Secretary of any inaccuracy ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1970 https://digitalrepository.lib.hku.hk/catalog/ww72j0241 the Society had a fine home of its own with a lecture hall presented by a Dr. Wu Lien-teh, a magnificent library and a museum and art gallery. It was supported by the Municipal Councils of the International Settlement and of the French Concession with liberal grants. In Hong Kong, however, no philanthropist has yet appeared to help the Society and the Government gives us only $200 a year in return for which it receives free copies of the Society's publications. Our library is increasing and now consists of about 500 books but can be much enlarged by the purchase of books and by donations. One section of the library, the rarest volumes and our exchange journals as well as a stock of our own journals, is kept in the University, while the other section is kept in the rooms of the British Council which is already hard pressed to house its own library. We are grateful to the University and the British Council for these facilities and the services of their staff but the time has come when the Society will have to appeal for funds to house our library and make it more easily available. We have to acknowledge with gratitude the gifts of books made during the year, including contributions from the Hong Kong University and from the South China Morning Post. A most valuable gift was the presentation on behalf of the Diocesan Girls' School of the classic and rare book, Bentham's Flora Hongkongensis, published in 1861. Bentham was a member of the Society but published his great work two years after the Society's collapse. In this connection I want to add that it has been my great wish, so far not achieved, to see Bentham's book succeeded by a new and colour edition of the Flora of Hong Kong based on the 500 admirable slides from the photographs taken by Mr. F. A. Nixon. With some Government encouragement and some philanthropic help, such as was given by Jardines and Dents in 1859, such an aim could be achieved and would serve as a permanent contribution by the Royal Asiatic Society to the natural history of Hong Kong. As you will see from the Hon. Consequently it was part of American policy, especially from 1944 onwards, to re-create a united front against Japan and promote agreement on a form of Constitutional Government for China which would include the Communist Party. To this end Chairman Mao Tse Tung was escorted to Chungking in August 1945 by the US Ambassador Patrick J. Hurley. No real agreement was reached in some 41 days of talks and Chairman Mao returned to Yenan in October. Hurley resigned and in November the United States appointed General George Marshall as special negotiator, a truce was signed on January 10, 1946 and all-party Peoples Consultative Conference began*. Having set the scene we may consider what this meant on the ground; specifically in terms of medical supplies to the Liberated Areas. These contained between 80-100 million people and perhaps 350,000 men under arms. Apart from supplies purchased and smuggled in from the Japanese occupied areas or captured, no UNRRA, International Red Cross, or other supplies had been allowed through from Chungking since the beginning of 1941, and the medical services were dependent on traditional medicines and drugs derived from available herbs. The situation was therefore very serious. The UNRRA charter required that supplies be distributed to those in need regardless of race, religion, and party and UNRRA therefore applied pressure to the Chinese Government, via CNRRA, to allow supplies to go to the Liberated Areas. This pressure finally succeeded in January 1946 at the time of signing the truce and a permit for a total quantity of about eight tons of medical supplies was granted. The four recent escapees were brought back and placed in the Prison today. It is said that they look pretty well the worse for wear, having been treated pretty roughly, and on an almost starvation diet. Brother Anthony goes to the Hospital again. 17-Sunday. Father Toomey preached at all three Masses. Canteen opens in the afternoon, with a limited supply of Gruyere cheese selling at $3.00 a half pound, and soda crackers at 10¢ apiece. 18-Sister Paul gets word in that all Maryknoll Sisters may remain no repatriation. Bishop Valtorta suggests that if we get out of the Camp, we go to Macao and carry on our language school there. In the Camp there has been organized a sort of an international welfare society whose members are trying to get some needed supplies for the internees. Today, volunteers were called for to help out in its office and Father Madison got a job. 19-Father Allie starts a convert class, beginning with five adults. In response to our request that we be allowed to return to our House in order to get a few books, we are told that the place has been cleaned out and that there is nothing left. Father Gaiero has a slight touch of dysentery. 