R. BURKHARDT Richard South, the author of the most popular handbook of British butterflies, prefaces his work by saying, "Almost everyone admires the wild flowers that Nature produces so lavishly, and in such charming variety of form and colour; but, in addition to their own proper florescence, the plants of woodland, meadow, moor, and down have other blossoms that arise from them, although they are not of them. These are the beautiful winged creatures called butterflies, which, as crawling caterpillars, obtain their nourishment from plant leafage, and in the perfect state help the bees to rifle the flowers of their sweets, and at the same time assist in the work of fertilisation. English butterflies rarely obtrude themselves on the stroller's gaze apart from the whites which devastate his cabbages, and the apparently aimless flight of the Meadow Brown, when crossing a hayfield. The real country lover passing through the leafless copse on a sunny windless day in February, may be heartened by the sight of the sulphur yellow of the male Brimstone which, as the "butter-coloured fly", gives its English name to the whole race. In Hong Kong, the most unobservant cannot fail to notice the brilliant "aerial flowers" referred to by the British naturalist, as the purple shot Euploeas, or the yellow Euremas pass him in the very centre of the city. Though the Colony lies just within the tropic of Cancer, at least seventy per cent of its butterflies are Palaearctic, that is to say, to be found normally in a zone running from Africa north of the Sahara across Europe and Asia to Japan and Formosa. The geology and climate of the Colony both militate against the luxurious vegetation associated with a tropical country. Though much has been done by the Government in the way of afforestation, there has not been time since the British occupation to produce the leaf mould and rich subsoil found in primitive jungle and forest, and the flora on which the larvae of butterflies feed is much more restricted than in countries like Malaya and Indonesia. Early collectors identified about 140 different species of butterflies in the Colony, and J. C. HARRISSON and carved wood have also survived there. Some fifty rush mats and wrappings survived under late neolithic or early metal burials in the West Mouth of the Great Cave. PUBLICATIONS Many smaller caves have been studied; and many others are available for study - over fifty. But there is no point in constantly repeating work that is very costly. Rather we seek constantly to define and re-define the project, so as to add new data, modifying or widening ideas — in preference to multiplying the established points. So far, about fifty papers have been published on the Niah results in Asian Perspectives (annually), Archaeological Newsletter, Journal Royal Society of Arts (a general review to 1963), Man (three papers), Oriental Art (Oxford), Artibus Asiae (Switzerland), Bijdragen (Holland), and the Geographical Journal (Royal Geographical Society, London). The full background and a long series of technical reports are published in the last eight issues of the Sarawak Museum Journal (Kuching, Sarawak, East Malaysia). The S.M.J. papers include specific contributions from Dr. R. Brothwell of the British Museum, Miss J. Clutton-Brock of the Institute of Archaeology, Dr. Calvin Wells of the Norwich Museum, Dr. D. A. BLUE The China Navigation Company's Sunning was pirated on 14th November 1926, on a passage from Shanghai to Hong Kong.3 The officers recaptured the ship shortly afterwards, and when they refused the pirates an armistice the latter set the ship on fire. By turning into the wind the pirates were smoked out, and forced to leave in one of the lifeboats. When the fire got out of control the officers and crew were forced to do the same, but were picked up by a Norwegian ship. When the destroyer H.M.S. Verity arrived, however, they returned to the Sunning and put out the fire with naval help. The Sunning was then towed to Hong Kong. The Haiching piracy of 1929 was very reminiscent of the Sunning. The Haiching belonged to the Douglas Steamship Company of Hong Kong, and was pirated while on her way from Amoy to Hong Kong. There were two hundred and fifty deck passengers and four saloon passengers on board at the time, and the attack took place when passing Bias Bay, just a few hours before reaching Hong Kong. The third mate and a Sikh guard were killed in the first few minutes, but the wireless officer continued to send out messages for help. The pirates, unable to get control of the ship, set it on fire; and two lifeboats were burnt out before their resistance was broken. When British warships arrived, they helped to put the fire out, and then towed the Haiching to Hong Kong, where all the passengers were thoroughly screened. Three of them were charged with piracy and murder, but one was later freed through lack of evidence, while the other two suffered the death penalty. Captain Farrar of the Haiching was awarded the O.B.E. for his part in the case. From the pirates' point of view the Anking piracy of 1928 was much more successful than either that of the Sunning or the Haiching. It was probably the classic piracy of modern times on the coast. The Anking, also a China Navigation Company ship, with over 1,000 deck passengers aboard, was on her way from Singapore to Amoy and Swatow when the piracy took place. These passengers were either returning to China to retire, or for a holiday after working in Malaya for several years, and were likely therefore to be well supplied with money and valuables. 3 The Sunning had also been pirated three years earlier, on 23rd October, 1923. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1967 https://digitalrepository.lib.hku.hk/catalog/0c488p70g The China Coasters 85 were very small, but had very powerful engines and steering gears. Only the high passenger and freight charges enabled them to run at a profit. One of the most important cargoes from the Upper Yangtse was tung oil, which was latterly carried in bulk. This oil was used in the manufacture of high quality paints and lacquers, and was so valuable that the privilege of cleaning out the cargo pumps after discharge was one of the most highly prized perquisites of the engine room staff. The Upper Yangtse was too dangerous for night navigation, so that the Gorge boats anchored each night at dusk, and set off again at dawn. Officers on these ships were paid a special bonus after a season on the Upper River, and also given local leave. Because they operated in inland waters, the Yangtse riverboats were exempt from certain of the manning regulations which applied to deep sea British ships. Certificated masters and chief mates were always carried, but sometimes the second mates had no British qualifications, and were either White Russians or Chinese. During the inter-war years these White Russians were often former officers of the Imperial Russian Navy, and without exception were very capable and efficient. On the engine room side the chief and second engineers had British qualifications, but sometimes Chinese third engineers were employed, The opium clipper tradition inherited by the 'China coasters' resulted in smart and well run ships, a credit to the owners and crews concerned. The pre-war 'China coasters' were probably the smartest ships in Britain's Merchant Navy, and their bright paintwork, gleaming brass work, and smart red-sashed quartermasters would have gladdened the heart of old Admiral Benbow. Their closest rivals under the Red Ensign were the coasters of the Straits Steamship Company which were based on Singapore, and which traded round Malaya and the East Indies. 'China coasters', apart from officers, had all Chinese crews, while the Straits coasters and their Dutch K.L.M. rivals had Malays on deck and Chinese down below, a good combination in pre-Sukarno days. Sailors and firemen sometimes spent a lifetime on one ship, and often the bosun and Number One Fireman would have started their careers on the same ship twenty-five years earlier. Sir John, Governor of Hong Kong and Her Majesty's Plenipotentiary in the Far East, reluctantly agreed to postpone the ceremonial explosion from the Rattler's guns until the anxious citizens had been given one day's warning. The Siamese had cause for concern. The Burmese, their traditional enemies, had been conquered by the British; and a dozen years before the Bowring mission the great Chinese Empire had been defeated by the British navy. On their eastern frontier, the Siamese watched with alarm the French encroachment on Cochin-China and their own dominion of Cambodia. To the south of the Isthmus of Kra British power was spreading into the Malay States, including Kedah, a feudatory of Siam. But their fears were to prove unfounded. The Bowring mission to Bangkok was completely successful for both British and Siamese. On April 18th, 1855, a Treaty of Friendship and Commerce was signed, an agreement which was to secure for Siam, alone in south-east Asia, independence from colonial rule and which set her on the long, painful road of modernisation. Force had been