        "content_text": "NOTES AND QUERIES\n\n171\n\nMany acres of old rice lands have been converted into vegetable land and we now have a super grade type of land producing vegetables which pay higher prices than padi, and hence result in higher rentals being charged for the land.\n\nRecent trends show that agricultural rents are now more often paid in cash. This probably stems from the fact that vegetables are rapidly replacing rice as the main agricultural production in the New Territories. As vegetables are sold on a daily basis through the Government wholesale markets, which pay cash on the day of sale, the farmer finds it easier to offer rent on a fixed cash basis rather than arranging for an indeterminate amount of rent to be paid based on two crops of kuk per year at differing rentals for each crop.\n\nNotes\n\n1 In S. Tam shui is not a term to be found in dictionaries as denoting a means of measuring land.\n\n2 This division of land into three classes is taken from the old classification used by the Chinese authorities before the lease of the New Territories. Stewart Lockhart's \"Memorandum on Land\" in Hong Kong Government's Sessional Papers 1900, pp. 266-269.\n\n3 This method of calculating the area of vegetable fields is also common to other areas and was in use in the Kowloon peninsula from at least the late nineteenth century onwards. This at least had the merit of demonstrating that no hazard was likely to result from having a Chinese representative permanently on the Legislative Council. When his six-year term was up in 1890, he asked not to be re-appointed, and a very prominent \"local boy\", Dr. Ho Kai (later Sir Kai Ho Kai) succeeded him.\n\nDr. Ho Kai, born in Hong Kong in 1859, was the fourth son of the Rev. Ho Tsun-shin (alias Ho Fuk-tong) of the London Missionary Society. Having studied Chinese for several years, he was admitted to Class 4 of the Central School in 1870 at the age of 12. He was an extremely clever and hardworking boy for, according to the school record, he was already in Class 1, the top form, in September 1871. He completed his studies at the Central School the following year, and proceeded to Palmer House School, Margate, England. From there he entered St. Thomas' Medical and Surgical College and received the degrees of Bachelor of Medicine and Master of Surgery from the University of Aberdeen in 1879. In the same year, he was admitted as a member of the Royal College of Surgeons of England by examination. He then turned to the study of law and was admitted to Lincoln's Inn in May 1879. He was Senior Equity Scholar, Lincoln's Inn, in 1881 in which year he passed the finals with flying colours and also married a charming English girl, Alice, the eldest daughter of the late John Walkden of Blackheath. On his return to Hong Kong in 1882 with his newly-wedded wife, he first practised medicine but was unsuccessful, because the Chinese at that time were not prepared to avail themselves of western medical treatment unless it was offered free. He then turned to the Bar and since 1882 had practised as a barrister in Hong Kong.\n\nUntil his death in 1914, Dr. Ho Kai rendered his services freely and ungrudgingly to the Hong Kong community. For many years he was a valuable member of many important committees, including the Standing Law Committee, the Public Works Committee, the Examination Board, the Medical Board, the Sanitary Board, the Po Leung Kuk Committee, the Tung Wah Hospital Advisory Committee, the District Watch Force Committee, the Architects' Advisory Board and the Advisory Committee of the Hong Kong Technical Institute.         "content_text": "130\n\nSUNG HOK-P'ANG\n\nSUNG HOK-PANG (宋學鵬) (1880-1962)\n\nA MEMOIR\n\nFifty to sixty years ago, there were in Hong Kong some Chinese scholars who could impart to Westerners knowledge of the Chinese language and culture. Among those who were able to write in both English and Chinese methodical and systematic text-books on the Chinese language, especially on the Cantonese dialect, the name of Sung Hok-pang was prominent. Likewise, fifty to sixty years ago, quite a number of Chinese literary men in Hong Kong depicted the scenery and historic sites there in poetry or prose for pleasure or for commemoration. Among the few who took pains to go and investigate the customs of the people and the historic remains of the New Territories, again Sung Hok-pang was scarcely rivalled in eminence.\n\nFor us who live in Hong Kong and wish to discuss the study and transmission of the Chinese language or the geography and history of Hong Kong, Kowloon and the New Territories, it is essential that we understand Mr. Sung's contributions in these areas.\n\nMr. Sung's original name was Sung Yick-lam (宋錫林). His other name was Sung Pao-lam (宋寶林) but he was generally known as Sung Hok-pang. He was born in 1880 in Fa Yuen of Kwangtung, but from childhood he was reared in Hong Kong. Since he became well versed in both Chinese and English literature and was very enthusiastic about education, he was highly esteemed. In 1905 he was appointed Headmaster of the Belilios Girls' School. Later, in 1911, he also conducted Cantonese classes in the Government Technical Institute for cadet officers and for foreigners comprising merchants, scholars and officers. In 1913, besides being Headmaster, Mr. Sung was also appointed Inspector of Schools in the New Territories. As a result of his inspection and investigation, the Hong Kong Government followed his suggestions, and subsequently many of the schools in the New Territories received subsidy. The first matriculation class was formed in 1933.\n\nWith the beginning of the European War in 1939, the Government interned enemy aliens on the College premises. The Japanese used it as a hospital. The Brothers re-occupied the buildings after the liberation of Hong Kong, but from 1949 the British Army took it over for use as a hospital. During these periods the College was housed in temporary quarters.\n\nToday the school is under the direction of Brother Raphael Egan. There is a student body of some 1,500, the greater majority being Chinese, though there is still in the student body a number of Portuguese boys. They continue the contribution this part of Hong Kong's population has made to the history of the school.