Despite the exacting calls on their time they have been attending our meetings, and this is a noble example to other busy people in the Colony. We appreciate also the zeal of many other prominent personages including the Chief Justice, Sir Michael Hogan, and the Hon. W. C. Knowles who is a member of the Council and whose business house has provided us with both an Honorary Treasurer, Mr. T. J. Lindsay, and an Honorary Librarian, Mr. John Le Mare. I should like also to refer to the interest in the Society taken by members of H.M. Forces and particularly to the interest taken by Col. Halliday and Col. Mackenzie, both of whom have now left the Colony, but it is greatly hoped that this interest will be sustained by their successors. In this connection it may be interesting to mention the first office-bearers of the Society in 1847: President: Sir John Francis Davis (Governor); Vice-Presidents: Major-General D'Aguilar, Major H. Secretary of any inaccuracy ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1970 https://digitalrepository.lib.hku.hk/catalog/ww72j0241 HONG KONG CADETS, 1862 - 1941 41 sioners was introduced for the Straits Settlements, Hong Kong and Ceylon Civil Services; and in 1882, a combined examination was instituted, successful candidates being given a choice of colonies, so that the members of these three civil services were now to some extent regarded as interchangeable. In 1896 the examination was joined to that for the Home and Indian Civil Services; and the Federated Malay States, which had retained the nomination system, was also included. This arrangement lasted until 1932, when Sir Ralph Furse, who believed in the policy of selection by interview, finally succeeded in obtaining for his office control over the selection of candidates for Ceylon, Hong Kong and Malaya. However, university men continued to supply the vast majority of the eastern cadetships even after that date; and the Dominions Office and Colonial Office List for 1939 informs us that 'whilst a university degree is not an absolutely indispensable qualification the candidates selected for Administrative appointments in the last few years have nearly all been in possession of a University Degree, usually with honours. The few exceptions have been in cases where a candidate has had some special qualification'.23 The Hong Kong cadet scheme underwent several internal changes over time, although the principle of recruitment from England by competitive examination remained unchanged until 1932. The first three recruits, who pioneered the scheme, were given quarters in the Central School House during their probationary period and learned their Chinese, which was Cantonese, from teachers recruited locally by Government. In 1872, Sir Arthur Kennedy established a Board of Examiners, charged with the duty of examining Government officers drawing a Chinese teacher's allowance, and with issuing certificates of proficiency in colloquial Chinese to European and Indian police constables; but before that date cadets had been examined by an ad hoc committee. To save expense, Sir Arthur Kennedy, Governor 1872 - 1877, stopped the recruitment of cadets from England, and in 1875 even suggested dropping the scheme altogether; but this was not accepted by the Colonial Office. The Secretary of State arranged in 1875 for Eastern cadets to remain in England usually for a year and study Chinese at Oxford under Dr. James Legge though, as we have seen above, there were no candidates for Hong Kong at this particular time. A. RYDINGS but moved with it to Morrison Hill where it reopened on 1st June, 1843. As already mentioned, he went home in June, 1845. This was because of the illness of his wife, who died on the journey (5). More details of Dr. Hobson's career may be found in a biographical sketch by Dr. K. C. Wong (6). It is interesting to note that prior to his return to China in 1847, Hobson married Mary, daughter of Dr. Robert Morrison, at Bath. Hobson's successor as Secretary, George K. Barton, was a partner with Thomas Hunter in the Victoria Dispensary. This also had premises in Macao, where Hunter was located. James H. Young was the junior partner in the Hongkong Dispensary in Queen's Road, the others being Peter Young (afterwards Colonial Surgeon in succession to Francis Dill on the latter's death in 1846), Samuel Marjoribanks (who was at Canton) and K. M. Kennedy. Dr. Young resigned as Treasurer and from membership in November 1845. Lastly Henry Holgate, according to Eitel, was appointed Colonial Surgeon in August 1841 by Sir Henry Pottinger, but his appointment was subsequently disallowed by the home Government, and