used to 'open' China. In the same year as Bowring's peaceful mission to Bangkok Commodore Perry's American warships were demanding commerce and navigation rights of the Japanese. Instead, the system was adopted in the early 1880s of sending cadets to Peking where they learned Mandarin, which was little used in Hong Kong.24 Finally, in the late 1880s cadets were sent to Canton to learn Cantonese, and this arrangement continued in force until the Second World War. Cadets at Canton were billeted in the former residence of the Tartar General, which was taken by Britain after the war of 1857-60 and became His Britannic Majesty's Yamen. When the Consulate was transferred to Shameen, the area of original European settlement, the Yamen was turned over as a place of residence for cadets of the Malayan and Hong Kong Civil Services learning Chinese. Some cadets also resided in Shameen. In the early 1920s, according to Victor Purcell,25 who was then a Malayan cadet, there were in Canton usually about 15 or so cadets, the majority from Malaya, but a few from Hong Kong, and one or two police probationers, who were taught Chinese by a small band of Cantonese teachers... with a core of about half a dozen stalwarts who had taught generations of cadets in the past'. Sir Alexander Grantham, who was also a cadet in the 1920s, tells us that in his day there were about half a dozen cadets living in the Yamen.26 It is clear from his memoirs that the Hong Kong Government exercised little supervision over its protégés in Canton. So long as the cadets passed their examinations—four examinations taken at six-monthly intervals—cadets had two years of glorious freedom in a very free and easy Chinese city. Cadets appointed to the Hong Kong Civil Service, or transferred from other colonial territories in Asia, had much in common. All were British subjects of pure European descent and all entered the Colonial Service at approximately the same age. They were educated at fee-paying schools, but most had their schooling at minor public and obscure private schools, not listed in the Public Schools Yearbook: only one Etonian, one Wykehamist, two Rugbeians and two Harrovians are to be found among the eighty-five. The majority proceeded to the universities of Oxford and Cambridge but a substantial contingent—over 30 per cent—came from universities in Scotland and Ireland; only a handful—nine in all—were from London or English provincial universities.27 A few—Cecil Clementi, R. F. Johnston, J. H. Stewart Lockhart, F. H. May and A. M. J. LETHBRIDGE Hong Kong, needless to say, was not Africa, and the Hong Kong cadet did not spend his working life in the bush adjudicating the disputes of unsophisticated natives. He worked mainly, unless one of the District Officers in the New Territories, in a many-layered urban society, in which were to be found a number of extremely rich and some highly erudite Chinese. The population of Hong Kong was related in terms of race, language and culture to that of China, the home of an ancient civilisation; and cadets spent two impressionable years learning the language of that country and something of its splendours, and its miseries as well. I suspect many cadets were deeply impressed by their contact with the culture and civilisation of the Chinese, that a process of 'mandarinisation' often took place, especially among those working in the Registrar-General's Department (the Secretariat for Chinese Affairs) where official documents were published in the same form and style as those of the Imperial Chinese bureaucracy.31 I suggest that cadets were paternalistic towards the local population, but that their paternalism was Confucian in spirit and understood by Chinese. Their background and training, in its historical context made this era of cadets not unacceptable to, though not necessarily liked by, Hong Kong Chinese with memories of the behaviour of Chinese officials across the border. British officials acquired in Hong Kong, then, a gloss from the population they ruled. Sir Frederick Lugard, 'in gentle derision', called cadets 'the twice-born';32 and Reginald Stubbs, on a special mission from the Colonial Office to Malaya and Hong Kong, exclaimed in 1910 that they were prepared to advance claims to act for the Almighty'.33 Exposure to life in an English public school and then to life in an Eastern Colony, led not unexpectedly to this consummation of belief. The contribution made by cadets and ex-cadets to sinology and scholarship in general is impressive. One has only to take note of the publications of such officials as Alfred Lister, J. H. Stewart Lockhart, R. F. Johnston, G. R. Sayer,34 S. F. Balfour,35 Walter Schofield,36 Soame Jenyns,37 R. A. D. Forrest,38 and K. M. A. During most of the inter-war years a Norwegian company also operated a weekly service between Swatow and Bangkok in opposition to the China Navigation Company; but the latter's faster and more modern ships enjoyed the lion's share of this trade. The Singapore trade was an inheritance from the Blue Funnel Line, and came to the China Navigation through their close connection with the Holt family. For several decades before the First World War much of the emigrant trade to Indonesia was in the hands of German companies, but when German overseas shipping was eliminated after the outbreak of war in 1914 this trade passed to Dutch companies, in particular the K.P.M. and the J.C.J.L. lines. Previous to 1890 a consortium of Dutch planters had employed coolie brokers in Singapore and Malaya for recruiting purposes, and Malaya was always something of a reservoir of Chinese labour for much of South-east Asia, especially for Indonesia and Siam. Entry into Malaya was easier than elsewhere, and there were more frequent and cheaper shipping services between south China and the Straits. It was always a comparatively simple matter for Chinese—authorised or unauthorised—to cross the short Malacca Straits into Indonesia or the ill-defined boundary between Malaya and Siam. The Indo-China Steam Navigation Company was not nearly so deeply involved in the southern deck passenger trades as the China Navigation Company, but their Japan-Calcutta ships took part in the Straits trade on their way up and down the coast, and their Hong Kong-Sandakan ships had a near monopoly of the comparatively small trade to British North Borneo. Most coasters on the Hong Kong-Shanghai service called at Canton and carried deck passengers, but there was also a small fleet of specially designed river steamers employed between Hong Kong, Canton, and Macao, which provided daily and nightly services between the three ports, and thus an out and in connection for emigrants. The Canton river steamers were smaller editions of the Yangtse steamers, and their night departure from the Praya at Hong Kong, when they were a blaze of flamboyant and garish lights, was a spectacular sight before the Second World War. D. BLUE and Canton, and the shorter passage between Hong Kong and Macao, was for many Chinese passengers an opportunity for a prolonged gambling and drinking session. The peak years of Chinese emigration to South-east Asia were those immediately preceding the world-wide economic depression of the early 1930s. The rubber and tin industries of South-east Asia were particularly hard hit by this depression, and Chinese immigration into all the countries of the region was severely curtailed. There had only been a very partial revival to pre-depression levels when the Pacific War broke out, soon after which Chinese emigration completely ceased. Owing to the different countries of South-east Asia adopting different methods of classifying nationality, it is practically impossible to obtain an accurate estimate of the number of Chinese in the region at any time; but well-informed authorities agree that at the outbreak of the Pacific War the number of people who regarded themselves as of Chinese race was about 8 million, that is between 5 and 6% of the total population. By far the greatest concentration of Chinese was in Malaya, where in 1947 the Chinese population of the Federation and Singapore was 2,605,000 out of a total population of 5,823,000. Singapore was, and still is, almost a Chinese city, and in 1947 there were 730,000 Chinese in a total population of 941,000. It is even more difficult to estimate how many Chinese were moving between China and South-east Asia in any year, but considering isolated figures relating to different countries, this must have amounted to several hundred thousands when the traffic was at its height. In 1929 Indo-China had a surplus of Chinese immigrants over emigrants of 40,000; while in the same year 195,000 Chinese males entered Malaya. In 1937 again some 8,000 Chinese entered British North Borneo. Although mainland Chinese have been unable to travel abroad since 1949, Chinese still move between Hong Kong, Formosa, and South-east Asia; but their numbers are infinitesimal in comparison with the vast traffic during the colonial era. However, the China Navigation Company is engaged in two specialised passenger trades which bear a little resemblance to the emigrant and deck