The cliffs in Windbox Gorge rise to over 700 feet above the river, and it was here that in the record year the river level rose 275 feet in a short time. \n\nIn 1917, after there had been regular services operating on the river for some years, the Chinese Maritime Customs issued a series of recommendations for steamers intending to ply on the Upper River, based on the experience gained over these years. The maximum size for steamers intending to run all year round was 210 feet long by 31 feet beam and 94 feet draft, with a minimum speed of 12 knots. If they were intended to negotiate the main rapids under their own power, a speed considerably in excess of 12 knots was recommended. It was also recommended that the hull be divided into watertight compartments, and that ships should have a flat bottom. Ships over 130 feet long were recommended to have twin screws and two boilers, and if their beam was over 22 feet three rudders; all others having two rudders. Other recommendations and regulations related to steering gears, windlasses, and capstans, and illustrate the peculiar problems posed by navigation on the Upper Yangtse. By 1931 there were over a dozen special-type ships on the Upper Yangtse, half of them British, running regularly between Ichang and Chungking. Three of the others were Chinese, two American, and one French. There were also several small oil tankers. Above Chungking there were about two dozen smaller motor launches running, but in this part of the river a great part of the traffic was still handled by native craft of various types. In 1931 the American West China Shipping Company's last ship was wrecked in the Upper River, and the Dollar Company sold their last ship, the Alice Dollar, to the China Navigation Company, who renamed her the Wantung. This left British steamers predominant on the Upper River for the short time after that it remained open to foreign trade. \n\nAll ships operating on the Yangtse required pilots. On the Lower River these were mostly foreigners of the various countries which formed the Woosung-Hankow Pilots' Association. This was not a branch of the Chinese Maritime Customs, although these pilots were licensed and recognised by the Customs. On the coast and on other rivers, the Chinese Pilotage Service, which was a branch of the Customs, was the recognised authority. In April 1941 the Alliance helped arrange an East Asian Buddhist conference in Nanking, and then tried to reactivate the Chinese Buddhist Association (Shanghai, 1929) — apparently without success. It also sponsored some of the Chinese who went to Japan for study.\n\nJapanese-Chinese Buddhist associations set up by the Alliance were to be found in Nanking, Shanghai, Hangchow, Wusih, Soochow, Chen-chiang, Changshu, Pengpu, Nantung, Wuhu, Hofei, and Kiukiang. They were staffed by three categories of personnel: Chinese monks, Japanese priests, and local Chinese officials. If the head was in one category, his deputies would be in the other two. Among the membership the sangha (mostly Chinese) generally outnumbered the laity. The work of these associations is variously described as relief, arranging lectures, and providing guidance for seminaries and devotees' clubs.22 The real work, of course, was mobilizing China's Buddhists in support of Japanese policy.\n\nAlthough the membership included the Panchen Lama from Tibet and the Living Buddha Chang-chia from Mongolia, only a few well-known Chinese monks appear to have been involved. Among them was Shuang-t'ing, the abbot of Chin Shan, who headed the Japanese-Chinese Buddhist Association in Chen-chiang.23 According to one of his disciples the Japanese authorities told him quite frankly that if he refused this post, there would be \"very serious consequences.\" Shuang-t'ing felt that his first duty was to protect Chin Shan, doubly vulnerable since Nationalist officers had been hidden in a cave there during the Japanese attack. Hence he accepted.\n\nOne reason for his decision was that the parent body, the Great Harmony Alliance, was committed to \"do its best when Chinese monasteries and temples applied for protection.\" According to several informants, it generally succeeded. Well-known Buddhist institutions that cooperated with the Japanese encountered few difficulties. Some of the occupation forces behaved badly (one soldier killed a monk at Chin Shan, for example, \"because of a language difficulty\"), but most of those who visited the immense shrines seem to have treated them with respect or reverence.",

