CHENG In May 1915, Japan forced the Republic of China, then under the premiership of Yuan Shih-kai, to accept the "Twenty-one Demands". Four years later, in 1919, the Chinese delegation failed at the Peace Conference in Paris to prevent the "transfer" of Germany's "rights and privileges" in the Shantung Province to Japan. As a result of this complete disregard of China's sovereignty by the foreign powers, thousands of students took part in processions demonstrating against foreign militarism and oppression in China on 4 May 1919. In response, students, merchants, and workers throughout China also staged demonstrations and strikes, thereby sparking off in China the "May 4 Movement". Chinese national feelings were also stirred by the Nationalist Party, the Kuomintang (or K.M.T.), who now pressed for the abolition of extra-territorial rights and unequal treaties and the retrocession of foreign concessions. All these had serious repercussions in Hong Kong, and in 1922 the first of a series of seamen's strikes began. On 30th May 1925, certain Chinese demonstrators were shot and killed by British policemen in the International Settlements in Shanghai. This led to more serious strikes and demonstrations in Shanghai, Canton, and Hong Kong, culminating in an economic boycott which paralysed Hong Kong. During this period, the Chinese unofficials, viz., Chow Shou-son, Ng Hon-tsz (who died in May 1923) and Robert Kotewall (who succeeded Ng Hon-tsz), and other prominent Chinese leaders, including Sir Robert Hotung and the directors of Tung Wah Hospital, stood solidly by the Government. Some of them actually acted as unofficial middlemen in negotiations between Hong Kong and the seamen's representatives in Canton. The services rendered by Chow Shou-son and Robert Kotewall during this crisis were so valuable and outstanding that speedy recognition was accorded to them. In 1926, Chow was created a knight. Kotewall was given the honorary degree of LL.D. by the University of Hong Kong, and the following year was awarded the C.M.G. It may be of interest to quote here the Governor Sir Cecil Clementi's remarks made in early 1926 at a Legislative Council meeting about the big strike of 1925 and the boycott that followed: "We are determined to give full protection to the people of Hong Kong, and to put down with a firm hand any conspiracy to intimidate or otherwise to cause trouble among labourers and ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1970 https://digitalrepository.lib.hku.hk/catalog/ww72j0241 MORE ON THE YUNG-LO TA-TIEN 21 served in the Legation Guard in Peking in 1900. The Chester Beatty Library (Dublin) has three volumes not otherwise accounted for (chüan 803/4, 805/6, and 10,110/1). The Wason Collection of Cornell University has chüan 13,853, and the National Central Library, Taipei, has chüan 7527, which Yang Chia-lo failed to reproduce. The number at present count then is 809 chüan out of the original total of 22,877 chüan (not counting the table of contents which has been separately published). What subjects are covered in the volumes that have been saved? Practically everything that concerned the Chinese around the year 1400, but in fragmentary fashion. Thought, morals, poetry of several kinds, frontier people (the Hsiung-nu and Hu, for example), geography, surnames, government, law, the spirits, biography, divination, architecture (gates, bridges, halls, storehouses, walls, offices), villages, capital cities, history, burial customs, astronomy, botany, grain, military matters, Buddhism, Taoism, travels, bronzes, food and drink, caves, dreams, scholars, drama, sacrifices, clothing, mathematics, images, carpentry, post stations, shamans, literary collections. Dr. Walter Swingle, writing on the YLTT in the Report of the Library of Congress (1922-23), asserted: "It combined all existing Chinese books that were available to Yung-lo, excepting novels and possibly some plays." Fortunately, his remark was found to be in error when the Library of Congress acquired (1935) from the collection of Dr. H. A. Giles, professor of Chinese at Cambridge University, a copy of a "short historical novel, Ch'ieh-fên-lu and a hsü-lu, purporting to describe the experiences of Sung Hui-tsung, made captive by the Chin in 1127." (The son of Dr. Giles, Lancelot, was in the British Legation during the siege in 1900, and doubtless picked it up then.) The first notice of the famous play P'i-pa chi (The Lute Song) also appears in a volume of the YLTT. Professor Pelliot has characterized as one of the most important volumes saved the sections from a great Yuan dynasty encyclopaedia (Ching-shih ta-tien, published 1331), including a part on courier stations (jamči), now in the Toyo Bunko. Among other interesting works saved, generally fragmentary, are geographical. Francis D. M. Dow of Australian National University has recently drawn attention to certain gazetteers preserved: one of the prefecture of Soochow, published in 1379, for example; and years ago (1929) the Metropolitan ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1972 https://digitalrepository.lib.hku.hk/catalog/gm80qf99h SIR JAMES HALDANE STEWART LOCKHART 59 ent Chinese he was largely instrumental in reorganizing the District Watchmen Force (a body of watchmen paid for by voluntary subscriptions from the Chinese community) and he obtained the appointment of twelve leading Chinese gentlemen as a supervising committee; he remodelled the Po Leung Kuk (a voluntary association concerned with the welfare of girls and young women); and he helped in the reformation of the Tung Wah Hospital and strengthened its committee of management.11 He was active, then, in setting up a number of official Chinese committees, linked to government through their special relationship with the Registrar General's Department, of which he was head. The Registrar General in all cases was ex officio chairman of the committees. Lockhart's views on the importance of the Chinese element in the population are to be found in a trenchant report he submitted in 1894 to the Governor, Sir William Robinson, 'on the subject of a petition addressed to the House of Commons praying for an amendment of the Constitution of the Crown Colony of Hong Kong.' This petition from Hong Kong taxpayers to the House of Commons owed its origin principally to the imposition upon the taxpayers in 1891 of an additional military contribution of £20,000 a year, a decision that irritated and excited particularly the European business community. In 1894 T.H. Whitehead,13 Unofficial Member of the Legislative Council and leader of the business faction, was granted six months' leave of absence from the Council and he took with him to England a petition signed by 363 members of the community — (in Lockhart's words) ‘284 British, 10 Anglo-Chinese, 3 American, 4 Portuguese, and 47 British Indians.' The petitioners sought the election of representatives of British nationality in the Legislative Council; freedom of debate for the Official members with power to vote as they desired; complete control in the Council over local expenditure; the management of local affairs; and a consultative voice in questions of an Imperial character. With great dialectical skill Lockhart took the petition to bits and exposed the vacuity of its arguments. In his memorandum to the Governor he averred: 'Most of the taxes fall almost entirely on the Chinese. It is also believed that the boundary was finalised upon his personal recommendation.* As a matter of fact, the boundary ranged from the eastern part of the Kowloon Walled City (now the eastern side of Kai Tak Airport) to the western waterfront of Shamshuipo. From the physical point of view, the terrain to the south of the boundary is all flat and to the north all mountainous, so in terms of national defence it is absolutely a strategic advantage to hold the mountainous area. The demarcation then follows the present Boundary Street. It was completely beyond the General's anticipation that in later days the whole region of Kowloon was leased to Britain at the 24th year of Kuang Hsü (***) (1898) and the boundary extended from the Boundary Street to Shum Chun (M). [Actually to the Sham Chun river, south of the town]. Gen Cheung once acted as the Commander-in-chief of naval forces in Kwangtung Province, and it was under his care that the Bocco Tigris forts (1) were repaired. Among the relics in connection with General Cheung's administration which still remain nowadays, there is a plaque inside the Hau Wong Temple (1£ §) at Kowloon City. On the plaque there is an inscription of four large Chinese characters which literally mean "a good administration under your Highness' Protection”.† As quoted from the accompanying inscription, the general said, “As time elapses it has already been 13 years since I was appointed as the Commander at Kowloon in the 4th year of Hsien Feng reign () (1853)." He also said: "It is all due to your Highness' grace and instructions that security and peace prevail in the whole domain for which I feel greatly obliged. Now I have already reached the age of 70 so the time is ripe for me to retire from a long term of service." Judging from the two quotations above, we realize how humble and modest he was because he attributed all his achievements and merits to His Highness the Marquis Yeung. It gives a clear explanation why Hong Kong was chosen as the principal embarkation port for the Chinese labor recruitment to Hawaii. The strict administration of British regulations on emigration, the designation of an honorary Hawaiian consul in Hong Kong, and the reasonable contract between employer and employee signed in Hawaii, as documented in an appendix, all give a better understanding of the good treatment of our Chinese immigrants to Hawaii compared with the abuses in Peru and Cuba. The first reigning monarch to make a trip around the world was King David Kalakaua of the Kingdom of Hawaii. The year was 1881. King Kalakaua, born November 16, 1836, reigned for twenty-three years (1874-1891) until his death in San Francisco on January 20, 1891.