G. M. Fletcher,50 and Geoffrey Norman Orme. The incorporation of the New Territories into the Colony meant that more recruits would be needed for district administration and as members of the Land Court set up to determine thorny problems of land ownership and tenancy.52 However, 17 cadets were recruited between 1901 and the end of 1914. There were losses of course: notably the gifted Stewart Lockhart who was transferred in 1902 to Wei-hai-wei as H.M.'s Commissioner, and the equally gifted R. F. Johnston who was also transferred to Wei-hai-wei as District Officer in 1904. A posting in the New Territories provided for some younger cadets an escape-hatch that removed them from office life in the Colonial Secretariat and other departments in the Central District. Service in the New Territories, a mainly agricultural area dotted with small village communities and small market towns, had more in common with colonial service in Africa and South-East Asia, and the cadet was left comparatively free to go his own way, lead an open-air life and exercise judicious authority. The job demanded initiative, stamina, and magisterial skills; and, if one is to believe Mr. Austin Coates,54 a cadet at a much later date, it was a deeply rewarding life which allowed a cadet to become involved in the lives of simple people, farmers and fishermen, small shopkeepers and craftsmen. Certainly, the report of the District Officers for the New Territories, such as those written by Stewart Carne Ross, have a little more colour than the stilted administrative reports presented annually by heads of departments. By the 1920s cadets had become entrenched in most government departments and they filled all the senior posts in the Colonial Secretariat, the directing and co-ordinating agency of government. The exceptions were some departments, such as the Medical and Sanitary Services, Public Works, the Royal Observatory, and Marine Department, which necessitated at the top someone with specialist knowledge. The Inspector General of Police (also in charge of the Fire Brigade), the Director of Education, the Postmaster General, and the Superintendent of Imports and Exports, however, were all cadets, but not the... ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1973 https://digitalrepository.lib.hku.hk/catalog/8910rj06r YAUMATEI TYPHOON SHELTER, HONG KONG 39 course of that storm; but clearly the turning point in the typhoon refuge scheme had now been reached. On the 6th August, 1908 the Governor submitted for the acceptance of the Council the following resolution. Be it resolved that on and from 1st January, 1909 the owner, agent or master of every ship entering the waters of the Colony shall pay the following dues to such officer as the Governor may from time to time appoint. For all river steamers 5/6 ths of a cent per ton register. All other ships entering the waters of the Colony 2 cents per ton register. The Yaumatei typhoon shelter was therefore to be financed by an impost placed on shipping entering Colony waters. The prolonged arguments of the preceding years as to how the Colony was to find the money for the new typhoon shelter were resolved by the introduction of this impost. It was not to be anticipated that such a proposal as this, hitherto objected to by commercial interests, would pass without strong justification for it being advanced by His Excellency himself, and he did this in the course of a speech at the next meeting of the Council on 20th August, 1908. Thereafter matters continued apace. On the 25th February, 1909 a report on the proposed boat shelter at Mong Kok Tsui was tabled and in August 1909 the first reading of an Ordinance to authorize the construction and maintenance of a harbour refuge and the extinguishment of various marine rights was introduced to Council. Thereafter another altercation broke out in the Council on the introduction of the Liquor Ordinance which was to provide for the collection of duties upon intoxicating spirits, so it was not until October, 1909 that the matter of the typhoon shelter could next be proceeded with. However all submissions to the Legislative Council were finally completed in November, 1909. Nearly a year later, in October 1910, the Director of Public Works advised members of Council that a contract worth just over 2 million dollars had been let concerning the construction of the detached breakwater, and completion was anticipated in five years. In 1911, 1912, 1913, 1914 work on the typhoon refuge continued steadily as the papers tabled before the Council indicate. S. WONG chi, 1966) by the application of anti-fouling paints. Undoubtedly the main disadvantage to this technique is that a large capital investment is required with high maintenance costs and a greater chance of damage and loss during a typhoon. As noted earlier oyster culture in Deep Bay is at present being run on a family basis lacking a large capital investment. The adoption of the more expensive raft method of culture would appear, under