20-The International Welfare Association hands out khaki shirts, handkerchiefs, tennis shoes, soap, porcelain cups and toilet paper, in very limited quantities. Father Allie suddenly gets permission to go to St. Paul's Hospital in the city for an X-ray treatment. 21-Report that the Asama Maru will arrive here on June 15th and leave on the 16th, with the repatriates. Father Downs succumbs to an attack of dysentery, and goes to Tweed Bay Hospital. Father Quinn also comes down with the "flu" or something akin to it. 22-Father Allie returns from Hong Kong, with very disconcerting news of the conditions in the city, with the result that another meeting of the brethren was held, and five of the new men decide to return to America and hand in their names to the Council. HAAN In practice this meant that only the big commercial houses and other business interests came to be represented on the Municipal Council as virtually no private person paid enough taxes to qualify for membership: if only ten percent were qualified to vote, it may be imagined that the percentage qualified for membership of the Council was even smaller. In the period up to 1865 only one instance has been found of a Municipal Council member who did not originate from a commercial firm, namely Dr. Medhurst of the London Missionary Society, who was on the Council for 1854-55. Otherwise all members belonged to some China house, and it is remarkable that the American firm of Russell & Co. was at the top of the list, being represented seven times during the period 1849-1866, whereas the renowned British firm Jardine, Matheson & Co., very early established in Shanghai, had only one member on the Council and that as late as 1865-66. Later there would hardly be a Municipal Council without Jardines. 40 As befitted an International Settlement, the composition of the Municipal Council was mixed according to nationality. The number of members fluctuated rather wildly in the early years (2 in 1849-50; 3 in 1850-54; then it jumped to 7 for the Municipal Council of 1854-55, to be reduced to 5 the next year and to 3 as from 1856-57; it was increased again to 5 in 1862-63 and to 7 the following year). These changes and enlargements were principally caused by the numerous problems which the Settlement faced at one time or another. In the 1869 Land Regulations it was provided that the Municipal Council would consist of 9 members. In 1927, 3 Chinese members increased it to 12 and another 2 to 14 in 1930. The British and Americans were first in the field at Shanghai and throughout its history they retained their majority on the Municipal Council (until 1930 when they became on a par with other nationalities). The first non-Anglo-Saxon member was a German in the Municipal Council for 1863-64 due to the growing German commercial interests in China. The Germans retained their seat until the outbreak of the Great War in 1914. It then became obvious that the use of firecrackers in the settlement of disputes was widespread. Some examples from my reading may be of interest to readers, and I shall briefly refer to them here. E. T. Williams mentioned their place in the settlement of disputes in his general work on China China Yesterday and Today (New York, Thomas Y. Crowell 1923), 128: The village elders use their good offices to reconcile the disputants and earn for themselves the reward of the peace-makers. They hear the complaint and the defense, the rejoinder and the sur-rejoinder. They find a middle ground on which the parties to the quarrel may meet, The law-suit is avoided: the ill-feeling is removed, the principals and their relatives are reconciled, and the whole village participates in the feast with which the event is celebrated. Of the complainant is decorated with red hangings, and the neighbor against whom complaint was made brings great bunches of fire-crackers attached to a pole and sets them off in the gateway. Thus full atonement is made for the alleged injury or affront and everybody is happy. The house except, as I have said above, the losing party! And forty years before Williams' book was published, the prefect of Canton, intervening in a three-cornered dispute between merchants, scholars and his subordinate officials, playing the role of mediator, "soothed the anger of the scholars with fireworks, i.e. shooting firecrackers, a customary way of giving loud apology to a party whose sentiments or honor were wronged". This is taken from Kung-chuan Hsiao Compromise in Imperial China, Occasional Papers on China No. 6 (Seattle, School of International Studies, University of Washington, 1979), p. 45, citing the account given by Herbert A. Giles, China