Its first President was the Rev. E. C. Bridgman, D.D., the first American missionary in China and the founder and manager of the Chinese Repository. Its first Journal appeared in 1858 in the name of the Literary and Scientific Society, but in that year the Society became affiliated to the Royal Asiatic Society as its North China Branch. Except for a brief period between 1861, when Dr. Bridgman died, and 1864 when the Society was reanimated through the unremitting efforts of Sir Harry Parkes as President, the Society maintained for nearly 85 years—until the outbreak of the second world war in December 1941—almost an unbroken vigour and a high reputation as the principal centre of Oriental culture among the foreign and Chinese communities in Central China. It also kept up a high standard of scholarship and of cultural appeal in its Journal, which appeared unfailingly every year. After the war it continued its work until, after 1948, it was forced through political troubles to cease its activities. The last issues of the Journal had been published with the co-operation of the International Institute of China. The Society in Shanghai was from its early days fortunate in the support of a generous public and of the British Government, which in 1868 provided it with a site at a nominal rent for its own building, completed in 1871. Later the property was conveyed to the Society in perpetuity or for so long as it was used for the Society's purpose. Thus, in 1931 the Society was able, with the aid of public subscriptions and generous municipal grants, to build in Museum Road close to the British Consulate a commodious building of its own; it contained a lecture hall named after the late Dr. Wu Lien-teh, a floor to accommodate its Oriental Library of 12,000 volumes and adjacent reading rooms, as well as space for an excellent natural history museum and for the exhibition of Chinese paintings and other works of art. In 1941 the Society had nearly 800 members, including most of the leading Oriental scholars, explorers and travellers. Amongst the outstanding personalities who had been associated with the North China Branch a few may be mentioned—Dr. Joseph Edkins, Thomas W. Kingsmill, Dr. Emil Breitschneider, Henri Cordier (at one time the Society's Librarian), P. G. van Mollendorf, Sir Robert Hart, Sir Harry Parkes, Sir Byron Brennan, W. H. Medhurst, Sir Edmund Hornby (the first British Judge in China), Sir Rutherford Alcock, H. A. Giles, G. H. Parker, H. B. Morse, A. P. Parker, Alexander Hosie, Samuel Couling, Sir Sidney Barton and Dr. J. C. The books had suffered a good deal in being constantly moved about, the number was now 3800, all of them dilapidated and 3000 were considered worth rebinding. This would cost about $3,000 but the Society had no money for this work. A despatch dated 29 December, 1863 from the acting Governor, W. T. Mercer to the Colonial Secretary quoted the Morrison Education Society's circular and asked for action.1 A City Hall containing a Library and a Museum was eventually built on the site now occupied by the Bank of China and the Hong Kong & Shanghai Banking Corporation in Queen's Road Central and adjoining Statue Square. It was opened by the Duke of Edinburgh on the 2 November, 1869 and during his tour of the building His Grace visited both the Library and the Museum. A printed catalogue of the Morrison Library was issued in 1873 by the City Hall Committee. It contains 1666 entries arranged in alphabetical order of authors or titles, editor, translator, etc., where the author is not known, only eight of which I have been able to identify as belonging formerly to the Royal Asiatic Society. The books are classified, single letters indicating the following groups :- A History. Peerages, &c. B Biographies and memoirs. C Geography including works on various countries. Travels, Voyages and Adventures, D Natural History: Ornithology. E Botany. F Atlas Gazetteers, Meteorology, Guidebooks, Geology, Metallurgy and Mineralogy. Topography. G Mechanics. H Encyclopaedias, I Commercial Statistics. International Law, Jurisprudence, J Complete Works. K Astronomy. L Chemistry. Optics. M Mathematics. N Painting, Music. Science and Art, O Medicine and Surgery. P Biblical works. Q Oriental Societies. Journals. R Classics. Dictionaries. S Novels. T Drama and poetry. U Periodical works. Directories. V Divinity. Law, Treaties and Conventions. W Miscellaneous works. A stocktaking was made in 1956 and of the 1666 titles there are now 1233 remaining (2748 volumes out of 3583). Some volumes were removed during the Japanese occupation of Hong Kong and were not subsequently recovered. The condition of the books is poor. Hang Seng Bank Ltd., H.K. