Whilst the cadet or administrative grade continues in being there are now (April 1970) administrative officers in a total permanent Civil Service establishment of there are Chinese officers, the first of whom was appointed in 1948. 2 The title was later changed to "Cadet on Probation". In 1862 cadets received a salary of £200 per annum on arrival in the Colony and at the end of two years' study or as soon afterwards as they were declared qualified by a Board of Examiners £400 per annum. In 1924 the salary was still only £350 on arrival and £400 after passing the final examination; in 1936 the amounts were £450 and £525 respectively. He was a brilliant linguist and occupied, at one time or another, various senior posts in the Hong Kong Government. His proved association with Ma Chow Wong, a frequenter of pirates, ruined Caldwell's career. Caldwell was found unfit by a Commission of Inquiry to continue in the public service. The islands, and later, an outlying part of the mainland, were organised separately as the Southern District, with an assistant land officer appointed on 1 January 1905; he became an Assistant District Officer in 191054. G. B. Endacott Government and People in Hong Kong, pp. 134-5, Stewart Lockhart's Report on the New Territory at Hong Kong, 1900, says: "Since Mr. Lockhart's return to Hong Kong in July (1899) the work of the New Territory has been carried on by Messrs. Messer, Kemp and Hallifax, three cadets who are carrying out their instructions in a most satisfactory manner". The tradition developed of sending newly passed cadets to be "blooded" in the New Territory before they took up more sedentary duties in the Central Government Departments. 54 Austin Coates Myself a Magistrate. LEWIS M. CHERE* Even though its importance for China's relations with the Western Powers, and for the development of the European empires in general, is very great the Sino-French War has not attracted much scholarly attention. In the field of the development of Chinese Nationalism alone a great deal of potential evidence remains to be examined from the incidents which arose out of the conflict. Nowhere is that more the case than in the history of Hong Kong in the period of the 1880's. The reactions of the Chinese community in Hong Kong, where the legendary influence of malevolent mandarins could only be indirectly applied—if at all—could provide very good examples of the emergence of genuine Chinese anti-imperialist nationalism as opposed to the earlier xenophobic opposition to foreigners in general. Yet that evidence remains unstudied and almost completely unknown. Even those scholars who have concerned themselves with the history of Hong Kong—a lamentably small group—have not found the question of any great interest; possibly because they were concerned with other, very limited, aspects of Hong Kong's development. There is a distressing lack of source material available outside Hong Kong for scholars interested in trying to integrate developments in the Crown Colony into the overall picture of developments on the China Coast. This is especially true for the period of the Sino-French War. The most readily available general history of Hong Kong, that of G. B. Endacott,1 devotes barely two pages to the riots of 1884, and does not give any indication of the sources used. Perhaps the scope of the problem can be better appreciated if the sentiments of G. M. Sayer in the foreword to his father's book are repeated: "The work is not of great historical importance; indeed little of significance occurred during the period to excite the interest of anyone outside Hong Kong." CHERE It is because these questions cannot be answered yet, and because they are so significant for a better understanding of the development of Chinese nationalism, and the history of the European presence on the China Coast, that this article has been written. In answering these questions I believe that scholars of Hong Kong's history will be performing a service for all scholars of Chinese History, as well as proving that events in Hong Kong really have been of much more significance than they have previously been given credit for. Hayes The Hong Kong Region, op. cit. p. 36 and n. 78), and Yuen Long Old Market had about 160 buildings of which at least 100 were shops (see unpublished Report 24 (Yuen Long Kau Hui) produced by Antiquities and Monuments Section, Hong Kong Government). 100 shops specifically noted as being from the Yuen Long Old Market donated to the restoration of the Tai Wong Temple there in 1837. At the Yuen Long Old Market many of the families working in the Market lived in the adjacent villages of Nam Pin Wai and Sai Pin Wai. As well as the 100 shops donating in 1837, 7 residents in the Market, 52 in Nam Pin Wai, and 22 in Sai Pin Wai donated, suggesting a total community of about 200 families, about half of which had shops.