† He had already had his first experience travelling abroad in November 1874 when he called on President Ulysses S. Grant in Washington and addressed the United States Congress in fluent English. As a result of this visit, the Hawaiian government was * Mr. Char was born in Hawaii in 1905 and has had a colorful life combining business and education. A graduate of McKinley High School in Honolulu, he received his B.A. degree from Yenching University in Peking and his M.A. from the University of Hawaii, and pursued graduate studies at Columbia University. He then taught, both in Hawaii and in China. In 1938, Mr. Char and his family returned to Hawaii as refugees from the Japanese military invasion of Canton. He spent the next thirty years in the insurance business. In 1952, he became the first person in Hawaii to gain the national professional designation of CPCU (Chartered Property and Casualty Underwriter) in the field of insurance. Always active in community affairs, Mr. Char served on the boards of the Chinese Chamber of Commerce, the Hawaii Congress of Parents and Teachers, the Nuuanu YMCA, and the Board of Underwriters of Hawaii (insurance), among others, and is currently a member of a number of historical societies, including the Hawaii Chinese History Center. Upon retirement in 1969 as president of the Continental Insurance Agency of Hawaii, Mr. Char spent a year on the campus of Chung Chi College, a division of the Chinese University of Hong Kong, as a volunteer in student counseling and placement service. Since then, he has devoted his time to historical research and writing. In the matter of decorations. Sir John ranks high among the Colonial Governors of England." And a Grand Cross of Kalakaua was later conferred on him. Hong Kong Chinese merchants who traded with the people in Hawaii came to call on the King, and told him that their countrymen in his Kingdom appreciated the opportunities in the islands and were loyal to the Hawaiian government. At the last State banquet in Hong Kong, as Armstrong reported, "the lifeless air and heavy food made the King drowsy. The numerous receptions and late hours had deprived the King of sleep. His eyelids dropped . . . The Governor's wife was seated on the King's right, and I was seated next to her. I feared a nasal explosion if the King's doze should deepen, and devised ways of preventing it. It was a case of emergency. I whispered to the Governor's wife what my fears were, and asked her aid in preventing a loss of royal dignity. The clever wife of the Governor whispered to me, 'Will any special piece of music waken him up?' . . . She quietly called the majordomo, and in a minute the military band in the balcony filled the air with the music of 'Hawai'i Pono'i' (the Hawaiian National Anthem)." The King woke up and the banquet ended. Page 100 On April 21, 1881, the Royal group left Hong Kong on the ship Killarney for Bangkok. Acting Consul General F. Bulkeley Johnson sent his report to W. L. Green, "His Majesty the King and suite arrived here on the 12th [April] and left on the 21st April for Bangkok on a visit to the King of Siam." And the King and his party travelled to Singapore, Penang, Calcutta, Suez, Cairo, Rome, London, Brussels, Vienna, Paris, Madrid and Lisbon. King Kalakaua, in his July 12, 1881 letter from London, wrote of his meeting with Queen Victoria, “She came up to me and took my hand and then sat on a sofa asking me to sit down on a chair facing the sofa near her. She said that I was making a very long tour. I answered very fluently asked particularly where I learnt English as my accent was perfect." Homeward bound, the group crossed the Atlantic on the S. S. Celtic to New York. Then to Philadelphia, Washington, where he called on President Chester A. REYNOLDS port for the work came from American United China Relief (UCR) funds through the American Friends Service Council (AFSC); there were members from Canada, U.S.A., New Zealand, as well as China itself; and the self-sufficiency required was much greater than that of other FAU groups. The original plan, worked out in late 1940 and early 1941, was for a group of forty men, equipped with 20 trucks, a mobile operating theatre and mobile workshop, to undertake two tasks. The first was the transport of medical supplies into China from Burma and the second provision of medical teams to work with civilian and military hospitals. The proposals had the support of the British Fund for the Relief of Distress in China under Dr. H. Gordon Thompson, the Foreign Office, the U.C.R. and the AFSC. The trucks and equipment were purchased in the US and shipped to Rangoon where they were assembled and driven up to China. Dr. R. B. McClure, a Canadian medical missionary born in China, was appointed to lead the Unit. It will be remembered that in 1941 Japan occupied all the coast of China, transport up the railway to Kunming from Hanoi had ceased and the only land routes into the western provinces still held by the Government of the Republic of China under Marshal Chiang Kai Shek were the Burma Road and the road from the USSR via Sinkiang. When the Sino-Japanese war widened into the Pacific War on December 8, 1941, about half of the FAU group had arrived in Burma and China, the first trucks were being assembled in Rangoon and the rest of the party and equipment were on the high seas. All arrived safely and the Unit undertook a number of interesting tasks during the Burma fighting of 1942.1 Medical Services and Supplies in China Despite the diversion of manpower and loss of trucks and fuel in Burma the work of transporting medical supplies in China got underway in 1942. In 1941 there were four organizations concerned with military and civilian medical services:— 1) the Army Medical Administration (AMA) 2) the Chinese Red Cross (CRC) 3) National Health Administration (NHA) Weishengshu (衛 生 署) with its civilian hospitals and clinics. 4) Over 100 mission hospitals, responsible to their own Mission Boards. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1977 https://digitalrepository.lib.hku.hk/catalog/np198x23n STANLEY INTERNMENT CAMP, HONG KONG 1942-1945 33 Tweed Bay Beach provided pleasure for many internees. During the summer months they were allowed to swim there, under guard. During the summers of 1944 and particularly 1945, however, many had to forego this pleasure as it required walking down and up a very steep flight of stairs and many simply did not have the energy due to lack of food. Although the Japanese had meticulously planned their capture of the Colony, apparently they had not formulated plans for dealing with the enemy civilians. Not only was it several weeks after the surrender until the internees were interned in Stanley Camp, but once they had been interned, the Japanese had little to do with them. A few necessities, namely a minimal amount of food, were provided, but the internees were left to run the Camp themselves. They soon began forming committees. The three main national groups — American, British, and Dutch — remained independent but did cooperate on such matters as welfare and medicine. At the beginning of internment, there were approximately 2400 British internees, 300 Americans, and 60 Dutch. Being such a large majority (and after repatriation in June 1942, only about twenty Americans remained), the British really ran the Camp. Five committees were elected, and each struggled with similar problems of food, housing, medical matters, etc. It is of interest to note that very few Government servants were elected to serve on these committees because there was strong anti-Government feeling in the Camp, largely due to the blame most internees put on the Government for the quick surrender of the Colony. An internee wrote: The first impulse that ran through camp would, on a larger social stage, have been called revolutionary. On every side, by almost every mouth, the former leading men of the colony were bitterly denounced. They were held to blame for what had happened in Hong Kong. Along the camp roadways where people gathered to gossip, one heard the same angry talk of the government servants' complacency, stupidity, and shortsightedness.* The Governor, Sir Mark Young, was not interned in Hong Kong. The next highest Government official in the Colony was the Colonial Secretary, Franklin C. Gimson, who remained in the city for the first few weeks but did go to Camp to attend meetings from time to time. * See also H. J. After a few months she was allowed out of the camp in the care of this Swiss national. She then sent parcels to friends in camp. Among other things she bought bottles of vinegar, emptied out the vinegar, refilled the bottles with gin and sent them to camp! The Hong Kong News of April 16, 1942 reported that 300 parcels for Stanley were received by the Foreign Affairs Section of the Japanese government in the HK & Shanghai Bank. Still, few internees received parcels from the city, although one man was said to have received so many that he got a hernia carrying them up the hill to his room. More internees benefited from the Camp Canteen, which first opened in February 1942. Like most things in camp, it took a while to get the canteen running smoothly. At first it was first come, first served; later, a tab system was organised and this resulted in a more equitable chance for the internees. On one occasion in February 1942, the Americans bought the entire stock of the canteen. This was hardly popular with the British or the Dutch. It was, however, explained by the fact that only the Americans had the necessary small notes. Large notes, such as $500 notes, were rapidly depreciating in HK and were refused by the canteen operator. As for Red Cross parcels, they were delivered to Camp on three occasions: November 1942, September 1944 and March 1945. Containing clothing, tinned food and bulk supplies like sugar and coffee, the distributions of parcels were exciting events, not only for what was received but also for showing that the internees were not forgotten by the outside world. In regard to supplementing the Camp food with vegetables from Camp gardens, a few internees began gardening soon after being interned, but most did not, because they did not expect to be in Camp long enough to justify the work involved. Gardening on a large, communal scale did not begin for nearly two years, in 1944. The Black Market was an outstanding feature of Stanley Camp outstanding because of its magnitude. Food, the main item of trade, of course, was brought into Camp by the guards for sale to the internees, and valuables of the internees were sent out for sale in the city. Most transactions were made via internee-traders who acted as go-betweens. One unusual feature of the Black Market in Stanley Camp was that internees could “buy” yen by writing sterling ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1979 https://digitalrepository.lib.hku.hk/catalog/2801w5938 6 and support.24 CHAN KIT-CHENG The first time the American government was called upon to act on the question of Hong Kong occurred towards the end of 1942 in connection with the extraterritoriality negotiations which the United States and Britain were conducting simultaneously with China. The initiative of the negotiations clearly belonged to the United States.25 Britain, however, was anxious that her treaty would as far as possible be identical with the American one, and that she would not lag behind the United States in signing the treaty. In this Britain keenly felt the pressure of time in that the United States, eager to please the Chinese, attempted to have the matter settled as fast as possible. Negotiations, which began early in October, were well advanced by about mid-November when disagreement remained on three questions which involved America and Britain alike: national treatment for commerce, coastal trade and inland navigation, and the right to acquire real property in China. Britain, however, had the additional problem of having to face China's demand, made on 13 November, for the rendition of concessions and to provide for the termination of the territory leased to Britain in 1898, i.e. the New Territories of Hong Kong, which included the area known as New Kowloon. By the beginning of December 1943, the United States had given way over all the