        "content_text": "BRITISH LEGATION AT PEKING\n\n69\n\nhad now come for Dr. Rennie to leave Peking, since he had been appointed Senior Medical Officer of the British Forces. He left in April 1862, and one of the last pen-pictures he gives us in his diary is of a Mrs. Wright, a milliner at Shanghai, whom he met on the road between Peking and Tungchow, riding in a cart with a friend, Mrs. Innocent, the wife of a missionary, these two good ladies being on their way to the Legation to stay with the house-keeper, Mrs. Reynolds, since the three had been old friends in Shanghai.\n\nOnly a few years later the Legation was in disrepair. A. B. Freeman-Mitford, who was a member of the Legation staff from 1865 to 1866, described it as it appeared to him in June 1865.\n\nOur Legation is situated in the southern part of the Tartar city. We occupy a most picturesque palace called the Liang Kung Fu, or Palace of the Duke of Liang, which, like all Chinese buildings of importance, covers an immense space of ground. There are courtyards upon courtyards, huge empty buildings with red pillars, used as covered courts, state approaches guarded by two great marble lions, and a number of houses with only ground floor, each of us inhabiting one to himself. When the Legation first came to live here the whole place was put into repair, and redecorated in the Chinese fashion with fluted roofs of many colours, carved woodwork, kylins of stone and pottery, and all the thousand and one fancies with which the Chinese cover their buildings. Unfortunately the repairs were badly executed, and nothing further has been done to keep matters straight, so the Legation, which ought to be as pretty as possible, is really a disgrace to us. The gardens are a wilderness, the paving of the courts is broken, the walls are tumbling down, and the beautiful place is going to rack and ruin. In this climate of extreme heat and cold a stitch in time saves ninety-nine. Fancy a residence in the heart of a great and populous city where foxes, scorpions, polecats, weasels, magpies, and other creatures that one expects to find in the wild country, abound.         "content_text": "BRITISH LEGATION AT PEKING\n\n75\n\nWilkinson's book is a gay account of student life with work and play nicely balanced. He mentions many things which must have been familiar to generations of inmates of the Foreign Legations at Peking, such as paying calls on the European residents, buying a pony, choosing a reliable 'boy', the continual battle against 'squeeze', the danger of theft and so on. For pleasure not only was there the bowling alley, which provided the chief amusement inside the Legation during the winter, there was also skating on an improvised rink nearby. Three of the students once skated down the canal to Tungchow, a distance of about twelve miles. There was also the usual entertaining. \"Balls and concerts were given at some of the Legations and at the Inspectorate-General of Customs (where a number of young European men were employed). Dinners everywhere. But the pleasantest of all, perhaps, were the carpet dances (with the carpet up) at two or three houses. We shared the misfortune of most European communities in the East: an undue preponderance of the male. Dancing men were at a discount.\" At Chinese New Year the students generally put on a pantomime or a Christy Minstrel Concert. By this time there was a weekly arrival of mail throughout the summer, and a monthly one during the winter. In the spring and autumn the Peking race meetings were held at a place a mile or so from the western wall of the city. The race-course boasted a tiny grand-stand but Wilkinson is careful to state that these were pretty amateur races; they were picnics first and race meetings second. In summer there was tennis on the Legation lawn, and in the grounds of the residence of the young European employees of the China Maritime Customs, as well as garden parties at the American Legation. The courts in the British Legation lay east and west, and since it was too hot to play until sundown one of the players had to perform with the sun full in his eyes which made play somewhat erratic. For summer dress the students wore a patrol jacket of white drill with trousers to match. In July and August they usually moved to a temple in the Western Hills where they could go for rambles. The main disadvantage of this life came from rain and rats. One summer it rained prodigiously and they were almost washed out of their temple. As for rats an ingenious student subdued them by training four owls which he had bought. They spent the day roosting one on each post of his bed, but at night went into action",

        "content_text": "PIRACY ON THE CHINA COAST\n\n81\n\nThe pirates boarded the ship in Singapore along with the other passengers, and after taking over the ship took her to Bias Bay, where they made off ashore with over $100,000 in cash, and as much more in valuables. During the attack, the chief engineer, chief officer, and a Chinese quartermaster were killed, and the captain seriously injured. For some time after this, ships on this run were provided with guards from the British garrison at Hong Kong, and no piracy was ever attempted on any ship so guarded.\n\nThe piracy of the 4,500-ton Dutch motorship Van Heutz in December 1947 was notable for several reasons. It was the first serious piracy since the war, and the Van Heutz was the largest ship ever to be pirated on the coast. She left Hong Kong on 14th December for Amoy and Swatow with 1,600 deck passengers on board, repatriates from Indonesia, many with their life savings. The pirates, about twenty-five in all, captured the ship only four hours after she had left Hong Kong, and took her to Bias Bay. On arrival at Bias Bay they went ashore in commandeered junks, taking six wealthy Chinese passengers with them. During the few hours they had the ship, the passengers were robbed of cash and valuables worth more than $90,000, but the pirates were disappointed at not getting another $50,000 in currency which they believed was on board. On her previous trip when she had carried an even greater number of repatriates, the Van Heutz had had an armed guard of thirteen Dutch policemen. A few months after the piracy four men were arrested in Hong Kong, found guilty of being involved, and sentenced to long terms of imprisonment.