and the Chinese (New York, 1902). Chang Fu-liang, a member of a rural reconstruction programme in Kiangsi province in the 1930s, found that the settlement of disputes was sometimes necessary before a start could be made to the work. Then, Dr. Kerrie MacPherson, Lecturer in History at the University of Hong Kong, who has researched into the medical history of the international settlements in Shanghai, addressed us on 12th March about prostitution there, under the title “Caveat Emptor: an Attempt at the Control of Venereal Disease in Nineteenth Century Shanghai". Finally, on 19 April Dr. Julian Pas, Associate Professor at the University of Saskatchewan and a frequent contributor to our Journal, gave an illustrated slide lecture on “Religion in China Today" based on his observations during a four-month visit to Beijing, Shanghai and Chengtu. There were three local tour visits during the year. On 21 July 1984, Revd Carl Smith took us to the Tao Feng Shan Ecumenical Centre. This occupies the very attractive Chinese monastic premises built on a hill above Sha Tin for the Christian Mission to Buddhists in the 1930s, and besides touring these buildings, members were able to visit the grave of Revd Carl Reichelt, its founder. Two other visits were organized by myself. On 8 December, 33 members took part in a memorable visit to Maryknoll Fathers' House, Stanley, where one of our founder members, Father Michael McKeirnan M.M., spoke to us in his own inimitable way on his experiences during the brief defence of Hong Kong in December 1941, when he had been in the house as a language student. His talk will be published in the Journal. On this visit, members also walked part of the road constructed by the incoming British in the 1840s, and benefited from Mr. Ian Diamond's work on Lieutenant (later Major-General) T.B. Collinson, R.E. who surveyed and made military sketches of Hong Kong Island at that time. On 9 March, there was another well-attended visit to Stanley; this time to the four temples of the area, the two villages of Tai Tam and Wong Ma Kok, and the Kaifong Association's premises where we had tea. The latter are of particular interest, being undoubtedly the oldest occupied local management office on Hong Kong Island, having been repaired in 1847 according to the inscription above the doorway. In August of that year, she and mother accompanied me to China. Because Aunt Pong felt she could manage better in Shekki with the money from the sale of their home, she and the children left Honolulu on the Empress of Japan as we did. Uncle Pong remained in Honolulu. This was during the Depression when the exchange rate was favourable for United States currency. Dora enrolled in the True Light Middle School, where I had accepted a teaching position, but when she found her inadequate knowledge of Chinese quite frustrating, she left after the first semester for Hong Kong, where Mother was living in First Paternal Uncle's Kennedy Road home. There she was tutored in Chinese by a Chinese teacher. In July, 1933, after a short visit to Shanghai and Hangchow, Mother and Dora returned to Honolulu on the President Hoover, to welcome Mother's first grandchild, Edmund Tong. For the next three years, Dora studied at McKinley High School and after her graduation in June, 1936, she matriculated at the University of Hawaii, and received a B.A. degree in liberal arts. Then she went to the University of Chicago to do postgraduate social work. At the International House where she resided, she met Tso-chien Shen, a Vice-consul from China, and married him on 19 September, 1941. He was a native of Pi Hu Chen, Li Shui County, Chekiang Province, and a graduate of the University of Peking. An article, "What Chinese Exclusion Really Means" by him was published in 1942 by the China Institute in America. Dora soon became pregnant and became so ill that she could not finish her last quarter of study to earn a Master's degree. Their sons, both born in Chicago, are: Eugene Tsu-wang I, born 7/5/42 Gilbert Tsu-shang I, born 2/3/46 In 1946 when Tso-chien was promoted to Second Secretary of the Chinese Legation in Manila, he had to leave his family behind, because his salary was too low. After 1949, Tso-chien started a chicken farm, with Paul Sim as his financial backer. However, in 1950 when he was found to be suffering from cancer, he sent for Dora, but by this time he was already in a terminal stage. The Chinese like to play mah-jong or poker for high stakes; the foreigners cannot afford it. The wealthy Chinese gentleman as often as not transacts his business in the public bath house; the Club is a foreign institution. As the foreigner everywhere is so outnumbered, to avoid being swamped he has kept his clubs to himself. The Chinese resent this. And, of course, there is the almost insuperable