three questions with which she was concerned. Britain's disappointment and exasperation were thus summed up by Sir John Brenan: "The Americans have now let us down on the three subjects to which we attached the greatest importance, namely national treatment for commerce, coastal trade and inland navigation, and the right to acquire real property. Moreover, by their rush tactics they have deprived us of any opportunity of real negotiation with the Chinese. We could hardly have done worse for ourselves if we had acted alone. It now remains to be seen if the Chinese, having got all they want from the United States, will hold up our treaty over the Kowloon question." Eden made a strong remonstrance to the United States on the way she had treated Britain in the latter phase of the extraterritoriality negotiations.27 By then the British Foreign Office had already reached a decision with regard to the Chinese demand for the return of the New Territories. Britain did not want to accede to the Chinese proposal, in that the New Territories were interdependent with, and economically and strategically vital to, Hong Kong and Kowloon. The Far Eastern division in the department believed that "the sympathy of the American public would lie almost entirely with China and would be strongly critical of this Government,”32 The American government was fortunately spared the embarrassment of having to reject the British request in that the Chinese, for some still unknown reasons, agreed on 31 December not to raise the question of the New Territories in connexion with the extraterritoriality treaty.33 Under the changed circumstance, Lord Halifax, British ambassador to Washington, was given to understand that the American government would have been prepared to indicate its displeasure had China been obstinate over the inclusion of the New Territories in the treaty.34 The interesting question remains as to what attitude the United States would have adopted had China requested her support. Meanwhile, the Institute of Pacific Relations was actively preparing for a conference to be held at Mont Tremblent in the United States at the beginning of December. The conference attracted the serious attention of all those countries concerned with Pacific affairs because of the increasingly wide publicity enjoyed by the Institute since Pearl Harbour through its large publishing programme of books, pamphlets, and periodicals. From late spring onwards, earnest preparations for attending the conference were made by Chatham House, the British national council of the Institute of Pacific Relations, together with the Foreign Office which, despite its earlier apprehension of "the risk of a lot of washing of dirty linen in public' ”, had now decided to make full use of the conference as a platform from which Britain could educate the American opinion about the British empire. From the beginning the Foreign Office was alive to the danger that the question of Hong Kong would arouse great attention at the conference. However, it was decided that the British delegation would not be briefed on Hong Kong because it was feared that the idea of returning Hong Kong on terms after the war, a point the British government had conceded after much painful inter-departmental consultation and deliberation, would be badly received by the Americans and Chinese who would denounce anything short of an outright retrocession,35 The Chinese delegation was equally well prepared. STEVENS Temples and monasteries can be classified as follows:-- a. By religious belief-Buddhist, Daoist, Confucian and traditional folk religion,5 b. By the contents of the altars - deities, ancestral tablets or charms. c. By their typological features such as the size and shape of their plans (square or rectangular); by their elevation into floors; by divisions and sub-divisions; whether free-standing or not; and whether the courtyard is enclosed or in front of the main building. d. Whether residential or non-residential. e. Whether permanent or temporary. f. By ethnic grouping (regional traditional types),6 Within Hong Kong and Macau, there are about four hundred and fifty Buddhist, Daoist, and folk religion temples, Buddhist and Daoist monasteries and nunneries, and ancestral temples. A few pre-date the advent of the British and Portuguese whilst the majority, built since 1840, have been established as specialised temples with a specific deity on their altars well known for a unique function such as destroying demons, protecting seafarers, foretelling the future, protecting mothers during childbirth and children during childhood, and the like. It is unfortunate, out of interest in such historic places, that neither Hong Kong nor Macau have the large national temple or temples at which the official state religion was worshipped. This is due to the fact that before the arrival of the British and Portuguese, neither territory contained a county town and were primitive rural areas. Nor are there in Hong Kong or Macau the large City God temples which in Imperial China were to be found in all provincial and county capitals. Whereas the Chinese government in 1928 closed many temples throughout China during their campaign to suppress superstition,* the practices condemned by the Chinese authorities continued in Hong Kong and Macau where British and Portuguese administrators treated native susceptibilities with great caution. Hong Kong and Macau temples therefore, retained deities and practices which have probably long since disappeared on the Chinese mainland. * described in some detail by C. B. The Anglo Chinese schools in Hong Kong were modelled on the Western pattern, in their curriculum, textbooks and teaching method. In addition, Chinese students here had frequent contact with British school-masters and fellow students of different nations and religions for starting from 1867, the Central School was opened to students of all nationalities and the enrolment included English, Portuguese, Americans, Japanese, Indians, Filipinos and others. The interflow of ideas and experience went on in their daily intercourse not only through formal lessons but also through simply being mixed in a class, in their recess and games. The interchange of ideas was further facilitated by the publication of a school magazine, which contained not only school news, but also interesting articles by staff or students. As a youth and student, Dr. Sun Yat-sen spent his most formative and impressionable years in Hong Kong, and learnt much that could serve as a stimulus to his political awareness. It was never the intention of the Hong Kong Government to include any political content in the school curriculum. Care was taken, in fact, to avoid arousing any national sentiment among the Chinese students, and Chinese history was not taught in government schools. Yet, in a number of ways, some more subtle than others, the curriculum did stimulate political awakening and ideas of reform. In the Central School, topics like "Patriotism", "The Follies of Foot-binding" and "The True End of Education" were often set for English composition. Lessons on the history of England, such as the growth of parliamentary government or the Industrial Revolution, might directly or indirectly activate the minds of the students on the problems in China. What would a young man from China think of his local magistrate when he read about the municipal council in England, the rising influence of the merchant class, or the workers in the West, knowing how humble peasants fared in China? The impact of these lessons of course depended very much on the personality and mind of the individual. This explains why the Central School produced during these years officials of the Ch'ing court, reformists, as well as revolutionaries.10 Hong Kong from the mid-nineteenth century onward was an important centre for the publication of journals and newspapers containing news and articles from Hong Kong, China as well as the West. The more important early newspapers were the China Mail, the Hong Kong Daily Press and the Hong Kong Telegraph.11 These papers formed the important backbone of the China coast newspapers of the time.12 ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1982 https://digitalrepository.lib.hku.hk/catalog/mk61z420p 80 ELIZABETH SINN Chinese patriot. This complex mixture of material interests and ideals may in fact have been shared by many Chinese leaders in Hong Kong, and is an important element in our understanding of this group in their role in Hong Kong's history. Workers were ready to strike, and social leaders were ready to encourage and abet them. It was this combination of fears, aspirations and national fervour which responded to Chang's call for anti-French actions, and caused the initial strike. And it is very important to note that even while the general strike ended on 5th October, as late as November no one would work for the French. The fining of the cargo boats brought the confrontation to a new level, and being unanticipated it led to a new twist of events. Most contemporaries recognized the fines as the cause of the general strike. The notice by the boat people testifies to this. First of all, it represented a miscarriage of justice; we have seen the Ordinance did not apply to workers who refused employment for whatever pay. Moreover, as Marsh himself admitted afterwards, the fine of $5 was exceptionally high.*2 It is therefore likely that in Hong Kong there was among the Chinese population a feeling of being more sinned against than sinning. True, most Chinese would not have understood the fine points of English law, but it did not take that kind of legal knowledge to have a gut-feeling of being wronged. Fining Chinese who refused to work for the French who were at war with China also gave the appearance that the British were being pro-French. Chang Chih-tung certainly thought so. A few days before the strike began, the French admirals had been received in Hong Kong with great pomp. Dissatisfaction was expressed against the Hong Kong Government for its inability and unwillingness to prevent French ships from stopping and searching junks around Hong Kong waters. Moreover, the Hong Kong Government, upon hearing of Chinese plans to burn French ships, immediately despatched patrol boats to prevent this. To Marsh, it might be the most natural thing to protect the ships of a friendly power from attack. To the Chinese, it probably seemed over-zealous. To them, at this moment of national crisis, it was much easier to be irritated by the Government's actions. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1984 https://digitalrepository.lib.hku.hk/catalog/5h73wh572 151 Hong Kong authorities saw no need to take active steps to improve the situation. Parliamentary pressure over social hygiene in Hong Kong largely lapsed after 1894 once the legal framework for the licensing of prostitutes and the registration of brothels had been repealed by the Legislative Council and thereafter Hong Kong was left free to set up its new extra-legal system of control without further interference from London. But after the end of the First World War agitation on the subject revived. The League of Nations appointed an Advisory Committee on the Traffic in Women and Children which published reports highlighting the connections between state regulation of prostitution and the procurement of women. The first warning to Hong Kong of the revival of concern in Britain was the arrival in the colony in 1921 of a Commission from the National Council for Combating Venereal Disease which had been sent out to report on conditions in the Far Eastern Colonies. The Governor, Sir Edward Stubbs, had objected to any such visit and forbade government officials to give the commissioners any assistance; he also informed them when they arrived that they were not to hold any public meetings or advertise their presence in the press. In spite of this studied discourtesy the commissioners, Mrs. Neville-Rolfe and Dr. Hallam, set out upon a thorough exploration of the seedier areas of the city and various medical institutions, and were able to make contact with some business and religious groups and with some of the leading Chinese. On their return to London they submitted a scathing report to the Colonial Office on medical and social conditions. According to the commissioners, no serious attempt had been made by the government to improve the standard of health of the native population in 85 years of British rule; the infant mortality figures were disgraceful; the Tung Wah hospital was very dirty and badly equipped; the Po Leung Kuk, a place of refuge for Chinese girls, was largely used as a recruiting ground for cheap supplementary wives by members of the committee. The Colonial Office was given its first description of the working of the system of tolerated brothels, which Mrs. Neville-Rolfe dismissed as ineffective in preventing the kidnapping of girls into brothel slavery; on the contrary it was alleged that the artificial value put on the Chinese girl by the system of recognised brothels is the main inducement to the kidnappers. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1984 https://digitalrepository.lib.hku.hk/catalog/5h73wh572 156 R.J. MINERS Meanwhile, at the Colonial Office, Dr. Drummond Shiels, the Parliamentary Under-Secretary to Lord Passfield, had decided that action must be taken by the Hong Kong authorities before the League of Nations commission reported. Having consulted the Colonial Office Medical Adviser, and being assured that the balance of evidence was that the existence of tolerated houses did not keep down the incidence of venereal disease, and that this had been confirmed in the case of Malaya, he proposed that Hong Kong should follow the example of the Straits Settlements and close down all its brothels, beginning with those served by European prostitutes, and the brothels with Chinese prostitutes used by British servicemen. Passfield approved this suggestion and a dispatch on these lines was in course of preparation when the Labour government fell from power in August 1931. The arrival of the Chief Justice's memorandum scarcely modified the draft: the possibility of strong local opposition to the closure of Chinese brothels catering for Chinese clients was noted by officials, but it was pointed out that similar warnings of Chinese resentment had not materialized when the mui tsai system had been abolished. The Governor was advised to proceed cautiously and to attempt ‘to elicit the support of more enlightened Chinese opinion', but it was emphasized that it was the aim of the British government to bring about the suppression of all brothels in Hong Kong. This draft was presented by officials to the newly appointed minister of the National government, Sir Robert Hamilton, who authorized its dispatch. 38 This directive reached Hong Kong in November 1931. The Governor had been hoping that his pleas for an indefinite delay would be successful and he had just told the Legislative Council that any action would be deferred until after the League of Nations commission had reported." But this was not to be, and the Executive Council reluctantly agreed that further registration of new prostitutes should not be allowed and that six months' notice should be given to Chinese and Japanese brothels catering for Europeans. The completion of this stage was notified to London in July 1932. The closure of Chinese brothels catering for Chinese was undertaken much more slowly, and the last of the remaining houses was not closed down until June 1935. WARD important centres by 1970. The inshore fishermen were, and are, at once more numerous and more scattered. Certainly many of those who normally venture no more than about four miles from the coast at the furthest, do have their home bases alongside the deep-sea craft in the large, well-known fishing towns, but large numbers of them return to small traditional anchorages in the more than thirty fishing villages which are to be found on the coasts of the mainland and islands. The populations of these smaller fishing centres vary from a few dozens to a few thousands; the majority can be reckoned in hundreds. I first went to Hong Kong in the summer of 1950, less than a year after the victory of the Chinese People's Government in China. For obvious reasons it was not an appropriate time for a foreigner to undertake participant observation on boats that had constantly to traverse Chinese national waters and visit Chinese ports. Moreover, I am a bad sailor. These two considerations ruled out the deep-sea fishermen and the long distance carriers from the start. There remained two major categories of Boat People who usually stayed within British waters: the inshore fishermen and the people of the harbour. The latter were, as I have indicated, an essentially urban population and exceedingly numerous; the former lived characteristically in the small floating settlements that fringed the rural areas. Because the basic field method to be used was participant observation, I chose for intensive study one such community of inshore fishermen. It lay, as it still lies, on one bank of a narrow strait between two small islands in the Port Shelter section of the eastern waters of the Colony. Its name was Kau Sai. 2. KAU SAI: TOPOGRAPHY, LAND USE AND CHANGE The inshore waters of Hong Kong are remarkably beautiful. In many ways reminiscent of the Western Isles, though without quite such a mountainous backdrop, the scenery combines the blue of the sea with the green of the hills in a particularly satisfying way. The lease was for a period of 90 years from May 2nd, 1863 at an annual rental of one hundred Philippine pesos (P), (presently Stg. 2.50). In 1907 the area of the Cemetery was reduced to allow for the construction of an electric street car line from Pasig to Manila and the rent for the remaining 16,811 sq metres (4.15 acres) was reduced to P85.00. Road widening took another 469 sq metres in June 1941, shortly before the Japanese occupation during which the destruction of the boundary wall added to the inevitable neglect. Nevertheless, P429.30 back rental for the period of the war had to be paid in January 1946. In 1947 the lease was extended until December 31st, 1987. The five hundred odd burials give an interesting insight into the variety of life amongst foreigners who took up living halfway across the world in these lovely islands. Mostly British, with Germans the second largest national group, they included master mariners from Liverpool and Plymouth, seamen from Nova Scotia, Belfast and Hamburg; businessmen from London and Lancashire, a Parisian shopkeeper, an operatic impressario from Milan, engineers on the British owned Manila Railroad, a diplomat who had served in the American Consular Service for forty-five years, and many children. Jews were also buried in the Cemetery, as were Japanese, although all these remains were removed to Japan during the occupation in 1942. Perhaps the most interesting burial was Prince Ludwig Zu Lowenstein-Wertheim-Freudenberg who went to Manila as a military observer during the revolution against American occupation and was killed by a stray bullet during fighting in Battangas in March 1899. There were 93 recorded British deaths in the Philippines during the Second World War, mostly priests and civilians, from natural causes, privation, enemy action and execution by Japanese and by Filipino collaborators. This promise was needed for at the time China and Britain were in conflict over the opium questions. The principle of a free port was set forth: "Neither will there be any charge upon imports and exports to the British Government. In the light of the strained relations between the two nations, Charles Elliot threatened China with "an immediate embargo upon the port of Canton and all the large ports of the Empire if there be the least obstruction to the freedom of Hongkong." Conditions had altered considerably from 1841. At that time, any Chinese trading in or with Hongkong would have been traitors to the Chinese Government. Only because of China's humiliation on the field of battle was Hongkong ceded to Britain. Time and financial interests had blurred the national pride of the Chinese merchants in Hongkong. The signers of the petition may also have been connected with the opium trade. Their names are not given in the published petition. Even the consul at Canton, when he sent a copy of the petition to the British Minister at Peking, did not know the names of the signatories. The "blockade" had made it increasingly difficult for the opium smugglers to escape the surveillance of the Chinese armed cruisers. The smugglers equipped their own vessels with ever larger armaments that they might emerge victorious in a shoot-out with the cruisers. The picture of the situation the merchants painted for Her Majesty was a dark one. The villains in the scene were the Chinese officials. WAR OF WORDS OVER CHINESE CONSUL CONTINUES The manner in which the appointment of a Chinese consul for Hongkong was announced in 1891 provoked a demand from the expatriate merchants that they be allowed a greater voice in determining policies that affected Hongkong. They resented that they had not had an opportunity to express their opinion before the decision regarding the appointment had been made. The Colonial Office had informed the local government of its intended decision and had received in reply the opinion of concerned government officials in Hongkong, but the mercantile community had not been consulted. In November 1890, the Governor was asked if he had any objections to the proposal. THE DAY AN ADMIRAL TRIED TO STEAL THE SHOW In an attempt to solve the blockade question, Sir Brooke Robertson, the British Consul at Canton, suggested in 1878 that a European be appointed as Chinese Consul in Hongkong. He could check on cargoes of junks and make reports to the Customs authorities in Canton. In this way the Chinese could exercise better control over the collection of duties on goods shipped in and out of Hongkong on Chinese vessels. Presumably he would not be prone to engage in all the irregularities allegedly practised by all Chinese officials. Hongkong, however, resisted such an appointment and the matter was dropped at that time. The Opium Agreement between Britain and China signed in September 