T. COOPER* Rapid and intense development requires accurate and up-to-date large-scale plans. This is equally true of large housing or engineering projects. Where such plans are not available, all detailed planning and design must await their completion. This is particularly true of Hong Kong, where the steep terrain usually requires extensive earthworks before construction of buildings or roads can commence. Another factor adding to the necessity for accurate large-scale plans in the Colony is the high value of land, especially in the built-up areas, where a square foot of land can be worth $300 or more. The Survey Branch of the Crown Lands & Survey Office (a sub-department of the Public Works Department) is responsible, not only for all land surveying and mapping in the Colony, but for the demarcation of all lot boundaries in the urban areas, and the implementation of town-planning layouts. Hong Kong is one of the few Commonwealth territories where there are no licensed land surveyors in private practice. With the intense development which began in the nineteen-fifties, the staff of the Survey Branch became fully occupied with title surveys, the setting-out of lot boundaries, Government sites, roads, etc., and was unable either to produce large-scale plans of all the areas planned for new development or to keep up to date the plans in the older areas where re-development caused many changes. The city areas of Victoria, and the northern part of Hong Kong Island, together with most of the Kowloon peninsula (south of Boundary Street) had been mapped at 1/600 scale (50 ft. to one inch) before the war, but the plans had been plotted onto linen-backed paper, and in the climatic conditions of Hong Kong, they had become distorted and inaccurate. COOPER had contours. A few areas, such as Kwun Tong and Tsuen Wan, had been mapped with 20 ft. contours on a scale of 200 ft. to 1 inch. In the New Territories, where land administration is the responsibility of the District Commissioner, the only large-scale plans were the old D.D. (Demarcation District) Sheets, surveyed in 1899-1904 by Indian surveyors seconded from the Survey of India. These sheets were at scales of 16 and 32 inches to one mile, i.e. multiples of the 1 inch to one mile series used in India. They had never been revised and were mostly in a very tattered state; several had been lost during the war. They were purely cadastral plans, i.e. they showed property boundaries but not topographical detail. In the early fifties, it was decided to have the developed and cultivated areas of the New Territories re-mapped at a scale of 1/1200 (100 ft. to 1 inch). The undersigned was recruited to take charge of this project, which was commenced in 1954. The traditional method of plane-table survey was used, and no contours were surveyed, since the primary object of the new survey was to replace the old D.D. cadastral sheets for land administration. It was intended that the staff of the New Territories Administration should reconcile the property boundaries on the new plans with the old title plans (based on the D.D. Sheets) and the old land records. Difficulties and delays in recruiting and training local staff, and in retaining them once they had been trained, slowed the mapping programme, and after a couple of years, it was evident that the task of mapping the New Territories by such methods would require at least eight years. In the meantime, accurate contoured plans were urgently needed for the many large projects which were planned both in New Kowloon and the New Territories. After investigations into the feasibility and cost of mapping the whole Colony at large scales from air photography, tenders were called for in 1962. Bids were received from several international firms, and the contract was let in December 1962 to Hunting Surveys Ltd., a very experienced English firm. It was estimated that the whole project would take five or six years to complete. T. COOPER As the machine-plots were field-checked and completed they were flown back to the United Kingdom to be fair-drawn. This was not the end of the production process, however; the fair-drawn sheets were flown to the Colony where all names and ornament were added by the drawing office staff of Survey Branch. After this the sheets were again air-freighted to England for final printing. Despite the complicated arrangements production has been steady. The last of the 1/600 scale sheets of the urban areas were received in early 1968 and the final sheets of the New Territories at 1/1200 scale are now being plotted and should be checked, drawn and printed by the end of 1969*. These very large-scale plans can, of course, be used to produce smaller or medium-scale plans by photographic reduction combined with re-drawing at the reduced scale, when much of the smaller detail is omitted or "generalised". The 1/600 scale plans of the urban areas are being used to produce a series at 1/2400 (200 ft. to 1 inch), which will be used by many Government departments, the Police etc. Some 60 sheets will cover the whole of Hong Kong Island, Kowloon and New Kowloon. These will be similar to the well-known "25 inch" (1/2500 scale) plans of Great Britain produced by the Ordinance Survey. In Hong Kong, however, the 200 ft. series will be available with contours at 20 ft. vertical interval if required. In the New Territories the need for medium-scale plans for town-planning purposes was urgent. It was evident that the 1/1200 scale series would not be available before 1966-1967 for many of the developing areas, and to produce smaller scale plans from these would entail further delay. The Colony had been photographed again in December 1964 from 12,500 ft. and air photographs at 1/25,000 scale were available which were intended to be used to revise the old military 1/25,000 scale topographic maps, (of which more later). It was then arranged that from the high-level photography Messrs. Hunting's should produce plans at 1/4800 scale (400 ft. to 1 inch), with contours at 50 ft. vertical interval, for all areas of the New Territories where development was planned. T. COOPER the Swindon Book Co. in Kowloon. There was a steady public demand for the maps and the more popular sheets were frequently out of stock. In 1965 the Directorate of Overseas Surveys agreed to produce a new series of topographic maps at 1/25,000 scale for the Hong Kong Government, to be plotted from the high-level photography taken in December 1964. The specification included contours at 50 ft. vertical interval instead of the 10 metre contours shown on the old military series. (It may be considered that this was a retrograde step in view of the possible adoption in Hong Kong of the metric system of measurement in the future. It must be remembered, however, that the specification of the new maps was agreed in 1965 when the possible adoption of the metric system had not been raised in Hong Kong and was uncertain in Great Britain). There were advantages in having contours and spot heights in feet rather than metres, since all heights above sea-level used in the Colony, as well as the contours on all larger scale plans, are in feet. The new maps are based on the Cassini rectangular grid used for all plans produced by the Hong Kong Government. The UTM grid is printed in black on the face of the new maps, while the Colony grid (in blue) and the geographical latitudes and longitudes (in black) are shown around the margins. It was decided that plotting of the new maps would be on the "dual-scale" system already used by the Directorate of Overseas Surveys to map other parts of the Commonwealth. This means that the actual plotting is at a larger scale than that of the final map. In this case the plotting is at 1/15,000 scale and an interim series of sheets is produced at 1/10,000 scale.