language difficulty; fluency in Chinese requires years of study, years which few foreigners can spare. In Nanking these difficulties could be overcome: on the foreign side the community included many officials who had spent a lifetime in China and could speak the language; and on the Chinese side there were many who had studied abroad and got used to foreign ways. Consequently, whereas elsewhere in China entertainment between Chinese and foreigners was generally confined to feasting in Chinese restaurants, here it took place quite often in the intimacy of the home. The advantage to international association was priceless. The members of a large German military mission lived in Nanking, helping to train and equip the Chinese armies. Their departure from Europe had pre-dated the extreme Nazi phase, and they were not averse to mixing with the other foreigners. General von Falkenhausen, who commanded the mission, was later to be appointed by Hitler as Governor of occupied Holland. The mission did much to improve the quality of the Chinese troops, though it was often thwarted by the sort of obstruction to which one grows so accustomed in China. The German mission, which under Japanese pressure was ordered out of China by Hitler in the autumn of 1938, left an excellent impression. Some officers of the mission were with the Chinese troops who fought against the Japanese at Shanghai, and the later Chinese success at Taierchwang is generally attributed to German advice. To this day the Chinese officers who were associated with the mission or who were taught in its schools, remain Germanophile. On the advice of the Germans large areas of the extensive fortified zone round Nanking were placed out of bounds. The restriction, alas, interfered with shooting. On several occasions, when I went out with my dogs, I was politely stopped by a perspiring patrol who, having spotted me from a distant hill or heard my shots, had chased after me ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1990 https://digitalrepository.lib.hku.hk/catalog/d79206299 94 city, which is some eleven miles in circumference; that was before it was included in the prohibited areas. Now concrete machine-gun loopholes peered at you from various angles; and towards the great gate, where the wall made its nearest approach to the Yangtze, the fortifications were believed to be particularly heavy and well provided with deep dugouts to serve as battle headquarters in time of need. We heard that even the German officers, who advised on how these concrete emplacements should be constructed, were not allowed to know the actual details of their location, and we used to think how ungrateful and suspicious it was of the Chinese to act thus. However, subsequent events have surely justified the Chinese attitude. Near the gate, at intervals, the older houses of the foreign business community, sited along Socony ridge, stare out over the long squat wall of the city at the Yangtze, and the intervening mile of pond, field and shack: but the last house turns its back to the river, straddling a narrow spur, an offshoot from the main ridge. Set in a pattern of mellow brick, our windows faced Nanking and Purple Mountain beyond. From the small lawn in front we could look down on the familiar landmarks of the city, the hillock of the Northern temple, the ancient Drum Tower, the hard concrete lines of the sumptuous International Club, and the salmon-pink walls of the New Metropolitan Hotel, so soon to be painted a hideous black. From the verandah of this house we were to watch the flash and smoke of the bursting bombs of many an air raid. This August the discussion of the trivialities of a daily routine had continued against a background of mounting tension. How exercised we were to find a method of circumventing a malignant crack through which the water of our small swimming pool sought to escape down the hill! At the bridge tables of the Bungalow Club, at dinner parties, dancing at the International Club, amidst the humdrum of everyday life, there was a mystery of 'phone calls, a whispered exchange of latest information, the question of increasing urgency **Is it war?** Already in July members of the various embassies had begun to return from the summer seaside resorts in the north, where the storm was brewing, following the Marco Polo Bridge incident on July 7th; and a trickle of refugees came in from Tsinanfu. Among a number of measures, he lifted restrictions against Americans wanting to travel to China as a gesture for and, therefore, a step to reconciliation. Nixon approved the visit of the American table tennis team to China. At the White House, the president chatted with members of a table tennis team which was the first Chinese sports delegation that ever toured the United States since the founding of the People's Republic. On 13 January, 1973, he interviewed the Shenyang Acrobatic Troupe. Such meetings were conducted as part of the administration's policy of strengthening the U.S.