Many Manchu nobles and officials in the provinces knew but little of the Chinese classical language. Many Chinese local officials too had not read the Manchu language and therefore could not understand documents written in Manchu. Both groups certainly required the help of translators. The probationers versed in the two languages therefore filled the administrative gap, so to speak. As time went on, however, the Manchus became more familiar with the Chinese Classics and there was a gradual decline in the number of Hanlin probationers reading the Manchu language. One of the best ways for Hanlin probationers to attain administrative knowledge came in an indirect manner. It was the favourable politico-literary atmosphere of the capital that gave opportunities for their acquisition of practical knowledge. In the first place, high dignitaries and prominent men of ability clustered in Peking, so that advisors and teachers were not wanting. Secondly, access to research materials was facilitated by the fine collection of books in government libraries at the capital. Moreover, scholars could purchase books fairly easily in Liu-li street, a place specially designed for selling books which might not be available elsewhere.18 The very prestige and honour bestowed upon the probationers and even more upon the active Hanlin officials had the effect of strengthening their confidence in the existing government. They were, as it were, the chosen few. They believed with justification that given time and opportunity they would rise high in the bureaucracy. With this assurance of future advancement, it may reasonably be conjectured that the majority of them would be quite eager to learn more about administrative affairs. In this respect, they were greatly assisted by the fact that they could spare the time to do so. Sir E. Belcher, accordingly, landed on Monday, January 25, 1841, at the foot of Taipingshan, and on the hill, now occupied by the Chinese Recreation ground, Captain Belcher and his officers, considering themselves the bona fide first British possessors, drank Her Majesty's health with three cheers, the spot being thenceforth known as Possession Point. The Point remained an open space and came under the management of the Chinese Recreation Ground Committee created in 1890. In 1887 there was a rearrangement of streets to the south of the Recreation Ground. With the change there was a renaming. The western terminus of Hollywood Road was shifted from the present Possession Street to what was known as Gap Street, so that Hollywood Road emptied into Queen's Road on the south side of the Recreation Ground rather than on its east side. On the south side of old Gap Street across from the Chinese Recreation Ground the original St. Stephen's Anglican Church opened in 1866. Here also the Baxter Memorial School was built in 1872 in memory of Miss Sophia Harriet Baxter. She had come to Hong Kong in 1860 and until her death five years later established schools for Chinese, Eurasians and orphans. St. Matthew's Anglican Church now occupies a part of the original site granted to the Church in 1864. The neighbourhood could have been regarded as a good missionary area for it was dominated by establishments devoted to pleasure. Nearby was a theatre, and the present Possession Street was lined with brothels in the nineteenth century. It was also, however, near a more sobering district. The hillside between Possession Point and West Point was used as a Chinese burial ground. The I-tsz Temple, built to house commemorative tablets for Chinese residents who died without a family to remember them, and, temporarily, for those whose families were in their home villages in China, was behind Possession Point on Tai Ping Shan Street. It adjoined the burial ground and thus, in accordance with Chinese practice, was in a convenient location to be used as a depository for those who were about to die. Publicity regarding conditions at the temple started a movement to provide better medical services for the Chinese community. This resulted in the formation of Tung Wah Hospital. The fourteen member committee composed equally of members from the Protection Society and the Anti Mui Tsai Society met with the Secretary for Chinese Affairs, Mr. Hallifax, to formulate suggestions for drafting a Bill for the abolition of the mui tsai system. In June 1922 their report was sent to London with a comment by the Governor that he did not think the suggestions were an altogether satisfactory solution. The members of the Committee representing the Anti Mui Tsai Society were: Mr. Joseph Mau-lam Wong (1897 - 1869), compradore of Messrs. A. S. Watson and Co. Mr. Charles Graham Anderson (1889 – 1949), a Eurasian, manager of the International Savings Society of Hong Kong, also newspaper reporter. Ngan Kwan-yu, Government vernacular teacher of the Gap Road School later Head-master, Congregational Church Primary School, Ladder Street. Hung To-fei ― Rev. Wong Oi Tong (1888 – 1941), for forty years pastor of the Rhenish