        "content_text": "92\n\nJAMES HAYES\n\ndistrict city it was not under the district magistrate's direct rule but was under the charge of one of his deputies. This officer's yamen was in the walled city of Kowloon and he was responsible for many other villages besides those on Lantau Island. There was no civil officer actually resident on the island before 1898 though one imagines that runners would visit it from time to time to chase in taxes and, perhaps less frequently, to make an arrest. The military authorities were more in evidence. A captain commanded a detachment in the fort at Tung Chung, a large valley in the north-central part of the island, and a junior officer was in charge of another body of troops in the market town, Their presence was perhaps due more to European activities in the local seaways, and to pirates, than to any disturbances likely to take place on the island, especially in the latter half of the nineteenth century when there is no remembrance of internal disturbances.4\n\nThe people of Lantau were left mainly to their own devices by the government, military and civil alike. From evidence collected locally it appears that as elsewhere in China the clan and village elders kept the peace in the villages, and the Kaifong (#) or Street Association did the same in the market town and paid for watchmen to bar and walk round the principal streets at night. Anything more serious than minor disturbance and petty crime, e.g. piracies or armed robberies, was reported to the military, though by that time it was usually too late for anything effective to be done. Disputes were settled locally as far as possible. Besides these, the elders handled a variety of duties which, irrespective of the size of the community, were sometimes arduous and complex since much depended on handling individuals so as to produce a fruitful result. They organised small public works of benefit to their communities, such as the digging of a well or the construction of an irrigation dam or a small pier: they managed the local temples and arranged the details and financing of all festivals: they were responsible for finding suitable premises for village schools and engaging teachers; and so on. These persons came forward by a combination of such factors as age, experience, ability, ambition, leisure, wealth, lack of anyone else willing to do the job and so on. However, it is also true to say that they had also to be acceptable in their communities, since without local support and goodwill they could hardly operate.5",

        "content_text": "NOTES AND QUERIES \n\n159 \n\nThe clan possesses a small ancestral hall in the second row of houses, and here are housed the ancestral tablets of the most important ancestors. \n\nThese tablets usually have a sliding wooden slot at the back on which is given a short biography of the person commemorated, usually his birth and death, and sometimes a geomantic description of his grave site. From these records and the recollections of the present generation, information was obtained about two of the more distinguished clansmen of recent times. \n\nCHAN Jit-meng (M) alias Tak-hang (7) of the 20th generation, was born on the 2nd day of the 10th month in the year of the Tao Kwang (†) (i.e. 1828) and died on the 3rd day of the 12th month in the year of Kwang Hsü (**) (i.e. 1891). \n\nHe was a successful businessman who had a shop at Fat Shan (#) near Canton and a large cargo junk with which he traded to and from the Kowloon area. With the trading junk he brought a large amount of stone and building materials to the Tseung Kwan O area and is said to have been responsible for many public works: the village school, the pier at Hang Hau market (},□) nearby and the stone paved paths up the valley to Tseng Lan Shue and along the line of the present Clear Water Bay Road. \n\nHe also owned a shop called Yi Hing (M) just outside Kowloon City. He was a member of the Kowloon City Kaifong and one of the founder members of the Lok Sing Tong (#44) in 1879. This was an association of local gentry and leading villagers from the surrounding areas. \n\nIn later life, he bought the degree of Kwok Hok Shang (M *) in Canton, \n\nAccording to his ancestral tablet he had a wife NG (A) and a concubine WONG (£). \n\nCHAN Kwok-yan (RQ) alias Wai Tong (†) son of the above. This man's ancestral tablet does not show his dates of birth and death, but these are thought to be 1872-1933. As his father CHAN Jit-meng was a fairly rich man, he had a middle school education in Canton or Fat Shan. At some time in his career he met Sir Cecil Clementi (✯✯) the future Governor",