        "content_text": "24\n\nII. KUAN-FU\n\nJEN YU-WEN\n\nWhere was Kuan-fu Ch'ang? It can be definitely identified with no other place than the eastern side of the Kowloon Peninsula. For several hundred years from Sung to mid-Ch'ing Kuan-fu was the official name of the area, while Kowloon was the vernacular name used by the local people. To avoid confusion, we must carefully differentiate Kuan-fu Ch'ang from Kuan-fu Tsai (stockade), Kuan-fu-shan (mountain) and Kuan-fu hsun-ssu (sub-district).\n\nKuan-fu Ch'ang meant Kuan-fu Field, one of the four salt-producing fields in the Tung-kuan District amongst the thirteen fields of the whole province of Kwantung in the Sung Dynasty. The area of the Field covered not only the entire peninsula but also the nearby islands, including the present Hong Kong. It was under the administration of an office in the stockade called Kuan-fu Tsai, the present so-called Kowloon Walled City. During the last years of the Emperor Tu Tsung (1265-75) the administrator of the field was Yen I-chang of Kaifeng, Honan Province, who had the engraved stone made at North Fu-t'ang in 1274, less than three years before the royal visit to Kuan-fu.6\n\nMy interpretation is that the name Kuan-fu has a political and economic meaning: “Kuan\" means Tung-kuan District and \"fu\" means rich. The field was thus christened by officialdom to signify the rich resources of Tung-kuan. Or else, it might signify the riches of the Emperor, for Kuan Chia was a popular term for the emperor. Anyway, it could not be a natural name and it may be inferred from this that the name of Kuan-fu Mountain, which was a long range of mountains with many hills, was adopted from the Kuan-fu Ch'ang and not vice versa. Researches into the Gazetteer of Hsin-an District, the writings of some historians and maps furnished by the Public Works Department of the Hong Kong Government lead to the conclusion that the Kuan-fu Mountain was along the western side of the Kowloon peninsula (see Plate 12). There were a number of hills of various heights inside the area and the highest, the rocky peak west of Ma-tau-wei Road, reaches a height of 405 feet. On the military side these events included two assaults on Canton itself, nearly four years of military occupation of the city (5.1.1858 - 21.10.1861) and various punitive expeditions on the Canton river and inside the province. On the civil and diplomatic side were the sequence of events connected with the question of entry to Canton, which the British held to have been promised them under the terms of the Treaty of Nanking in 1842. This culminated in the triumph of the Canton Viceroy in 1849 who was able to defer entry still further on the grounds of the rooted opposition of the gentry and people of the province to this step by their officials — though deferment was also due to Bonham's conviction that the real key to Canton lay not by warlike action there as in the North. These years also saw economic crises at Canton occasioned, among other factors, by the opening of four other treaty ports under the Nanking Treaty, and a wave of growing lawlessness across the province culminating in the great disorders of the 1850s in the wake of the Taiping rebellion.\n\nMr. Wakeman's theme is the re-emergence of local militia in the early 1840's to assist in repelling the British forces and their continuance through the later years of the entry question (1846-49); the part they played in local defence against the Red Turban and other rebels, pirates and banditti in the early 1850s; their efforts against the British attack in 1857-58 and, under secret orders from Peking, in the guerilla struggle against the British in Canton in the first period of the occupation, until diplomatic agreement in the North led to their being told to desist.\n\nHe traces the ebb and flow in official attitudes to the local militia from encouragement to discouragement, from enthusiasm to apprehension. He describes, too, the methods by which the militia were raised and financed and shows how they were a two-edged weapon to Government and people alike. Mr. Wakeman also traces the rise and wane of anti-foreign attitudes in Kwantung during this period and the paradoxical change from bitter enmity to a realisation, at least in Canton and its surrounds, that British troops were a guarantee against a multitude of threats from lawless elements. The treatment is masterly and authoritative, being based on a wide variety of sources in English and Chinese; the book is compelling and the narrative moves smoothly.\n\nIn this review I shall confine my remarks mainly to the militia.         "content_text": "160\n\nDAFYDD EMRYS EVANS\n\n23 A writ of fieri facias (abbreviated to fi. fa.) is the means whereby a judgment is executed against the property of a person found liable to another in damages in a civil suit. It enables his property to be sold to meet the sums awarded against him. The writ was frequently employed at this time in suits for arrears of Crown Rent.\n\n24 Memorial 359.\n\n25 When property is mortgaged to secure sums advanced by the mortgagee to the mortgagor, the latter is said to have an 'equity of redemption'. The purpose of this is to make certain that his interest in relation to that of the lender is kept in balance, so that the lender can always be forced to release the security when the reasons for giving it are no longer present, i.e., when the sums advanced are repaid. The equity of redemption is treated as an item of property which the mortgagor is free to dispose of—it is the right to reconveyance when the security is discharged or repayment of the loan.\n\n26 Under the Ordinance No. 3 of 1844, all transactions in and concerning land, as well as judgments, wills and so on which involve land, must be registered in the Land Office. A transaction is quite effective even if the Ordinance is not complied with but subsequent purchasers or persons having dealings with property automatically have notice of any registered transaction which will therefore take precedence even over prior unregistered transactions.\n\n27 Ong Chok may in fact have been Ong Lok. The latter frequently dealt in property and is described in Memorials as a 'compradore'.         "content_text": "LEGENDS & STORIES OF THE NEW TERRITORIES: KAM TIN 117\n\nfrom Kwantung province Wong Chi Tsoi (£*) of Tung Koon district was rewarded with this privilege.\n\nThe Lik Ying Tsaai had a large library which housed many thousands of books, and outside the North gate of the village Tang Foo built several hostels for the students to live in. He cultivated the surrounding fields, and the income derived from them was used for forming scholarships for poor students. Tang Foo lectured to the scholars himself sometimes, but he also paid learned men to teach regularly. In the 24th year of Ka Hing (✯✯) A.D. 1819 of Ts'ing (†) dynasty when \"The History of the San On district\" was revised the ruins of the school were still to be seen, but now there is no trace of it left.\n\nAccording to a copy of the family tree belonging to the Ping Shaan (1) branch of the Tang family, the original stone on Tang Foo's grave was replaced in the 45th year of Ka Tsing (†) A.D. 1566 of Ming dynasty, by a man named Tang Shui Faan (†4K) as it was broken and illegible. On the new stone it was said that the date of Tang Foo was not obtainable, but it stated that he lived during the Sung dynasty. In the 33rd year of Hong Hei () A.D. 1694, of Tsing dynasty another stone was erected, and it is this one, that gives the date of Tang Foo passing his Tsun-sz (+) examination to be the 2nd year of Sung Ning ($) of Sung dynasty A.D. 1103, but considering that his great grandson Tang Sin (#) (or Tang Yuen Leung, one of the \"five yuens”) is known to have been district officer of Kung Yuen (4) Kiangsi province in the 3rd year of Kin Yim (£ƒ) A.D. 1129 of Sung dynasty, it is probable that Tang Foo lived a good deal earlier. In fact in the 8th year of Shing Fa (1 ) A.D. 1472 of Ming dynasty the Tang family wrote in their family tree the suggestion that perhaps the 2nd year of Sung Ning () was miswritten for 2nd year of Hei Ning ( ) which would put the date of Tang Foo back to A.D. 1069, a far more possible date.\n\nThe system of district magistrates in the Sung dynasty was quite different to the system in the modern dynasty of Ts'ing (). When the \"Five Dynasties” Ng Toi (£†) A.D. 907-959 began China was in a state of rebellion and disunion. PRYOR\n\nmucous and epithelium frequently appeared in the stools.* Additionally, painful swellings or buboes commonly developed in the groin, neck or armpits usually by the second day.\n\nEven though by the turn of the nineteenth century medical science had made significant progress, little was still then known of the manner in which the disease was transmitted. It was not until 1905 that it was finally established in Bombay by the Plague Research Commission of India that the bacillus, pasteurella pestis, commonly gained entry into the blood stream by inoculation through the bite of fleas which, in turn, were carried by rats. Scientific research into the causes of the plague in Hong Kong came close to finding this answer but the plethora of other more plausible-looking theories detracted attention away from the apparently harmless flea.