Church, Bonham Road. Dr. T.P. Woo (1878-1941), medical practitioner. Dr. Yeung Shiu-chuen (1878 – 1950), dentist. All were members of Protestant Churches. The members of the committee representing the Society for the Protection of the Mui Tsai were: Mr. M. K. Lo (later Sir Man-kam Lo) (1893 - 1959), son of a compradore of Jardine, Matheson and Co. and son-in-law of Sir Robert Ho Tung. He was a solicitor. Mr. Tsun-nin Chau (1893 – 1971), son of a shipping and insurance magnate, Chau Shiu-ki. A cousin of Sir Sik-nin Chau. By profession a barrister. Mr. Wong Kwong-tin (1879 - 1936), son of a wealthy Chinese merchant. He was a Supreme Court Interpreter when young, later Manager and Director of Kai Tack Land Investment Co., Manager of China Specie Bank, Manager of Chinese Stock Exchange, etc. A Roman Catholic. As observed in 1980: One of the largest estates where I interviewed, Tze Wan Shan Estate, is the largest in Hong Kong, housing well over 150,000 people. One of its blocks, Block #66, houses approximately 8,400 people. But it is not the largest. Across the street, Block #61, on the outer edge of the estate, houses nearly 9,900 people (Scott 1980:33). Blocks of this size, with such enormous resident populations, would make the standard arrangement not only impractical, but ridiculous. Yet, there have been some standard committees created under such situations. For example, in 1978 Blocks #62, #64, and #65 of Tze Wan Shan Estate, with a combined population of 11,000 inhabitants, were operating with one committee. Some blocks solve the population problem by dividing into floors; for example, one committee could be formed for, say, every three floors. In 1977, the Mutual Aid Committees of Block #23 of Tung Tau Estate, Wong Tai Sin District, were arranged in this way. It is also possible, if the block has wings, for each wing to have its own committee. Even with all these alternatives, there is probably no one perfect solution to the problem of committee allocation in public housing (Scott 1980:33). 11 “A Mutual Aid Committee must be approved by the District Officer/Assistant District Officer under delegated authority from the Secretary for District Administration on a biennial basis for the purpose of exemption from the Societies Ordinance (Cap. 151)” (City and New Territories Administration 1982:1).10 Each Mutual Aid Committee in Lok Fu Estate follows this rule and is registered for a period of two years. However, before October of 1981, the committees were registered for only one year. The lengthening of the registration period was felt to have a beneficial effect, as it would enable the committees to complete projects planned and generally function more efficiently. At the end of this time, each committee is reviewed by the District Officer or City District Officer and if found to be functioning without serious problems, its certificate is renewed. I would have written before but my time has been so taken up and when evening comes, my time for writing, I am too tired to do anything but go to bed. I have even been tempted to go to bed with my clothes on. As I said to Mrs. Ferguson, all our troubles seem to have come at once, it never rains but it pours, you know. I have broken my record too, and had my first day in bed since coming to China. We are always as busy as can be receiving guests at Chinese New Year time, last year we reckoned we had a thousand the first day, but this year we did not have nearly so many and I was glad as I had the entertaining to do alone. The melting snow and consequent deep mud kept the country people away. But the city people came and some of them several times. The cookies etc. are an inducement but the Ferguson children are the special magnet for continued coming, to bring the different members of the family to see the little curiosities. The cousins of Hung-Yi moved away to nearby Ha Tsuen and Xiangshan county, among other places. Hung-Yi's brother Hung-Ji moved to Ha Tsuen. Thereafter, all the remaining Dangs of Kam Tin were descendants of Hung-Yi. Casually asking the Dang elders about the relationship between lineage segmentation and settlement, one is given both concrete examples that suggest a correspondence as well as general observations that there is no correspondence. For example, one would be told that the descendants of the third branch (Yeui), which are very few in number, all live in Wing Lung Wai, and that all the others of that village were descendants of the first fong. Unless one asks about a particular segment, the answers would be in terms of the four branches of the lineage, and the conclusion will be that no single segment lives in a village of its own except in the case of Tai Hong Wai where all the villagers are descendants of Man-Wai and his brothers. Going down the level of segmentation, to the lineage divisions focussed upon ancestors of the 17th to 19th centuries, there is correspondence in the sense that members of these segments all live in the same village. As already mentioned, all the members