passenger trades of the old days. WRIGHT* (The text of a lecture given to the Branch on 18th January 1972) To the reading public a hundred years ago the name of Raja James Brooke and his oriental kingdom of Sarawak, then a medium-sized principality on the northwest coast of Borneo, conjured up visions of dark impenetrable jungles; tropical rivers and mangrove coasts infested with the fiercest and most barbaric of pirates; and a pagan headhunting primitive people, ruled over by a Malay sultan and a court of Malay chiefs who had over long years of decline and corruption been reduced to only slightly more respectable status than the pirates. Brooke was usually presented in a highly romantic light—the best type of British export, the humanitarian colonial who helped penetrate the barbaric darkness of remote Borneo and who was holding the thin precarious line of civilization. Joseph Conrad and later, Somerset Maugham, added to the romance and colour surrounding the Borneo and Malay world of which Brooke was an important part. Much that went to make up this mental picture of Borneo in the English reading world was fact. There were pirates aplenty. The Sultanate of Brunei had declined to a low state of impotence and corruption, Brunei was by the nineteenth century one of those decaying Moslem states of the Malay world about which the historian Lennox Mills wrote, + The rule of the Malays was as weak as it was cruel and oppressive; individually brave, they were unable to prevent their state from crumbling to pieces before their eyes. The Malay nobles appear to have divided their time between intrigue and dissipation at Brunei Town, and the oppression of their Dayak subjects. + Many of the Dayaks were indeed the fierce headhunters that were depicted in the nineteenth century accounts. D. BLUE Chinese shipping in these years, and anti-Japanese boycotts led to the virtual disappearance of Japanese shipping for long periods. Not that these last few years were trouble-free for British ships. There were also anti-British boycotts, brushes with pirates, war lords, and lawless soldiers, and the famous 'Wanhsien Incident' of 1926 which has already been described. Then when Japan gained control of the Lower Yangtze at the end of 1937, the British presence on the Yangtze rapidly declined. Hankow became the capital before Nanking fell to the Japanese in December 1937, and Chungking succeeded Hankow before the latter fell in October 1938. As the Japanese moved up the river the British steamers moved ahead of them as far as possible, maintaining an increasingly restricted service, which by mid 1940 had been reduced to infrequent trips between Chungking and Wanhsien. During this period many Lower River steamers were abandoned. By mid 1940 the situation had become impossible, fuel was unobtainable, and the last few British officers were evacuated from Chungking by the new road to Kunming, then by the French railway to Haiphong, and finally by sea to Hong Kong. At this time there were two Royal Navy gunboats still at Chungking, H.M. Ships Falcon and Gannet. The former remained to act as radio link for the British Embassy, while the latter was decommissioned and her crew sent to Hong Kong by the same route. Soon after this the Japanese occupied Indo-China, and the Haiphong-Kumming-Chungking lifeline was also denied China. The Chungking-Kunming road was then extended to Burma, and became China's most important route to the outside world, fulfilling the dreams of earlier generations of China traders. This was the famous Burma Road, sometimes identified with the whole 1,000 miles from Rangoon to Chungking, but more accurately with the 600 miles from Lashio (the railhead 130 miles above Mandalay) to Kunming. Thus, after decades of neglect and oblivion, the Burma Road into China was restored to international importance. It was again disrupted when the Japanese conquered Burma in early 1943; but re-opened along a new western route when General Stilwell's American and Chinese forces built a road through North Burma to link Assam with the eastern section of the Burma Road. This route played a vital part in the Allied reconquest of Burma, Malaya, and Indo-China. ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1976 https://digitalrepository.lib.hku.hk/catalog/hq382988q (b) that nearly all of them hold British passports and may be assumed to have been born in the Colony, and (c) that they are practically all men of working age, then we may conclude that they represent very roughly, perhaps a third of all the men in the New Territories who were born there and who fall within the economically active years of manhood. Since, furthermore, there are certain areas of the New Territories from which emigration has been especially heavy, despite the fact that men from all areas have participated in the movement, there are grounds for assuming that the effect of migration must in places have been extremely important. 73. The scale and direction of the emigration of the last few years are novel, but they rest on a tradition which reminds us that in this, as in many other respects, the New Territories are geographically and culturally part of southeastern China. For, especially since the middle of the last century, the coastal regions of the provinces of Kwangtung and Fukien have served as a reservoir from which many countries, above all in South-East Asia, have drawn population. Emigration to California and Australia,—the 'gold mountains'—was noted by the first British administrators of the New Territories (for they spoke of loan associations got up to finance men wanting to go to these two countries), but there are hints in the early census reports that New Territories people were scattered more widely. The 1911 census shows a handful of Chinese in the New Territories to have been born in Annam, Hawaii, the Philippines, the Straits Settlements, Siam, and Australia. In 1921 the countries which appear in this context, again with reference to very small numbers, are Annam, India, Japan, British Borneo, France, Italy, the U.S.A., and Mexico. The list for 1931 reads: Indo-China, British North Borneo, Malaya, Netherlands East Indies, Siam, Canada, the U.S.A., Cuba, Panama, Guiana, Peru, England, and Holland. There were, in fact, two kinds of emigrants; landsmen who went overseas to make a living in a particular country, and seamen who, whether legally or not, left their ships to try their luck in places to which they had been carried. The establishment of Hong Kong as a British settlement in 1842 created a demand for local seamen, many of whom were recruited from the Chinese villages lying near the new centre. At high tide under favourable conditions of light it takes on quite a remarkable beauty; viewed at close quarters it is even more remarkably ramshackle. The houses are grouped together in small villages, being connected by precarious plank walkways, and there the inhabitants carry on their multifarious activities in much the same way as if they were on land. No effort was spared to make the visitor feel welcomed and cherished. She was a guest at the White House and at President Roosevelt's home at Hyde Park. She was invited to address the Senate and the House, and was welcomed by huge gatherings at all the stops she made from the east to the west coasts.13 A further and significant gesture of American friendliness was embodied in the United States' renunciation early in 1943 of her extraterritorial rights in China,14 a subject to be further dealt with later. One last example of the American compensatory effort during the first two years of the Pacific War was the passing of an act in December 1943, by large majorities of both Houses of Congress, repealing the longstanding Chinese exclusion laws, establishing an annual Chinese immigration quota, and making legally admitted Chinese eligible for naturalization as American citizens.15 It is imperative to spell out in some detail the general American attitude vis-a-vis China, not only to serve as background to the subject under discussion, but also because such attitude unavoidably influenced Britain in her dealings with China, including those over the question of Hong Kong. Ever since Pearl Harbour, China had made no secret of her resentment of Britain for having rejected China's offer of assistance in the defence of Hong Kong and Burma, for having been so catastrophically defeated by Japan in such a short time, and for, according to Chou En-lai who was then representative of the Chinese Communist Party at Chungking, having “discriminated against and treated as inferiors the Chinese who fought with the British at Hong Kong and in Malaya.”16 Britain, on her part, was anxious to improve relations with China and to collaborate closely with the United States in relation to their Far Eastern ally. She was, not unlike the United States, "obsessed” for the greater part of 1942 with the fear that China might "throw up her hands." The Foreign Office decided that all that Britain could do was to "adopt an apologetic and ingratiating attitude towards the Chinese." However, the United States, much to Britain's