his name does not appear in the official list of holders of that office. He presumably remained in Hong Kong in private practice (8). These, then, were the men who guided the China Medico-Chirurgical Society during its brief existence. Of the six, Drs. Tucker and Dill died before the end of 1846, and Dr. Hobson had gone back to England, whilst Dr. J. H. Young had resigned. The China Medico-Chirurgical Society came into existence at a meeting held at the residence of Dr. Dill on 13th May 1845, attended by eleven "Medical Gentlemen of Hongkong." The objects of the Society were set out as "1st—The bringing into more intimate intercourse [of the] Medical brethren in China, for the sake of giving and receiving information on Medical and Surgical subjects; "2nd—The formation of a Library, where all the best periodicals and the most valuable standard medical works of the day can be had; “3rd—The discussion of topics relating more particularly to the diseases prevalent in China, and to the Native Materia Medica." The annual subscription was $12. A. RYDINGS We began this review of the China Medico-Chirurgical Society with some account of those who were officers during the first year of its existence. It is therefore appropriate to finish with a look at the office-bearers of the 'Philosophical Society of China”, and to note how many of them had been associated with the former society. The original office-bearers (22) were: President Major H. P. Burn Vice-Presidents Dr. Kennedy Council Dr. Balfour A. Shortrede J. C. Bowring General Secretary W. F. Bryan Treasurer Curator Dr. Young C. T. Watkins Dr. Harland Dr. Barton There are five doctors on this list, of whom three are known to have been members of the Medico-Chirurgical Society, namely Drs. Kennedy, Balfour and Barton. The Dr. Young was probably Peter Young, the Colonial Surgeon, and not J. H. Young, who had been Secretary of the Medico-Chirurgical Society but had resigned. Dr. W. A. Harland, who read a paper on "The Chinese system of human anatomy and physiology" (23) at the meetings in September and October 1847, was later to become the Society's "devoted Secretary" (24), but is not included in the membership list of the Medico-Chirurgical Society, though he may have joined it after the list was compiled. A new set of office-bearers was appointed with the first change of name of the Society (21) and adoption of a constitution on 19th January 1847, with His Excellency Sir John F. SMITH* Paul Cohen has recently warned against measuring nineteenth century China’s modernization by the yardstick of Meiji Japan. From the vantage point of Japan’s ‘success,’” he writes, “the late Ch’ing epitomizes ‘failure,’ and next to the dynamism of the Meiji era, China, during the latter half of the nineteenth century, appears as the very embodiment of stasis. The trouble with this perspective is that it glosses over a very important fact, namely that China and Japan, in their respective encounters with the West in the last century, did not start out at the same point.” Cohen suggests that a “much more valid way of measuring change in nineteenth century China is by internal points of reference.” “Modernization is not, after all, a horserace,” he maintains,2 This approach has much to commend it, if only as a reminder that China did not simply stand still in the nineteenth century. Thomas Kennedy correctly indicates, for example, that for all its weaknesses, the “self-strengthening” movement from 1860 to 1894-1895 brought “far more comprehensive and far-sighted [changes] than earlier studies infer.” Cohen notes that when we measure the modernizing experiences of China and Japan against those of the rest of the world, rather than against each other, “we find that both China and Japan come off relatively well.”+ Yet the knowledge that historians would eventually vindicate China’s modernizing efforts would have been small consolation to Li Hung-chang at Shimonoseki. One doubts that he muttered at the signing table in 1895, “How far China has come in the last thirty years!” The fact is that Chinese modernizers continually viewed their progress in terms of Japan’s accomplishments. Li Hung-chang wrote as early as 1872: “Japan is just a small nation. Both incidents reflect inner tensions within the Chinese community and the difficulty Europeans had in recognising which leaders of the Chinese had the support of the majority. The Europeans favoured those Chinese who were most thoroughly Anglicised. These were such men as Ng Choy, Ho Kai and Wei Yuk, all of whom had been educated in Britain. The Chinese, on the other hand, were inclined to feel that men who had been elevated