In so doing I have no hesitation in acknowledging that the flourishing state of our Society is in a large measure due to the fact that we still have in reserve much of the momentum that our first President and his supporting committees stored up during the fruitful years of their decade of office. It is fitting, therefore, that I should begin this Report by singling out one of our meetings during the past year as the highlight of our activities for the year, and I am sure I do so with the full and willing approval of you all. It was the meeting of the Society held on the 30th November 1970, which was originally intended to celebrate the first ten years of the rejuvenated Society; but when Dr Jones announced his intention of retiring from the Presidency, your Committee unanimously decided that the meeting should take the form of a dinner held in his honour, and his long and successful Presidency. The dinner was held in the Hong Kong Club and was attended by over one hundred members of the Society, and after the dinner a desk set in red leather was presented to Dr Jones, to the blotter of which was attached a silver plaque with the following inscription engraved upon it: Presented to J. R. Jones, Esq., CBE, MC, MA, LLD, JP (President of the Hong Kong Branch of the Royal Asiatic Society from December 1959 to May 1970) at a dinner held to celebrate the 10th anniversary of his achievement in reviving this branch of the Society which had been in abeyance since 1859. 30th November 1970. At the Yuen Long Old Market many of the families working in the Market lived in the adjacent villages of Nam Pin Wai and Sai Pin Wai. As well as the 100 shops donating in 1837, 7 residents in the Market, 52 in Nam Pin Wai, and 22 in Sai Pin Wai donated, suggesting a total community of about 200 families, about half of which had shops. Sand is brought into Deep Bay close to Black Point on the flood current and moved along the Hong Kong coast by wave action during storms. Silts and clays appear to be largely derived from the catchment draining to the inner part of Deep Bay. The tides are complex, with a strong diurnal component superimposed on a semi-diurnal pattern. The usual sequence is thus two high waters and two low waters in just over 24 hours, with one high and one low significantly higher or lower respectively than the other. On certain occasions (14 in 1984) the diurnal component completely dominates and only one high and one low occur in a day. The maximum tidal range is about 2.8 m. Historical background Oyster cultivation is traditional and has been practised in the Pearl River estuary for several hundred years. The coastal town of Shajing (JP) has long been associated with oyster fattening. Oyster cultivation has been practised in Deep Bay since at least 1800 (Bromhall, 1958; Mok, 1973). Disputes over the ownership of Deep Bay oyster beds led to short term leases being granted in 1909 to those organisations, both those based in Hong Kong and those based in China, who could prove good claim to ownership prior to 1898 when the Crown Lease of the New Territories commenced. One oyster bed was reclaimed from the sea around 1915/16 and now forms part of the Tin Shui Wai area. Additional oyster beds were leased, mainly in the mouth of the Shenzhen River, during the period 1909 to 1933. The original 1909 leases were extended from 1931 to 1952. During the early part of World War II many oyster farmers with much traditional expertise moved from Shajing to settle in the Lau Fau Shan area, but the majority of the beds were either ruined or fell into disuse by 1945. Reorganisation of the industry in the immediately post-war era was influenced by events within China culminating with the establishment of the People's Republic of China in 1949. These communities are of different occupational (agricultural, fishery, market town), ethnic (Punti Cantonese, Hakka), territorial (a village, village cluster, local territorial alliance) and descent (single-lineage, dominated, multi-lineage) natures. Diachronic and synchronic comparative studies of Jiao festivals celebrated by communities of different natures in Hong Kong before and after 1997 will show how local traditional values and customs are preserved and modified in changing social and political environments. Moreover, such studies can also pinpoint which elements are essential to the lives of the villagers. IV. Jiao Festivals after 1997 As Dean suggested, the impact Jiao festivals have on the communist mainland can only be observed through a comparative study of the same Jiao (celebrated by the same community) over different time periods. A different situation exists in Hong Kong where the approach of 1997 threatens the survival of the Jiao. Scholars like Segawa, asked an essential question as to whether or not the festival will continue to be celebrated after 1997 when Hong Kong is officially returned to China." A villager in Fanling told me that they certainly would continue to celebrate the Jiao festival once every ten years even after 1997. “However, he said, "the magnitude of the celebration may be more restrained unless the Chinese government is totally 'open"”. To terminate a religious activity like the Jiao festival is not an easy thing, for no villager would like to bear the sole responsibility. After the 1981 celebration, rumours spread that committee members of Lam Tsuen had decided not to celebrate the Jiao festival any more. On Dec. 1 1990 when I arrived at the Jiao area of Lam Tsuen, I saw rituals and decorations not very much different from the 1981 one. The only notable difference was that the priests were replaced by some younger ones. Mr. Cheung [Zhang] the JP and senior elder of Lam Tsuen told me that in fact not one of the villagers dared to speak out about discontinuation of the festival, We do not have sufficient evidence to prove that every village in the New Territories celebrated the Jiao festival, as an independent community or as a member of an alliance at one time or another. We know however, that Jiao festivals developed differently from one community to another. Some communities, such as Ping Shan and Pat Heung, have completely abandoned the festival. Still others, like Tai Wai and Tin Sam, celebrate their own Jiao festivals on the one hand but also participate as members in the Jiao celebrated by the Sha Tin Kau Yeuk (Sha Tin Village alliance). Reasons such as the Japanese occupation or economic recession given by villagers themselves cannot explain the diversities found in the New Territories. All villages experienced the Japanese