annoyance, stole the limelight from all the major British attempts at appeasing China. Britain's offer of a loan of £50,000,000, with stringent regulations regarding expenditure to maintain equilibrium in her post-war balance of payments, was a clear anti-climax to the Chinese after the unconditional American loan.18 Although Britain renounced her extraterritorial rights in China simultaneously ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1979 https://digitalrepository.lib.hku.hk/catalog/2801w5938 The U.S. and the Question of Hong Kong 1941-45 with the United States, "very little credit accrued to Britain, the assumption in Chungking being that Washington had pressed a reluctant London to agree to rendition."19 As opposed to the glamour of Madame Chiang's visit to the United States, Britain's “cordial invitation” to her to visit Britain, issued by the King himself, was decidedly ignored.20 Britain felt that her already difficult relations with China were aggravated by the fact that the “Americans [were] pathological about China, and keenly suspicious of any possible unfriendliness towards her on the part of others”.21 It was naturally feared that anything China demanded would have the sympathetic hearing of the United States, even at Britain's expense. Britain's future position in Hong Kong became all the more difficult to defend in view of the American wholesale denunciation of Britain's imperial and colonial policies. The American mentality towards the matter has been thus summarized: "The idea became prevalent in America that the war the United States and the United Nations were fighting was not merely for self-preservation, but for the greater qualities of human rights and decency. There was a growing cry for a ‘Pacific Charter', to be on the lines of the Atlantic Charter, to guarantee freedom after the war to the non-self-governing countries in the Pacific. Or, at least, the Atlantic Charter should be extended to cover the Pacific region.”22 This mentality was shared by the president as well as the general public. It has been asserted that Roosevelt had been an anti-imperialist before the Pacific War, but he began a vigorous attack on colonialism everywhere early in 1943 after his trip to Casablanca, which apparently had a profound effect on his attitude towards colonialism.23 Turning specifically to the American attitude towards Hong Kong, interest in the British colony was evident early in the War. There was clear indication that American public feeling "would feel itself cheated if the outcome of the victory of the United Nations were to be simply the restoration of the status quo ante in Hong Kong, Malaya, Burma, India and the Netherlands East Indies." There had been widespread speculation about the future of Hong Kong, stimulated by the speeches of such high officials of the administration as Cordell Hull and Sumner Welles. Critics in the United States frequently raised the question why Britain did not give up Hong Kong and relinquish her extraterritorial rights in China. And see also numerous instances in Chapter II. But the lapses do not greatly detract from the sound scholarship which this study represents. It is well documented and well articulated; it is written in a most elegant style; and this reader was greatly absorbed in the moving narrative. In more than one place one seems to hear strong echoes of Somerset Maugham relating the piques and barbs and jealousies and smoldering antipathies among colonial officials and merchants in the field. Certainly Napier and Pottinger were not universally loved; and Elgin and Admiral Seymour must have disliked each other intensely. The book must be one of the most readable scholarly works on the period, and it makes excellent use of many specialist studies of some narrower issues and individual episodes, such as Peter W. ALAN BIRCH Fujiwara Iwaichi, F. Kikan: Japanese Army Intelligence Operations in S.E. Asia, 1983. Heinemann's Asia. Professor H. J. Benda, authority on the Japanese occupation of the Indonesian archipelago, once remarked "Japan's war-time aims were never as clearly defined as in South-east Asia”. Recognizing this significance of Japanese plans and preparations for the war waged against the imperialism of the West, Heinemann's have published a number of studies illuminating in depth several aspects of this important programme, notably Joyce Lebra's Japanese trained Armies in South-east Asia. It is she who writes the introduction to this present volume Lt. General Fujiwara's account of the operations of F. Kikan in Malaya in this critical area of World War II in the Far East. (Actually, this is a translation by the noted Japanese scholar Professor Akashi Yoji, biographer of Loi Tak, the notorious and typical middleman figure in these entanglements of the contending forces of imperialism). Lebra claims for the author of this war-time account of the activities of this Japanese propaganda intelligence group stood for Fujiwara, Freedom and Friendship that he developed a vision of Japan's military role in Asia at its most idealistic, Seeing himself as the Japanese 'Lawrence of Arabia' he took the war-time propaganda slogan ‘Asia for the Asians' most seriously. Fujiwara's relatively short-term, but significant, role in furthering the formation of the Indian National Army, which, of course, was to attempt the removal of the colonial bondage of the British rule of India and further to demonstrate the self-proclaimed role of Japan as the instrument of liberation, is therefore of more than passing interest to historians of that critical period in the shifting of political power in the East. MINERS Meanwhile, at the Colonial Office, Dr. Drummond Shiels, the Parliamentary Under-Secretary to Lord Passfield, had decided that action must be taken by the Hong Kong authorities before the League of Nations commission reported. Having consulted the Colonial Office Medical Adviser, and being assured that the balance of evidence was that the existence of tolerated houses did not keep down the incidence of venereal disease, and that this had been confirmed in the case of Malaya, he proposed that Hong Kong should follow the example of the Straits Settlements and close down all its brothels, beginning with those served by European prostitutes, and the brothels with Chinese prostitutes used by British servicemen. Passfield approved this suggestion and a dispatch on these lines was in course of preparation when the Labour government fell from power in August 1931. The arrival of the Chief Justice's memorandum scarcely modified the draft: the possibility of strong local opposition to the closure of Chinese brothels catering for Chinese clients was noted by officials, but it was pointed out that similar warnings of Chinese resentment had not materialized when the mui tsai system had been abolished. The Governor was advised to proceed cautiously and to attempt ‘to elicit the support of more enlightened Chinese opinion', but it was emphasized that it was the aim of the British government to bring about the suppression of all brothels in Hong Kong. This draft was presented by officials to the newly appointed minister of the National government, Sir Robert Hamilton, who authorized its dispatch. 38 This directive reached Hong Kong in November 1931. The Governor had been hoping that his pleas for an indefinite delay would be successful and he had just told the Legislative Council that any action would be deferred until after the League of Nations commission had reported." But this was not to be, and the Executive Council reluctantly agreed that further registration of new prostitutes should not be allowed and that six months' notice should be given to Chinese and Japanese brothels catering for Europeans. The completion of this stage was notified to London in July 1932. The closure of Chinese brothels catering for Chinese was undertaken much more slowly, and the last of the remaining houses was not closed down until June 1935. Incidentally, still living in Cainta, only a few miles away are the descendants of the Indian troops of the expedition who decided to stay after deserting or being left behind after their boat capsized, but their distinctive looks are, however, slowly disappearing. Sadly, after being governed by the East India Company for eighteen months, Manila had to be returned to the Spanish by the Treaty of Paris in 1763. Speculation still exists amongst Filipino scholars about what the Philippines might have been if the British had remained in control — a British colony in the Far East, rich in natural resources, fifty years before the acquisition of Singapore and Malaya and eighty years before Hong Kong. Trade continued to prosper after the resumption of Spanish Authority, and, until 1821 the Philippines continued to be run from Mexico. Treaty ports and trading posts were established in several places including Sual in Pangasinan, on Luzon Island, in Iloilo on Panay and on Cebu and Protestant cemeteries were established in each town, where beforehand the burial of Protestants in consecrated ground was prohibited, (as was the importation of Protestant Bibles). With