1886, provided for a Chinese Maritime Customs collecting station at Kowloon. The Hongkong Government unofficially condoned the residence of its Commissioner, a British national, in Hongkong. In view of this arrangement and the easing of the tensions created by the Chinese blockade of Hongkong, the appointment of a Chinese Consul for Hongkong continued to lay dormant. In 1891, however, the Colonial Office suddenly informed Hongkong that a Chinese Consul had been appointed for the port. There was an immediate outcry of indignation. The opposition hauled out the same arguments they had used against any arrangement with China that would have assisted it in collecting customs duties. The year was 1898 and the sun was setting on the Ch'ing dynasty which had ruled the Chinese Empire since 1644. China's defeat by Japan in 1895 had revealed its weaknesses once more to the world. Foreign powers sought to take advantage of the vulnerability of the Ch'ing government to intensify their demands for territorial and economic concessions. The Powers rushed, or "scrambled", to attain their objectives before others could get to them first. In one respect, the Powers had the support of Chinese officials, who, implementing traditional Chinese policy of using barbarians to control barbarians, sought to achieve a balance of power in China. By 1898, the Russians built a naval base at Port Arthur while the Germans established their presence over the province of Shantung. In April 1898, the Chinese government leased Weihaiwei to Britain. Weihaiwei, at the tip of the Kiaochow Peninsula in northern Shantung, was then occupied by the Japanese. It was hoped that, from this vantage, the British would be able to counter Russian and German strength in North China, and all of them would keep out the Japanese. The British stayed at Weihaiwei until 1930, when it was returned to Chinese administration. During the interim, the Kaiser and the Tsar had collapsed and China had gone through the Boxers uprising, a series of reforms, a revolution that toppled the Ch'ing dynasty, a period of disunity and warlord rule, and, finally, the establishment of the National Government at Nanking led by Chiang Kai-shek in 1927. Despite efforts at cultivation, except for ground-nuts, its lack of a marketable product meant the absence of a powerful foreign business community like those that challenged authority and policies of British officials at the treaty ports. The British administrators, therefore, could establish and carry out policies without having to consider other vested interests. As a rule, they were free to work within the framework of traditional Chinese institutions. Conservatism of the local gentry and absence of a strong Chinese middle class meant that there was no pressure on British administrators to bow to forces that clamoured for reform and modernization. During the first decades of the twentieth century, Chinese institutions were undergoing changes. Certain constitutional features were being introduced to the Chinese government, and, with the abolition of the civil service examination system in 1905, education based on Confucian classics was being replaced by a more modern, westernized curriculum. At Weihaiwei, however, neither the local elders nor the British administration sought to change the status quo. With the establishment of the Chinese Republic in 1912, demands for ending foreign privileges increased. Subsequent civil war among various warlord factions meant hardship for the people of Weihaiwei, but, until the formation of the National Government under Chiang Kai-shek in 1927, Britain did not have to give serious thought to returning Weihaiwei to Chinese rule. Meanwhile, administrators kept expenditures below revenue, partly because they wanted to make sure "that sufficient funds were available for staff pensions and other expenses when the British withdrew." The Problem publicised in Britain Miss Pitts and Mr. Bowley both left Hong Kong for leaves in England in June 1919. During their stay they might have pushed the matter of child labour in Hong Kong, for in May 1920 there was published an article in the Child Guardian setting forth the situation of children in Hong Kong. This magazine was the organ of the National Society for the Prevention of Cruelty to Children. The recommendations proposed by Mr. Bowley at the meeting of the Church of England Men's Society already referred to were published on the first page of an issue of the magazine. These were accompanied by the comment, “Judging from the necessity of bringing such proposals forward, it may be imagined this British Colony is a long way behind in its treatment of children”. It was noted, however, that a great many influential people in Britain were worrying the Colonial Office on the subject. The editor surmised, "the Governor must be having quite a busy time answering the inquiries of the Colonial Office in regard to these questions“. In November 1920 a Director of the British National Society for the Prevention of Cruelty to Children asked the Secretary for the Colonies for an interview with Mr. Claude Severn, the Hong Kong Colonial Secretary who was on leave in England, to discuss with him the matter of the welfare of children in Hong Kong. Parliamentary question December 1920 Mr. A. Davies in December 1920 asked in a Parliamentary Question if there was any legislation in Hong Kong controlling the type of work done by children, the hours they worked, or their employment in work injurious to their health. The Government spokesman replied that there was none, but the Governor was being asked for a report on the subject of child labour. Another question was raised at a session soon after. No communication with the various prisoners-of-war camps or hospitals in other parts of Hongkong was permitted, so that wives in the camp could neither send messages to, nor receive them from, their prisoner-of-war husbands. Some were unable to find out whether their husbands were prisoners or not. This seems a quite unnecessary cruelty. Dr. Selwyn-Clarke. I have made a passing reference to Dr. Selwyn-Clarke (Director of Medical Services in the Hongkong Government), but he deserves more than that. The Japanese found it worth their while to allow him and his wife and a small group of British relief workers under him to remain outside the camp and they were primarily engaged on relief work in the Colony. But he had secured the confidence of the Japanese Military Authorities and was allowed to visit the camp frequently on the strict understanding that he gave no news and discussed nothing but medical and relief matters. He visited the camp once or twice a week, talked to the doctors and the Welfare Committee's representative, found out what wanted doing and then in Hongkong tried to get it done. Everyone in the camp knew that almost all the improvements in diet and other matters were the result of untiring efforts on his part, but not so many knew that he had been equally untiring in his efforts to relieve distress among the Chinese population of Hongkong whose plight was immeasurably worse than anything the Stanley internees had to endure. L Camp management, discipline, etc. When the camp was first opened, the Japanese put in a number of English-speaking Chinese as block supervisors. Their duties were never clearly defined, but they formed the only channel of communication between the Japanese and the internees. Then the internees elected Communal Councils (one for each of the three communities British, American and Dutch) and these Councils, working in cooperation, ran the camp and were recognised by the Japanese as the spokesmen of their national groups. Later a Japanese Superintendent was appointed (Mr. Nakazawa). He lived in a separate house in the camp and had two or three Japanese satellites. About the same time Mr. Gimson (Colonial Secretary) and Mr. Alabaster (Attorney General), who had hitherto been allowed to remain outside and to act as liaison officers with the Japanese, came into the camp. This brought to a head a conflict which had been going on subterraneously between the Hongkong Government officials and the rest of the community. A meticulous researcher and skilful writer who also provided the readers with clear and interesting photographs, Dr. Atwell has produced a book that is a joy to behold, both for specialist readers and non-specialists. She has shown admirable understanding of Chinese institutions and British thinking, and thus has recreated an area that had needed a thorough examination by historians looking at imperialism in China. Dr. Atwell has found, for instance, that the leasing of Weihaiwei was not a simple and straightforward matter. The Chinese had first proposed the leasing through Robert Hart of the Imperial Customs Service and Ambassador MacDonald at Peking to a reluctant British cabinet. Then, after the British cabinet were convinced of the value of leasing Weihaiwei, the Chinese had second thoughts. Together with other diplomatic and political complications, it was not until 24 May 1898, after the Japanese forces withdrew, that the British ensign was finally hoisted over the port. The tea party was held in the grounds of a lovely little Elizabethan-style house recently opened as the headquarters of the Sino-British Cultural Association. It was hard to believe that all the work of reconstruction, the town planning, the laying out of parks, the building of government offices, which had continued uninterrupted since Nanking had become the capital, those material expressions of the national effort to drag administration out of the centuries-old morass of incompetence and venality, were so soon to be wrecked. The fighting in the north went badly for the Chinese, who were repeatedly compelled to withdraw. They accordingly decided to divert the Japanese effort to a terrain more favourable to themselves, and nearer to the main bases of their army. Two divisions were concentrated on the outskirts of Shanghai, and it was their attempt in August to drive the small Japanese garrison into the Whangpoo, the tributary of the Yangtze on which Shanghai stands, that unleashed the aerial war in central China. The Chinese light bombers tried to sink the Japanese flagship, H.I.J.M.S. "Idzumo", where she lay anchored off the Shanghai waterfront, and the Japanese retaliated by attacking Chinese airfields in the vicinity of Shanghai, Hangchow, and Nanking. Realising the danger of air raids, but without experience, the authorities in Nanking in an excess of zeal issued instructions that all light-coloured buildings were to be painted black, and so through the advancing days the view from our windows turned from the bright red and green of brick and tile to a blurred dirty grey. Even the white and blue omnibuses were changed to match the mud of the roadway. For our part we got hold of some bituminous paint and caused it to be spread on our red-tiled roof; but in the course of time rain streaked it and spoiled the effect. The first air raid caught us by surprise at lunch on August 15th. A warning system had been established, but when the 'phone rang to advise us that the alarm had gone we did not know what to do. Someone