\n\nThe Origin of the Plague in Hong Kong\n\nBubonic plague in China was thought to have first spread from Yunnan which, itself, is likely to have been infected by transmissions over the trade routes from India.\n\nAs a prelude to the outbreak of the disease in Hong Kong in 1894, it appears that it occurred in Canton in January of that year. By June, it had reached epidemic proportions and had accounted for some 80,000 deaths. At the outbreak of the disease in Canton, many persons (particularly the well-to-do) moved into the countryside and thereby created new foci for its dissemination. Simpson thus records that it is \"not surprising that whatever affects Canton is not long in making itself felt in Hong Kong. This year when cholera broke out in Canton there was only an interval of a few weeks before the disease appeared in 1894.\" Indeed, the spread of the disease to Hong Kong was accelerated by the unrestricted entry from Kwantung Province of many thousands of workers and also junks and river boats that formed an integral part of the colony's role as an entrepot.\n\nOn the 10th May 1894, Hong Kong was declared an infected port and within the space of a few weeks the administration was\n\n* Quoted in William Hunter, A Research into Epidemic & Epizootic Plague Hong Kong, 1904, p. 6.\n\n↑ W.         "content_text": "LAND AND RIVER ROUTES TO WEST CHINA\n\n175\n\nthe Upper Yangtze-eight British, seven American, three Chinese, six French, five Italian, and three Japanese.\n\nPolitical troubles, however, had forced the pioneering Szechwan Steamship Company out of business in 1920. During the previous few years its Shutung and Shuhun had so often been forced to carry troops for the different war lords as to make their operations uneconomic. After 1920 the Chinese flag was flown by the China Merchants Steam Navigation and the Ming Steamship Company, both of whom seemed more able to accommodate themselves to the political changes. Captain Plant, however, was still active on the Upper Yangtze, but in a different capacity. He had left the Szechwan Steam Navigation Company in 1913 to become River Inspector in the Chinese Maritime Customs, and his work was one of the factors contributing to the development of steam navigation on the Upper Yangtze in the early 1920s.\n\nThere was a period during the brief heyday of the Kuomintang government between 1927 and the outbreak of the Sino-Japanese War in 1937, when shipping on the Upper Yangtze almost settled into a regular pattern. Probably 1928 was the peak year, when there were seventy small steamers in regular service between Ichang and Chungking; the smallest about thirty tons and the largest just over 1,000 tons. The average time between Ichang and Chungking was three days, as against an average of a month by junk. Britain had fifteen ships of 5,357 tons; China twenty-six of 3,672 tons; and America eleven of 2,934 tons.\n\nLosses, however, were heavy. Several of the smaller companies were forced out of business, some selling their ships to the China Navigation Company. In this manner, the latter acquired the famous Loong Mow in 1923, which was renamed Wanliu I, and the Alice Dollar in 1926, which was renamed Wantung. This company also built six ships at Yarrows on the Clyde between 1922 and 1926. These included the Wanhsien, 210 feet long with a loaded draft of eight feet and reciprocating engines of 3,000 indicated horsepower, the most powerful ship on the Upper Yangtze; two turbine steamers of less than half this tonnage, the Kiating and the Kintang, for the low water season; and two small motor ships, the Siushan and Suiting, of 296 gross tons for the Top River above Chungking. British shipping was supreme on the Upper Yangtze for the last few years of the treaty port era, since political troubles hampered",

This indoctrination was rendered the more effective because of the memorization process that was such a central feature of the Chinese teaching method. Looking back on his schooldays in San Ning Country, Kwantung, Dr. Ng Poon-chew wrote:\n\n\"In the old method when I was a boy, we were compelled to study, but we were not required to know what we were studying about. We were simply set to memorize the Confucian classics, endeavouring hard to transform our heads into first-class phonographic records.\n\n--21\n\nThe feats of memorization, in a country which relied heavily on this method of teaching, often bordered on the phenomenal.