occupation. With regard to economic constraints, a community like Ping Shan, though as prosperous and powerful as Kam Tin and Ha Tsuen, stopped the celebration for some unknown reason. Therefore, the continuity or discontinuity of the Jiao festival depends on the effectiveness of the festival's communal structure and organization. In Lam Tsuen, the Jiao festival is a means to reconfirm the roles of its alliances (the Luk Hap Tong [Lui He Tang] “Hall of the Six [Sc. Village Clusters] United"). In Kam Tin and other single lineage communities, the Jiao plays an essential role in re-establishing the structure of the segmented lineage as well as in re-confirming membership in the branches. The question of whether Jiao festivals will survive after the 1997 take-over is in fact a question of whether or not there is a need to preserve such a tradition in the community. Some fishing villages in Hong Kong like Kau Lau Wan, Tap Mun and Kat O name their Jiao festivals "An Long Qing Jiao" meaning the Jiao celebrated to pacify the earth dragon. Tanaka claimed that originally "Qi An Jiao" was celebrated only when there was need to pray for peace (Ibid., 799). However, evidence in Hong Kong, at least, shows that the festival is celebrated in a regular cycle. The shortest cycle is the Jiao of Cheung Chau where it is celebrated yearly. The longest is Sheung Shui and Shuen Wan where the Jiao is said to be celebrated once every 60 years. In some fishing villages in the New Territories, it is celebrated once every two or seven years. A five-year cycle is also practised in some agrarian communities like Tai Hang. However, a ten year cycle is the most popular in agrarian communities. Nonetheless, the method of counting also differs from one community to another. For instance, Lam Tsuen claims to celebrate the Jiao once every ten years but they actually celebrate it once in nine years. Their Jiao festival was celebrated in the following years: 1963, 1972, 1981, 1990. According to Dean, about 80,000 Chinese yuan was spent on the Jiao in a village in Zhangzhou, Fujian in 1986. Between 1850 and 1880 it would seem that the policy of the District Magistrate was to turn a blind eye to inter-village disputes unless this was impossible. Krone, in his 1858 "Notice of the Sanon District"2 speaks at some length on inter-village warfare in the area and the ineffectiveness of the District Magistrate in responding to it. The District was "troubled and insecure... internecine wars are almost always raging between some or other of the villages, and these wars ... are often long-continued and sanguinary. The people are of a quarrelsome nature, and fond of rapine [and, in the sub-mandarin's view,] depraved and so drowned in all manner of wickedness as to have lost their human nature. ... The Mandarins have very little power. The people do not allow the Mandarins to interfere with their own local government. Law suits, differences and offences are seldom brought before the Mandarins. The disputes between villages and clans are settled by the gentry. If they cannot come to an agreement, all connection is broken off, and without any declaration of hostilities, the disputants commence a predatory war on each other; in these quarrels, many a bloody battle is fought, hundreds of men perish, and whole villages are destroyed. Men of neutral villages or clans are generally well distinguished, and their rights respected.... etc'. Krone notes particularly a long-fought inter-village war at Sha Tsing (7 JP, Shajing). Here, the District Magistrate eventually came with 1,000 soldiers to make peace (this was probably in 1852 or 1853), and was not only ignored, but threatened by both combatants; intervention by neutral clans allowed the Magistrate to retreat with his "face" intact, but his intervention had no effect on the course of the dispute. The Basel Missionaries also had a low opinion of the District Magistrate in this period. One said, in 1861, “The San On Magistrate is a miserable, dirty fraud and hypocrite. He demands outward respect, but does no justice. Hence differences, by being denied a hearing, grow to quarrels, then to blows, then to war, while he sits at home and does nothing”.13 This ineffectiveness may not have been the normal situation of the district. Up until then people in small Chinese firms frequently laboured seven days a week with a few days off at Lunar New Year and odd days off at major Chinese festivals - like Dragon Boat and Mid Autumn Festival. People Enough about statistics: what about RAS members who made things happen? I will always remember Dr J R Jones CBE, MC, MA, LL.D, JP, who served as our President from the time our Branch was reconstituted until 1970. I first met J R in early 1955 at a Dante Alighieri (the Italian Society) meeting. Then I learned he had a penchant for things antiquarian as well as languages — although he spoke little Chinese. There are a few short pieces written by him in early RAS Journals. I remember him in a pinstripe, blue suit and, although fairly tall, he could be described as dapper, polished and a ladies' man. He was gentlemanly, personable and, as such, made a splendid RAS ‘front man.' Much of the work behind the scenes, such as setting up the reconstituted Branch in 1960, was in fact done by Dr Marjorie Topley and Jack Cranmer-Byng, Honorary Editor. Marjorie Topley became our President in 1972. Dr Jones had led an interesting life including serving King, Country and Empire in two world wars, as well as helping to organise the Ukrainian Army soon after the end of World War One. He also went on archaeological expeditions to Italy and Africa. As a lawyer he practised at the High Court in London and later in Shanghai. In Hong Kong he was legal advisor to The Bank, as he always referred to the Hong Kong and Shanghai Bank. In fact he advised 'the Bank' to buy a number of paintings by George Chinnery (1774 to 1852). The latter is often said to have been the most accomplished western artist to have worked in the East in the 19th century. These paintings, which the Bank purchased, were a splendid investment. In August 1923 sold by them to Mr. Pao Ying Lin for Yen 75,000. Registered at Newchwang, China. Newchwang is in Southern Manchuria, and in 1931 within a Japanese zone of influence. Only to be sold to the breakers in 1937, aged 48 years. 'PRO ADM 116/2843. China General Letter No. 7 covering the period 1 - 30 September 1931. - "Ewo is Jardine's Chinese name 'Happy Harmony' - I believe adopted from that of a merchant in Canton with whom they did business in very early days (JP).