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1962 https://digitalrepository.lib.hku.hk/catalog/9s166f47f 118 COLINA LUPTON China and the U.S. The Korean war of course accounts for much which has gone awry since; the Chinese cannot forget that the Americans (as they always regarded the U.N. army) showed no hesitation in overstepping the 38th parallel and advancing towards the Chinese frontier; they also remember Truman's action taken at the outbreak of war assigning the U.S. seventh fleet to the "neutralisation" of Formosa, thus cheating them, so they felt, of their rightful prey: as Mr. Luard says, in the summer of 1950 the Communists were almost certainly poised to invade and exterminate the Chiang Kai-shek regime once and for all. As bad was the fact that American interference brought the question of Formosa from the purely internal to the international level. The fear and resentment engendered in Chinese hearts exists to this day to colour their suspicions of all American actions, and is fostered by the evident American determination to keep them out of the U.N. The great merit of Mr. Luard's account of these events, which is relatively sympathetic to the Chinese point of view, is that it makes clear that Chinese fulminations against, for instance, the landing of U.S. marines in Thailand are inspired by a genuine fear of American imperialism. If the U.S. would comprehend how her actions are misconstrued in Peking she might be more willing to have China increase her contacts with the West in the hope of dispelling Chinese ignorance. Britain's position in the dispute over the China seat is a paradoxical one. There is not much doubt that, left to its own devices, the British government would choose to have Peking rather than Taipei in the U.N., partly because Peking is the government which is more representative of the Chinese people as a whole, and partly because it believes that China's isolation from the rest of the world can only be dangerous. Mr. Luard draws an interesting parallel between the present situation and that which prevailed before any westerners came to China at all: then and now, the country was and is culturally self-sufficient, inward-looking, arrogant, ignorant of foreigners and their ways and full of misapprehensions about the outside world. The Sham Shui Po Kaifong, through operating the Mo Tai (A†4) temple's public weighing scales, got its revenue from the vegetable and livestock market there. Much of the produce sold there crossed the harbour to Hong Kong. (See the Registrar General's Report for 1907 in Sessional Papers 1908, p. 194. Other information supplied by elders). I am also informed by Mr. WAI Tau Shue (b. 1885) that in his youth the Kowloon Lok Sin Tong levied a small weighing charge on each load of firewood sold in the Kowloon City market. In each case the proceeds were supposed to swell public funds for charitable work. For social advancement see the career of WONG Lan-shang described in this article. 25 The Third or Kowloon Police Magistrate was not appointed until 1925 (Colonial Estimates 1924-1926). However, now, due to discounts, the increase in prices and the delay in getting these parcels moving, we get about 37% less than we otherwise would. Again we Maryknollers divided out $75.00 into two portions, one of $50.00 for our own little community kitchen, and the remaining $25.00 being personal. So in the final analysis, each individual got about $16.00 worth of food and toilet articles. To satisfy our craving for sweets, most of us got bulk chocolate, only to find that this was a bit wormy. However, we soon boiled the worms out of their happy home, and consumed the home. The repatriation boat delayed until the 23rd of the month, and there will be a choice of first, second and third-class passage. 12- Another funeral service for Mr. Engdall, with Father Toomey officiating and Father Allie giving the eulogy. Drawing takes place today for staterooms on the Asama Maru. The American kitchen staff quits, in order to pack up for departure. No tears shed! 13- The International Welfare Association hands out a few more goods, such as handkerchiefs, toilet paper, etc. A new squad of cooks take over and everybody pronounces the food better cooked. Photographs of the repatriates taken on the lawn. An entertainment this evening outside on the Bowling Green in front of the American Club building. It is surprising what talent there is in the Camp, and these entertainments are well received. 