Some D.O.s seemed to pride themselves on saving as much as possible of this vote, but I always thought it a D.O.'s duty not only to see as much of his district as he could, but to let its inhabitants see him.\n\nOne of the first questions I had to deal with was a request from the Sheung Tong villagers to make a grant from the small public works fund of $400 at my disposal to enable a footbridge to be built over the deep ravine dividing one side of their valley from the other. This was to be of granite beams, quarried in the Shap Pat Heung, and carried up over 1000 feet to Sheung Tong. I was anxious to get the village to contribute to the cost, as my vote for small public works was only $400 a year, and the cost of the three granite beams, and their transport by coolie up the mountain, would have come to about $160; and a good slice of the vote was usually granted to the Cheung Chau Residents' Association for upkeep and extension of paths there. The villagers could raise no money; they could not furnish coolies for transport; and they would not consider laying anything so ill-omened as an even number of stone beams: so to my regret I felt I could do nothing for people who could or would do nothing to help themselves.\n\nIn those days the Cheung Chau ferry was a large one-deck launch and passengers paid 3 cents each for a passage, but for 5 cents the Kaifong committee who ran it, largely in the interests of the fish industry, would give you a bamboo chair on the foredeck to sit on and this ferry was what drew missionaries to settle on the island from about 1907 onwards and build themselves bungalows for summer holidays, so saving the high cost of a Hong Kong apartment. Its timetable rarely suited my official arrangements, as by it I could never spend more than an hour ashore unless I got a night's lodging on the island; so I generally used my hired launch. In the thirties a guest house was opened for visitors in a large bungalow not far up the hill from the police station, and after 1934 I went there two or three times with friends while working on archaeological sites on Cheung Chau and the nearby coast of Lantau. This police station was not built till 1913 or 1914: before then the police had used a large house near the Kaifong pier, about 150 yards south of the later concrete pier, as their station. In 1912 a junk came to the pier by night, the crew and passengers landed, and carried the station by a sudden rush, as they were an armed pirate gang.         "content_text": "MEMORIES OF THE DISTRICT OFFICE SOUTH \n\n149 \n\nin demand, part of the foreshore was reclaimed, and houses of reinforced concrete began to appear in the village, modelled on Hong Kong tenement houses. A great difficulty with this development was the problem of ensuring proper inspection of buildings of this type, as the Buildings Ordinance of 1903 did not apply, and there were one or two rogue architects about who would run up such houses cheap, and make their profit by deviating from plans: swindles that can, as I saw in Hong Kong later, cost lives. The best way of controlling knavery of this sort is to refuse permits to erect any more houses to the architect responsible: that, I was told, is London practice.\n\nThe Cheung Chau Kaifongs, who in my time were led by a Mr. Lo Yip, a prosperous shopkeeper, were certainly enterprising, and had not only started a ferry to Hong Kong on the funds obtained from the Pak Tai Temple at the north end of the town, but had renovated the Temple and set up an electric light installation for the village on the raised ground in the middle of the isthmus. The Ferries Ordinance was passed about 1917 and replaced the ancient launches plying to Yaumati and Kowloon City by much more suitable craft — some of them second-hand Star Ferry boats — far less likely to turn turtle than the overloaded, overcrowded craft which daily imperilled their passengers in the old days, the disasters to which brought about the new legislation. About 1925 the Ordinance was applied to the New Territory, which meant that the existing ferries had to be thrown open to public tender and their boats brought up to a higher standard. The Cheung Chau Kaifongs were encouraged to bid, and as theirs was the only one, and not unreasonable, they got the concession. The old pier by the former police station had sometime before been supplemented by a new wooden pier some 150 yards further north, and this was the Cheung Chau Terminal of the ferry. The concession expired in 1928, and under my successor, Mr. Wynne-Jones, new ferry concessions were made, which according to Mr. Lo Yip had caused great trouble to the Kaifongs. The timetable was certainly improved from the Hong Kong point of view, and day trips to the island became possible. I once discussed with the Kaifongs the question of making the ferry call at Nei Kwu Chau or Ping Chau, but they never agreed to letting the boat go there or to any other island, though a call at Nei Kwu Chau would have solved the education question there by enabling its children to attend school on Cheung Chau. SCHOFIELD \n\non the ridge.