It controls the old defence bureau which is rented out and the proceeds added to the association's funds. Very little information is at present available concerning its history beyond the fact that it existed in the Ch'ing period*1 and that it had a close connection with the members of the Tong, who were its principal patrons and sponsors. Two other instances of communal enterprise remain to be mentioned. There was, before the outbreak of the Pacific War in 1941, an organisation of local leaders known as the Kaifong##, which is now represented in most things by the Cheung Chau Rural Committee. The Kaifong had an informal constitution and its leaders were generally those persons who were already playing a leading part in the affairs of the four old district associations. The Kaifong had a general concern in Cheung Chau affairs whereas the district associations may be said, in the best sense, to have had a sectional interest. The history of the Kaifong is less easy to trace than that of the associations, very likely because it was a less tangible body. However, it seems to have existed before 1898 because the land registers list a club house or kung soA which was described as public property. This must have been built and administered by somebody and the Kaifong is the most likely candidate. In the early part of this century the building probably housed a school and is known to have served as a headquarters for the town's watchmen.* These were both likely activities for a Kaifong, and it is probable that it ran these and other central services before the British lease. Presumably, too, it administered CHOI Leung's Fong Pin hospital, which the registers describe as an asylum* and as public property. But whilst I am satisfied that there was a Kaifong on the island before 1898 which organised various functions on behalf of the whole community, there is, as yet, no information as to the date of its origin, though there is one clue which takes its history back another twenty years at least.*2 This was the provision of what are still known, to-day, as kaifong junks or kai to*. The University campus, which will eventually house several thousand students and staff, is to be built on the present barren hilltops at Ma Liu Shui, a newly chosen site, in the New Territories adjoining Chung Chi College. The site of the University is located about halfway between Shatin and Taipo, sandwiched between a modern highway on the high level and the Kowloon-Canton Railway on the seaward side. The overall development plan was approved in March 1964. Future campus building will be so grouped that the three Colleges will be sited around a University Headquarters complex, maintaining the Colleges' own individuality in architectural style while still aiming at an overall harmony. The proposed University Headquarters complex will have two new colleges to the north on a higher level and Chung Chi College, at its present site, on lower ground to the south. It has easy access from the highway, with the central administrative building facing the highway providing a dignified appearance for visitors approaching from the Taipo Highway. United College will occupy the site near Taipo Road, while New Asia College will be facing the sea. The University platform alone will have approximately 20 acres to house a central administration building, a student centre, a University hall, the Central Library, the central laboratory complex, and the Institutes of Social Science and Natural Science and the School of Education. Ample space will be provided for future expansion. A large flat area close to the railway is designated to be the University Sports Field. It will have sufficient space for three soccer fields, a 400-metre track, and a number of tennis courts and basketball courts. A central sports building housing indoor games may be built on the solid ground west of the sports field. According to the present schedule, it is hoped that arrangements may be made to enable the University to commence building in mid-1967. The University is not a mere association of the three Colleges, engaged mainly in undergraduate teaching. C. CHENG uneventful one, and he was noted for his co-operative attitude towards Government policies. This at least had the merit of demonstrating that no hazard was likely to result from having a Chinese representative permanently on the Legislative Council. When his six-year term was up in 1890, he asked not to be re-appointed, and a very prominent "local boy", Dr. Ho Kai (later Sir Kai Ho Kai) succeeded him. Dr. Ho Kai, born in Hong Kong in 1859, was the fourth son of the Rev. Ho Tsun-shin (alias Ho Fuk-tong) of the London Missionary Society. Having studied Chinese for several years, he was admitted to Class 4 of the Central School in 1870 at the age of 12. He was an extremely clever and hardworking boy for, according to the school record, he was already in Class 1, the top form, in September 1871. He completed his studies at the Central School the following year, and proceeded to Palmer House School, Margate, England. From there he entered St. Thomas' Medical and Surgical