The books had suffered a good deal in being constantly moved about, the number was now 3800, all of them dilapidated and 3000 were considered worth rebinding. This would cost about $3,000 but the Society had no money for this work. A despatch dated 29 December, 1863 from the acting Governor, W. T. Mercer to the Colonial Secretary quoted the Morrison Education Society's circular and asked for action.1 \n\nA City Hall containing a Library and a Museum was eventually built on the site now occupied by the Bank of China and the Hong Kong & Shanghai Banking Corporation in Queen's Road Central and adjoining Statue Square. It was opened by the Duke of Edinburgh on the 2 November, 1869 and during his tour of the building His Grace visited both the Library and the Museum. \n\nA printed catalogue of the Morrison Library was issued in 1873 by the City Hall Committee. It contains 1666 entries arranged in alphabetical order of authors or titles, editor, translator, etc., where the author is not known, only eight of which I have been able to identify as belonging formerly to the Royal Asiatic Society. The books are classified, single letters indicating the following groups :- \n\nA History. Peerages, &c. B Biographies and memoirs. C Geography including works on various countries. Travels, Voyages and Adventures, \n\nD Natural History: Ornithology. E Botany. \n\nF Atlas Gazetteers, Meteorology, Guidebooks, Geology, Metallurgy and Mineralogy. Topography. \n\nG Mechanics. \n\nH Encyclopaedias, \n\nI Commercial Statistics. International Law, Jurisprudence, \n\nJ Complete Works. K Astronomy. \n\nL Chemistry. Optics. \n\nM Mathematics. \n\nN Painting, Music. Science and Art, \n\nO Medicine and Surgery. \n\nP Biblical works. \n\nQ Oriental Societies. Journals. R Classics. Dictionaries. \n\nS Novels. \n\nT Drama and poetry. \n\nU Periodical works. Directories. V Divinity. Law, Treaties and Conventions. W Miscellaneous works. \n\nA stocktaking was made in 1956 and of the 1666 titles there are now 1233 remaining (2748 volumes out of 3583). Some volumes were removed during the Japanese occupation of Hong Kong and were not subsequently recovered. The condition of the books is poor.         "content_text": "60\n\nTHE OLD BRITISH LEGATION AT PEKING, 1860-1959\n\nBased on a lecture delivered on 20 August, 1962\n\nJ. L. CRANMER-BYNG, M.A.*\n\nOn the afternoon of March 26th, 1861, Frederick Bruce, the first British minister to China to reside in Peking, entered the grounds of the former palace of Duke I-liang, and the history of the old British Legation had begun. The desire of Great Britain to have a minister resident in the capital was of long standing, and had its origins in the eighteenth century. From at least 1760, some English merchants in Canton had been arguing that only when an ambassador from England resided at Peking would their grievances be properly represented to the Emperor of China and their position improve. Eventually, this point of view was strong enough to influence the Government of England. Indeed, one of the prime objects of the embassy of Lord Macartney to the Court of the Emperor Ch'ien-lung in 1793 was to secure for England just such permanent representation at Peking. However, there was not the slightest chance that such a request would be granted. All foreign embassies to China were regarded as tributary missions of a temporary nature, and all foreign countries as inferior. Even the first Anglo-Chinese War of 1839-1842, and the subsequent Treaty of Nanking failed to obtain this object. From the Chinese point of view, relations with the western barbarians were still a local matter to be carried on by the Governor-General at Canton or by the Governor-General at Nanking. The foreign powers, for their part, were still unable to gain direct communication with the Imperial Government at Peking, and therefore were unable to protest effectively when the treaties did not appear to be working properly, or when they wished to revise them. This was the background to the War of 1858-1860, in which English and French forces were used to secure the Treaties of Tientsin, by which the earlier treaties were revised. Article III of the British Treaty of Tientsin stated (in part): \"It is further agreed that Her Majesty's Government may\n\n* Senior Lecturer in History at the University of Hong Kong. CRANMER-BYNG \n\nHaving signed treaties with these countries the best policy is for China to keep the barbarians very strictly to the clauses of these treaties so that outwardly Chinese officials show \"sincerity and friendship\" while covertly carrying out a \"loose rein\" (chi-mi) policy. Six regulations are attached for deliberation. These are: 1) Regulations for establishing the Tsungli Yamen. It is envisaged as a temporary body. \"As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\" 2) Separate posts for superintendents of trade for the southern and northern ports be established. 3) Regulations for the collection of revenue at all the newly opened treaty ports. 4) Instructions to be sent to the great officials in each province where foreign affairs are dealt with that they should keep each other informed of what they are doing, so as to produce uniformity of action. 5) The authorities at Canton and Shanghai respectively are to send two persons who understand written and spoken foreign languages to the capital for translation purposes. 6) Monthly reports are to be sent to the Tsungli Yamen on Chinese and foreign trade as well as copies of foreign newspapers, so that the Yamen shall be kept properly informed on matters of trade, and China's situation vis-a-vis the foreign countries. The memorial received the emperor's vermillion endorsement to the effect that Prince Hui and others were to deliberate on it and memorialize. Here follows the memorial and memorandum.\n\nWe venture to observe that the imperiousness of the barbarian nature burst forth during the reign of Chia-ch'ing. By the time the Treaty of Nanking was exchanged they were acting more arrogantly and in the present year they penetrated right into the capital and acted with outrageous and compelling force, and the barbarian scourge reached its violent climax. Critics citing barbarian calamities in former dynasties as a warning advocate the use of force alone. From of old there has certainly been no other plan than this for warding off the barbarians.