present socio-economic conditions, to be impossible. The setting up of a co-operative system by the oyster farmers concerned, together with an extension of the Government loan scheme for fisheries development to the oyster industry could enable the oyster farmers to obtain the necessary finance to improve the industry. With an available source of funds for investment and with further detailed research to determine the modifications required to ensure the success of a programme of modernisation in the special environment of Deep Bay, Hong Kong's oyster industry is not without a future. WARD 22 All but one of Kau Sai's long-liners fall into the category Small long-liner. A small long-liner shoots his lines direct from his junk, which is on average about 30-35 feet in overall length. Bigger long-liners (classed as Medium or Large Long-liners) carry sampans for the shooting and hauling of lines. Baiting-up is always done on the mother ship. In 1950 the Large Long-liners based mainly on Shaukiwan were the aristocrats of the Hong Kong fishing fleets, wealthy men, employing large crews. Informants claimed that before the Japanese occupation two or three of these large boats had been based on Kau Sai anchorage. By 1970 shortages of labour had driven nearly all of them out of business. Kau Sai then boasted one Medium Long-liner. The nylon line, which everywhere replaced the old ramie during the early 'sixties, was greatly appreciated for lightness, strength and quick drying, but it tangled easily and so made baiting-up an even more finicking job than before. 23 Note on this and role of F.M.O. In 1950 controlled wholesale markets existed at Shaukiwan and Kennedy Town on Hong Kong Island, in Kowloon, and at Tai Po in the New Territories. The Kennedy Town market was transferred to Aberdeen in 1952 and the Kowloon market to Cheung Sha Wan in 1966. A fifth market was opened at Castle Peak in 1969. Of the original allied commissioners, only Harry Parkes was still there for the final ceremony which included a tri-national group of Chinese, French, and British dignitaries. If the allied occupation of Canton was not as uneventful as some historical accounts record, it nevertheless had very successful elements to it and may have had an influential impact on future Sino-European relations. At least two employees of the Allied Commission, Robert Hart and Prosper Giquel, both young men at the time, went on to play major roles in future Sino-European co-operative ventures later in the century, Robert Hart as the famous director of the Chinese Maritime Customs Service and Prosper Giquel as the future European Director of the Foochow Dockyard and eventually head of several Sino-European Educational Missions of the 1870s and 1880s. That their earlier experiences had been in the somewhat more co-operative world of the Sino-European police forces and the Sino-European coolie emigration inspection teams is certainly likely to have proved significant in the careers of these two men who were later so much more able than most of their countrymen to work with the Chinese on an equal basis. (New York: Oxford University Press, 1983), p. 121-125. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1993 https://digitalrepository.lib.hku.hk/catalog/66833t302 217 REPORT ON VISITS TO THE SWIRE INSTITUTE OF MARINE SCIENCE AND CAPE D'AGUILAR, 1993 AND 1994 GEOFFREY ROPER On Saturdays, 6 November, 1993 and 5 November, 1994 parties from the Branch visited the Swire Institute of Marine Science at Cape D'Aguilar, Hong Kong Island and also toured areas of historic interest on the Cape On the first visit, the Institute was still known as the Swire Marine Laboratory but by the second visit had become an Institute - a mark of the progress it had achieved in the study of marine science in Hong Kong. Progress was also demonstrated by the expansion of facilities seen on the second visit and by the imminence of marine protected area status for the adjacent sea shore ecological research area, Lobster Bay. Professor Brian Morton, Director of the Institute, and a very welcoming host, addressed the Society on both visits. He spoke in particular on the recent history of marine biology in Hong Kong, the work of the Institute, support from the Swire Group, problems caused by increasing sea pollution, and a wide range of items of local natural science interest, including the bird life. On both visits the parties visited the nearby Cape D'Aguilar Lighthouse, first put into service in 1875, and viewed the remnants of the Cape D'Aguilar Gun Battery. An area of especial historical interest visited on both occasions was Hok Tsui (Crane's Bill) Village, with its mid-to-late 19th Century granite watchtower and Pak Tai Temple. For the second visit we were fortunate enough to be accompanied by Dr. James Hayes, Past President of the Branch, who spoke about the pattern of pre-1841 (i.e. pre-British) settlements in Hong Kong, of which Hok Tsui was one of the few remaining examples on Hong Kong Island remaining