of the third branch live in Wing Lung Wai. Similarly, all the Ji-Ga Tong people live in Shui Tau, all the descendants of Wan-Yu live in Wing Lung Wai, and all the descendants of Gwong Yu Tong and Lei Ging Tong live in Tai Hong Wai. Another example is the descendants of Wan-Gaan, who, according to one account, had three sons: Fau-Ng, Jan-Ting and Gai-Jau. Gai-Jau's segment live in Kat Hing Wai. Fau-Ng's descendants are divided into three sub-segments. One of the three lived in Ko Po, another in Kat Hing Wai, and the other in Kam Hing Wai. Some segments of the lineage settled elsewhere. The descendants of Hung-Yi's second son Jan had moved to Ying Lung Wai near the Yuen Long Old Market at a very early date. I was told by its head of branch that many more lived in Zhongshan county. Some of the descendants of San-Fung, a son of Wan-Guk, also had settled elsewhere. I was told that most of them live in Kat Hing Wai, but some had moved to Tong Fong near Ping Shan. The ritual handbook for Ching-Lok's ancestral hall had a special provision for the descendants of San-Fung, which said that they had moved to Naam Tau, in a street outside the city wall. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1994 https://digitalrepository.lib.hku.hk/catalog/zk522640g 164 over HK$4 million to do a Territory-wide survey of historical buildings almost a year ago, work has yet to start partly because they are unable to line up enough qualified people to lead the survey (the Heritage Museum will be flying in scholars to help with its exhibitions - one a Canadian anthropologist who has been doing work in Hong Kong on and off since the 1960s, and the other an English design historian who returned to teach in the UK four years ago). There are simply not enough bodies! The same 10 historians or so are burdened with research projects; advising the museums and AMO, advising radio and television programmes, exhibitions, even film; being interviewed by local and international newspapers; adjudicating photo competitions and students' projects; designing teaching materials for secondary schools; besides doing a full-time job of teaching and administration! Although a number of postgraduate students have written on Hong Kong history for their degree, many became secondary school teachers, civil servants, joined the private sectors, even the museum system as administrators, rather than pursue a career in research. The problem is, unlike England for example, there is no army of amateur local historians (or local history societies) who study their own parish, church, village, street... as a hobby. In Hong Kong, local history is much more a consumer item than a participatory item. Despite the increased participation in projects by school and university students in the last decade or so, there is little sustained effort after the project is completed, few taking the initiative to continue research as a hobby. Thus, the main burden still falls upon those few scholars, every one of whom is spread desperately thin. There is a yawning gap, and what is missing is what we might call 'middle management' - budding scholars who can take on a project independently, without the supervision of a more senior scholar. One worries also that the glamour of the marketplace might lure scholars away from serious scholarship. Why bother with painstaking collection and analysis of materials, criticism of text and interpretation of data when all one has to do is tell a good story to sell books? How does one strike a balance between pursuing serious research, which is almost by definition esoteric and exclusive, and serving the public? There is another minor problem: items for research are now becoming much more difficult to come by. Before the formal feast day, i.e., the 16th of the eighth lunar month, nuns from Tei Tong Tsai are invited to pray for a successful festival by reciting Buddhist scriptures and burning paper cloth. To raise funds for the ever-expanding scale of the celebration, a party is held on the 17th, where rocket association representatives come to bid for sacred relics, i.e., items such as idols, vases, ornaments, etc. blessed by the deity. This is another opportunity, in addition to the bidding for rockets, for better-off villagers to boast of their wealth. 