the expansion of trade, a burial place for the four hundred to five hundred aliens from Europe and North America living in Manila, was becoming an urgent necessity. In 1827 the first British Consul General was appointed and it was his successor, John William Perry Farren (sometimes referred to as Fearon) who in 1860 attempted to establish a Protestant Cemetery for the mostly but not exclusively British residents. Sadly, Farren became one of the cemetery's first residents within weeks of its establishment. On May 27th, 1862, the Spanish Government by a "Superior Decreto" granted permission to construct the Cemetery, and on March 11th, 1864 a lease was signed between Farren and Don Jose Bonifacio Roxas, the Owner of Hacienda de San Pedro, of a parcel of land of 31,656 "varas cuadradas" (22,467.85 sq metres or ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1991 https://digitalrepository.lib.hku.hk/catalog/k356gt84j 137 And yet, of an evening, through all those Eastern shores, you could find few pleasanter places than the inner courtyard at Raffles. Towering above at third-floor level, beneath a canopy of stars, the palm-tops shivered in the breeze; while below in the dim rose light of the table lamps, turbaned bearers moved noiselessly, and the murmur of conversation mingled with the low strains of soft music to conjure fantasy. It was only with the arrival of the British that the Chinese, attracted by the rule of law, the security of life, and the open door, moved in numbers to Malaya, so that they are now two million, amongst a population totalling five million. They have been of great service in developing the country. They own many of the tin mines, much of the rubber, nearly all the retail shops, and they are the wealthiest community. But, as is characteristic of the Chinese everywhere, they are not assimilated. They remain a community apart, and even, surprisingly, send members to the People's Political Council at Chungking, the representative organ which advises the Chinese Government, and which is supposed to be democratic but cannot be, as the electoral machinery is controlled by the Kuo Min Tang party, and the secret ballot is as yet unknown in China. The British colony, the actual Straits Settlements, covers only a very small part of the area of Malaya. Such control as the British may have over the remainder derives from treaty relations with the Rulers of the several States. How to frame a satisfactory sort of Malayan union out of the ten components of a country as small as England is a problem as yet unsolved. I expect it is the knowledge that the allegiance of the Chinese in Malaya is claimed by the Kuo Min Tang that makes it difficult for the British to recruit them for the armed forces, as though their allegiance were to Malaya. The Americans in the Philippines, where there is not a similar number of territorial divisions, would be faced with the same problem in an easier form were 41% of the population Chinese, instead of 1%. In fact the Chinese in Malaya were quite happy. Through the Secretariat for Chinese Affairs they were able to make their views known to the Government. Unless external political pressure is brought to bear they are unlikely to make trouble. The complaints by residents of Fei Ngo Shan (Kowloon Peak) in 1995, to the Hong Kong Government and China Light and Power Company, are a case in point. China resisted similar developments in the late 19th century, including the building of railroads, because it felt these 'improvements' could spoil favourable fung shui. Lin Yutang humorously writes (Lin, 1936:302): 'Has not fung shui contributed more to aesthetic life than it has hindered our knowledge of geology? Certainly 'progress' in China was delayed as a result of fung shui precautions, but, interestingly, relatively no such delays were experienced in Japan, Fung Shui Overseas When Chinese emigrate it is understandable that some find it unsettling to be surrounded by the foreign customs and values of the logic-led West. Consequently, there is sometimes a natural reaction of nostalgia, a desire for awareness of Chinese culture to be heightened and for some Chinese beliefs like fung shui to be retained. Years ago, the so-called naam yeung (southern ocean) Chinese transported fung shui to places like Malaya, Singapore, and Thailand. Still today, many try to re-create 'a little piece of Hong Kong' (or wherever they came from) in the country in which they have settled. In addition, many try to convince themselves that, if something is Chinese, it must be better. Fung shui as practised in Europe can differ slightly from the 'classical' model of Hong Kong, although the basic principles remain the same. There are only a handful of Chinese fung shui masters currently active in Britain, although the number is increasing. Nevertheless, a Chinese estate agent living in England informed the author that up to 80 per cent of her Chinese clients who buy property there are concerned about fung shui. Eighty per cent, however, is a very approximate figure, and it appears to the author it could be on the high side. Customers are generally concerned with points such as the orientation of the property and how the bed can be positioned. But things like Tung Sing (the Chinese Almanac) mean little to many second-generation British Chinese as they are unable to interpret it properly. In all the other trials, Tribunals of Officers were set up to hear the cases. The range of offences to be tried as war-crimes was never precisely defined, but broadly concerned “offences against humanity” including events causing cruelty, indeed often death, to prisoners and civilians in occupied territories. The notorious Kempetai (military police) had tortured, and indeed, killed, many thousands usually in an effort to extract confessions. Were these trials a "Victor's Justice"? It is true that the Japanese surrender had made the trials possible, but the catalogue of criminality left no doubt that those appearing in the dock deserved the punishment they received. There were acquittals mostly as a result of problems of identification, and some because the required standard of proof had not been satisfied. Tribunals did not attach much weight to affidavit evidence since cross-examination was not feasible. Documents which were contemporaneous on the other hand usually told their own story, although bonfires of such documents had been destroying such evidence in the interval between the Emperor's surrender broadcast and the arrival of the Allied forces. The first trial was of General Yamashita, the "Tiger of Malaya", who became Supreme Commander of Japanese Forces in the Philippines, and this began in Manila on October 29th, 1945. He was sentenced to death. Other trials were conducted by U.S. Tribunals: 90 were sentenced to death. During 1945 and 1946, Nationalist Chinese Tribunals convicted 504 as war criminals. The French convicted 198, the Dutch 969, Australia 644, and in Singapore and Hong Kong, the United Kingdom Tribunals convicted 811. Accused were permitted legal representation, and given interpreters and the assistance of an Allied officer, and this was strictly adhered to in the British trials. We had the assistance of Army Investigation Units which collected evidence. One problem was that mistreated P.O.W.s wanted to get home to England or Canada as soon as practicable for rehabilitation, and tribute should be paid to the public-spirited few who agreed to return as witnesses. My first case in Hong Kong concerned atrocities in Kinkaseki Camp, Formosa, and its "Hell Mine", and one of my star witnesses was ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-1996 https://digitalrepository.lib.hku.hk/catalog/3n209j641 196 Europeans believed that Africa belonged to tribes and power should be distributed among "tribal chiefs", so Africans constructed tribes to which to belong. Europeans believed that India belonged to religious groups and that chairs for direct election should be distributed to separate religious groups, so India became polarized along Muslim and Hindu lines, and eventually divided into Pakistan and India. In colonies which were overwhelmingly Chinese, Malaya and Hong Kong, for instance, British administrators were struck by the fact that the Chinese had no nationalism toward the respective colony: the British feared that Malaya would be colonized by Chinese settlers and would one day be part of China. Because of a similar fear, Singapore was excluded from Malaysia. Unlike the cases of India and Africa, the concept of nationhood is readily available in China. Chinese settlers carried the concept along with them to the colonies. As a consequence, British rule in the overseas Chinese communities always faced enormous challenges which were exported from China. One of these challenges occurred at the turn of this century, when the concept of “China” and the method to present one's "chineseness" underwent very dramatic changes. The narrative of these changes went something like this: a Manchu China was overthrown by revolutionaries and then a Republican China was stolen by warlords. Before the Guomindang