-China general relationship. Even at a time when the administration could only place cultural exchanges low on its priority list, they still enjoyed the attention and support of the president. At this stage, Sino-American ties in culture were far from sufficient. This does not mean that either party failed to see the importance of such exchanges. Thus, the Nixon Administration repeatedly expressed its recognition of the importance of cultural relations in the Shanghai Communique and the communique on 22 February, 1973 which actually announced a programme to expand cultural relations. The president's meetings with visiting Chinese artists were also expressions of this concern. However, in the two years after Nixon's visit, the administration could not find the time to handle matters other than strategic concerns. Furthermore, the president was bogged down in the domestic political difficulties which eventually led to his resignation. The Ford Administration, afraid of irritating the Soviet Union and the right wing at home, could only maintain the status quo and even sacrificed arts exchanges with China. By doing so it accelerated a general deterioration in Sino-American relations. The Carter Administration made no improvement in either the general relationship or cultural relations with China in its first eighteen months in office. When a new China policy began to take shape in the middle of 1977, the general relationship improved. In May, the State Department prepared a memo for the president which pointed out that unless diplomatic relations were established, the existing cultural and economic relations would possibly stagnate or even be weakened. It also pointed out that Sino-Soviet relations would get closer if the United States failed to have a formal relationship with China. But what played a decisive role in the American efforts to establish diplomatic relations was the soaring influence of the Soviet Union in international affairs, a situation Nixon faced before the Sino-American rapprochement. Clearly ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1992 https://digitalrepository.lib.hku.hk/catalog/qf85tx75x 149 A PEEK BACKWARDS INTO THE JEWISH COMMUNITY OF SHANGHAI* (This paper is dedicated to the memory of the late Mr Hans Diestel) WEI PEH TI Introduction Jewish traders were among the first foreigners to come to work and live in Shanghai when the port was first opened to foreign trade in November 1843. Despite the important role a number of these Jewish residents played in Shanghai as well as in international commerce at that time and for a century to follow, scholars are just beginning to focus their attention on this community. David Kranzler's dissertation at Yeshiva University in New York on the Jewish refugees from Europe who arrived at Shanghai after 1938, Japanese, Nazis and Jews: the Jewish Refugee Community at Shanghai, is the only generally known work that has been published in English.1 Vilhelm Meyer was a Danish Jew who started a small trading house in Shanghai importing goods from his native Denmark at the beginning of the century, and who eventually sold the company, by then a commercial and industrial conglomerate of 1,800 employees, to General Electric in 1935. His life and work is being researched by his grandson, Christopher Bo Bramsen.2 Bramsen, however, is writing a personal biography of his grandfather, emphasizing his work in Shanghai as a Dane, not a treatise on a Jewish individual in Shanghai. On the other hand, two doctoral dissertations on the Sephardic community are being undertaken at this time, one at the London School of Economics, and one at the University of London. *The suggestion for a paper on the Jewish community in Shanghai was first made in 1987 by Dr Jewish Diestel and Mrs Paula Sandfelder when the Jewish Historical Society and the Jewish Recreation Club of Hong Kong invited me to give the first Ezekiel Abraham Memorial Lecture. Subsequently, I have given similar talks to the student body of the Chapin School and at Temple Emmanuel in New York City, as well as to Jewish groups on Long Island. I am grateful to my many friends for showing interest in the subject, and am especially flattered to be consulted by otherwise intelligent scholars who wish to work on the subject of the Shanghai Jews seriously. This community was by far the most prominent of the three groups of Jewish residents in Shanghai. They were among the first foreign traders in the metropolis, bearing names that included Sassoon, Kadoorie, Ezra, Abraham, Solomon, Rahmin, Moses, and Gubby, families still active in Hong Kong today, and were a part of the international