14-Sunday. Masses change to 8:15 and 9:00. We learn from the Bamboo Wireless that Bishop O'Gara and three Maryknoll Sisters have left Hong Kong for Kwongchauwan for the interior. The following days were quite uneventful. On the 17th, a meeting was held in which a little more information on repatriation was given out. The examination of baggage is to be very strict — no books, no diaries, no money, not even Bibles with notes scribbled on the margin to be allowed. The Hong Kong News says that several Maryknoll Fathers have been released from Camp. That's certainly news to us! Another report says that each repatriate is to receive one hundred yen for the trip, while another says that $250.00 U.S. currency will be allowed to be taken aboard the boat. On the 19th, a dance was held in the Club from 7:00 to 9:00 p.m., the curfew being extended half an hour by special permission. The word “Tanka” is an opprobrious term, with rather ambiguous and shifting ethnic and occupational connotations, like "nigger", or "tinker". The first schools for the children of fishermen were established by the F.M.O. in 1947 and 1948, two in villages on Hong Kong Island, and two in the New Territories. By 1968 there were thirteen primary schools, and one secondary school with a primary department, at Aberdeen on Hong Kong Island. In 1980 this primary department was given a separate school building on the island of Apleichau, which is joined to Aberdeen by a new road bridge. Education in these schools has always been free. During the early years of the scheme ordinary primary education in Hong Kong was neither free, nor sufficient. In 1956, however, the Education Department began to subsidise the F.M.O. schools, and since then there has been general progress towards free compulsory education in Hong Kong. In 1978, the first three years of secondary education were also made free. Where there are no F.M.O. schools, and inadequate Education Department provision also, the F.M.O. sometimes pays the fees of fishermen's children at privately run schools, like the Po Kwong school, which is actually located on a boat in Yaumatei typhoon shelter. The Po Kwong boat school is run by an evangelical Christian group called International Missions Inc. It was known as the “Jesus boat” to boat-people activists struggling for re-housing; although they were working with Roman Catholic social workers, they firmly declined to take me to it. F.M.O. scholarships are also available for higher studies. It is not entirely true that no fishing community children were educated before the F.M.O. schools began. Some parents did send their children to school at great sacrifice to themselves, sometimes to traditional Chinese schools, such as that run in the temple on the island of Kau Sai. This school, however, largely served the Hakka land-based population on the island, and when these Hakka were re-housed on the mainland, it was replaced by an F.M.O. school. Before the Second World War in Canton there were even Trade-Union-run Shui-sheung-yan schools. Conditions were, perhaps, however, more difficult for the sea-going fishermen's children of Hong Kong, away for days at a time from all land contact on occasion, than for the riverine salt-traders and transporters of Canton. Before mechanisation very few fishing parents could afford much by the way of school fees. Without the F.M.O. schools it is unlikely that the revolution in literacy would have 10 ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1982 https://digitalrepository.lib.hku.hk/catalog/mk61z420p STRUCTURE AND FUNCTION IN AN URBAN ORGANIZATION: THE MUTUAL AID COMMITTEES JANET LEE SCOTT* The Mutual Aid Committees (MACs), or as they are more commonly known in Hong Kong, were first established in June of 1973. They are organizations composed of residents of a building, or more rarely, a group of buildings, and have the dual aims of promoting a sense of friendship and mutual reliance among all authorized tenants and of cooperating to promote better security, a better environment and more effective management generally (City and New Territories Administration 1982:1). Why are Mutual Aid Committees established? Investigations and interviews with government officials carried out during 1976-1978 suggested the following reasons. The first was the desire of the Hong Kong Government to improve communication with the people of Hong Kong. The MACs were originally created under directives from the Home Affairs Department, and came under the jurisdiction of the City District Offices, themselves set up under the City District Officers Scheme of 1968. As one writer described this Scheme: The CDO Scheme was announced at the beginning of 1968, but the first CDOs were appointed in the middle of that year. The Scheme divides the urban areas into ten districts: four on Hong Kong Island and six in Kowloon. A City District Commissioner on each side of the harbor coordinates the work of the CDOs, each of whom has liaison and other duties. * Dr. Janet Lee Scott is a member of the Department of Anthropology, New Asia College, The Chinese University of Hong Kong. These were more impressive and more modern than the Kowloon Whampoa Docks, with larger machine shops and greater electric power. But public opinion still supported the Whampoa Docks and many people considered the new establishment to be a direct and