successfully promoted their ideology based upon the cult of Sun Yat-sen and unified China in 1927, China had already disintegrated into competitive regional powers. The overseas Chinese, linked to different competing groups, were drawn into this political arena in China. Their involvement was manifold. This short article deals with one aspect of this involvement - political investment in regional politics. It attempts to illustrate three points. I) The Guomindang ideology of a Chinese Republic based upon the legend of Sun was absent in this period of time. With or without this ideology, China was a political landscape with layers of national and regional networks 2) British colonists commanded some, but not the final, authority over the colonial Chinese. The German forces that invaded Crete had a strength that was only about 50% of the British garrison. The garrison in Singapore had a numerical superiority of more than 2 to 1. Yet, Crete yielded in 14 days and Singapore surrendered in one week. The outnumbered garrison in Hong Kong, however, was able to hold out for more than half a month. The loss rates for the three invasions for both sides were high in the Battle of Crete. The Axis loss, including missing figures, was 30%, which also meant a hard blow on Hitler's paratroopers' strength. The British loss was 5% higher and was almost 40%. In the case of Hong Kong, the loss rate of the British forces measured in terms of killed and wounded alone amounted to 34% whereas the Japanese incurred just 5%. If we compare only these rates of Hong Kong with those of Singapore, it would seem that the Hong Kong garrison was less effective in inflicting casualties on the enemy. Both the Crete and Hong Kong garrisons had sustained a relative loss rate of more than 2 to 1. However, if we weigh the relative loss rate of the British garrison by its relative strength vis-à-vis the invaders for each battlefield, then we might come to the conclusion that the Hong Kong garrison was most effective in inflicting disproportionate casualties upon the invader. And the Rain My Drink, the novel considered the most exhaustive and also the most accurate picture of this particular period of time ever written, was first published in 1957 and it summarizes Han Suyin's experience of Emergency, accumulated during her several years' stay in Johore Bahru, British Malaya, in the double role of wife of Leonard Comber, her English second husband, at that time Assistant Superintendent in the Special Branch (i.e., in the British colonial police), and a doctor running a private medical practice: The Emergency. We lived and breathed it; it penetrated our pores, we chewed it with every mouthful of food. Its formless pervasive threat held gaunt shape in my unquiet mind (from Chapter Three of My House Has Two Doors). At that time everyone except for the British already seemed to realise that there was absolutely no future for the colonial system either in that region, or in the rest of the world. The book describes the great thirst for independence of the two peoples side by side inhabiting Malaya, namely the Muslim Malays and the Chinese national minority, and it emphasises the significant contribution of the Chinese jungle guerillas to liberation of Malaya from white rule: It was the Japanese conquest of Malaya in 1942 which spurred national independence. The white man's myth of invincibility was shattered by the Japanese victories (from Chapter Three of My House Has Two Doors). Han Suyin gives an abundant and informative record on ruthlessness of the British Special Branch in handling the evading situation, on their failed attempts to suppress the upheaval, on numerous penal re-settlings of whole villages of Chinese rubber-tappers from the regions neighbouring with the jungle taken over by the guerillas to the true concentration camps, additionally located in unhealthy marshlands far away from the rubber-tree plantations, and on imprisonments, torturing and blackmailing both active participants to the liberation Page 75 Page 76 ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 3 Before 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate. Colonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils. Normally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries. The Colonial Office sanctioned this ordinance without any adverse comment. Once an ordinance had been passed by a colony's legislature and had received the governor's assent it ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g and batteries, canvas and rubber footwear, rattan furniture, trunks, suitcases, umbrellas and rope. Almost all these exports went to China and the nearby states of the Philippines, Netherlands East Indies, Malaya, Siam, French Indo-China, Burma and India. The only significant exports to Britain were 268 tons of lard valued at £7,000 and £50,000 of preserved ginger. In the 1930s exports to China were badly affected by a steep rise in import duties. Under the treaties imposed on China in the nineteenth century tariffs were limited to five per cent, but over the period 1926 to 1933 China achieved full tariff autonomy and soon raised its duties to gain additional revenue, and also to protect its own industries and substitute local manufactures for foreign imports. For example, the duty on rubber-soled shoes remained at five per cent until 1931 when it was raised to 17 per cent and then to 30 per cent in 1933. Similar protectionist moves were made by neighbouring countries in an attempt to combat the world depression of the 1930s. The Philippines raised its tariff on rubber shoes from 25 per cent to 100 per cent in 1933. This escalation in tariff barriers affected Hong Kong's trade and economic prosperity in two ways: the entrepôt trade through Hong Kong was reduced since China was deliberately seeking to curtail foreign imports; and Hong Kong's domestic exports of manufactured goods to China were also affected. A number of factories were forced to close having lost their markets in China. The value of imports and exports passing through the harbour dropped by 40 per cent between 1931 and 1934. Hong Kong's economy was saved from ruin by the amazing growth in its exports of manufactured goods to empire markets. This was an unintended consequence of the decisions taken at Ottawa to erect trade barriers to exclude Japanese exports. Page 17 II When the colonies of European settlement had advanced to internal self-government it was no longer politically possible for Britain to exercise control over their trade and tariff policies. The dominions wished to protect their infant industries against imported manufactures, including imports from Britain. At imperial conferences the dominion premiers offered to grant a preferential rate of duty to British goods and asked that Britain should reciprocate by granting a tariff preference to empire produce over foreign goods. Britain refused this offer and remained committed to free trade. The dominions then acted unilaterally to make Britain a beneficiary of their tariff policies. Canada was the first to grant tariff preferences to Britain in 1897, followed by South Africa, New Zealand and Australia. In 1907 the preferences granted to Britain by Canada were extended to the West Indian colonies, South Africa, New Zealand, India, Ceylon and the ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 16 sufficient to qualify for preference in colonial 'native' markets then it is a very bad outlook for us as I cannot see how the growing population of Victoria and Kowloon are going to find employment without industrial development, I therefore consider it as politically important as it is, from our point of view, economically advantageous to give the Hong Kong Chinese a commercial attachment to the empire. Our military and naval defences are designed against external aggression, but if relations with China ever became antagonistic there would be an enemy totalling over one million within the fortress gates, unless their bread is liberally spread with Empire butter. The governor's plea for Hong Kong's manufacturing industry was warmly supported by all the Colonial Office officials who wrote minutes on this despatch. It was quickly passed up to the colonial secretary, W. Ormsby-Gore, who endorsed it as 'an admirable letter' and gave instructions for copies to be sent to the Foreign Office and the Board of Trade." Officials made frequent use of Caldecott's argument of imperial interests when attempting to repulse proposals from the Board of Trade and other departments to place further restrictions on Hong Kong's manufactures in the years that followed. British textile manufacturers continued to protest that they were suffering from unfair competition in the British and colonial markets and demanded that Hong Kong exports should be excluded by tariffs or quantitative restrictions. In order to fend off these pressures the Colonial Office suggested to the governor of Hong Kong that all cotton and artificial silk piece goods exported to Britain and the colonies should be accompanied by a certificate that they had been made from cloth which