College and received the degrees of Bachelor of Medicine and Master of Surgery from the University of Aberdeen in 1879. In the same year, he was admitted as a member of the Royal College of Surgeons of England by examination. He then turned to the study of law and was admitted to Lincoln's Inn in May 1879. He was Senior Equity Scholar, Lincoln's Inn, in 1881 in which year he passed the finals with flying colours and also married a charming English girl, Alice, the eldest daughter of the late John Walkden of Blackheath. On his return to Hong Kong in 1882 with his newly-wedded wife, he first practised medicine but was unsuccessful, because the Chinese at that time were not prepared to avail themselves of western medical treatment unless it was offered free. He then turned to the Bar and since 1882 had practised as a barrister in Hong Kong. Until his death in 1914, Dr. Ho Kai rendered his services freely and ungrudgingly to the Hong Kong community. For many years he was a valuable member of many important committees, including the Standing Law Committee, the Public Works Committee, the Examination Board, the Medical Board, the Sanitary Board, the Po Leung Kuk Committee, the Tung Wah Hospital Advisory Committee, the District Watch Force Committee, the Architects' Advisory Board and the Advisory Committee of the Hong Kong Technical Institute. Secretary of any inaccuracy ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1970 https://digitalrepository.lib.hku.hk/catalog/ww72j0241 HONG KONG CADETS, 1862 - 1941 41 sioners was introduced for the Straits Settlements, Hong Kong and Ceylon Civil Services; and in 1882, a combined examination was instituted, successful candidates being given a choice of colonies, so that the members of these three civil services were now to some extent regarded as interchangeable. In 1896 the examination was joined to that for the Home and Indian Civil Services; and the Federated Malay States, which had retained the nomination system, was also included. This arrangement lasted until 1932, when Sir Ralph Furse, who believed in the policy of selection by interview, finally succeeded in obtaining for his office control over the selection of candidates for Ceylon, Hong Kong and Malaya. However, university men continued to supply the vast majority of the eastern cadetships even after that date; and the Dominions Office and Colonial Office List for 1939 informs us that 'whilst a university degree is not an absolutely indispensable qualification the candidates selected for Administrative appointments in the last few years have nearly all been in possession of a University Degree, usually with honours. The few exceptions have been in cases where a candidate has had some special qualification'.23 The Hong Kong cadet scheme underwent several internal changes over time, although the principle of recruitment from England by competitive examination remained unchanged until 1932. The first three recruits, who pioneered the scheme, were given quarters in the Central School House during their probationary period and learned their Chinese, which was Cantonese, from teachers recruited locally by Government. In 1872, Sir Arthur Kennedy established a Board of Examiners, charged with the duty of examining Government officers drawing a Chinese teacher's allowance, and with issuing certificates of proficiency in colloquial Chinese to European and Indian police constables; but before that date cadets had been examined by an ad hoc committee. To save expense, Sir Arthur Kennedy, Governor 1872 - 1877, stopped the recruitment of cadets from England, and in 1875 even suggested dropping the scheme altogether; but this was not accepted by the Colonial Office. The Secretary of State arranged in 1875 for Eastern cadets to remain in England usually for a year and study Chinese at Oxford under Dr. James Legge though, as we have seen above, there were no candidates for Hong Kong at this particular time. Two Europeans (Richard Oswald and F. J. Porter) did apparently have lots there though how they came by them is not recorded, and the American Baptist Mission Board had a school house and small chapel. A third area was Tai Ping Shan where many Chinese lived in matsheds, but it is not known how many lived there in these early days. But one inconvenient feature soon revealed itself as the demand for building land increased in the Colony on the establishment of regular government in the middle of 1843. The town was restricted in its possibilities of development to the east by the reservation of 'Government Hill' (the area on which the Government Offices now stand) for Government purposes only. Beyond Government Hill to the east lay the military cantonment and, since the main part of the town was now inevitably fixed where the present central district stands, the only possible direction which expansion could take, other, that is, than up the mountainside, was to the west. But, between Inland Lots 43 and 10 on the Queen's Road lay the Upper Bazaar, an uncomfortable fact which not only meant that there would be a large number of Chinese-type houses in the middle of