* Further afield, on the Hang Hau peninsula, is the paved road referred to above, which runs as far as Ha Yeung: and on Nam Tong, commanding the strait, is the robbers' stronghold with its gun platform. Porcelain near its gate looked fairly modern, from what I remember. Remains of a similar kind can be found on the other islands of the Southern District. Just above the village of Shek Sun at the west end of Lantau stands a Dutch fort built about 1610, rectangular in plan. A few cannon balls and other relics have been found in it, but it is very overgrown and needs clearing if any research is to be done there, or sightseers enabled to visit it. The old fort and cannon protecting the small yamen were repaired when E. W. Hamilton was D.O., I think between 1927 and 1929: I remember that one room in the yamen was inscribed shu shat (library). Another relic of old coast defences, close to Tai O, is the old Chinese guard station already referred to, outside Po Chu Tam creek, and quite ruined. On the south coast, near Shek Pik, a very ancient rock carving on a cliff was found quite recently. In the outlying islands are three interesting structures: one is on the North Soko island, where in a small valley on its south coast are two converging lines of megaliths. The other two are on Sha Chau, one a stone burial chamber on the south isthmus in the form of a 'kistvaen,' the other a ruined guard station on the flat area northwards of the chamber, with an earthwork protecting the landing place to eastward.\n\nNo doubt there are many other places of interest, especially temples and their contents: one of the finest is the Pak Tai temple in Cheung Chau, with its coloured relief showing the local ferry boat nearing the pier in Hong Kong harbour. Lastly, there is one place of much interest with which I had to deal in 1917 or 1918. The Tang grave at Hau Tei, beside Tsun Wan, made in the Sung dynasty, was naturally affected by the new Castle Peak motor road and a projected reclamation of the shallow sea area beyond it. The Tang elders come to the Secretariat for Chinese Affairs, where I was 2nd A.S.C.A.,† and partly I think on my suggestion the hill of the grave was made into a public park, so as to preserve its surroundings and outlook. The grateful elders presented me with a 'fung shui' map of the grave site for my efforts on their behalf; and the good influence of their virtuous ancestor continues to augment the prosperity of their descendants, and of Hong Kong generally, if there is anything in 'fung shui'!\n\n* See Mr. Schofield's note in JHKBRAS 9 (1969): 154-156.\n\n† Assistant Secretary for Chinese Affairs.",

DOWNS\n\n27-Medical inspection of repatriates at 2:00 p.m. and preliminary inspection of baggage in rooms at 11:00 a.m., so it is beginning to look as if the good ship Asama Maru does mean business, after all!\n\n28-Sunday. There were no public Masses this morning in the Club Chapel, as that public room was reserved by the authorities for inspection of the baggage of the repatriates. Some baggage was also inspected at the same time just in front of our American Blocks. All bags and suitcases and bundles had to be put in a line and opened for the inspecting gendarmes as they passed along the line. After all, the inspection was not very strict. The baggage was then taken away in trucks to the small pier jutting out into Stanley Bay where, evidently, embarkation will take place. Since we could not have our regular public Masses in the main chapel, we had to be content with three Masses said in the Maryknoll Sisters, Canadian Sisters and in the Dutch apartments. In the afternoon as well we had to have Benediction in another garage just behind the American Club. At Stanley pier, we notice three small launches and some lighters, which are no doubt awaiting the arrival of the Asama Maru. All the Americans on the qui vive these days, and wondering when and if the good repatriation ship will put in an appearance.\n\n29—Maryknoll Foundation Day for all and Departure Day for some. As we arose, we scanned the horizon for signs of the Asama Maru, but there was no sign of her. However, along towards noon, she hove in sight and proceeded to Stanley Bay, where she anchored off shore about a mile distant. It was a thrilling sight, especially for the departants, and they were all wondering what kind of accommodations they were going to get, and what kind of food. After the ship dropped anchor no time was lost, and early in the afternoon the repatriates, about three hundred from the Stanley Camp, and some sixty direct from the city, went aboard the ship by launch. These sixty Americans from the city were bankers and banks' other officials who were allowed to remain at their posts, but who were practically interned in their own quarters. Some forty Americans are remaining in Camp, some of whom, including us, hope to get out to Hong Kong one of these days. Of this number, half are Maryknollers, including 15 priests, one Brother and 4 Maryknoll Sisters. Since we again lose our cooking squad, Father Meyer jumps into the breach and takes over, preparing our supper, which",