had been spun, woven and finished within the empire. This proposal posed difficulties for Hong Kong. There were no spinning mills in the colony and more than half the cotton yarn used in the production of piece goods and hosiery was imported from Japan and Shanghai. In order to continue to enjoy the benefits of imperial preference, the Hong Kong General Chamber of Commerce secured the manufacturers' agreement to switch their purchases of yarn from China and Japan to cotton mills in India which were within the empire. But the manufacturers of goods made from artificial silk protested strongly that the only alternative to yarn from Japan was British yarn which was double the price ($1.70 a pound compared to 85c). This would destroy their competitiveness with Japanese products in British Malaya, the African colonies and the West Indies and drive them to bankruptcy. The Colonial Office put its case to the Board of Trade which refused to compromise, asserting that if Hong Kong was to continue to enjoy the advantages of the ================================================================================ RASHKB Journal 皇家亞洲學會香港分會學刊 | RAS-2001 https://digitalrepository.lib.hku.hk/catalog/zg651950g 57 not orthodox spirits shen but dark spirits. Yinshen, the ghosts of those who have died a violent death before their due date. Chinese usually describe this group, in English, as the 108 Martyrs. They are never portrayed as images and tend to be regarded more as public worthies, folk hero "ethnic group" ancestors rather than deities. The tablet is very similar to the ancestral tablet and simply states that it is the 'Tablet to the One Hundred and Eight Brothers'. It is venerated and although the spirits of the brothers are occasionally asked for advice by devotees they are not usually prayed to for major requests or protection, although in Java in one temple the tablet was prayed to by seafarers before they set out on a long journey. Their festival, simple and not in any way lavish, is generally celebrated on the 15th day of the tenth lunar month, though in Singapore it is held on the 3rd of the eighth lunar month. The question is, who were the One Hundred and Eight Brothers? Three separate versions of the story of their demise have each been recounted with great solemnity, conviction and confidence by temple keepers in Java, Thailand, Singapore and Malaysia, and even in a Chinese temple in Bali. In Penang the story centres on a junk-load of Hainanese immigrants heading for South-east Asia which never arrived. One version claims that they were mistaken for pirates and wiped out by the 'French' [sic] navy off Annam or the 'British' off Malaya again having been mistaken for pirates. Another version suggests that they were all drowned during a typhoon off the southern tip of what is now Vietnam, and yet another that they were annihilated by Chinese government forces off the Leizhou peninsular immediately north of Hainan when, again, they were mistaken for pirates.12 The third story is that they were the original immigrants from Fujian province who arrived in Hainan to settle but all died in Hainan from disease or at the hands of the aborigines. A twist to the version heard in Penang claimed that the typhoon which sank the junk in the South China Seas drowned all but one of the one hundred and nine aboard, one small boy being saved after days of drifting on wreckage. Ed. - The Straits Settlements was a former British crown colony on the Strait of Malacca, comprising four trade centres, Penang, Singapore, Malacca, and Labuan, established or taken over by the British East India Company. The British settlement at Penang was founded in 1786, at Singapore in 1819; Malacca, occupied by the British during the Napoleonic Wars, was transferred to the East India Company in 1824. The three territories were established as a crown colony in 1867. Labuan, which became part of Singapore Settlement in 1907, was constituted a fourth separate settlement in 1912. The Straits colony, occupied by the Japanese during World War II, was broken up in 1946, when Singapore became a separate crown colony. Singapore attained full internal self-government in 1959, became a part of Malaysia in 1963, and became an independent republic in 1965. Labuan was incorporated in North Borneo (later Sabah) in 1946, which in turn became a part of Malaysia in 1963. Penang and Malacca were included in the Malayan Union in 1945, the Federation of Malaya in 1948, and Malaysia in 1963.] Introduction The Straits Settlements were transferred in 18671 to the Colonial Office's administration due to the dissatisfaction of the European merchants with the Indian government's rule. Their grievances were cited in a petition in 1857, the most contentious of which cover complaints of the East India Company's (EIC) attempts to introduce measures damaging to trade, problems with piracy and convicts, and failure of the Indian government to build up an influence in the Malay peninsula. However, a study of the history of the Straits Settlements shows evidence of a booming economy, many cases of intervention by the EIC in the affairs of the Malay states, and issues such as those concerning piracy, convicts and currency more or less resolved. Intervention, therefore, could not be avoided. There was indeed constant intervention, notwithstanding all the rules to the contrary and all the thunders of Calcutta and the East India House, '57 However, in spite of Thio's and Hall's assertions, the truth of the merchants' complaint is not invalidated, because between 1824 and 1873, British rule in Malaya was indeed ‘inactive,258 as their official policy was still in accordance with Pitt's India Act. In several cases, the actions of the Straits Settlements government implied some form of intervention, or at least limited interference in the affairs of the Malay States, when they violated the policy of non-intervention; but even then, nothing more elaborate was undertaken than the occasional punitive expedition, which was not enough, in 'the interests of British commerce.'60 Insofar as this was concerned, it would appear that the Straits merchants did have a legitimate complaint to the House of Lords, because their statement would appear to have been bona fide and to hold a substantial amount of evidential truth. The influence of Pitt's India Act (that is, EIC non-intervention) remained until 1874, when a new law was passed, and the British took on an active, intervening role in the Malay states. 59 Judicial system! The main complaints of the merchants were that the Law was administered by unprofessional persons, that is, the administration of justice was in the hands of local officers of government, civil or military servants of the EIC, and the 'impractical schemes [that] were propounded' (for example, the Currency Act, port dues and stamp duties). LA Mills renders a counter attack to this point; he argues that 'although there were delays in dealing with problems which caused the Straits Settlements to suffer at times, on the whole the results were not serious. Of the problems which arose between 1826 and 1867, very few were of importance, so that injury caused in the delay in settling them was not great. The population was small and generally law-abiding. Though there were cases of British intervention in the Malay States, their actions were “inactive” or passive. The EIC accordingly found itself guaranteeing some states protection from attacks, or pledging to uphold boundary settlements. (Thio, supra, p xvi-xvii) There were cases of intervention for example, in Kedah, Perak and Selangor, brought about by Robert Fullerton, Burney, Anderson and James Low: When Robert Fullerton was governor of the Straits Settlements in 1824, he completely reversed the earlier British attitude of giving in to the claims of Siam, thus embarking on protection and expansion of British interests in the Malay Peninsula by checking Siamese attempts at extending their influence over the northern Malay states. Thus, when Ligor prepared to invade Perak and Selangor in 1825, he sent a Penang squadron to patrol the river mouths to prevent any attacks. (Mills L A, British Malaya 1824-1867, Chap 8 p 141; other examples of intervention included the following: Burney's Preliminary Treaty with Ligor in 1825. (Mills, Ibid, Chap 8 p 143-146); the Anderson Treaty (involving Selangor and Perak) in 1825. (Mills, Ibid, Chap 8, p 145-146; Purcell, supra, Chap 6, p 70) The Burney Treaty of 1826 saw British attempts to secure independence for Selangor and Perak (Newbold, British Settlements in the Straits of Malacca Vol. 2 p 26); and later, the Low Treaty of 1826 promised British assistance in maintaining Perak's independence. These two treaties had more effect on the Malay States than any other treaties, the greatest consequence being a marked ending of Siamese southward ambitions, and thus securing the British position in expanding further into the Malay States at a later stage. However, signing these treaties showed non-compliance with Pitt's India Act. Thus, where Low's Treaty was concerned, the Supreme Government continued for some time