unwarranted attack on one of Hong Kong's most esteemed institutions. Like Kowloon Docks, Taikoo Dockyard also had a built-in clientele, including Butterfield and Swire's China Navigation Company, Blue Funnel line, and other shipping connected with these two lines. Quarters and other facilities were provided for staff at Quarry Bay, and the aim was to make them into a 'big friendly family'. The 88-year-old F.K. (Uncle Pat) Pattinson recalled (in 1989): "We were a separate 'colony' within the community. We worked, lived and breathed ships and shipping." The author visited Taikoo Dockyard and had continuous contacts with its staff in the 1960s and early 1970s and endorses Pattinson's remarks. Long before the days of cross-harbour tunnels, the hammerhead crane, erected in 1937 in the docks at Hung Hom, provided a landmark as one traversed the harbour by ferry. Even though, in the early 1990s, Hong Kong has the largest container port and is one of the busiest ports in the world, and dockyards are still situated in the Territory (but moved to another site), the harbour looks empty to some old residents without that crane. — Kowloon Docks at Hung Hom have been developed into vast housing estates. Today, Hong Kong United Dockyards (HUD) operate on the west side of Tsing Yi Island, and this was after the merger of Hutchison International and the old Hong Kong and Whampoa Docks. This was the combining of two of the largest commercial enterprises in the East. The Hutchison group of companies is now known as Hutchison Whampoa Limited. A decision was taken to build no more ships. Ferries and other vessels for Hong Kong's needs are now constructed elsewhere. HUD concentrates on conversions and repairs. The last vessel built was a tug, appropriately listed No.1066 on the Company building register. To a degree banks symbolise power, and the People's Republic gained in prestige when its 17-storey Bank of China slightly overtopped the Hong Kong Bank in 1950. The latter then erected a flagpole, so it is said, which gave it a few extra feet. In 1959, however, the then new Chartered Bank rose about three metres above the old Bank of China. With the new 42-storey standard Chartered Bank, completed in 1990, looking down on the Hong Kong Bank claimed to be the most cost-efficient bank building in the world it seems that, to some degree, history is repeating itself. Nevertheless, this is well short of the 70-floor new Bank of China (also completed in 1990) which, for a few years, was the tallest building in Asia. Hong Kong Bank ▬ Unlike the Chartered Bank which is essentially British, the Hong Kong and Shanghai Bank, which is today the largest bank headquartered in Asia outside Japan, has always prided itself on being international. Nevertheless, the original prospectus of the 'Hong Kong and Shanghai Banking Company Limited' stated the aim was: "for an institution to be operated on sound Scottish banking principles." Most of its senior staff have, from the outset, thus been British. The Hong Kong Bank was founded in 1864, on co-operative lines. Business commenced in 1865 (by which time six banks were already established in Hong Kong), and nearly all the principal firms in the Colony were represented. The purpose of Wayfoong (?) (meaning 'Abundance of Remittances' which first appeared, in Chinese, on bank notes in 1881) was to serve the needs of merchants of the China coast and to finance the growing trade between China, Europe and North America. The traders of old felt their needs would be served better if they had a bank (in Hong Kong it is often spoken of as The Bank) which was owned, managed and operated locally. Although the provisional committee was chaired by the British firm Dent and Company its members were far from being exclusively British. 'Monuments' still standing include the Helena May Institute (completed 1916), Saint Andrew's Church (foundation stone laid 1904) and Church Hall, and the Peninsula Hotel (official opening 1928) which — along with the Taj Mahal in Bombay, Raffles in Singapore and a few others was classified, before World War II, as one of the 'great hotels of the East'. Another of Leigh and Orange's edifices is the main, 'Renaissance' style, building at Hong Kong University which was completed in 1912 and extended in 1952. It has been gazetted as an historical monument. The now demolished Sir Paul Chater's 'Marble Hall', generally accepted as the most luxurious residence in Hong Kong before World War II, was another example. The Colony's first, full-time, chartered accountant was Arthur Lowe, who came to Hong Kong in 1902. Joseph Bingham became his partner in 1905, and Frederick Mathews (Lowe, Bingham and Mathews) in 1909. There were other accountants in the Territory before 1902, but few had professional qualifications and auditing was usually a subsidiary activity to their