remembered we had a large Union Jack in the attic, which after some discussion, feeling rather foolish, we decided to spread on the lawn. It would often be convenient to meet for cocktails before a meal, and in this way the habit had grown of doing business outside the office, either seated at a small table, or with one foot on a brass rail. When the Chinese Government evacuated Nanking in November 1937, the various Purchasing Departments moved to Hongkong, which, with the closing of the Yangtze, had become the main port of entry for supplies into China. The ships docked alongside at Kowloon, or discharged their cargoes into lighters in mid-harbour. The railway between Hongkong and Canton had been completed nearly forty years previously, but the railway from Hankow on the Yangtze to Canton was only opened to through traffic in March 1937. That was before the war with Japan broke out, and in line with its anti-foreign policy, the National Government refused to connect the Hankow railway at Canton with the line from Hongkong. The intention was to inconvenience transhipment of cargo at Hongkong on to the railway and to favour use of the small steamers which sailed up the shallow waters of the Pearl River to Canton. This shortsighted policy was now quickly reversed and a connecting loop put in so that cargo loaded onto rail at Hongkong could go straight through without further handling to Hankow. My business was mainly with the Chinese Government Purchasing Departments, and very efficient they were. They drove such hard bargains that the staff might have been Scots, though most claimed to have been trained in the States. The Hongkong government gave every facility for the traffic and there can be no question but that the existence of Hongkong as a British colony at this time was a great help to the hard-pressed Chinese. ― As regards the administration of Hongkong by the Colonial Office, by almost any western standard it was good. It was essentially better than anything that could be found in China or in Chicago but it was by no means perfect. The administration suffered from the defects of bureaucracy. With the fall of Tengyueh, soon after, the rebellion was finally suppressed. Survivors of Sultan Suleiman's family took refuge with King Mindon at the Court of Ava in Mandalay. Two years later a British consular official, Margary, who had been appointed with the consent of the Chinese government to accompany a British expedition, which was to leave Bhamo to explore a commercial route to Tengyueh - now called Tengchung - was murdered under treacherous circumstances near the latter town. It was thought at the time, but not proven, that a Chinese official, named Li Su Tai, whose mother was Burmese, was implicated: the incident led to negotiations between the Chinese and British governments and was settled by the Chefoo Convention. After the British occupied Mandalay and Upper Burma in 1885 they sought to define the boundary between Burma and China. The question was not found to be easy because the Chinese advanced claims to large sections of territory which had obviously been part of the Kingdom of Ava. However, a considerable length of boundary was agreed upon and marked by enormous stones: they are the size of a small cottage, I suppose to discourage easy removal, and each stone is numbered and its position is marked on the quarter-inch map. The length of border left undefined made for an unsatisfactory situation, not unlike that between the United States and Mexico before that boundary was fixed, or like the situation which now exists on the border between China and Tibet. Various attempts were subsequently made to agree the undelimitated part of the boundary, and by 1942 only a stretch of the frontier from just N.W. of Tengchung up to Tilset remained undemarcated. The railway from Haiphong, through Indo-China, reached Kun-ming in the early years of this century and so opened the province to French influence; whether, however, owing to strong local conservatism or a lack of enterprise on the part of the French, their influence appears to have left little mark. It was only with the opening of the Burma road in 1939 that Yunnan for the first time felt the full impact of the modern world. I had had no previous experience of western China. I knew that Lung Yun, the Old Dragon, as the Governor of Yunnan was generally called, had for long been almost independent of the National Government. Mr. William Ross was the head of the Volunteer Fire Brigade and had suffered severe injuries in December 1879 in fighting a fire. Upon his release from hospital some ten months later the insurance companies of Hong Kong raised a fund for him to show their appreciation. Among the subscribers were Arnhold, Karberg and Co., agents for Lancashire Insurance Co.; Garlowitz and Co. agents for Hamburg Bremen Fire Co.; Melchers and Co. agents for North German Fire Insurance Co. and Royal Insurance Co.; Meyer and Co. agents for Prussian National Insurance Co. in Stettin; Pustau and Co. agents for Fire Insurance Co. of 1887 of Hamburg and the General Life and Fire Assurance Co.; Sander and Co., agents for Hamburg-Magdeburg Fire Insurance Co.; Scheele and Co. agent for Lubeck Fire Insurance Co.; Eduard Schellhass and Co. agents for Hanseatic Fire Insurance Co.; and Siemssen and Co. agent for Transatlantic Fire Insurance Co. (HKT 3 Oct. 1880) Steamship Lines William Pustau and Co. was appointed in 1848 an agent of the Austrian Lloyd Steam Navigation Co. The route was from Trieste to Alexandria, then by land to Aden on the Red Sea where the traveller could connect with the P. and O. Line to Galle in Ceylon (FC 5 Dec. 1848). In 1886 the German Lloyd Steamship Co. opened an office in Hong Kong. In 1914 it and the Hamburg Amerika Line had Hong Kong offices. Internment of Germans in 1914 War declared between Britain and Germany on 5 August 1914. A few days later the Hong Kong Government placed enemy aliens under parole. They were restricted to certain areas and had to report to the police at stated times. This arrangement was not sufficiently tight to satisfy Major George F.H. Kelly, the Officer Commanding British Forces in Hong Kong. He saw the German residents of Hong Kong as a distinct threat to the speedy end to the war. He conveyed this opinion to the Governor of Hong Kong. An important backdrop to these events was the fact of a politically disintegrated China with a north-south divide between Canton and Beijing. As shall be seen, these endeavours involved not only regionalism as such, but a number of economic calculations on the part of the financiers who, by funding these regional governments, requested control over provincial banks, tax collection, purchases, and the management of public properties in Guangdong. These incidents highlight what will be a recurring theme in this article - business investments relate closely to politics and in some environments, even politics itself is a kind of business investment. One argument presented in this article is that such an environment can be found in the Republican period Guangdong. The major investors in this political market, however, were the settlers in British Hong Kong. Hong Kong Society and the National Politics of China In any discussion of Hong Kong society, I think three major background factors are crucial. They are the British presence, the national politics of China, and the aspirations of different Chinese groups in Hong Kong. Political investments by Hong Kong Chinese in Guangdong serve to illustrate the interaction of these three factors. Colonial rule created new national and communal identities among the colonized, which affected their political behavior. Many stateless societies, such as India and Africa, eventually became independent states in the process of decolonization as the concept of nationhood was transplanted from Europe. Speculation arose over whether Li would really depart from Canton. The Governor was informed by the Chinese Legislative Councillors that while Li did not dare to disregard the imperial edict, he would welcome an excuse for refusing. In the meantime, the Governor of Hong Kong sent an urgent telegram to London asking for permission to detain Li by military force. London called upon the British Consul in Beijing for advice. This Consul, always on good terms with Beijing, advised that Britain should remain neutral. On the day when the Governor met Li, he recorded something very interesting: The Viceroy then asked... whom the Powers wanted to see to be Emperor. Who would England like to see Emperor?... I answered that in such an event the Powers would probably ask the advice of the strongest man in China that they could find as to what was best to be done. Ending his record, the Governor predicted that Li would remain in Shanghai until "the tide turn[ed]”. His prediction proved to be correct. Through Hong Kong, Li travelled northward, and stayed in Shanghai for three months, before he departed for Beijing probably after the "tide really turn[ed]". The Late Qing Reforms To curb this rising provincialism, the Manchu government put forward a constitutional reform in 1904. Part of its aim was to institutionalize and to centralize the practice of networking. The Manchu government introduced reform to re-define élite status in China - the imperial examination was abolished, a merchant charter was introduced, China's first legislation on chambers of commerce came about, and the first company laws were implemented. Accordingly, all commercial associations were to be reorganized as chambers of commerce. Through the medium of these chambers, merchants and companies were required to register with the Beijing government. These policies intended to organize a national system of chambers of commerce which corresponded to a hierarchy of regional assemblies leading all the way up to the Senate in Beijing. In economic terms, several Commissioners of Business Promotion were appointed by Beijing to supervise the ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1997 https://digitalrepository.lib.hku.hk/catalog/wp98g7579 The effective block was however contained in the Dickinson Report itself which, although signed unanimously, contained two Notes of Reservation by four of the six signatories. An undogmatic report in which only the chairman and one other seemed wholeheartedly to believe was easily left on one side. The officer who admired the Urban Council subscribed to the spirit of the report but was unhappy with the possible division of the colony into as many as nine council areas within a single command span, without an intervening tier, in that tier he saw a future for a widened Urban Council, in the oversight of the fledglings. He preferred a gentle step by step evolution, taking into account Hong Kong's present lack of talent and expertise in administration, the need not to offend traditional institutions and loyalties, Chinese unfamiliarity with elections, and public suspicion of all uncharted changes. He did not co-ordinate his note with the other semi-dissenters. The Chinese officer and the two with a general Hong Kong administrative background thought that the report provided a sound basis for