to a position of leadership by the Chinese community itself were better representatives. The Honourable Ng Choy had been able to straddle this difference, keeping a foot on both sides. Ho Kai and Wei Yuk, however, at the time of the controversy, were young and inexperienced and the majority of the leaders of the Chinese community resented their being pushed to the front by the Europeans. When the news of Sir Arthur Kennedy's death reached Hong Kong, a public meeting was hurriedly convened to discuss a suitable memorial to him. The organisers issued an invitation to all sections of the community. They arranged for Dr. Ho Kai to be the spokesman of the Chinese. In his remarks at the meeting he promised the support of the Chinese community to the proposal for a statue of Sir Arthur Kennedy. He also asked to make additional comments expressing the desire of the Chinese to have a fitting memorial for Sir Richard Macdonnell, Sir Arthur's predecessor. The chairman rightly suggested that the two objects were different and as the present meeting was to consider only the honouring of Kennedy's memory, the matter of a Macdonnell memorial should be left for discussion at some later time by those interested in the project. In my opinion the action taken by Dr. Ho Kai showed great lack of courage and judgment, as he ought, before taking upon himself to represent us, to have consulted us beforehand, and have made himself acquainted to a certain extent with our views as to what amount was likely to be raised for the memorial in question. There seems to have been not much of traditional Chinese courtesy or delicacy in these hard remarks by Ho A-mei. He was not one to exercise a tactful or diplomatic approach to a matter he felt was wrong. The three Hongkong English language newspapers each took a different view of this attack on Dr. Ho Kai. The Daily Press ignored it, the Hongkong Telegraph endorsed it, the China Mail condemned it. The editor of the Mail noted that "the green eyed monster jealousy is in the Chinese community. There is just a chance certain Chinese may make themselves extremely ridiculous over this affair." He believed that Ho A-mei felt slighted because the three Chinese named to the Kennedy memorial committee had also been mentioned as possible candidates to fill the post vacated by the resignation of Ng Choy from the Legislative Council. He commented: “Surely Ho A-mei's ambition does not soar so high. He is a pretty successful businessman, but we are not aware that anything else can be said in his favour of his having a seat on Council, while a great deal could be said on the other side." In commenting on these editorial remarks, the writer of a regular column in the Mail remarked, “Mr. Ho A-mei is evidently an individual who does not intend to blush unseen in the Colony. I know little about him but evidently it was a great mistake for the Kennedy Memorial meeting not to place his name on the committee and not to call on him for a few remarks. Seriously, I hope the 'rubbing down' you gave him last night (in the editorial) may prevent the Chinese from supporting the foolish project he has started." This project was his undertaking to raise funds for a memorial to Macdonnell and to Hennessy. In the same issue appeared a letter from "A Stranger": "The character of Dr. Pangloss (in Heir at Law) was performed with much quiet humour and the pedantic stolidity of an L.L.D. and A.A.S. (sic!) were exceedingly well portrayed, though at intervals much too low to enable the back part of the audience to catch the full force of the quotations". The Herald added that the part of Dr. Pangloss is, perhaps, the most difficult in the play, for an Amateur to sustain; the curt witticisms and various learned quotations require an experienced actor to give with effect". High Life below Stairs "flagged somewhat from the previous exertions of the actors, but we must not omit to notice the excellent acting in the representative of the Lord Duke's servant' Despite this and in spite of the editor not being very much satisfied with some of the language in the plays he thanked “our young friends for their kindly endeavours to promote amusement amongst the community, they were spared neither trouble, time nor expense to cater for the intellectual appetite of Shanghai in the classical drama” (NCH 26.4.1851). 