Thereby, through uninterrupt-ed intensive work, we hoped to make up part of the lost time.\n\nIn the interim one other incident which showed the strength of village feeling about the fung shui hill occurred in November 1979. In this case, a demolition contract had been let for the houses in the old Chung Mei and Lo Uk villages. The Rural Committee and the village elders had agreed, but unexpectedly there was opposition when the contractor began to move his bulldozer into position to start the work. This time, it came from the young men of the village, and we were informed by the Rural Committee Chairman that they could not be persuaded to agree.\n\nUpon investigation I found that it was not (in the main) the demolition which was being objected to, but rather the route by which the bulldozer was to obtain access to the old village sites. This was over the face of the same fung shui hill that had been causing the prolonged delay, and naturally it was being objected to.\n\nI greatly wished the contract to proceed, on the principle that, when you are dealing with villagers, it is bad to go back on a deci-sion reached with their leaders, besides having to explain to the Finance Branch of the Government Secretariat the claims from the thwarted contractor. However, when I saw how things were, and being mindful of the wisdom of not interfering with the hill, I instructed staff to take the bulldozer by an alternative route. This would still open bare earth on the hillside but it would be out of the sight of the villages, which was what mattered, and it would be on a route to be formed for roadworks at a later stage. In a meet-ing held in my office, the twelve or so young men who had insisted on accompanying the elders, were perfectly agreeable to this solution and the demolition continued.\n\nThe end of the story is quickly told. The residents of the four villages moved into the new public housing accommodation when it was ready for occupation, the Project Manager (P.W.D.) was able to let his contract, and the successful contractor was at last able to carry out uninterrupted major excavation of soil from the hill-sides. There was trouble at the seashore where mariculturists had to be moved to enable a pier to be built and a channel dredged for the barges that would take away the soil to the Tsuen Wan Bay reclamation: but that is another story!\n\nHong Kong, June 1981\n\nJAMES HAYES",

But conditions in the colony had not yet fully returned to normal and various wild rumours continued to be put into circulation, including the story that when May arrived the enlarged garrison would make an attack on China and annex further areas of Guangdong north of the New Territories. However, no-one was expecting any serious trouble on the morning of 4th July when the elite of the colony turned out to welcome the new governor.\n\nThe ship bringing Sir Henry May from Fiji arrived off Kowloon point early in the morning and at 10 a.m. Sir Henry crossed the harbour in the government launch to Blake Pier where he was greeted with a salute of 17 guns. He inspected the guard of honour and met the members of the Executive and Legislative Councils, all of whom were well-known to him. Among them was Sir Kai Ho Kai, the senior member of the Legislative Council, who had just received his knighthood, the first ever given to a Chinese in Hong Kong. Sir Kai had strong connections with the reform movement in China, but he had loyally supported the British administration in the measures taken to deal with violence in the colony, and the knighthood was his reward for this as well as for his long career of public service.\n\nThe next part of the ceremonial was the procession to the City Hall. Sir Henry and Lady May took their seats side by side in two sedan chairs, each carried by eight coolies. The chairs were escorted by eight Indian constables, four on the right of Sir Henry's chair marching two paces apart, and four on the left of Lady May's chair. Behind them was a European police sergeant, and he was followed by four more chairs carrying the four daughters of the new governor. The route to the City Hall was lined by soldiers stationed at intervals of three paces on either side of the road.\n\nAs the procession left Blake Pier and passed along Pedder Street towards Des Voeux Road a Chinese dressed in European clothes was seen to push his way through the crowd around the",