the 'European' town (with their attendant rather greater risk of fire) but that their presence would interfere with the proper development of the area with drainage and streets and so on. In terms of extent, the Upper Bazaar was occupying almost 11 acres of valuable building land for which speculators would be willing to offer far higher Crown Rents than those which the then inhabitants were paying. So almost inevitably, the suggestion came to move the Upper Bazaar lot-holders away to another location. The story of the removal of the Upper Bazaar is of interest on several counts: it is the first 'resumption' of land for public purposes in the history of Hong Kong, a process since employed on an ever increasing scale by the Government for the improvement and redevelopment of the environment. It provides us with an insight into government practices of the day and the cumbersome manner in which decisions could be taken and implemented, and also of the role of the Press at that time. Of this latter group, student-interpreters in the Consular Corps probably made the greatest contribution — such names as Herbert A. Giles, E.H. Parker, E.D.H. Fraser, W.F. Mayers, Thomas Watters, G.M.H. Playfair, E.T.C. Werner,44 speak for themselves but Hong Kong cadets, although few in number (from 1861 to 1941 only eighty-five were appointed), also made a significant contribution and one should cite not only Lockhart but Sir Cecil Clementi45 and Sir R.F. Johnston. All these early British 'scholar-officials' helped to lay the foundations in Britain of Chinese studies and were among the first to staff and to head new departments of Chinese studies or to interest people in the study of a unique Asian civilisation and culture. Lockhart, of course, was a busy, conscientious and efficient civil servant who could not spend his working hours brooding over knotty problems of translation or sinological conundrums; but he was always a remarkably energetic man and, according to his daughter, rose early in the morning and did his private work long before his Department was open officially. Lockhart's studies appear to have extended into the evenings as well. There is an interesting reference to him, by T. Kirkman Dealy, in the Preface (1907) to his revised edition of Chambers' English-Cantonese Dictionary: I still vividly retain very clear recollection of a periodical after-dinner meeting which I was privileged to attend, in the middle eighties, at the former London Mission House, where, round a lamp-lighted table, under the personal presidency of the then venerable head of the London Mission [Dr. John Chalmers], sat the late Dr. Faber, Mr. J.H. Stewart Lockhart (now His Honour the Commissioner for Wei-hai-wei), Mr. (now Dr.) G.H. Bateson Wright, Head Master of Queen's College, Mr. Addys of the Hongkong and Shanghai Bank, the late Mr. A. Box 725, H.K. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1976 https://digitalrepository.lib.hku.hk/catalog/hq382988q NOTES ON FRIENDS AND RELATIVES OF TAIPING LEADERS 131 CARL SMITH'S ADDITIONAL NOTE Carl Smith has added to the text of the article appearing in Ching Feng the following note on the family of Li Tsin-kau and their services to the Hakka Church of the Basel Mission in Hong Kong and in Sabah. Li Tsin-kau, otherwise known as Lee Sik-sam, died 8 April, 1885, aged sixty-two. On the letters of administration issued to his widow Ho Lai-yau, the value of his estate was estimated at $400. His assets consisted principally of a small house beside the Basel Society's Church and Mission House in Sai Ying Poon, which he had purchased in 1878 for $480. He sold a portion of the lot in 1878 for $370. Li Tsin-kau's wife was baptized in Hong Kong in 1861 and died there 21 September, 1888, leaving four surviving children. The family property after her death was conveyed by Li A-cheung, an interpreter, Li Shin-en, a missionary and Li En-kyau, unmarried to their brother Li A-po, a trader. The eldest son of Tsin-kau, A-lim, had died in 1864 “in trouble with the police". A-po, the second son was betrothed in 1865 to Kong Oi-fuk from Lilong. She was a student in the Basel Society Girl's Boarding School at Hong Kong, and he was a student of their Boy's School at Lilong. The third son, A-cheung studied at Hong Kong Central School (Queen's College) and in 1871 was given the prize for best scholar. After leaving school, he entered Government service, beginning as a charge-room interpreter for the Police, but in 1875 was transferred to the Magistracy as a clerk. Three years later he was promoted to Second Interpreter in the Magistracy. In 1882 he was offered the position of Interpreter to the Kingdom of Hawaii. Like his brother he had married one of the students of the Girl's Boarding School in Hong Kong, Tshin Then-tet. She accompanied him to Hawaii. In 1883, the Rev. Frank Damon, who was in charge of Chinese Christian work in Hawaii, visited Hong Kong. In a report of his visit published in The Friend (New Series, Vol. 33, No. 2, p. 9) he expresses his pleasure in meeting "the venerable and interesting father of our Government interpreter in Honolulu, Mr. Lee