Yiu Folk Museum is housed in an old fortified Hakka village. Together, the museums are the main venues where ordinary citizens, not to mention tourists, can learn about Hong Kong's past. Clearly it is not just exhibits that make a museum. Research is indispensable to provide support for any exhibition. The steady expansion of museums in the last decade had entailed much research input both by the museum staff and by commissioned researchers. The Museum of History, for example, in preparing for the opening of the museum of coastal defence, is busy sourcing for military items such as medals, guns, uniforms and so forth. At the same time, it is also conducting a full-scale two-year oral history project interviewing both civilians and military personnel on the Japanese invasion and the occupation period, to support the effort. Antiquities and Monuments Office 10 Another centre of local history research is the Antiquities and Monuments Office. Founded in 1976 initially to conduct archaeological work and conserve historical monuments, its work has become more diversified in the last few years. Through exhibitions, guided tours, publications, local studies and community involvement projects, it has helped to spread the message of heritage conservation. But, as in the case of the museums, its work cannot be done without research, and it is now also commissioning researchers to back up its routine work and special projects. Together, through publication, activities and exhibitions, the publicizing of local history by the museums and the AMO is being carried out with increasing efficiency and on a growing scale. In 1941, construction of a 457m-long tarmac-surfaced runway at Kai Tak for military use on an approximate south-east/north-west orientation, which had already necessitated the dismantling of the RAF hangar, was due to start on 8th December 1941, the precise day on which the Japanese invaded the New Territories and attacked Kai Tak airport. Military/Defence Works Prior to the British administration, there were several forts in the New Territories going back to the early years (17th century) of the Ch'ing Dynasty, the oldest existing fort (1717) probably being that on Tung Lung Chau overlooking the narrow Fat Tong Mun passage in the eastern approaches to the harbour, and the largest still remaining at Tung Chung (60m by 80m) on the northern coast of Lantau, which was completed in 1832. Little remains of the old 4m-high walled Kowloon City, a garrison fort (120m by 230m) with its sturdy granite parapet wall complete with embrasures and watchtowers, which was finished in 1847 soon after the British established themselves on Hong Kong Island. Subsequently, the British military have been involved in a considerable amount of civil engineering. The Royal Engineers were first involved in 1841 in the early construction of Queen's Road in Victoria. Perhaps their most impressive roadworks over the years, constructed before the Pacific war, have been Jat's Incline, which provides access to the upper levels of the steep hills overlooking Kowloon. Nevertheless, the main military engineering effort was expended on providing defences and back-up facilities (for example, naval dockyards, aviation needs, storage depots, barracks, and hospitals), principally against possible seaborne attack by Russia last century and later against the increasingly land/sea invasion threat by Japan in the 1930s. Novel defence measures included excavation of a cavern at Lei Yue Mun towards the end of the nineteenth century to house the sophisticated Brennan torpedo, which, after launching down a ramp, was controlled from the shore with a wire attached to the rudder. Regarding defence facilities, at the outbreak of the Pacific war in ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2002 https://digitalrepository.lib.hku.hk/catalog/mp4901278 103 6 Certain Stations at Home and Abroad shortly before the taking up of the New Territories by the British in 1898. The War Department had a scheme, drawn in 1902, to develop the "low promontory" between Yau Tong and Chong Lui (which has become the present Lei Yue Mun Typhoon Shelter) into a barracks area. This promontory is now the Yau Tong industrial and residential zone. The proposed military reserve was extended to cover the entire Cha Kwo Ling promontory ("Rocky Hill"). Neither the barracks scheme nor the reserve has ever been implemented. However, there is no doubt that the British military attached great significance to the Lei Yue Mun and Devil's Peak area in the late 19th Century. The leasing of the New Territories definitely had a clear military intention, because it had the French, Russian, or Imperial Chinese forces in mind. The Gough Battery was definitely in place as early as 1900. The Pottinger Battery was likely erected at the same time, and not later than 1902. The Duke of Connaught was said to have observed the firing practices of both the Gough and Pottinger Batteries in 1907 (Rollo 1992: 83). The approved establishment for the Gough Battery in 1914 was one officer plus 15 soldiers (Rollo 1992: 96). [The Pottinger Battery had two 9.2-inch BL (Breech-Loader) Mark X guns. The Gough Battery originally had two 6-inch BL Mark VII guns. However, one of the gun emplacements was later enlarged to accommodate a 9.2-inch BL gun no later than 1910. The approved establishment strength of the Pottinger Battery in 1914 was one officer plus 26 soldiers (Rollo 1992: 96).] The Devil's Peak Redoubt was the location of the Eastern Fire Command. It was definitely in place by 1914. Though it could accommodate at least 150 soldiers in action, the approved establishment of the Redoubt in 1914 was only one officer plus 10 soldiers (Rollo 1992: 96). The 6-inch gun at the Gough Battery was removed as early as 1912. The three 9.2-inch BL guns at Devil's Peak were subsequently relocated to the batteries on Hong Kong Island South. The record in the A&M file dated 13.7.1977 states: Devil's Peak, Kowloon Area A:"lower fort," this is within the area proposed for a public park. Fortifications in reinforced concrete, underground shelters, and cement/concrete gun-platforms (2 large ones). The gun embrasure was bricked up as part of the 1974 conversion works and steel dead shoring erected to provide extra support for the overhanging cantilevered canopy. A new door opening was also formed in 1974 in the rear wall. The original door opening is still there and leads to a small rear compartment with three recesses in the wall noted on the P.W.D. drawing as 'voids' which would have been the expense magazines. The original rear entrance staircase to the gun emplacement was filled in with compacted earth and slabbed over with concrete. The 1968 Hong Kong Government 1:1,000 scale Survey Sheet (Sheet Number 16-NW-2D) shows several small rectangular structures near the gun emplacement, but there is no indication what they were originally. One was probably a searchlight emplacement and another one near the cliff edge may have been a forward observation post. Another rectangle marked 'R' for ruin on the inland side of the hill may have been the main magazine as it appears to have what looks like a separate blast wall constructed along one side of it. Still yet another structure further down the hillside may have been a barrack block for the gun crew. All this is of course conjecture and independent verification and further research are needed. A report on the gun emplacement was prepared in 1999 by the writer and submitted to the Antiquities and Monuments Office for record purposes. It is however unlikely that the structure will be graded as a historical building or receive cultural heritage status. Due to its remoteness Tathong Point is not easily accessible and with its dangerous steep and rocky cliffs it is not recommended to encourage the general public to visit the site. Permission from the Marine Department would be necessary anyway. To illustrate the hazards involved in visiting Tathong Point, an incident recorded in the Public Works Department file should be mentioned. The file contains a memorandum (Memo) from the Director of Marine to the Director of Public Works reporting that at 11:00 hours in September 1966 (exact date not given) the launch “Ming Kee” carrying 12 'light-house workers' capsized off the Tathong Point Light House. All were saved by a sampan which was fishing in the vicinity. Enquiries revealed that the workers were employed by the Fook Lee ================================================================================