citizen participation; but because of its reliance on the ballot box they doubted widespread public acceptance and goodwill, and whether it would attract the best candidates instead of unscrupulous or corrupt power-seekers. If the Urban Council could not attract heavy registration or electoral turn-outs, nor substantial numerical following among ordinary citizens (a picture which most of those who had never served with the USD recognised), how much less would the new authorities? They pointed to a recent UK National Association of Local Government Officers (NALGO, in modern times absorbed into the public services trades union UNISON) submission recommending abolition of small local authorities and restriction of British local government to regional councils with policy powers only, thus giving wider executive powers to their officials, the union's members. This was bolstered by the Note of Reservation's confidence in a Chinese pattern of strong bureaucratic control disciplined by strict moral principles. They too therefore sought a step by step approach, through a preliminary more determined tapping and usage of the known valuable reserves of respected, able and public-spirited true community leaders who were, they said, at present rarely found among the government's nominated or appointed councils. Projects Projects carried out during 1998/1999, in addition to the photographic exhibition on the Landmark Bridge mentioned earlier, included two projects in conjunction with the British Association of Cemeteries in South Asia (BACSA) (see Appendix C). One project was to try to trace seven graves of Europeans buried in Hong Kong or elsewhere in China. The second project, also in conjunction with the BACSA, was to help two of our overseas members, Rosemary Lee and Captain A C Bromfield, research the life of Master Mariner Samuel Cornell Plant, who died at sea in 1921. Research on the latter project is continuing. In another case our member, Dr K Gaseltine, assisted the National Library of China for one week in Beijing (see Appendix C). It is laudable that your Branch has been able to link up with other associations or institutions to undertake these projects and we are extremely grateful to all our members who gave of their time and efforts (and in the case of the library project supported herself financially). The RAS Volunteers In 1991 a number of RASHKB members, together with members from the Hong Kong Society of Architects, formed a working group to assist the Government Antiquities and Monuments Office with the inspection of buildings. In 1997 this group was reactivated and it now consists entirely of RASHKB members. The RASHKB photographs of Western and Sheung Wan aroused considerable interest among the public. The main purpose of the exhibition was to boost RAS membership. Although many RAS members helped mount and man the exhibition, most of the planning and the bulk of the work was undertaken by Robert Nield and Tim Ko. Members Philip Bruce and Arthur Hacker also helped plan the recruitment drive, with the latter designing a new RAS brochure assisted by Dr Michael Lau for the Chinese translation. We are grateful to all who assisted in any way. (b) Tracing Graves: From July to September our Branch was involved with tracing seven graves for the British Association of Cemeteries in South Asia. The requests to trace these graves came from descendants of the deceased living in Britain. Four of the graves were traced in Happy Valley and Carl Smith was able to trace, from his card index system, that the fifth person had died in Ningbo. The bulk of the research in Hong Kong was undertaken by Dr Dan Waters with help from the Government Urban Services Department. (c) Samuel Cornell Plant (1866-1921): Commencing in September as an ongoing project, two of our overseas members, Captain A.C. Bromfield and Mrs Rosemary Lee, have been assisting the British Association of Cemeteries in South Asia research the life of Captain Plant. He was an inspector in the Chinese Maritime Customs on the dangerous upper section of the Yangtze River and he and his wife are buried in Happy Valley. The RASHKB has been involved at the Hong Kong end where research has been undertaken by Dr Dan Waters. (d) The National Library of China: From 17-24 January, 1999, RASHKB member Dr Kazimiera Gasztine worked in the National Library in Beijing, in an honorary capacity, assisting staff translate passages into English, and writing synopses of the contents of old and rare works. Page 195 Page 196 ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1998 https://digitalrepository.lib.hku.hk/catalog/1g05n0794 404 VISIT TO THE AUREL STEIN COLLECTION OF THE BRITISH MUSEUM PAUL BOLDING The collection that Marc Aurel Stein took to London in the first decade of the 20th century yielded some of its secrets to a group of "Friends" who visited the British Museum on October 25, 1999. Dr Anne Farrer, the curator, kindly agreed to show some of the undisplayed objects to members of the Friends of the HK Branch of the RAS in London. The BM collection includes scrolls, paintings on silk and other textiles that Aurel Stein removed from Cave 17 at Dunhuang, Gansu province. The cave, a memorial chapel to a 9th century monk, was walled up in the 10th century for reasons that are unclear and was opened on June 21, 1900. Aurel Stein was the first foreigner to gain access to the cave, in 1907. He collected many thousands of objects, some 5,000 of which rest in the tiny, windowless, air-conditioned "Stein Room" in a corner of the BM. (He also bought some fakes, but that is another story.) The cave itself contained some 40,000 objects. The British Library alone holds some 14,000 scrolls and fragments in Chinese. It acquired textual material, including the "Diamond Sutra", the world's earliest known dated printed book, after it was founded in 1973. As Stein had financial support from the Government of India as well as the British Museum, further material went to the National Museum in Delhi, mainly three-dimensional pieces and wall paintings. This was a period when countries were vying to expand their museum collections, and others were soon attracted to the area. As a result, objects from Dunhuang are found in Russia, Japan, France, Germany and elsewhere. A thriving international scholarship surrounds the material today. China has made no secret of the fact that it would like the Dunhuang material returned! Dr Farrer showed a dozen or so of the most beautiful and interesting objects, explaining their significance. He continued to promote China's participation hoping for future political and financial advantages which might accrue providing further expansion of his own empire of bureaucratic and financial interests. Lord Inchcape, the chairman of the Port and Transit Executive Committee, had already suggested the formation of Transport Workers Battalions to assist in clearing ships' cargoes for speedy turn-around. Some considered that delays in this area resulted from dock-workers not working a full day or were too few in number to carry out the work. To placate the unions, their representatives were appointed to serve on the Committee. Ernest Bevin, the national organiser of the Dock, Wharf, Riverside and General Worker's Union [the Dockers' Union] considered that the port authorities intentionally created labour shortages as an excuse for employing non-union labour. After an agreement had been reached with the Government as to further representation by Union members to serve on the Committee, Ernest Bevin became a member of the Committee. However, because it was considered that agreement with the Unions would not be reached, as to the employment of foreign labour, it was decided to look elsewhere for additional manpower. Throughout the war, trade union pressure prevented the introduction of Chinese labourers to the British Isles. Many years previously, Chinese had travelled to work, under contract or treaty provisions in, for instance, the gold mines of South Africa. They were tempted to do so due to poor conditions in China and because of the comparatively high wages offered. Recruitment The French pioneered the scheme to recruit Chinese to serve as non-military personnel, negotiations being conducted by government officers posing as civilians to protect the Chinese Government and its neutrality from controversy. The contract to supply 50,000 labourers was agreed upon on 14 May 1916 and their first shipment left Tianjin for Dagu and Marseilles in July 1916. Chinese government official and financier. Under the Qing government, amongst his financial dealings, he helped found the Bank of Communications (1907). He was President of the Board of Communications (1912), Chief Secretary in the Presidential Office and General Manager of the Bank of Communications, acting Finance Minister (1913-1915); Director-General of the National Revenue Administration and Director-General of the Domestic Loans Office. He was linked with Yuan Shikai and in 1916 fled to Hong Kong. He formed the Wei Min Corporation for the recruitment of Chinese labourers to serve in France, as a proponent of China's entry into the war. Returning to Beijing in 1918, he was made Chairman of the Board of the Bank of Communications; Speaker of the National Assembly; Director of the Domestic Loan Bureau (1920); and Prime Minister (1921-1922). After exile (1922-1925) he again served in the Beijing Government under both Duan Jirui and Zhang Zuolin. He retired to Hong Kong in 1928 after the Northern Expedition reached Beijing. This was usually referred to by “real” soldiers as the Crosse and Blackwells, as this British provision company had a very similar crest. Lt Col. Bryan Charles Fairfax, a Yorkshireman, was born on 12th September 1873, the second son of Col. T.F. (or L?) Fairfax of the Grenadier Guards and passed through the Royal Military College, Sandhurst, being commissioned on 8th March 1893 into the Durham Light Infantry (DLI). He was posted to the 2nd Battalion, then serving in India. In 1898 he volunteered for service with the newly raised 1 Battalion, The Chinese Regiment of Infantry, stationed in Weihai ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 6 Straits Settlements, but not to Hong Kong. The governor protested to the Colonial Office at Hong Kong's exclusion in 1907, 1910 and 1912 but the Canadian government refused to include Hong Kong within its preferential tariff on the grounds that goods from China might be shipped through Hong Kong's open port and fraudulently obtain the benefit of Canada's preferential tariff." So Hong Kong's exports of cement and refined sugar were taxed at the highest rate and soon lost their market in Canada. In 1912 a trade agreement was negotiated between Canada and the West Indian colonies whereby Canadian exports were granted preferential tariffs in return for Canadian preferences on Caribbean cane sugar, cocoa beans and lime juice. The West Indian colonies negotiated this trade agreement directly with Canada and the secretary of state for the colonies raised no objection. These preferences were increased by a new trade agreement in 1920 and were generalised to benefit goods from all empire