\n\nHowever, your servants, in the light of all the circumstances, consider that of the various barbarians the English are tenacious and arrogant, the Russians are treacherous and the French and Americans secretly adhere to them. Their power relationships are discussed in Banno, China and the West, passim, but especially 55-56. The term \"minister of the imperial presence\" (yü-ch'ien ta-ch'en) is rendered by Brunnert and Hagelstrom, Present Day Political Organization, p. 28, no. 101, as adjutant-general.\n\nII Tengchow is on the northern side of the Shantung promontory. In fact it was not opened to foreign trade which was carried on at Yen-tai near Chefoo. S. Wells Williams, The Chinese Commercial Guide, 211-212. Ch'aochow was the old name for Swatow; Ch'iungchow is in Hainan. Taiwan City and Tamsui were ports on the island of Taiwan which came under the administration of Fukien province.\n\n12 Ch'ung-hou was appointed to this post by an edict of 20 January with the designation superintendent of trade for the Three Ports, with his headquarters at Tientsin. Hsueh Huan, governor of Kiangsu and acting imperial commissioner at Shanghai, was made responsible for the newly opened ports along the Yangtze and the coast to the south of it, by the same edict. As far back as 1844 the imperial commissioner at Canton was currently designated imperial commissioner for the Five Ports. With the addition of new ports it was made a concurrent post of the governor of Kiangsu in 1861, until 1868 when it was made a concurrent post of the governor-general of Liang Kiang residing at Nanking. In 1870 the post of superintendent of trade for the Three Ports was raised to an imperial commissionership and held concurrently by the governor-general of Chihli. It is not clear when the commonly used designations for these two posts viz: superintendent of trade for the southern ports and superintendent of trade for the northern ports were first used.         "content_text": "LAND AND RIVER ROUTES TO WEST CHINA \n\n177 \n\nAlthough British commercial shipping operations on the Yangtze and on the China coast came to an end in 1940, the official death knell came in 1943. On the 11th January of that year China concluded new treaties, on a basis of equality and reciprocity, with Britain and the United States. This ended the period of the 'Unequal Treaties', the 'treaty port' era which had started with the 1842 Treaty of Nanking between Britain and China. Not only British shipping in Chinese waters, but significant British and Western influence in China on the former pattern came to an end with the treaties of 1943.\n\nLooking back, and with some measure of hindsight, it is evident that there was no solid commercial basis for West China providing an expanding market for British industry during the late nineteenth and early twentieth centuries. All the Western countries concerned with the China trade failed to appreciate the self-sufficiency and poverty of China's predominantly peasant population. Although Szechwan was considered a prosperous province, neighbouring Yunnan was sparsely populated and poverty-stricken, and much of its reputed mineral wealth was nearing exhaustion when Europeans first heard of it. As on the coast, and on the Lower Yangtze, the success of British shipping depended on established domestic trades, some of which it stimulated further. Two economic activities which expanded greatly on the Upper Yangtze during the latter years of the treaty port era were the Chinese passenger trade between the treaty ports, and the import of kerosene; while an important export from Szechwan was tung oil, a valuable wood oil used in the manufacture of high-quality paints and varnishes.\n\nThe motives of the British effort to open up West China to British trade may be questioned by some today; but the courage, determination, and ingenuity displayed by British merchants and sailors are still worthy of admiration.",

        "content_text": "282\n\nEgypt, which was built in the 3rd century B.C. - one of the Seven Wonders of the Ancient World. It was an eight-sided tower on top of which was a cylinder that extended up to an open cupola where the fire that provided the light burned. On the roof of the cupola was a large statue of Poseidon (the Greek God of the Sea and Earthquakes) facing the sea, northward. It was said ships could detect the light from the tower at night or the smoke from the fire during the day up to 100 miles away. The lighthouse collapsed in the 14th century, probably as the result of an earthquake. The remains of Pharos are now at the bottom of the Mediterranean. Its name, however, has become the root of the word \"lighthouse\" in the French, Italian, Spanish, Portuguese and Romanian languages.2\n\nModern navigation aids\n\nBy the 21st century traditional aids to navigation have already gradually taken over. These include satellite navigation systems in order to cope with the needs of high speed and the huge volume of modern sea transportation. Even more recent inventions like the Radio Beacon and the Decca Navigator System are now almost obsolete.\n\nThe Global Positioning System (GPS), provided by satellites, is now the primary position fixing system for marine navigation. A public Differential GPS service is able to enhance the accuracy of GPS signals to within 10 metres up to 50 nautical miles around the coasts off the United Kingdom and Ireland. This system assists the safe passage of all classes of vessels from cargo ships, cruise liners and fishing vessels to small yachts. As a back-up system to the GPS, chains of Loran C on land are also adopted.3\n\nNineteenth century Hong Kong\n\nIn Hong Kong, things were quite different. There was not much sea traffic going to China before the first Opium War (1839-42) because of the Chinese policy of keeping its doors closed to foreign trade. Canton (Guangzhou), in the Pearl River Delta, was the city where limited foreign trade was permitted under stringent conditions. Macao under Portuguese administration served well as a buffer for foreign merchants waiting for the start of the trading season. Only after the Treaties of Nanking, Peking and Tientsin (1842-1860) was China forced to open up more and more ports for trade. Hong Kong's Victoria harbour became",