\" In 1914, after fifty years' experience of China, Archdeacon Moule not only testified to the positive qualities of memorization but deplored its likely fate at the hands of the new Republican educators in their haste for change.22\n\n4. Extended by Copying Teachers' Handbooks\n\nApart from memorization of the classical books and the moral lessons imparted thereby, there was other work to be done in the classroom. For the smarter village boys who became the educated village elders of their generation, the process of absorption and indoctrination had been intensified by their teachers' practice of making them copy their own manuscript guides to social etiquette, useful exemplars and local traditions.\n\nTsuen Wan fully exemplifies the old system of education (in the broad sense of ethical teaching), and its lingering force into practically our own time.         "content_text": "171\n\nNOTES AND QUERIES\n\nNOTES ON CHEUNG PAO TSAI\n\nANTHONY SIU KWOK-KIN\n\nCheung Pao Tsai, also known as Cheung Pao Tsai, was the son of a fisherman living along the coast of San Hui county in the Kwantung province. He was kidnapped by Chang Yat, leader of the pirates of the Red Flag Squadron, at the age of fifteen. Because he was young and clever, he was forced to be a pirate. He managed all business very well, and was soon promoted to be headman. In 1807, Chang Yat died at sea in a great storm. His wife, Shek Yeung (also known as Chang Yat Sao by the pirates), and his nephew Chang On Bong led the Red Flag pirates. Chang On Bong was very timid. Thus, Cheung Pao became a good assistant to Chang Yat Sao. She appointed Cheung Pao to be the chief headman, and placed the whole crew under his sway, while she commanded all the squadron.\n\nCheung Pao was a good assistant of Chang Yat Sao. He was very faithful and obedient to her. He did everything only with her permission. She trusted him well, and his suggestions were generally approved. He could command the Red Flag Squadron with her consent. Thus, people at that time only knew the name Cheung Pao, and all the piratical disasters in the South China Sea were said to be done by him.\n\nCheung and his gang plundered along the coast of the Canton Delta from 1808 to 1810, concentrating on the Heung Shan, San Hui, San Ning, Pan Yu, and Tung Kwun counties. Of these, Heung Shan faced the greatest disaster. At first, they only robbed the merchant ships at sea. Later, being encountered by the Ching navy, they turned inland and robbed the villages they could reach by boats. Then, because of the strong resistance made by the villagers, and being defeated by the Imperial force for many times, Cheung was forced to surrender in 1810. He was given the title of a Shoubei or captain in the navy, and he helped to pacify the rest of the pirates in the South China Sea. He married Chang Yat Sao. Because of his bravery in the navy, he was promoted to be a Fujiang or major-general. He died in 1822.",

        "content_text": "The MacIntosh Cathedrals\n\nR.G. Horsnell\n\n171\n\nIntroduction\n\nThe author of this article has been working in Hong Kong since 1971. He started in the Architectural Office of the old Public Works Department, and is at present a Chief Maintenance Surveyor in the Architectural Services Department which celebrated its Tenth Anniversary in 1996. He has been assisting the Antiquities and Monuments Office in recording historical buildings and structures since 1992. In this article, he gives a brief history of the police border observation posts known as the MacIntosh Cathedrals, which were named after Commissioner of Police, Mr. D.W. MacIntosh, whose idea it was to build them. The article has been compiled from information in the Hong Kong Police Force Library, also the Force Museum in Coombe Road to which due acknowledgements are made.\n\nIn 1945, when Hong Kong was liberated, the population was estimated at 500,000. As the Territory regrouped and normality returned, it saw an upturn in immigration and by the end of 1947, the population had increased to an estimated 1,800,000. In 1948/49, as a result of unsettled conditions in China caused by the civil war and the increasing successes of the communist armies, a large influx of refugees from the mainland commenced. Approximately 750,000, mainly from Kwantung Province, Shanghai, and other commercial centres, entered Hong Kong during 1949 and early 1950. This reached its height in the Spring of 1950, when the estimated population was 2,360,000.\n\nAmongst the refugees were the defeated remnants of the Kuo Min Tang Nationalist armies and also a fair number of common criminals. Arms of all descriptions were available, and gangs of armed men raided villages near the Border. There were frequent gun battles between the police and gangsters, and there were several cases of policemen being killed and their revolvers stolen. In May 1949, two incidents occurred on the Border, which were to lead to a change of design and use of police posts in that particular area.\n\nOn May 2, 1949, a four-man police patrol left Ta Kwu Ling Police",