to condemn it as unauthorised and never really ratified it. In effect, the intervention in the Malay States was still somewhat restricted by the Government's policy. (Mills, Op Cit. Chap 8 p 162) Other examples include Fullerton's challenge of Ligor's claim to the Kurau District in 1826, and the Burney Treaty of 1826 after which the British ceased to intervene in Kedah. Chap 8 pp 160-161) Other examples of intervention included those in Naning and Sungei Ujong: The British fought the Naning War in 1831-2 to establish British right to collection of revenue in Naning. In Sungei Ujong, the British squadron was called in 1857 to destroy the village of Pengkalan Kempas, in order to punish the chiefs who had been extorting British subjects. History is written about those who create documents, not by those whose duty was to leave no trail. Nonetheless, it does appear that there were several groups quietly focussing on different aspects of resistance, not all military, should the day come when the Japanese took over. Using his cover as a businessman working for Butterfield and Swire, where his "manager," Mike Turner, also seems to have had SOE connections, Kendall also travelled through China, setting up contacts and listening posts, including those installed by Chauvin and Chinese intelligence. Indeed, because SOE tapped into an existing Chinese network, the intelligence it was able to access was far more sophisticated and accurate. SOE continued to fund another Chinese organisation, the RII (Research and Information Institute) throughout the duration of the war. This was a Chinese operated service using British equipment and a small British staff, working for, not in charge of, the Chinese. Many of its reports still exist, showing just how detailed was the information they gathered: exact ammunition supplies and strengths of Japanese units, area by area, names of officers, postings and movements. When, later in the war, efforts were made to amalgamate various British agencies operating in China, SOE managed to insist that RII was to remain separate and unaffected because it was a Chinese force. Despite what seems to have been a working relationship between the SOE and various forms of KMT intelligence, it is evident that Kendall also cultivated strong links in the hinterland of Hong Kong where KMT influence was weak. These areas were relatively remote and fiercely resistant to central government influence. The villagers were clannish, and their communities closed, united internally by family and traditional ties. Many of these villagers had emigrated overseas to work in places like South America and Malaya. They also had traditional systems of defence and security, but piracy and banditry were endemic, almost part of the economy. These regions were alien territory to urban Hong Kong people, European or Chinese, who as outsiders would have been treated with suspicion. Political loyalties varied, and before Hong Kong was attacked, people had no automatic regard for the British who were not yet ‘Allies, and whose record in China was not edifying. In many ways, this work was much easier after the occupation when locals and British forces, though humiliated by defeat, shared common ground. Hong Kong was also the base from which British aircraft manufacturers wanted to penetrate the Chinese market - the Far East Flying School wanted to train Chinese to fly so they would buy British rather than American or German planes. Hong Kong was also a centre for financial transactions both within and outside the banking system, a source for remittances and money transfers, more secure than Shanghai after the Japanese conquest. A large KMT community operated out of and lived in Hong Kong: almost a parallel government. While there was sympathy for the Nationalists, the colonial administration was uncertain how to maintain a balance between the Japanese and the Chinese Government. Riots against Japanese living in Hong Kong had been suppressed, and no protests made against Japanese attacks on the junk fleet. When the St Johns Ambulance wanted to send an ambulance to bombed Canton, the Colonial Office refused permission. Groups of Chinese 'terrorists' were arrested and deported from time to time. As late as May 1941 the colony's police force raided premises at 98 Robinson Road and destroyed a wireless transmitting station which had been operating for three years. The leader of this group was Chan So, an agent of General Wu Te Ching. When Governor Northcote sought guidance, the Colonial Office was advised by the Foreign Office that British policy had to vary according to circumstances, and support for China should be rendered 'compatible with the safety of Empire and avoidance of actual hostilities with the Japanese.'xix Nonetheless, there was a significant understanding between the Goumindang and the British when it came to matters of mutual benefit. When war officially broke out, their clandestine relationship could come out into the open. When Phyllis Harrop, a civilian consultant working with the police reported for duty right after the outbreak of hostilities, she was assigned to work with the KMT who had already started to occupy offices with the police. The Japanese were all too aware of the importance of Hong Kong to the KMT. The Japanese Foreign Minister had softly but firmly reminded the British Ambassador to keep the KMT under control. Even before their push to the south, the Japanese had identified KMT activists and targeted educated, articulate overseas Chinese as a threat and source of resistance. In Malaya and Singapore, they were to massacre thousands of Chinese in the wake of their advance, a fact obscured by the emphasis on the sufferings of Europeans interned in camps. They could not afford to be seen drawing money from a capitalist country. And as I listened to the refrain in Merry England, it all tied in. Serving in the Colonial Service in Hong Kong seemed terribly exciting and romantic. It made me think of Camp Coffee, Zam Buk ointment and other similar branded goods with scenes of Empire on bottles and tins which I grew up with as a child. 'You're not going to the Far East?!' an acquaintance exclaimed. 'The Communists have just acquired half Korea. There's fighting in Vietnam and Malaya. But he was not a local and came from Malaya. Today, of course, the boot is on the other foot. Only persons of Chinese nationality can become Government Secretaries. Although the Peak Reservation Ordinance was not brought back into force after World War Two, there was, nevertheless, quite a bit of covert racism - certainly among staff in the college where I taught. My old boss told me, when he learned I intended carrying on studying Cantonese, 'Only policemen and cranks learn Cantonese.' Immediately I thought, "Yes, and I'm one of the cranks!" One British colleague would openly say to other Europeans that he had lived in Hong Kong for 20 years and was proud that he could not count, in Cantonese, beyond three. 'After all, this is a British colony!' He used to say that no Chinese had crossed the threshold of his home as a guest. 'As a tradesman, yes. But not as a guest.' L.Y. CHAN In the early days of Empire, when western institutions permeated around the world as a result of colonisation in the nineteenth century, libraries were among the first community organisations established wherever foreign settlements developed. Some of the libraries began as informal shared collections of reading materials, but a few developed a specialty of publications providing sources of information about the host country and its culture. This paper traces the development of the Library of the Hong Kong Branch of the Royal Asiatic Society, its progress and growth since inception, and addresses some of the concerns faced by the Library. The Royal Asiatic Society The establishment of the Asiatic Society dates back to 1784 when a group of interested traders, missionaries, diplomats and administrators founded the Asiatic Society of Bengal in Calcutta, the then capital of British India. This provided the impetus for the formation of the Royal Asiatic Society in London (now known as the Royal Asiatic Society of Great Britain and Ireland) in March 1823 which again gave rise to the founding of other branches, in Bombay and Madras in 1838, in Ceylon in 1845, in Japan in 1875, in Malaya in 1878, and in Korea in 1900. In China, two branches were established, the Hong Kong Branch (formerly named the China Branch) started in 1847 followed by the North China Branch in Shanghai in 1857/58. The aim of the Royal Asiatic Society and its branches is "... investigation of the subjects connected with and for the encouragement of science, literature and the arts, in relation to Asia." As such, they serve as fora for discussion and greater understanding of Asian culture. The Hong Kong Branch of the Royal Asiatic Society had actually grown out of a Medico-Chirurgical Society which was founded in 1845, initially constituted as the China Branch in January 1847 with the effort of Sir John F. Davis, the then Governor, himself a founder member of the Royal Asiatic Society in London.