close to its original form and still settled, at least in part, by descendants of the original settlers. According to clan records, quoted by Dr. Hayes, the first ancestor of the Chu family arrived in Hong Kong in 1762 and opened a stone quarry in Shek Tong Tsui, Western District. He prospered and started a farming village at Hok Tsui before dying there in 1781 A highlight of ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2000 https://digitalrepository.lib.hku.hk/catalog/nk328168n 187 virtually cut off the supply to the waterfall other than when they are overflowing, for instance after a heavy storm. Apart from pleasure boats and other small craft, Tai Tam Harbour was used more in the 19th century than it is today. During the period 1806 to 1819, long before Hong Kong was taken over by Britain, James Horsburgh, a hydrographer with the East India Company, surveyed the waters around the Island. He wrote that Tai Tam afforded shelter from almost all winds (Liu Shuyong, 1997:24). It is not of course a harbour as we sometimes know it with wharves and godowns. It is an inlet, which provides a place for ships to shelter. To illustrate again the Harbour's use as a place for protection from the elements mention is made of ‘tactical manoeuvring and target practice,' in February 1878, by the Royal Navy (White Ensign-Red Dragon, 1997; 39). It continues, 'The 20th February being very misty the fleet remained at Tytam Bay.' People naturally ask when exactly were the two Obelisks first erected; who erected them; and what purpose did (or do) they serve? As a start, with the aims of answering such questions, two Chief Inspectors, H J W Chetwynd-Chatwin and Keith Francis, both then serving in the Royal Hong Kong Police Force, arranged an informal meeting, in 1994. The meeting took place in a bar at a police officers' mess in Wan Chai. It was followed by a curry lunch. About a dozen people were invited who, it was felt, could contribute. They included the Government Director of Marine and RASHKB member R S Hownam-Meek who spent his career in shipping with Jardine. A couple of weeks or so after the meeting the topic of the Obelisks was raised by Radio Television Hong Kong. Little of real substance emerged from the meeting or the ‘phone-in radio programme. The late Arthur May, then a retired civil servant, did however ‘phone in to say that, as a youth, he went to live at Tai Tam in 1919. He also recalled that when he sailed around the Harbour in the 1920s the two Obelisks were definitely already there. The Hydrographic Data Centre, at Taunton in England, maintains that information was received from the Commander-in-Chief, China, that two beacons, each 30 feet high, had been erected. These were first inserted on Admiralty charts by 'Notice to Mariners 755' of 1900 (Atherton, 1996:94). I have a chart showing Tai Tam Harbour, dated 1894, which shows the Obelisks, but Atherton informs me that this is a ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2000 https://digitalrepository.lib.hku.hk/catalog/nk328168n 190 a very seasoned sailor, felt that it could well have happened. It is not of course suggested that the two Obelisks were erected specifically for the use of submarines. As the public relations officer from the Clyde Submarine Base points out, the fact that they were erected about 1900 makes this 'very doubtful' (Trayhurn, 1995). Conclusions It appears then that the two Obelisks were set up in their present form around 1900. The general consensus is that ships took sightings, using the two Obelisks as 'head marks', and then followed 'sight lines' and sailed through Tai Tam Bay into Tai Tam Harbour, which provides a sheltered anchorage. There is no written evidence that the beacons were ever used for the timed 'measured mile' or for markers for submerged submarines although the latter cannot be ruled out. It must be stressed that this paper is by no means definitive and it is hoped that other researchers may be able to add to what has been written above. All photographs accompanying these complementary papers were taken on the visit by long-time RAS member Charles Slater.] PART ONE Lighthouses on the coast, "sentinels of the sea", are without doubt romantic and interesting to the ordinary person. Their loneliness and isolation, the mental picture of waves dashing vainly at their feet while the light shines overhead, far and wide over darkness and angry waters, the drama of shipwreck and rescue, and of successful passage through storm and stress, combine to give them a special appeal to the hearts and minds of all men.' This is one of the beautiful descriptions of lighthouses written by the Deputy Commissioner of Customs of China, T. Roger Banister, in 1932.1 Practical aids In reality, lighthouses exist for much more practical purposes; as aids to navigation in avoiding shipwrecks or grounding of ships. Traditional navigation aids include Light Vessels, Light Buoys, Beacons and Fog Signals such as bells, gongs, reed horns and explosives. These