HUANG The objectives of the Council were to raise standards in Chinese higher education; to develop joint policies where possible, to work for the achievement of objects of common interest; and to represent Member Colleges in joint negotiations with Government where common policy is concerned. The Director of Education, then the Hon. D. J. S. Crozier, was informed of the organization of the Joint Council and he showed sympathy with its aims. Conferences between the Council, the Director of Education and Sir Christopher Cox, Educational Adviser to the Colonial Office, in 1957 offered the hope that there might be a possibility of Government support of a new university which would teach through the medium of Chinese, but only when the Colleges had achieved the necessary standards. So in October, 1957, the Council appointed a Committee to discuss standards for admission and for graduation, standards of teaching staff, library provision and equipment, etc., and administration and control of the Colleges. Their recommendations were summarized in a Memorandum published in 1958. The Memorandum was sympathetically received by the Government and finally a Committee composed of Mr. L. G. Morgan, then Deputy Director of Education, Dr. C. L. Chien of the Education Department, Dr. F. I. Tseung, then Chairman of the Joint Council and the President of United College, Dr. L. G. Kilborn of Chung Chi College, Dr. A. S. Lovett of New Asia College and Mr. J. C. L. Wong, then the Executive Secretary of the Council, was appointed to consider a Post-Secondary Colleges Ordinance, and Grant Regulations to define the conditions under which Government would give financial assistance to selected colleges. In June 1959 Government announced a programme which made these following points: that a Chinese University with Chinese as the principal medium of instruction should be established; that financial aid would be given to the three colleges concerned to improve their standards; and that a commission would be appointed to recommend on the preparedness of the Colleges for university status. In May, Mrs Carole Morgan talked on Dogs and Horses in Ancient China, a subject for which she is preparing a doctoral dissertation for the Sorbonne in Paris, and also in May we were invited by the Hong Kong History Society for a cultural evening. It was an Indian occasion, with a talk by Mrs Raj Ghose on Buddhist Art, followed by curry at the Gaylord Restaurant in Kowloon and a film on Rock Carvings. In October we invited Mrs. Raj Ghose back to talk to the Society and her subject was Tibetan Iconography. In September we had a talk by Miss Helen Perrell on Mandarin Squares, and in October our members were invited to the Fung Ping Shan Museum of the Hong Kong University to hear a talk on the museum given by the curator, Dr. Michael Lau, to University staff. In January Mr. John Myers, another doctoral candidate, for the University of Pittsburgh, talked on his field research into Chinese spirit-medium cults in Hong Kong's urban area. Mr. Myers is currently with the anthropology section of the Sociology Department, The Chinese University of Hong Kong. Three other talks have been organised so far this year, all on China. One, also in January by Professor Cheng Te-k'un, scholar of international renown in the field of Chinese archaeology and art, was on Chinese export ceramics, and was illustrated with beautiful slides. In February Professor Hsieh Chiao-min talked on contemporary problems in modern Chinese geography. Professor Hsieh is on sabbatical leave from the University of Pittsburgh and honorary visiting professor in the Geography and Geology Department, University of Hong Kong. Finally in March Professor Noah Fehl, Chairman of the Department of World History of the Chinese University and a long time resident of Hong Kong, talked about the work and thought of the philosopher/scholar Tsou Yin, who matches Aristotle in period of time and some of his ideas. All our talks drew good size audiences and from the variation in their constitution from lecture to lecture it would appear that our policy of variety to suit different interests is a correct one. During the period, then, we were fortunate in being able to borrow the talents of many visiting and resident scholars. It is the largest ever volume (368 pages) and its high standard and the wide scope of its contents reflect the hard work and enthusiasm of Dr. Patrick Hase who took over the editorship from Dr. David Faure for this Journal. Dr. Faure has now returned from his sabbatical leave at Cambridge University and has kindly agreed to be co-editor with Dr. Hase for our growing programme of publications. I am delighted to have two such willing and capable work horses on the Council, if I may so describe them. Turning to another item, members will I am sure be equally pleased to receive from the printer Mr. Tony Rydings' second ten year index to the contents of our Journal. This time, the index covers the Journals from 1971 to 1980 inclusive, and will prove a valuable and convenient aid to readers and researchers alike. Mr. Rydings has now completed an index to the contents of Sessional Papers (the reports and other matter placed before the Legislative Council of Hong Kong 1879-1941) and the Council has publication in mind. Publicity for our Publications The Council has long experienced problems in promoting the sale of publications. Whilst it has long been clear that there is a demand, it is also the case that our books and journals need to be brought regularly to the interested public's attention, here and abroad. In another attempt to grapple with this problem, it has been decided in consultation with our excellent Assistant Secretary, Mrs. Deb. Hodgkiss, that she will undertake specified duties in this field for appropriate extra remuneration, the position to be reviewed after one year. Library Ms Elaine Morgan, who took over from Mr. Rydings as our Hon. Librarian, has had a busy year. Her report has been tabled and indicates the extent of her work. No fewer than 280 titles have been added to the Library since Mr. Rydings' second catalogue was published in 1983, and for members' convenience Xerox copies of the provisional list have been provided for this meeting. Uncle housed them in a bedroom attached to the large barn facing the concrete area used for threshing and drying the grain. After dinner these men would lie on wooden, mat-covered beds, conversing with each other while heating beads of opium over a small lamp before puffing through a long pipe the bubbling brown drug. To this day I can recognize the sweet odour of opium. Whenever Uncle went to Honolulu, he would always stop by to bring us vegetables from the farm and have his lunch, usually large buns filled with black bean paste and large, flat cakes, made largely of flour and sugar. He usually left around two o'clock in order to reach home by sundown. The journey was difficult, especially in bad weather, because the horses would sometimes balk and refuse to proceed when they approached the Pali. Uncle believed that the horses were sensitive to the presence of ghosts, so that whenever they became stubborn and refused to proceed, he would let them turn back towards Honolulu until they reached the drinking trough of spring water near the entrance to Dr. Morgan's estate. Uncle would wait until the horses were willing to start for Kaneohe again. Before the Pali Road, started in 1898, was completed, travel was by horseback from Luluku to the half-way house at the foot of the mountain pass and up the steep slopes to the Pali. A two-seater buggy, which supplanted the horse, was most intriguing in that the passenger seat swung out before one could get in. Once we got to ride in it when Mother allowed Ruth and me to visit our cousins without her. The visit was exciting and enjoyable, as we crowded together on the matted beds, enclosed by thick mosquito netting. Soon we thought that it was more fun to be outside on the porch. As we ran back and forth carrying each other piggy-back, Uncle suddenly appeared and ordered us back to bed. I was told later that I had become so homesick that Uncle had to take us home much sooner than planned. Mother looked forward to a yearly visit to Uncle's and we would go there by coach, owned by Look Buck of Kaneohe. We often grew anxious as the automobile raced down the steep, narrow and winding road. Once Mother jumped out of the coach with Helen in her arms when it began to slide backwards while manoeuvring a hairpin curve.