Cheong. It was to do so yet again when, in 1931, a large part of scenic north central Kwangsi centered on the capital city, Kweilin, was transferred to them. The three books make fascinating reading, partly because these were not ordinary men, and because they worked in China at a time of change, but also because the scene is set in South China among the Hakka and Cantonese of the districts adjacent to Hong Kong where, too, the Order established its mission house and language school in 1934. Indeed, Monsignor Bernard F. Meyer was, with Father Theodore F. Wempe, the author of The Student's Cantonese-English Dictionary, first published in 1935 and still going strong. Publications Mr. H.A. Rydings, formerly our Hon. Librarian, has produced a Volume in our monograph series providing an index to the Sessional Papers of Hong Kong 1882-1941, that is, to papers laid before the Legislative Council. This work will be of much use to students and journalists, and indeed to anyone taking a serious interest in Hong Kong's affairs. The 1983 Journal, edited by Dr. Patrick Hase, is in press and is expected shortly. As I know from having been a former editor, production of the Journal is a time-consuming job, and much depends on the time available to the editor. Dr. Hase has had the misfortune to be very heavily engaged outside office hours with his Government duties in the past year, and inevitably this has delayed his work. I am glad to report another publishing venture. In order to commemorate the twenty-fifth anniversary of the Society's reestablishment in Hong Kong, the Council has arranged for a joint publication with Oxford University Press, under our two imprints, of a volume of essays dealing with the Chinese Protestant Church and its contribution to the growth and development of Hong Kong's society by our Vice President and noted historian, Revd Carl T. Smith. This will be made available to members at a 25% reduction in block orders before and after publication, which is expected in the autumn of this year. I am delighted that Oxford has taken up this proposal and I know that the book will be a worthy and long-lasting sign of this happy association. With paid help from students, the negatives from previous photographic work have been catalogued, and Mr. Bruce has extended the survey from the Central and Western Districts to Wanchai where, he tells me, he has taken over 2,500 photographs of interesting buildings. Therefore, more likely than not, Edith had written after April 1906, but these letters had not been saved. We do know that Louese had a new baby in 1907. With four children under ten years of age, even with a household of servants that Louese must have had, she would have found little time for letter writing. We also know that she became seriously ill shortly after the last child, her only son Benjamin, was born. The family today thinks that she had leukemia. At least it is thought to be a form of cancer. She was sick for a long time, and died in 1909, when she was only thirty-seven years old. NOTES Harry Ryder is serving as Commercial Counsellor at the United States Embassy in Kuwait. The Strawbridges were originally Quakers who had settled in Philadelphia, but the Ryders are Episcopalians. 2 At first, the Ryder family had believed Edith to be a classmate of Louese at the Central Friends School. Correspondence with Clayton Faraday, Archivist of the school, however, reveals that Louese had been a member of the class of 1890, but there was no mention of her among the list of graduates. Edith Rowe is unknown at the school. Therefore, a conjecture must be made that they were most likely classmates at the "finishing school". Had they been academic scholars, they would probably have been sent to Bryn Mawr College. He wanted his children to have the advantage of education under the direction of Dr. Legge. His eldest child, a daughter, had already been under instruction of Mrs. Legge. She was the one who later married Ng Mun-sow. Two sons were of an age to be in the first small class in Hongkong of the transplanted Anglo-Chinese College. Ho A-sun set himself up in the Lower Bazaar at Hongkong as a block-cutter and printer. His shop was next to the London Mission Chapel on Jervois Street. He had been baptised in Malacca and was an ardent propagandist for his new faith. When customers came to his printing-stationery store he gave them Christian tracts. He was always ready to discuss religion with those who showed any interest. After shop hours he would go about the streets distributing literature and explaining the religion the foreigners had brought to China. While he had not the skill at preaching or the education or scholarship of one like Ho Fuk-tong, he had devotion and earnestness which in their own way were impressive. The mission called him “a humble, unobtrusive Christian.” Through hard work he was able to acquire sufficient real estate in Hongkong to leave valuable properties at his death in 1869 to each of his six sons. He also provided that the family house on Hollywood Road west of Aberdeen Street be retained as a residence for his