74 In recent years, expenses for the festival have increased to around HK$500,000, including $100,000 or more for building the matshed and $200,000 or more for hiring opera troupes. Participating rocket associations increased from about five in the 1960s to more than fifteen in recent years. Showing off their financial capacity, some nouveaux riches since the War have become festival sponsors. They are settlers in Ma Wan Chung, which replaced Tung Chung Street as the local business centre, after a pier was built in the village vicinity in 1958 and a road leading to the pier was constructed in the 1960s. With improvements in water and electricity supply, medical services, etc., two-storey new houses were built in the pier area of Ma Wan Chung, changing the physical and social landscape of Tung Chung.5 When Tung Chung Street's economic status was taken over by Ma Wan Chung, the Neighbourhood Association became obsolete and a new body emerged, under the name of the Preparatory Committee for the Houwang's Birthday Festival. The Committee consists of more than ten members, including village representatives and volunteers.76 With chairman, vice-chairman, and treasurer, this organization seems to be a modernized one, though people with economic power—shopowners in the area of Ma Wan Chung this time—continue to hold important positions. Even the location of the bulletin, recording the list of money donors in support of the god's feast day celebration, has changed from the exterior wall of the Yao-ho Store on Tung Chung Street to that of the Shun-ch'ang Store at Ma Wan Chung. Worth noticing is the effect of demographic change in Tung Chung since the 1950s. Some Items of Interest Whilst carrying out research in the Imperial War Museum in London, I came across an undated letter, written in literary Chinese by Zhong Yangchang on YMCA headed paper, giving the address as ‘On Active Service with the British Expeditionary Force' and addressed to his wife c/o Bureau of Recruitment of Chinese Labour, the British Administration, Weihai Wei. It appears that the letter was also addressed to the Hong Kong University. The writer, a well-educated man, was not necessarily the husband of Zhilan and could quite possibly have been one of the Chinese administration staff. The translation is as follows: To my wife, Zhilan I had intended to write to you earlier; however, it is only now that I have found a gap in my daily routine to do so. We are still at the same base camp. On the 13th it was Duanyang Festival [the Dragon Boat Festival] and we had the day off. The [Chinese] workers were made-up and put on the Yangke dance (a northern Chinese country peasants' dance) along the street. It was a very good show, but the foreigners seemed somewhat bemused by the event. Some British Army [officers] came along and they brought with them some other [Chinese labourers], from the Hong clan from the west of Tai [the area around Tai Shan]. I will stop writing now, my spirit will follow the letter to you My greetings and best wishes Your clumsy husband Zhong Yangchong. There is a letter, also written in a similar vein on YMCA paper, but this time in English, [with the Wade-Giles left as in the original]. He always wore straw sandals, Chinese clothes and cap, and had a strong Chinese complex. The local Chinese adored him, but not so the missionaries; they detested him, even refusing him food and shelter, or any assistance whatsoever - consoling themselves with the reflection that he was a 'disgrace to the cloth'. Dr. James Hayes has reminded me that he produced a note for Volume 23 of this JHKBRAS[1983] in which he provided extracts from A. H. Rasmussen's China Trader21 describing the westerner's community shooting bungalow in about 1905. Rasmussen was barely twenty when he joined the Chinese Maritime Customs at Zhenjiang, a small, lonely British concession. When first posted there he had been assured by others that Zhenjiang was a very nice and clean Concession, with a good club and excellent shooting. He found this to be a good description of the Concession but not of the native town. During his first four years, two of the original thirty-five Europeans died, two went mad, two cut their throats, and he himself was twice nearly murdered by smugglers. After several years with the Imperial Maritime Customs he was offered a job representing a foreign firm still in Zhenjiang and found himself now one of the upper set. No longer could he walk down the crowded streets of the Concession but must ride in state in his sedan chair, borne by his four chair bearers garbed in his firm's colours. Rasmussen's sanity was saved by the presence of a small shooting bungalow in the countryside near by, looked after by a caretaker. It was about eight miles away on a hill called Wu Chow where he would stay during his off-duty hours either reading or hunting wild boar. Though it was relatively expensive in ammunition and tips for the beaters he was able to lessen the latter by sharing expenses with shooting companions. Rasmussen spent many happy hours scanning the visitors' book finding out more about previous hunting successes and failures. He describes how he relieved his boredom by walking up and down the Bund, three hundred yards there and three hundred back, and for a change he walked along the only cross street to the south gate of the Concession, two hundred yards there and two hundred yards back. One of the most lucrative trades around Shanghai and Zhenjiang used to be that of being shot. Foreign merchants often went up creeks in house-boat parties, or wander about the fields in the outskirts, looking for snipe. There were no hedges or game laws and innumerable ================================================================================