In 1859, the Commodore, Chang Yu-tang ski, erected a fine pavilion over an incinerator and old men were hired to gather abandoned paper for burning. On the plaque over the entrance were engraved the characters “Ching-hsi tzu-chih-ch'u”**(A pavilion for revering word-bearing paper) in Chang's calligraphy. Though a military man, Chang had pretensions to being a scholar and calligrapher, and his inscriptions found in the pavilion were reportedly much copied in the region.'\n\n16\n\nUp to 1898 there were no shops of any kind within the City.1 In fact, the word \"ch’eng” is rather arbitrarily translated as \"city\", which to a modern person, immediately conjures up visions of shops and other commercial facilities. This is misleading since traditionally, a Chinese ch'eng was simply an area enclosed for defence, and where officials resided. However, a cluster of shops lined the street Kowloon Street — which stretched for about a quarter of a mile from the East Gate to the water front. This became an increasingly prosperous market town, serving not only the Walled City but more distant areas such as Saikung and Shatin. From a fairly early date, a kaifong (chieh-fang i.e. neighbourhood) association, which organized such public functions as health, safety and good order, had existed.ii By 1880, the Lok Sin Tong (Luo-shan-t'ang; lit. Hall of Willing Charity) was founded. Traditionally, preparing this almanac was the responsibility of the Board of Astronomy.\n\nThe funeral service in this study involved five Taoist (sometimes Buddhists are engaged) monks who, as is customary, chanted mantras. They were accompanied by an orchestra. 'Wooden fish' (*), namely sound boxes, bells and small brass singing bowls were struck. A high-pitched flageolet, a musical instrument with six or eight finger holes, played what some would describe as discordant music. As the coffin was wheeled into the hall, head first on a bier, relatives crouched and mourners born in the Year of the Monkey were instructed over a microphone not to look at the casket. If they did it could bring bad luck. With the head of the corpse towards the altar (in a Christian church feet usually face east towards the altar) the 'body was shown to the gods'.\n\n26\n\nWith patrilineal kinship ties, if there are sons or grandsons in the family a ceremony of 'buying water' (A) takes place. With a traditional funeral in Hong Kong's New Territories this still consists of the eldest son, the chief mourner, being escorted to the nearest stream or well, dropping three cash (old copper coins) in and bringing back a bowl of water. The ritual can vary from bathing the corpse to a symbolic dab on the dead parent's forehead. This, in Confucian tradition, signifies filial piety. It also helps to ensure the lineage continues. 'I have no sons to buy water!' is a not uncommon lament by some husbands, which, in the old days, meant taking a concubine because the first spouse did not give birth to an heir. As there were no sons in this study the three daughters kowtowed three times and walked around the open coffin three times. Other mourners then bowed.\n\nThe public 'lying in state' continued until the 'last glance', towards the end of the ceremony. With the upper portion of the body visible through a clear, plastic 'window' family mourners, followed by the congregation, filed around the coffin. There was weeping. Some children were held up to look at the corpse. (By contrast, I have heard it said a mourner should not get too close for fear of being 'possessed'.) Even in the 1920s, however, it dominated the seafront of the town, facing the sea between the two piers (the public pier to the west, and the Customs pier to the east), separated from the Tin Hau Temple by an irregular strand with two huge banyan trees.\n\nAt the foot of the public pier, between the Customs station and the Tin Hau Temple, was a small kiosk where tickets for the Sha Yue Chung ferry were sold. The Shap Yeuk let the operation of the ferry, and the right to collect the fares, every so often. In the 1930s the fare to Sha Yue Chung was high - 480 per person, plus extra for goods carried. This was because of the difficulties involved in the ferry travelling from Kuomintang to rebel-held territory, and later because the ferry had to travel very close to, or even across, Japanese lines. Much of the freight carried at this date was smuggled kerosene. The other ferries - to Kat O and Kuk Po - collected fares on board the boat.\n\nThe fish laans were just a paved floor, with a tiled roof supported on brick pillars. There were no walls. Each of the fish laans occupied a part of the floor. When the fishing boats arrived in the early morning, the fishermen would carry their catch inland, past the Customs Station, into the laans, to sell to the laan or laans with which they were accustomed to deal. Some of the laans only dealt in the wholesale trade, and only had offices and stores apart from their share of the trading floor. Others also had retail shops in the town.\n\nAs well as the fish faans, there was another wholesale market in the town in the 1920s. This was the grain market. This was, like the fish faans, just a paved floor with a tiled roof supported on brick pillars. It stood beside the sea, just behind the Man Mo Temple. Villagers with grain to sell would carry it here on market days (the 1st, 4th, and 7th days). The grain dealers from the market would come here and buy, and carry it to their stores in the town, either to sell there by retail, or else to arrange to have it carried to Sham Chun. The town weigh-beam was kept here, in a shed next to the market – it was normally only used by people buying or selling grain, who paid a few cents for the use of it.\n\nOpposite the grain market was a row of blacksmiths' shops. These were built here, separated by an alley from the other buildings of the town, for fear of fire.",