\n\nThese four cases conformed to the traditional twentieth century pattern, where the pirates boarded as passengers, and when the passengers were likely to be well provided with money and valuables. During these same years, however, there were other piracies which did not conform to this pattern - the Tungchow piracies of 1925 and 1935, the Nanchang's of 1933, and the Shuntien's of 1935. All took place in the north, and all the ships belonged to the China Navigation Company. The Tungchow shares the distinction with the Sunning of being the only ship in modern times to have been pirated twice. The Tungchow was turned south for Bias Bay, and a few days later was recognized by another sister ship, the Sinkiang, and flags were dipped. The Sinkiang accounted for the Tungchow's being off her usual route by assuming that she was bound for the Company's dockyard in Hong Kong. This was one of the most successful piracies in the interwar years. The pirates went ashore in Bias Bay with well over £30,000 in specie, $10,000 in cash, and only the last-minute cancellation of a large consignment of silver taels prevented their haul from being much larger.\n\nThe second Tungchow piracy was almost ten years later, when she was carrying several hundreds of thousands of dollar notes from Shanghai to Tientsin. The pirates captured her the day after she left Shanghai and, as before, turned her south for Bias Bay. During the next few days they painted out her name and altered the colour of the funnel. A disquieting feature of this second piracy was the fact that the Tungchow was passed by several ships when under pirate control, including a British warship looking out for her.\n\nThis second Tungchow piracy had its amusing aspects. The passengers included a number of European school children, returning to school in North China after spending their holidays with their parents in Shanghai. The pirates made friends with them, and supplied them with fruit and other delicacies broached from the ship's stores. As before, the Tungchow was taken to Bias Bay, where the pirates went ashore with their loot. Unfortunately for them, however, the dollar notes were unsigned.\n\nThe Nanchang piracy of March 1933 was even further from the normal pattern than either of the Tungchow cases. The most normal feature was that the Nanchang was a China Navigation Company ship. This piracy took place at the mouth of the Newchwang River in Manchuria, well outside the pirates' range of operations. Also, the Nanchang, which was boarded by two junks when she lay at anchor, carried no passengers. There were no casualties in this case, but four British officers were taken prisoner, and only released after five months of tortuous negotiations and the payment of a ransom. This incident took place eighteen months after the Japanese had overrun Manchuria, and had set up the puppet state of Manchukuo; it might possibly be described as banditry—with political undertones.",

        "content_text": "THE ESTABLISHMENT OF THE TSUNGLI YAMEN\n\n45\n\nconcerning foreign countries were reported by the governors-general and governors of provinces and were collected in the Grand Council. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. CRANMER-BYNG\n\nwere still to be administered by the imperial commissioner of the five ports not only would he be unable to look after them all effectively also the foreign countries might not agree to it. Moreover the foreign countries trade at the port of Tientsin which is very close to the capital. If there is no great official residing at Tientsin with whom they can consult and transact affairs we are afraid that inconvenience will arise. We recommend that a superintendent of foreign trade be appointed for Newchwang, Tengchow and Tientsin to reside at Tientsin specifically to regulate affairs at those three ports. In Chihli, which is the vital metropolitan area, the governor-general has to control the entire province and cannot reside at Tientsin alone. Neither can the provincial financial and judicial commissioners, who each have their specific duties, conveniently hold the office of trade superintendent concurrently. So it is proposed that, following the precedent of the two Huai regions, the office of the salt administration of Ch'ang-lu be abolished and its administrative duties be transferred to the governor-general of Chihli. The salary of the salt administration office can then be given to the superintendent of trade entailing no additional establishment in order to economize. Control over the former customs revenue shall be administered concurrently by the superintendent for foreign trade who will make a separate report on it. We also recommend that an official seal without the title \"Imperial Commissioner\" be given to the superintendent in charge of foreign trade in the three ports. He should be allowed to take with him several secretaries to assist him in the administration. Whenever an important matter occurs he should be authorized to act in conjunction with the governors-general, governors and prefects of the three provinces concerned in the hope that matters may be dealt with smoothly.\n\nThe original imperial commissionership in charge of the five ports was held by the governor-general of the Liang-Kuang. In the ninth year of Hsien-feng [3 Feb. 1859-22 Jan. 1860] it was transferred to the control of the governor-general of Kiangsu, Kiangsi and Anhwei. We note that now there are three ports on the Yangtze newly added as well as Ch'aochow and Ch'iungchow in Kwangtung, Taiwan and Tamsui in Fukien, and therefore business will become more extensive. In fact we fear not only that governor-general Tseng Kuo-fan, who concurrently is in charge of the business, will find that 'however long the whip it will not",