main lines of business. For instance, Linstead and Davis were mainly property agents, but they also sold bicycles, and, up to 1926, they had an agency for Manila cigars. The partners audited the accounts of various companies. The senior partner of Gibb Livingston was one of the two Hong Kong Bank auditors, and so on. Lowe Bingham (Lo Bing Ham in Chinese) became part of the international firm of Price Waterhouse in 1974, Hong Kong and China Gas Company William Glen, who had no knowledge of the gas industry in 1861, obtained from the then Governor, Sir Hercules Robinson (when the population was 123,281), a concession to supply gas to the city of Victoria. The company was incorporated on May 31st 1862: most of the shareholders lived in the United Kingdom, although 500 shares were offered locally. Then, on December 3rd 1864, Hong Kong was lit with gas for the first time by about 15 miles of mains and 500 lamps, in Queen's Road extending up the hill to Upper Albert Road. Previously, the only street lights had been installed voluntarily by residents, and burned peanut oil. The residents of Caine Road complained that they --- Page 270 Page 271 ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1990 https://digitalrepository.lib.hku.hk/catalog/d79206299 312 of degree holders, indicating social rank, there is also a wealth of swept ridges and stylised, 'teapot-handle', gables among the roofs of the common folk. Like Hong Kong, granite was readily available, and a good, dense, red face brick, some of which is quite narrow, is manufactured locally. The brickwork has an attractive, diaper pattern, with dark kiln marks on the face. Unlike Hong Kong, arches with keystones and pediments are in evidence. Much of the architecture resembles that of Taiwan, and, not unusual in many parts of China, there is a marvellous variety of murals and stone carving, including stylised motifs. Small figurines ride lions or other mythical beasts on roof ridges, which, together with eight-diagram (ba gua) and knife and sword charms ward off evil spirits. Similarly, 'wind lions' have stood on guard at entrances since the days of Koxinga. Another scenic spot for architectural gems is the 1.71 square kilometer Gulangyu Island, where at least one member of every family is said to play a musical instrument. This Island has two beautiful white egrets as its emblem and is situated a five-minute ferry ride from Xiamen proper. Part of the beauty is, however, marred by large, ugly, cigarette signs which generate high rents. No vehicular traffic is permitted in this hilly haven. It was a cold day, and RAS Party Members kept themselves warm by exploring. This included climbing to the Lotus Flower Monastery and beyond up the 90-metre high, crowded, precipitous 'Sunlight Rock'. Koxinga chose this as his bastion because it reminded him of Japan. Gulangyu Island is full of architectural 'relics' from the old International Settlement, with patchworks of yellow, terracotta and pink walls blending with oranges and greens. The forlorn, dilapidated building which once served as the British Consulate, is still there. Before World War II, 13 other governments also had consulates on the Island. They, together with tea merchants and financers, could afford to pay for, and insisted on, the best quality building materials. Much of the architecture of this 'garden island' is European, but there are examples of eclectic styles with Chinese columns and western capitals, and Chinese friezes and western brickwork. All these contrast with rows of old, Chinese type, shops with colonnades in Xiamen, with upper floors projecting over pavements; or with ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1990 https://digitalrepository.lib.hku.hk/catalog/d79206299 323 attitudes towards China and Japan is equally poor. He shows little appreciation of the effective American acquiescence in Japanese expansion during most of the 1930s, nor of the manner in which private American investments in and commerce with Japan undercut the professed United States policy of building up China. He gives one little sense of the dynamics of the inter-relationship between domestic American politics and the government's role in the Far East, nor of the manner in which the international crises in Europe and the Pacific were interconnected. To judge by the sources cited in the notes, he did not consult the works of Irvine H. Anderson, Jr., Roberta A. Dayer, Michael H. Hunt, Jerry Israel, David Reynolds, Jonathan G. Utley, or Paul A. Varg, but relied largely on a traditional and dated interpretation of United States policies towards both Japan and China. One hopes that, should a second edition appear, these chapters will be rewritten to take these factors into account. Happily, Dudden escapes from these doldrums to give a workmanlike account of the familiar territory