mercantile community in the Far East at that time, enjoying business and personal links with the close-knit Jewish communities in Hong Kong and Bombay. At first they traded in raw cotton and general goods, then took over the opium trade. In time, in Shanghai as well as in Hong Kong and Bombay, they branched out into real estate, banking, shipping, warehousing, insurance, hotels, utilities, and other industries, gaining power and influence locally as well as in international commerce. The names of 38 prominent Sephardic Jews were found among the 1932 list of 99 members of the Shanghai Stock Exchange. Ashkenazi Jews 6 Immediately following the completion of the trans-Siberian Railroad and the pogrom in Russia in 1905, a number of Russian Jews moved to Manchuria through Siberia, with about 300 filtering down to Shanghai. After the Bolshevik Revolution in 1917, more than 10,000 Jews emigrated to Harbin. Apparently at that time the Chinese government had been contemplating expelling the Jews from Manchuria. In the mid 1920s when White Russians and Japanese interests began to spread in Manchuria, many of the earlier immigrants moved southward to Tianjin and Shanghai, swelling the total Jewish population in Shanghai to just under 2,000. The Ashkenazi community of Jews in Shanghai, mostly Russian but by then joined by stragglers from Lithuania as well, increased to more than 1,000 after 1924. They were not exactly embraced by the Sephardic community of Shanghai. The Ashkenazi were not princes of commerce, but small businessmen who engaged in the import and export of such items as wool, bristles, and fur. The Chinese in Shanghai remembered Jewish salesmen going from house to house, carrying rugs for sale. The entire history of Hong Kong, as Frank Welsh shows in his magnificent, much needed, and compendious history of the colony, is filled with misunderstandings and cultural collisions. One hundred and fifty years of muddle and injured pride are what permits Peking's leaders to call Chris Patten, whom they perceive as the point-man for an international conspiracy to overthrow the entire Communist system in China, 'a whore.' Welsh, a former Hong Kong banker, starts his dense but wittily written history in the early nineteenth century, and just manages to include the accession of Mr Patten in 1992. He refers to Hong Kong as 'that natural child of Victorian Britain and Ch'ing China... a source of embarrassment and annoyance to its progenitors since it first appeared on the international scene in 1842.' More than an annoyance: for the Chinese, Hong Kong has been a perpetual symbol of national humiliation. There are many instances of mutual disregard, which Welsh understandably enjoys and quotes copiously. Although now living "Down Under", he likes to stress he is "only a fax away". He makes regular visits back to Hong Kong. Following Dr Hayes as President was David Gilkes. Almost all his nearly 30 years as a member of the Branch in Hong Kong was spent as an office bearer. In addition to Dr Hayes the Reverend Carl T. Smith, at present as Honorary Vice-President, an American, is another Branch member with an international reputation. He has made major contributions to local history with many publications to his credit. One of his greatest achievements was working through all the records in the Hong Kong Public Records Office (Smith 1995: 315). As a result the "Carl Smith Card Index System" has been microfilmed by the Utah Genealogical Society and a copy of the system is in the Public Records Office where it is known as the "Smith Collection", Other Hong Kong RAS present or past members of note include J. D. Romer, normally known to the Chinese as the “Snake King”. In Cantonese, this expression has a double entendre. Romer was, however, certainly not a lazy person! Worldwide, the Romer Tree Frog (Philautus romeri) is found only on one or two of Hong Kong's islands. It is little bigger than an adult's thumb nail and was first identified by Romer (Dudgeon 1994: 168), There is also Keith Stevens, now an overseas member living in England, where his house has a large “god room". His personal collection, said to be the largest private collection of Chinese gods in the world, consists of about 1,500 images of deities (Stevens 1997). The future A well attended seminar was held in May 1987, the purpose of which was to look at the future of the RASHKB. At the time, a questionnaire was also issued to all members. Since then, the future role of the Branch has been discussed at various Council meetings. Many of those in the procession were school children dressed in a variety of international costumes whilst the presence of ladies dressed in costume (see illustration) reminded us that Tan Gong is a Hakka god and that the Hakkas have both a rural as well as coastal background. (3) After a sumptuous Portuguese casserole lunch at the Cacarola Restaurant in the nearby Rue das Gaivotas we made our way to the Taipa House Museum. Here there was lovingly recreated the living style of Macanese civil servant families living on Taipa Island during the early 20th Century. A reminder of much quieter times before we jet-foiled our way back to busy Hong Kong. NOTES 1. SIU, Anthony K.K., Vol. 27 JHKBRAS tells of the origins of Tan Gong in Guandong. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 208 Hitting the highway Day 6, and the winding road, 1,000 feet up the valley side, that was taking us to the next item on our agenda, and along which no two vehicles could pass without one of them either reversing a few miles or risking an extremely rapid journey to the river, was referred to by the guide as 'The East-West Highway.' Along the route we had a brief but stunning view of Gunga Phunsum, at 24,614 feet the highest unclimbed peak in the Himalayas. At about 11,150 feet Shingkar village was the highest settlement we visited and the most remote. Even our guide had not been before, but needless to say Brian had. With the assistance of some international aid money, each house had been fitted with a small solar panel, but it was not certain whether or not they were working. However, that was the only hint of modernity. The rest was pure Middle Ages England. The village straddled a stream, which flowed through its middle unchecked, running where it would. The water was only diverted at one point, through a narrow wooden channel into a small stone structure, by which time the water was rushing with quite some force. Was it used to fire a generator, or to turn a mill wheel? The very beginnings of a local industrial revolution? No. Of course, the water was being harnessed to turn a prayer wheel. We wandered along the village's stone and mud paths, between the widely spaced and randomly placed houses. Up here at the back of beyond these people have precious little, but what little they have is precious, Our itinerant chef, Al Fresco, once again conjured up a good and welcome meal of rice, vegetables, salad and chicken. This time we were watched by a crowd of inquisitive but well-behaved onlookers - a novelty compared to all previous outdoor lunches. A short distance down the valley was the village of Ura, at about 10,170 feet, special for having its houses huddled more closely together. For warmth? It was not clear. But it had been a feature of all other villages that we had seen that the houses had been widely spaced; unlike their Chinese counterparts, for example, Bhutanese village-dwellers usually like to have a bit of space around them. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2003 https://digitalrepository.lib.hku.hk/catalog/2v242g390 36 people and goods over and along the river. They also helped to load ships in the river and carry goods to the European merchantmen at Whampoa. Their presence was useful to the occupants of the Foreign Factories during periodic conflagrations. For instance, a painting of the Great Fire of 1822 shows residents viewing the fire from these boats, their main refuge in time of such emergencies.28 Interestingly enough, people of this type - perhaps even from the Canton group accustomed to foreigners - were of immense help to the British when they first established themselves in Hong Kong as providers of many essential services.29 Other groups of Tanka constituted the sea fishermen whose craft, large and small, were to be found all over the Delta and the islands outside it; and as we shall see further on in this talk, they provided the 'outside pilots' who assisted foreign merchant vessels to get safely into the Macau Roads. Personnel directly connected with the China Trade We may now consider seriatim, the various personnel encountered by foreign merchants and ships' officers during their time in China over the trading season of the year. The Hoppo30 The Hoppo was the official at the head of the maritime customs, controlling the revenues accruing from the foreign trade. Representing the ministry of finance in Beijing (hu pu) he was dubbed with this title in error by the foreigners. This lucrative office was often filled by a Manchu. The Guangzhou Custom House is shown in Plate 5. There were Hoppo in other maritime provinces of China, but the Canton Hoppo was the most important owing to the foreign trade being confined to Canton. His circuit eventually included five sub-stations and some sixty other collection points, the catchment for the coastal and inter-national trade. International trade was itself divided into Chinese, Asian and European, each taxed at a different rate; the Governor was left with control over internal trade. ================================================================================