26.1.1852 (Mon) D. There might be others helping out but these three evidently were doing more work, especially James who, Lowson recorded, was later appointed to the Sanitary Board. Though under strain and feeling frustrated, no one actually went on strike. So hard pressed were Ayres and Lowson that they had been sick but fortunately they did not contract plague as reported by the Hong Kong Weekly Press. Lowson was offered help from a probably unexpected source but it turned out to be no help at all. He wrote on May 22nd that 'the Alice Memorial students volunteered to help. But on May 31st: 'the Alice Memorial fellows scooted. Frightened to death.' However on June 8th they returned and were assigned to 'run the new pig sty.' These were students of the Hong Kong College of Medicine, which was established in 1887. The teaching hospital was known as the Alice Memorial. As the disease continued to spread more facilities had to be made. Another make-shift hospital was opened in a pig and cattle depot, referred to as the new pig sty just now. This was to replace the Glass-works hospital which had to be closed because of its appalling conditions. On the 22nd Lowson mentioned that patients were diverted to the Alice Memorial Hospital. This however was not the teaching hospital of the Hong Kong College of Medicine but a matshed situated in the Kennedy Town Hospital compound. Also, at the request of the Chinese Community, operations were mounted to send patients back to Canton by junks. After waiting for junks to be ready on June 11th and 12th, on the 13th, Lowson wrote: 'loaded 45 patients for Canton in junk. 3 died.' and on the 15th: 'loaded junk for Canton, 36.' On June 26th there was 'news of the establishment of a hospital in Laichikok.' This was not ready until July 13th when Lowson wrote: July 13th Got ready to transfer to Laichukok Not one went All refused Went down myself In an annotation, he explained: "The Chinese refused to go to Laichikok Hospital because they thought they were sure to die.' And now to the discovery of the plague bacillus in the Hong Kong Epidemic, an event which earned for Hong Kong a place in medical history. Dr. Shibasaburo Kitasato, an eminent Japanese bacteriologist who was ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1993 https://digitalrepository.lib.hku.hk/catalog/66833t302 137 director of the Institute of Infectious Diseases in Japan, arrived in Hong Kong with two assistants, Drs. Aoyama and Ishiyumi on June 12th. They were taken around the next day. On June 14th, Lowson wrote 'Kitasato discovered bacillus.' The following is quoted from a report in the Hong Kong Weekly Press dated July 15th on an address given by Kitasato: 'In the first day he was able to discover the bacillus in the bubo, lungs, liver and spleen of dead patients and he immediately made a culture in agar agar. On the same day he took with all due precaution some blood from the finger tips of patients suffering from the disease in a severe form and again found the bacillus. He then inoculated mice, guinea pigs and rabbits with the virus and in every instance the animals so inoculated displayed the symptoms of the disease and died.' Kitasato worked in a matshed within the Kennedy Town Hospital compound and made his discovery there. Following the discovery a telegram was sent immediately to the medical journal, the Lancet; later a full-length report was dispatched on July 10th. Both Aoyama and Ishiyumi contracted the disease, the former from nicking his finger while doing an autopsy. He survived to write a paper entitled “On the Plague Epidemic in Hong Kong in the years 1894 to 1895”. The bacillus was also discovered by the French bacteriologist, Dr. Alexandre Yersin of Saigon's Pasteur Institute, who arrived in Hong Kong on June 15th. A few days later, he too found the bacillus. Lowson wrote on June 23rd: 'Got microscopes again out. Yersin got his bacillus.' Lowson later added that Yersin refused to work in the same matshed with Kitasato and it took a few days to erect another for him. Yersin reported and sent material back to the Pasteur Institute in Paris. After close scrutiny of the findings of both Kitasato and Yersin in their published papers by independent observers, doubt was cast on Kitasato's bacillus. The difference in the characteristics between his and Yersin's bacillus is highly technical and need not concern us. In the end, Yersin's was regarded as the real discovery, and the generic name given to the plague and allied organisms is subsequently Yersinia in his honour. To complete the story, although both of them knew that dead rats found in infected areas died of plague, they were unaware of the part played by fleas, which was discovered later by the Indian Plague Investigation Committee and others in the Indian Epidemic, about 1906-1908. This then is an account of the situation as it developed in the first few months of the Epidemic as related in Lowson's diary.