of the Pacific War, the effect of the developing Cold War, the American occupation of Japan, the Communist takeover of China, and American intervention in Korea and Vietnam. This was the period in which American involvement in the Pacific region increased exponentially, so that by the mid-1950s the United States was the guarantor of the security of Australia, New Zealand, Japan, South Korea, Taiwan, and most of the Southeast Asian nations, and had bases scattered through the Pacific. While he does not, perhaps, bring out the theme of the extent to which American policies in Asia were generated by considerations arising from developments in Europe, his survey is solid and thorough. One may perhaps regret that he apparently did not make use of recent works by such scholars as Bruce Cumings, Rosemary Foot, and Christopher Thorne, but his coverage of the period of maximum American military commitment to Asia is essentially sound. Dudden's final chapter, on the 1970s and 1980s, is inevitably inconclusive. The growing United States tendency to turn inwards and concentrate on the country's own domestic problems; the commercial rivalry with its ally and protégé Japan, and to some extent with South Korea and Taiwan; the love-hate relationship between America and China, particularly since the Tiananmen Square Incident of June 1989; the ambivalent relationship between the United States and the Philippines, still fatally ready to make their old colonial sovereign ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1991 https://digitalrepository.lib.hku.hk/catalog/k356gt84j 72 from an emphasis on merely material modernization to structural changes in the Chinese system, which in turn brought about the realization of the need for cultural modernization. Starting in 1982, stress was laid on building up a socialist spiritual and cultural civilization, alongside the building of a socialist material civilization. This move was intended to a large extent to resist what was perceived as incoming “unhealthy influences”. The term "unhealthy influences" has never been precisely defined, but it roughly refers to the Western socio-political values which ran counter to the party leadership and socialist system in China. This new approach did show a shift from the notion of partial modernization to an overall modernization. China's open-door policy, inaugurated in 1979, was intended to promote the material modernization program. This policy could be traced back to 1972 when trade relations with industrialized countries were restored. In the following few years, China further expanded her international trade relations gradually. During the period 1978-1980, these trade relations were expanded to other areas of economic relations at an astonishing pace. However, the massive expansion of foreign trade and economic cooperation did not lead to any extension of the open-door policy towards large-scale cultural exchanges, not even to the present. Rather, the political report at the 12th Party Congress only emphasised the importance of "spiritual civilization”, in the building of "socialist modernization", but cultural exchanges were not referred to, as foreign economic relations were, as a positive contributor to the process. Despite the notion that cultural exchanges were not to carry as much weight as foreign economic relations in the building of socialist modernization, arts exchanges with foreign countries experienced a rapid and large-scale increase in the years between 1979 and 1981. In those years, there was a large presence in China of foreign culture, particularly Western culture, including that of the United States. As has been pointed out, high culture was a part of the “spiritual civilization”, as affirmed at the 12th Party Congress, but international arts exchanges were not emphasised. In fact, a culturally open policy had never been wholly adopted as a general policy. This contradiction shows a tentative balance between policy preferences. These were sufficient reasons to promote international arts exchanges and there were considerations to limit them; both may be put forward in the national interest. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1991 https://digitalrepository.lib.hku.hk/catalog/k356gt84j 76 chance to take advantage of the linkages to the United States to put themselves in an international context. Unlike technicians and social scientists, Chinese humanistic intellectuals, of whom writers and artists form a major part, are frequently thought of in Chinese society as sensitive souls and passionate spokesmen of civil society as opposed to political society. They are likely to view society from the perspective of the ordinary man. Traditionally, Chinese humanistic intellectuals have had a deep sense of social responsibility. They are apt to be social critics. "Being persons with vivid imaginations, many of them entertain bold visions and lofty ideals which may or may not converge with those of political leaders or which cannot be realized at this moment but may inspire dissatisfaction with and encourage dissent from the existing socio-political arrangement. In a time of building the "four modernizations", such characteristics may come into conflict with the wishes of political leaders to rejuvenate and modernize the nation, processes which require stability and the willingness of the citizens to support the efforts of the government, Nevertheless, Chinese humanistic intellectuals view the modernization of the nation in a different way. Artists and writers always view themselves as a positive force in programmes for progress. They cannot accept the notion that modernization can be achieved solely through economic progress and that modernization is synonymous with material modernization. Motivated by a strong sense of responsibility for modernization and dissatisfaction with the absence of official encouragement to initiate a “cultural modernization" and to incorporate culture into the opening-up process as an independent entity, China's artists seized the opportunities of Sino-American cultural exchanges to establish connections with artists in the West and to conduct exchanges on their own initiative. China was finally opened-up culturally, though this cultural openness was not encouraged by the government. To discuss Sino-American art exchanges in this period, another issue needs to be tackled; that is the relationship between the general development of culture and the periodical reassessments of political development. In the three decades from 1949, a precedent was set in which the contents, styles and genre of incoming cultural events demonstrated the preferences, or at least the toleration, of top political leaders. Others were in Russian and German. Schools Youngsters from the Sephardic community were educated at the Public School in the International Settlement. The fee was too hefty for most of the Ashkenazi boys. As a result, the Kadoorie family endowed the School for Hebrew Boys where there was a respectable scholarship program. B'nai B'rith An article entitled 'Shanghai Fortunes' in the National Jewish Monthly (June 1930) revealed that B'nai B'rith, considered the foremost secular Jewish organization in the world, but by the Sephardic community as particularly Ashkenazi, had trouble getting started in Shanghai. The Shanghai lodge was established officially in 1928, but, 'the circumstances of Jewish life in Shanghai are such that the organization of a B'nai B'rith Lodge was fraught with the most unusual difficulties. National divisions are sharp, particularly between the older Jewish families of the city and the more recently arrived Ashkenzim. Eventually the Shanghai Lodge of B'nai B'rith went on stream when leading citizens of the Sephardic community, notably the Kadoorie, lent their support. It sponsored such activities as the Jewish Boy Scouts and the Jewish Girl Guides. On Seder Night, hospitality was extended to all Jews. At a Hanuka tea, 500 children were present. Clubs 17 The Jewish Club opened in 1919 or 1920 in a colonial style building at the corner of Great Western and Tifeng Road. The cost for the building was $250,000. The entrance fee was $25 and the monthly subscription was $7. There was an auditorium of 80 by 40 feet for lectures, and a billiard room 'that was rarely neglected.' Meanwhile, Jews joined major clubs such as the Shanghai Club, the French Club, the American Club, and the Country Golf Club. They were also active in horse racing. As the reader can see, a great deal of work remains to be done in order to obtain a more complete portrait of the Jewish community in Shanghai. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 199 snoozed for a lot of the way. Happily, I was awake when we arrived at the Riverview Hotel because there was a large banner on the front of the building, welcoming us to Bhutan and to the hotel. Mobile 'phones have not yet arrived in Bhutan, and not everywhere has an international dialling service. Thimpu, however, being the country's capital, offers this service at its major hotels. So I made a quick two-minute call to Hong Kong to report in. Two minutes after that there was a knock on my door. A member of the hotel staff was asking if I would like to pay for my phone call now - US$51! A big chunk of my spending money went, just like that - but what a worthy cause! Dinner that night was rather special, preceded by a cocktail reception hosted by our local tour company, Etho Metho. There was Bhutanese music, singing and dancing. Like many similar experiences, appreciation of Bhutanese music is an acquired art. It really did seem to me that the musicians misinterpreted our applause, for each time we