He also told us that the name of Bethanie was chosen after \"Bethany village\" of the Holy Scripture, and the inscription above the main entrance, Domine ecce quem amas infirmatio (Lord, he whom Thou lovest lies sick - John III) is part of the message sent to Jesus by Martha and Mary when their brother Lazarus became sick\n\nAnd from the start there were sick missionaries in abundance In 1884, for instance, 43 missionaries had stayed at the sanitarium for some time.1 Our visit that day was memorable. It showed us another, broader side of British Hong Kong, and I have never forgotten it.\n\nChatwan and Shaukeiwan, May 1983\n\nThis visit was of a different kind, and focussed on Hong Kong people and on important new public works. As a serving government officer, I used my opportunities to combine old and new on RAS tours, showing our members what was being done in the way of new civil engineering projects of public housing development, for instance, and providing facts and answering questions about them. The Chatwan visit was one which combined these aims admirably\n\nOn a warm May day, we left Queen's Pier in Central District by a licensed passenger boat which took us along the Hong Kong Island waterfront as far as Chatwan On the way - the reason for our going by sea we were able to view the engineering and construction work proceeding along the length of the new \"Hong Kong Island Eastern Corridor\". This modern highway, with its several reclamations, elevated sections of carriage way, slip roads, and grade-separated junctions and interchanges, would link Chaiwan and Eastern Hong Kong Island with the Central Business District. It was intended to ameliorate, if not solve, the long-standing congestion and delays on the existing roadways which had reached saturation point.\n\nAt Chatwan we went by coach to Tai Ping Village, one of the last remaining of the extensive squatter settlements that used to cover practically the whole of the area in the mid-1950s Next to it was a new Urban Council swimming pool complex with its main and six other pools, completed in 1978 We then went to the site earmarked for the new Eastern",

I found the exhibits and many photographs more appealing than some of the captions (memories of the \"years of pain\" etc).\n\nMost of the rest of the interesting parts of the island are to the left of the ferry pier. The first attraction is the Ching naval barracks, beautifully restored and now looking as splendid as it must have done when it was first built. It is reputed to be the best (or only) example of its kind in China. Looking rather familiar in its design - it is built around three consecutive courtyards stretching back from the main entrance - one would be forgiven for thinking it was in fact a large temple, with its colonnades and red painted columns. But the naval barracks it certainly was, even though it was relegated to be the naval canteen during the period of British occupation. The whole complex is now open to the public as a museum; exhibits include a number of guns and a large model of a battle between the Chinese and Japanese navies. This latter is rather a generous gesture, given that the entire western-built Chinese navy was destroyed by the Japanese in 1894/95. Resurgence is evident, however, as plastic construction kits of today's Chinese navy can be purchased throughout the museum.\n\nLeaving the waterfront after the Chinese barracks one finds a dusty road on which stand a number of houses, again in good repair and apparently used. Standing proudly by itself is the Masonic Hall, now emblazoned with a red star in place of the masons' square and compasses. In the museum there was for sale a fat (324 pages!) little book in Chinese all about the British occupation. I bought a copy for RMB 10, not so that I could read it, unfortunately, but because it contained three contemporary maps of the island in English. These showed that the other houses around might have included the Surgeon Commander's Residence, the Coal Contractor's Residence and the Accountant Clerk's Residence. Exact identification proved difficult as some of the roads and paths had moved from their original positions.\n\nMoving towards the west we found what must have been the cemetery, but it was clear that nobody was welcome to enter - the gates were well locked and the walls were high. Peering through the cracks did not reveal any remains of gravestones. Perhaps these had fallen victim to the enthusiasm of the Cultural Revolution, along with the two churches, of which there was no trace either.",