* At this scale 62 sheets will cover the Colony. They are printed in five basic colours (black, grey, brown, blue and red), but by using half tones as well as full tones the range of colours is increased. Each standard sheet is at double-demy size, the map face being 25″ × 21¾″. In addition to the usual footnotes a glossary of romanised Chinese phrases describing topographic features is added. Several sheets are of larger than standard size to accommodate areas or islands outside the normal sheet edges. T. COOPER are used mainly as street plans. No contours are shown. Four sheets cover Hong Kong Island and three cover Kowloon and New Kowloon. From these a series at 4" to 1 mile has been produced, one sheet covering Hong Kong Island and another Kowloon and New Kowloon. All the new maps and plans now being produced will, however, quickly lose their value unless they are kept up to date. A continuous revision programme is being put in hand, and it is planned that in the near future the large-scale plans of the built-up areas of the Colony will be revised at least once a year. After each block of large-scale plans is revised on the ground the smaller scale plans will be revised by photographic reduction in the drawing office. After the strenuous efforts of the last few years it can be modestly claimed that by 1972 the Colony may well be the best mapped territory in the Far East and probably in the world. Even in Great Britain, which is probably the best mapped country in Western Europe, the national mapping of large cities is at 1/1250 scale and most of the country is at 1/2500 scale, while the largest scale at which contours are plotted (at 25 ft. vertical intervals) is the 6" to 1 mile series. The plans and maps summarized at A and B below can be obtained from the Crown Lands & Survey Office, Public Works Department. Since several thousand sheets are involved and the demand for any one sheet is very limited outside of Government departments, no stocks of prints are held, but a print of any sheet can usually be supplied within an hour or two at a cost of $3.00.* The negatives of the air-photos are held by the contractor in England. Prints can be supplied by air mail within about 10 days. Cost of a contact print (9″×9″) is $23.10, (including air mail postage). Index diagrams of all plans and air photos can be inspected at Crown Lands and Survey Office, Central Government Offices, Hong Kong. A. (...) Mr. BRUSHWOOD did the 'green eyed monster' admirably and the character suited him well—we mean of course artistically. By a skilful arrangement the warmth of a kiss was made to be followed by Cool as a Cucumber. Did the manager intend this to impart a deeper meaning than is conveyed on the face of the "play-bill"? We have an esteem for him and hope not: for although a kiss is, sometimes, but the prelude of a coolness that surpasses even that of a cucumber, we would not have Mr PROTEUS openly hint as much". This piece called forth all the powers of the manager himself, and so perfectly was the coolness of Mr. Plumper exhibited, whether as regards the criticism of Mr. Barkins' face or his sherry, that, had he stepped from the neighbouring ice-house directly upon the stage, he could not have looked cooler (this was a reference to the Commercial Hotel; see note 94) What a desirable companion he would make, we thought, for the hot weather, but Mr. Proteus must be so, indeed, in any weather. The playing was well sustained throughout and Mr. BRUSHWOOD did his best — and that was not a little — to fret and fume as ‘Old Barkins' — but we can scarcely say that he looked a heavy father" (the heavy father was one of the specialist roles in a stock company). A Conjugal Lesson was "decidedly the crowning piece of the evening and was performed with an amount of case and artistic ability which elicited loud and well merited applause". And as the critic had evidently taken a fancy to "Mrs. NESBIT” he continued that she “looked more fascinating and piquant than ever and quite won the hearts of the bachelor portion of the audience who were altogether at a loss to understand the bad taste of Mr. Lullaby who could stay away from such an attraction till three in the morning!” (NCH 28.3.1857). 23.4.1857 (Thur) T. (C — R: That other favourite of the reviewer, Peter PROTEUS, had resigned and so the evening had to do without him. In the introduction to his report, the "Man on the Bund" referred to the playbill which informed him "in capitals of vermillion that Still Waters Run Deep and of other matters besides in the like flaming manner”. About the piece he was not at all content: "Muddy waters, however, as well as still, they turned out to be. This piece is one of those incongruous mixtures of French novel morality and English domestic life, which is as offensive and preposterous, as it is ludicrous. London milliners may persist in imitating the extravagances of French crinoline and superabundant circumference: they dress up our wives and sisters until they have destroyed every graceful curve they may have and make them look like balloons endowed with feminine heads and shoulders; and with a growl we may submit to this perversion of taste and whim of fashion. But when our playwrights, in their dearth of invention, ransack the repertories of the minor Parisian theatres for something new, which they themselves cannot originate, and stumbling upon the old and stale subject of Parisian conjugal infidelity, try to fit it into English social life, especially that of the middle class, the attempt excites at once our scorn and laughter, and ought, like monstrous bandorgans and other nuisances, to be put a stop to". Small wonder then that in it "there was much good acting thrown away. Mr. CLAY performed, throughout, the part he had undertaken, admirably. His conception of his character was good and was given with fidelity and ability. It was just how a blunt, honest Englishman might have been expected to act when, by some extraordinary chance, his domestic privacy is invaded by such a frenchified monstrosity as Captain Hawkesley. Mr. ROLLER too did the lean and slippered Pantaloon most successfully. His ease of manner on the stage and finished... ================================================================================