        "content_text": "111\n\nthough they also had some on their war junks. The war junks were of much smaller size than the large men of war of the British navy. Generally they only had one gun deck although they were beginning to realise that they needed to have better ships and Mackenzie1 records that a start had been made as early as 1841. The batteries of the various forts were not short in numbers of guns, and Mackenzie records that the North Wangtung fort mounted 167 guns ranging in size from 3 to 64 pounders. What they did lack was the ability to aim them efficiently. Their accuracy was not good, and Mackenzie notes: \"The carriages are also most clumsy, and owing to this they are unable to train the piece to bear on any particular object, but fire it off point blank\"17. It is, therefore, no surprise that they were no match for the European ships, or even the gun boats such as the Nemesis which only mounted a couple of 32 pounders.\n\nOne would have expected the shore batteries to have given a better account for themselves; however, even the batteries at the Bogue Forts were not well directed. Ouchterlony said of their efforts to dislodge a battery of howitzers set up in the middle of South Wangtung, an island well within range of the fort: \"...it will convey some idea of their miserable deficiency in gunnery, to remark that during all that time, although many guns in the southern horns of the half-moon batteries on Wangtung bore upon it, not a single casualty occurred amongst Captain Knowles' party.\"\n\n# 18\n\nAs regards field guns, the Chinese did not have much use for them as they were generally on the defensive. However, they did have an interesting variety that was mounted on a form of wheelbarrow, but these were only found in an arsenal and not in service. They also used gingals (also spelt gingall or jingal, from the Hindustani jangal), which is a large musket about twenty pounds in weight and when fired is supported either on a swivel mounting or by a second man. A photograph taken around 1910 by Leone Nani20 shows a large matchlock musket being supported on an assistant's shoulder, and specimens of similar dimensions, probably dating from the early twentieth century, were seen in the New Territories of Hong Kong in the 1970s by the author. Weapons of similar size (about eight feet long) but of more modern design were also in use at the time of the Boxer uprising (1900)21. The size of its shot varied.         "content_text": "109\n\ntrouble in Hankow might be expected, the unrest in the Atlantic Fleet, the Japanese aggression in Manchuria, and the change of Sterling from a gold basis, with its serious effect on ships' companies paid in silver, were events all calling for the closest attention.\n\nOn 18th September 1931 the Japanese Kwantung army in Manchuria, Lieut. General Shigeru Honjo, staged an incident which enabled them to allege that the Japanese owned South Manchuria Railway had been dynamited north of Mukden. Armed with this excuse, a premeditated assault was launched by them against the city of Mukden itself.\n\nAt the time the local Chinese war lord was a protégé of Chiang Kai-shek, Chang Hsueh-liang or the 'Young Marshal'. In June 1928 his father, Chang Tso-lin, the 'Old Marshal,' had been assassinated by the Japanese.\n\nUnfortunately as a consequence of his internal conflict with the Chinese communists, Chiang Kai-shek had decided on a policy of first conquering the bandits and rebels, his euphemism for the communists. He reasoned that with these left wing groups eradicated then later he would be able to deal with the foreign, or Japanese, invaders. So it was that in order to limit the extent of what he saw as merely being an incident, he ordered the 'Young Marshal' not to actively resist the Japanese move against Mukden.\n\nIn short order the Japanese army went on to occupy the remainder of that large and rich province of Manchuria. Thus was established the region later to become their puppet state of Manchukuo.\n\nThere were two important results.\n\nFirst, by their action in Manchuria, which certainly had not been sanctioned by the civilian government of Japan, the army established itself as a power within the government. No longer was every aspect of government under civilian control.\n\nSecondly within China the people saw that China as represented by Chiang Kai-shek, had permitted Japan to occupy a part of their country.