widow, sons and grandsons. This property was resumed by Government in 1883 for the purpose of acquiring ground for the erection of a new Central School. His older children attended Dr. Legge's school. The younger ones were students at Central School after it was opened in 1862. The eldest was Ho A-lloy. He became the most prominent of the family. Dr. Legge characterised him in 1852 as a very promising lad. Practically all the lineages there had had a genealogy at one time, and about two-thirds of them still have. Moreover, if you consult the 1905 Block Crown Leases for land in Tsuen Wan, and look at the descriptions of house lots in the villages of the sub-district, you will get the impression that there were not any ancestral halls in places like Tsuen Wan. This again turned out to be quite wrong. Going through the villages, old people would say "This is our ancestral hall" or more often "That was the site of our ancestral hall”. Even a small clan with, say, only 5 or 10 houses at the turn of the century had its own ancestral hall. Also, there were old schoolrooms and other institutions which indicated that the infrastructure of local village society was greater than the written records would show. My third point and I am just over my time concerns another clue to the nature of local society. I had done collecting in "Town", i.e. Hong Kong's central areas, at second-hand bookshops, stalls and so on and I had found quite a lot of printed guides to letter writing, social etiquette, and how to carry out a wide range of family, village and business affairs. I thought "Surely these must have existed in the villages too, and it would be interesting to find if they have the printed versions or the manuscript versions of them, or both". To cut a long story short, there were such guides to be found in the Tsuen Wan villages. They were practically all of the hand-written type, copied no doubt from generation to generation. They were often kept by the school teachers, and (I was told) dictated to promising pupils or passed on to them. Some elders also possessed them. So these were the sort of things I found in Tsuen Wan over my seven year stay. The only other thing worth noting in this connection is that we were in the business of trying to preserve a few old villages, and that in fact we managed to preserve two. One of them, Sam Tung Uk, was located in the middle of Tsuen Wan, right next to the new Mass Transit Railway. Another was up in the hills at a place called Yuen Tun where the main block has been preserved. It is inside the Civil Aid Services camp site, and is a magnificent building to go and look at. I say that with enthusiasm. It is a perfectly ordinary village building, but is a fine example of its kind. From nine in the morning till lunch time and all afternoon a crowd of us were in and out of the water, rowing out to the raft which was a converted junk with diving boards. I got so brown that summer that the mark of the swimming trunks was still visible at Christmas time! Holidays at Home A great part of school life was the holidays at home. Home at this time was in Tung Shan Terrace off Stubbs Road, when my father was building the Chinese Methodist Church in Wanchai—the triangular red brick building at the junction of Hennessy Road and Johnston Road.* This was home not in a flat but a three-story house, with a garden overlooking Happy Valley. At the back we had access to Bowen Road which was a safe place to play as there were no motor vehicles. Those holidays I remember chiefly for rambles up to Sir Cecil's Ride and a major hike over to Tytam from Wong Nei Chong Gap. And we went to a school pantomime at the Central British School (now King George V School) where the bad guy called himself “ZBW my middle name is trouble you" ZBW being the embryo Radio Television Hong Kong. We had our first family car here, an Austin Seven with a folding roof and went for picnics to the beaches at Repulse Bay and Big Wave Bay, and at Stanley where a new prison was being built. Although it was winter in Hong Kong the climate was comfortable for us from the north and we had no hesitation in swimming. — Our journeys home in the winter holidays were considerable undertakings. Of course there was no air travel nor was rail travel possible. Instead we went by sea on the B. & S. ships of the China Navigation Line. These were coasters of about 7,000 tons which made their way up and down the China coast carrying cargoes of all sorts, a small number of passengers in cabins and a much larger number of deck passengers. Sometimes we were able to get a ship that went all the way from Chefoo to Hong Kong but often we had to get off in Shanghai and wait in the China Inland Mission hostel for a suitable connection. Some luckless schoolmaster had to accompany some twenty or so children more as far as Shanghai on these journeys. They were carefree days and I have wondered how we all survived. We would sit up on the taffrail undeterred by the possibility of toppling over into the sea. I remember getting into frightful trouble from practising throwing a penknife into the cabin bulkhead.