sources.20 The Colonial Office invited all colonies and protectorates to consider the practicability of introducing preferential rates of duty for goods of imperial origin. But most of the colonial empire was prevented by international treaties from imposing discriminatory tariffs. Northern Rhodesia, Kenya and Uganda, being part of the Congo Basin, were forbidden to discriminate by the Convention of St. Germain (1919); Nigeria and the Gold Coast by the Anglo-French treaty of 1898; and Tanganyika, Togoland, Cameroons and Palestine were mandated territories of the League of Nations which prohibited discrimination. By 1932 the only colonies which were free to adopt imperial preference but had not done so were Somaliland, Ceylon, the Straits Settlements, Hong Kong and certain islands in the Pacific." Canada and New Zealand were the only dominions which granted any preferences to the colonial empire before 1932. Australia, South Africa, Newfoundland, Southern Rhodesia and India granted none. The world trade depression which began in 1929 convinced British politicians that the liberal principles of free trade which had been followed for the past 70 years must be abandoned. The National government elected in 1931 quickly passed the Import Duties Act which imposed a general duty of 10 per cent ad valorem on all imports. Section 5 of the act granted an entire exemption from the general duty to imports from all colonies, protectorates and mandated territories, provided that at least 25 per cent of the value was derived from materials grown or produced or from work done within a part of the empire." Imports from the dominions and India were exempted from duty only until November pending the outcome of an Imperial Economic Conference." He told Endacott how he met farmers and fishermen, Hoklo and Hakka speakers, and gradually won acceptance: at one stage, he had to undergo a “blood ceremony” with some pirate families in the Mirs Bay and Bias Bay area. Trained in SOE tactics, he realised that these close-knit communities, with their tradition of secret societies and their sometimes justified tradition of being outlaws, alienated from established government, were an ideal ready-made resistance underground. Strategically, the hinterland behind Hong Kong was a critical buffer zone in the event of Hong Kong being occupied. It would be the area through which information, personnel, and material would enter and exit. Hence the extreme importance placed on developing relationships with all the local people, whatever their politics, and channelling their interests in support of the British cause. Shortly after the fall of Canton in 1938, a guerrilla unit was formed, nominally under national government influence, to assist in carrying out resistance against the Japanese in the East River Area, just north of Hong Kong, and along the lines of the Kowloon-Canton railway from Sumchun to Sheklung. This unit was commanded by the charismatic ex-seaman Tsang Sheng, whose vision of social change was far closer to communist values than to the increasingly right-wing KMT. Because his power base was the region behind Hong Kong, not especially loyal to the central government, he was able to break free and declare his communist sympathies. He consolidated his influence over the area by earning the support of the local populace and by controlling the worst excesses of bandits, many of whom at this period were KMT supporters. Tsang’s army of guerrillas, known as the Guangdong People’s Anti-Japanese Resistance Unit, or the East River Column, formed the strongest, best-organised, and most aggressive Chinese military formation in the vicinity of Hong Kong. Kendall noted that these men were well-armed with Mausers and decent equipment, funded either by the Communist Party or by the relatively prosperous villagers who had overseas remittances from men working abroad. He knew that many in the KMT were as violently opposed to the Communists as they were to the Japanese, and that working with the Communists would be a high-risk strategy, but it was essential in a region so crucial to Hong Kong. It is known that Kendall was involved in negotiations with the Communists. The Admiral, who had lost a leg in battle in his youth, removed his wooden leg in which he had hidden $40,000xiii and dived into the sea. Fortunately, his ADC was Henry Hsu Heng, the tall, athletic championship swimmer. Hsu helped the injured Admiral swim through the choppy waters, torn by shellfire, and alive with dangerous stinging jellyfish, until they clambered onto the rocks on Ap Lei Chau Island. Still under fire, the party was able to reach the relative shelter of the oceanward side of the island. Lt Commander G H Gandy, commander of the flotilla, was to tell the story of how he had received orders to withdraw from Aberdeen because the boats were coming under heavy fire, but, as I had not got the two important Chinese personages aboard and had no news of them, and as also movement by daylight would be obvious to the enemy, I consulted with Mr FWK with whom I had been told by the Commodore to collaborate in the matter of escape from Hong Kong, and decided to wait." It was providential that he decided to honour his original orders, for at 17:30 hours, one of his men signalled that someone was swimming out to his vessel. It was one of the men from the Chan Chak party. The group was rescued. The boats proceeded to Mirs Bay, where on the orders of Admiral Chan they anchored at Peng Chau Island. Kendall went ashore, bringing back with him the local village elder, whom Admiral Chan interviewed. Learning that it was safe to proceed, the flotilla headed towards the mainland at Nam O in Guangdong, where the boats were scuttled. From this point Kendall led the party, linking up with KMT guerrillas, led by a man called Leung Wing Yuen who escorted them to safety. Later, when the communists consolidated their control over all guerrillas in the region, Leung, who had been honoured for helping the KMT Admiral, had to escape the region himself. Intelligence and politics Why was so much effort taken to help a Chinese Admiral escape from Hong Kong when, at the same time British Generals were being rounded up and made prisoners of war? Admiral Chan Chak was of such importance to the British that they were prepared to organise an elaborate escape, involving what eventually became some seventy men, including 15 senior officers, at the very moment when all was lost in Hong Kong, Admiral Chan represented the Chinese National Government in Hong Kong. When Harrop went to Chongqing the first person she contacted was her old friend from pre-war, Madame Soong Ching Ling. Madame Soong was the widow of Dr Sun Yat Sen, founder of the Chinese Republic and a former Hong Kong resident himself, and graduate of the Hong Kong Medical School which predated Hong Kong University. When Chiang Kai Shek and his extreme rightist faction won the power struggle for control of the National Government, Madame Soong moved to Hong Kong where she and other supporters of the left wing principles Sun had espoused were able to operate with more latitude. She headed an organisation known as the China Defence League which raised funds in support of the anti-Japanese war effort in China, and had connections with many left wing liberal groups, both within China and among the western intelligentsia in Hong Kong and China. This organisation was effectively a form of interface between the KMT Old Guard and more progressive groups. Agnes Smedley, Rewi Alley, Anna Louise Strong and other westerners with strong contacts with the Communist Party under Mao Ze Dong mixed in the same circles as Madame Soong and her supporters, which included Sun Fo, Dr Sun's son by a previous marriage. Sun Fo himself, though he lived in Hong Kong, frequently travelled to Moscow, ostensibly for 'medical treatment,' often staying for long periods. The league did humanitarian work, organising aid for the millions of refugees in Guangdong and in Hong Kong. Percy Chen, son of Dr Eugene Chen, Dr Sun's Foreign minister and close friend worked closely with this aspect of the League's activities. Chen was a socialist and would later declare for the Communist Party. Significantly, FW Kendall had worked with the league in organising programmes to cope with refugees. He himself was something of a refugee, having lost his livelihood in the same Japanese push in Guangdong. Contacts between this left faction of the Guomindang and British people in Hong Kong of a progressive frame of mind were also significant. Hilda Selwyn-Clarke, known as 'Red Hilda' not only for the colour of her hair, but for her politics, was part of this group, rather than a member of the conventional, highly stratified world of colonial society. Her husband may have been a member of the government administration but she did not subscribe to colonial or establishment values. Boxer's approaches to Chiang Kai Shek came at an opportune time, and might have developed into more, had circumstances so evolved. By spiriting Admiral Chan right from under the noses of the Japanese the British were making a political statement that they, too, could deliver. This was important as the Chinese had perfectly effective escape and intelligence systems of their own: General SK Yee, for example, was able to escape from Apleichau Island, even though the Japanese were almost certainly hot in pursuit and there appeared to be no means of escape for him when he was left behind, believed killed, as the two MTBs flotilla sailed away. Nonetheless to retain their credibility and their claim on Hong Kong, the British had to demonstrate their own ability to create a functional resistance and gain the respect of the Chinese. Being realistic about defeat meant that British military strategists could plan pragmatically for occupation and resistance. It was those who clung to colonialist values who could not envisage that there might in fact be quite sophisticated planning behind the scenes. Quietly and unobtrusively, the British developed a comprehensive and effective network ready to activate as soon as the Japanese attacked. They were not "caught on the hop" by defeat by any means, nor unprepared. The groundwork was developed and networks in place and in some cases already operating. Support was brokered with the Chinese National Government and also with the Communists, and with the influential left wing faction of the KMT as well. The hinterland behind Hong Kong had been surveyed and alliances were in place to support any resistance in occupied Hong Kong. The British military may have surrendered Hong Kong on Christmas Day, but the next phase, war by other means, was poised and ready to unfold. Change of direction Just as refugees had poured into Hong Kong to escape the Japanese conquest of south and central China, refugees began pouring out of Hong Kong within days of the Japanese attack. Throughout January 1942, people were pouring out of Hong Kong by any form of transport they could find: some villagers reported 100 or more passing through each day. At first, the Japanese neither had the inclination to stop them, nor the apparatus in hand to organise an orderly evacuation.