For instance, it states that at Newchwang, the staple trade commodity is soya-bean cakes, but that this trade is not open to foreign ships. Details of the suggested method of collecting and reporting the customs revenues of this port are then given. At Tengchow, the memorialists state, an illicit foreign trade has been going on for a number of years, unbeknown to the Court. Now that it has officially become a treaty port, officials must be appointed to administer foreign trade there. As regards the five original treaty ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, no changes in the regulations need be made. As regards the newly opened ports of Ch'iungchow, Swatow, Taiwan, and Tamsui, as well as Chenkiang, Kiukiang, and Hankow on the Yangtze, the governors-general and governors in whose jurisdiction these ports lie should jointly memorialize with the imperial commissioner at Shanghai concerning officials to be appointed to take charge of these places. Monthly reports on the volume of foreign trade at these ports are to be sent to the Tsungli Yamen and the Board of Revenue.\n\nSuggestions are also made for arrangements to be made for trade with Russia at the newly opened trading places of Urga, Kashgar, and Kalgan.\n\nAccording to the treaties, twenty percent of the duties on foreign trade are to be held for the payment of the indemnity. A counterfoil will be provided so that the total amount of revenue collected can be checked against the amount withheld.\n\nThe memorialists then return to the point they were making near the beginning of point 3 [as translated above].\n\nThus, the amount of foreign duty collected each year being clearly shown, the officials through whose hands it passes will be unable to enrich themselves through peculation. Not only will they be deprived of the means of living, they will secretly resort to other malpractices. It is further feared that wily clerks, when they see there is no money to be made, may provoke trouble, thus endangering the public interest. If we do not clearly lay down regulations providing them with expenses for transacting official business, we very much fear that unforeseen malpractices will arise. In 1870 the post of superintendent of trade for the Three Ports was raised to an imperial commissionership and held concurrently by the governor-general of Chihli. It is not clear when the commonly used designations for these two posts viz: superintendent of trade for the southern ports and superintendent of trade for the northern ports were first used.         "content_text": "211\n\nthe loading and unloading of cargo, listening to the varied languages of the coast in Foochow, Amoy and Swatow. It was always a thrill to catch the odd Cantonese phrase as we neared home. At one port we took on board a large number of pigs which were housed in pens on the deck forward of the accommodation. The loading of these pigs involved tremendous squealing generated by the beating of the pigs to make them move. We thought this was cruel so, in the evening, when the loading was finished, several of us sought out the bamboo poles that had been used for beating the pigs and threw them overboard. At sea off the ports we would come across massive fishing fleets. On one occasion our ship was in collision with one of these fishing junks and took the crew on board. We heard that one man had been lost but the rest rescued, including the family of the owner. They looked a miserable wet group on board and I imagine there was a good deal of argument about whose fault the collision was and bargaining about compensation. In any event the ship was stopped for several hours before the fishermen were taken off by one of the other boats.\n\nStorms and Pirates\n\nThese journeys were made in the winter so there was no danger from typhoons but the North East Monsoon produces almost continuous gales in the Taiwan Strait and China Sea. This monsoon sped us on our way south and held us up on the way back. The little ships bucketed about all over the place but any seasickness was soon over. It was great fun hanging over the very bows in a big sea watching the ship's stem come right out of the water and plunge back. The year when the sea froze over we found the first ice in the form of tiny plates like fish scales. These got larger and larger until we found drifts of serious ice. The ship had to take one or two runs at some of these drifts and we had a great struggle to get alongside when we reached the port in Chefoo.\n\nPirates were common on the China coast but only once was a school party involved in a piracy. This was the Shanghai party travelling back to school on the Tungchow in, I think, January 1936. The pirates, believing that this ship had a load of silver, got on board in Shanghai as deck passengers. The deck passengers were segregated from the cabin area and bridge by bars and locked gates while armed White Russian guards patrolled the decks near the bars day and night. Hermes spotted a ship like the Tungchow anchored in Bias Bay (Days Bay) which was a well-known haunt of China coast pirates. It was indeed the Tungchow and the pirates, seeing the plane swoop over, realised that they had better decamp. Once they were away, the Captain sailed for Hong Kong where he arrived a few hours later. Although the pirates escaped, they had a frustrating piracy. They had got the wrong ship. The silver was on another ship which delivered its cargo safely. The Tungchow carried no silver but a cargo of oranges. The pirates broke open the crates in their hunt for the silver so that the ship was running with oranges which the boys gathered in quantities. The pirates did no harm to the children but at first kept them shut up in the passenger accommodation.