clapped they appeared to play the same piece again. But I guess that is just my ignorance showing through. I had a long and interesting conversation with Aum Dago Beda, a most impressive lady and the company's urbane managing director. After dinner there was a thorough and rather complex (for my IQ) briefing from Brian who promised us 'a full day' for the morrow. He was not wrong. A peer through the gate Day 3, the eve of Losar (the Bhutanese New Year) started with a fairly leisurely 7:00 a.m. breakfast and 8:00 a.m. departure for the Queen Mother's formal residence. This is set in a very secluded spot up the valley from the capital city. Her estate has a lot of trees in the grounds and a very impressive entrance gate - and that is all we were allowed to see. Usually, tourists were not even able to get as far as the gate, so I suppose we were privileged. Perhaps one of the most photographed buildings in Bhutan is the Tashichho Dzong, our next destination. This is the seat of government and houses the offices of the majority of government departments. The Society's collection was housed in a Special Collection room in the City Hall Library. Collection expansion with a resulting shortage of accommodation is a common problem amongst all libraries. While members appreciated the convenient location and ease of access with the City Hall Library, some members lamented that the room was becoming very crowded, making it very difficult to browse the collection. Although the Chief Librarian, Mr. Mak, acknowledged their concern, not much could be done since the City Hall Library was experiencing similar space problems for its entire collection. The situation was ultimately relieved with the building of the new Hong Kong Central Library at Moreton Terrace in Causeway Bay. This was officially opened on 16 May 2001, and comes with well-equipped modern facilities, and a spacious and pleasant environment. The Society's collection, as part of the Reference collection, was relocated to the new Central Reference Section. The Main Collection of post-1900 materials is shelved in the Special Collections area while pre-1900 materials (with selected rare post-1900 materials) are housed in the new Rare Book Room. Compact shelving is provided to maximize storage capacity with adequate room for expansion. A comfortable reading area is also available for users to consult the materials. The Collection Since the acquisition, through inheritance, of the Medico-Chirurgical Society's collection, the Library continues to expand through donations, purchases and international exchanges. Periodic appeals are made by presidents of the Society for gifts of books. While many members generously send donations to the Library, Dr. James Hayes has to be acknowledged for his relentless contribution to the building up of the Society's substantial and valuable collection. Dr Hayes (HKBRAS President from 1983-1989) has been largely responsible for book purchases, especially during his presidency, augmenting the Library's size to around 3,000. Subsequent to retirement in Australia, he still actively searches for modestly-priced, hard-to-find books in second-hand bookstores, for the Society. The Society now possesses an excellent quality Library. But in reality, no society has unlimited resources. Distributive justice then requires that the resources should be allocated in such a way as to maximise or equalise each person's access to justice. A common response to this has been to propose that international tribunals, which are very expensive, should concentrate on the leadership, and not undertake every case involving an atrocity. The proposed tribunal for Cambodia will be costly - budgets of up to USD $60 million have been suggested. The number of trials is likely to be less than ten, and may not lead to a conviction.14 While such costs may compare favourably with the costs in other international tribunals, nevertheless it is a major allocation of resources for a few cases. 13 Nevertheless, it could be argued that distributive justice would be better achieved by using these funds to improve the capacity of the Cambodian legal system to handle these cases, and the many other cases which come before the courts. 16 For international donors, the tribunal is important for its symbolic role, as a special part of the legal system. Other states,15 international organisations,1 and non-government organisations have contributed considerable funding and effort to the improvement of the Cambodian legal system (capacity building), and these states and organisations are often most supportive of the proposed tribunal. In Rwanda, an alternative approach has been taken in order to handle the large number of outstanding cases awaiting trial. This has been the adoption of an economical and indigenous reconciliation programme, known as Gacaca....