aids have been developed out of necessity over the ages. Pharos One of the oldest lighthouses was the Pharos at Alexandria, in ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 291 PART TWO Ships that pass in the night, and speak to each other in passing; Only a signal shown and a distant voice in the darkness: So on the ocean of life we pass and speak to one another, Only a look and a voice; then darkness again and a silence. Introduction and aims of Part Two With the rapid advancement of technology, especially since World War Two, many trades and professions have been severely affected and, in some cases, phased out altogether. Horses were replaced as draught animals by motor vehicles. Electronic sciences and automation have drastically altered our world. Lighthouses have also been affected, as we have seen above by the relentless march of progress, including by such inventions as radar surveillance, Loran and other shipboard navigation aids.26 The Trinity House automation programme in Britain involved the conversion of 60 lighthouses and lightvessels to automatic operation and the withdrawal of keepers (Navigation News; 1998). The last manned lighthouse in the United Kingdom was the North Foreland Lighthouse which withdrew keepers on 26 November, 1998. This ended the profession of lighthouse keeping in Britain with a history of nearly 400 years. It dated back to 1609 when Trinity House opened its first lighthouse at Lowestoft, in eastern England. Hong Kong's first lighthouse, as we have seen, set up at Cape D'Aguilar, commenced operations in 1875 (Endacott; 1958, 163). But the Territory, too, has followed the trend to automation. Waglan Island (sometimes spelt Wang Lan) Lighthouse withdrew keepers in August 1989 (Gazetteer; 1960, 108).27 The aims of Part Two of this paper are to look largely at the men who manned Hong Kong's lighthouses. What sort of people were they? What kind of life did they lead and under what conditions did they work? In a letter to the author, Royal Asiatic Society (Hong Kong Branch) member A. J. S. The gun embrasure was bricked up as part of the 1974 conversion works and steel dead shoring erected to provide extra support for the overhanging cantilevered canopy. A new door opening was also formed in 1974 in the rear wall. The original door opening is still there and leads to a small rear compartment with three recesses in the wall noted on the P.W.D. drawing as 'voids' which would have been the expense magazines. The original rear entrance staircase to the gun emplacement was filled in with compacted earth and slabbed over with concrete. The 1968 Hong Kong Government 1:1,000 scale Survey Sheet (Sheet Number 16-NW-2D) shows several small rectangular structures near the gun emplacement, but there is no indication what they were originally. One was probably a searchlight emplacement and another one near the cliff edge may have been a forward observation post. Another rectangle marked 'R' for ruin on the inland side of the hill may have been the main magazine as it appears to have what looks like a separate blast wall constructed along one side of it. Still yet another structure further down the hillside may have been a barrack block for the gun crew. All this is of course conjecture and independent verification and further research are needed. A report on the gun emplacement was prepared in 1999 by the writer and submitted to the Antiquities and Monuments Office for record purposes. It is however unlikely that the structure will be graded as a historical building or receive cultural heritage status. Due to its remoteness Tathong Point is not easily accessible and with its dangerous steep and rocky cliffs it is not recommended to encourage the general public to visit the site. Permission from the Marine Department would be necessary anyway. To illustrate the hazards involved in visiting Tathong Point, an incident recorded in the Public Works Department file should be mentioned. The file contains a memorandum (Memo) from the Director of Marine to the Director of Public Works reporting that at 11:00 hours in September 1966 (exact date not given) the launch “Ming Kee” carrying 12 'light-house workers' capsized off the Tathong Point Light House. All were saved by a sampan which was fishing in the vicinity. The launch "Ming Kee" was normally used to carry the workers to and from Tathong Point. The Director of Marine respectfully - but ominously - requested the Director of Public Works to arrange for the coxswain of the "Ming Kee" to report to the Licensing Office, Marine Department, Hong Kong. Unfortunately the P.W.D. file contains no further information on the incident. Acknowledgements On 10 April 1982 the function of the old Public Works Department (P.W.D.) was replaced by the Lands and Works Branch, and the Architectural Office of the P.W.D. became part of the Building Development Department. In April 1986 the Building Development Department was dissolved and the Architectural Services Department established.