\n\nOther Schools in the Area\n\nNorth of Boundary Street between Waterloo Road and La Salle Road is Oxford Road. In one block there are six Middle Schools: Pui Shing Middle School, Tung Wah Hospital No. 1 College, Ying Wa College, Moral Training English School, Jockey Club Government Technical School, and Bishop Hall Jubilee School. Maryknoll Convent School opened in 1936 is nearby at the corner of Boundary Street and Waterloo Road.\n\nOf these schools, three have roots in Hong Kong's early history. While the association of the Royal Hong Kong Jockey Club with education through financial support is of recent origin, the Race Meets were a prominent feature of Hong Kong life from early days.\n\nYing Wa College continues the tradition of the Anglo-Chinese College established by the missionaries Robert Morrison and William Milne at Malacca in 1819. In 1843 it was moved to Hong Kong by the Rev. James Legge. The school was closed in 1856. It had been organised and conducted by representatives of the London Missionary Society. In 1914 the Society opened a school in Kowloon bearing the Chinese version of the English name, of their former school: Ying Wah, that is 'Anglo-Chinese'.\n\nThe Tung Wah No. 1 College opened in 1962 is a part of Tung Wah Hospital efforts to provide education for under-privileged children. He therefore laid emphasis on the proper training of talents along Western lines and the full utilization of these talents as essential means of bringing progress to the nation. He advocated education opportunities for all, establishment of different types of schools for people of different potentials, award of academic titles and honours to people with achievement in different subjects of learning, setting up societies of learning, and publishing journals to promote advanced knowledge in various fields. These were, as Sun explained, important reasons which accounted for great advance of new knowledge in the West. He stated, \"The system of recruitment in the West was to some extent similar to what was intended in the ancient times of T’ang and Yu; people with training in different fields were selected and assigned to relevant posts of state affairs, so that those learned in the arts were given appointments in the civil service, those from military academies would be in the army service, agricultural colleges in the agricultural department, technical colleges in engineering and commerce in the trading departments ...\".\n\nSuch information and ideas must have been derived from his personal observation in Hong Kong. The principle of universal education was introduced in Britain by the Education Act of 1870. The award of academic degrees, the establishment of academic societies sponsored by high officials and patronized by the monarch were features of the British system. Since Sun could not, by nature of this presentation, speak critically of the Ch'ing government and its institutions, his emphasis on the selection and appointment of officials from specialists in relevant fields was in effect a proposal for change in the administrative system. Therefore the full utilization of human talent was the first of the four measures which he considered essential for the modernization of China. Human talents were not only to be properly trained but also to be properly used.\n\nArguing for the full utilization of the land, Sun's special concern was the modernization and improvement of agriculture. He emphasized the need for the appointment of officials with such knowledge to be in charge, provision of modern education for such knowledge and also the use of modern Western techniques. Sun's interest in agricultural improvement, which was later to be further demonstrated by his proposal in 1895 for the formation of an agricultural learning society, seems to have little connection with his urban educational background.         "content_text": "59\n\n30\n\nPope Hennessy. This was the Normal School, which was opened in Queen's Road East, Wanchai, on 12th September, 1881, under the headmastership of A.J. May, previously Acting Third Master at the Central School. Partly because Hennessy had not taken the precaution of gaining the prior approval of the Colonial Office in London, and partly because several members of the Education Commission then sitting to consider the elevation of the Central School to collegiate status were unconvinced of the necessity for separate provision of teacher education, the scheme failed. On the recommendation of Dr. George Bateson Wright, the Acting Inspector of Schools who, as Headmaster of the Central School, was normally in a state of dispute with the substantive Inspector, E.J. Eitel, the Wanchai Normal School was closed in October 1883. A.J. May returned to his ordinary teaching duties at the Central School, at first as merely an “extra-master” and, according to Gwenneth Stokes, “always very much on his dignity.”\n\n31\n\nAnd of the original 1881 intake of ten students, only two eventually became teachers. Meanwhile, the failure of the Normal School project led to a resumption of the pupil teacher scheme at the Central School. To avoid the problems faced earlier, first by Stewart and then by May, the revised pupil-teacher scheme gained additional stability by the requirement that each pupil-teacher articled had to deposit $100 with the Government Treasury. Further progress in the field of teacher education in Hong Kong was slow, the next major step being the establishment of “evening extension courses” in 1906, the formalization of these under the aegis of the newly established Technical Institute in 1907, the running of teacher education courses as a part of the Arts Faculty curriculum at the University of Hong Kong from 1916 onwards, and, finally, the establishment of the first permanent training college for teachers in Hong Kong in 1939.\n\n32\n\nAlthough the Normal School was shortlived and made only a minimal contribution to the teaching supply of Hong Kong schools, it was an interesting experiment. Comparable British colonies in Asia, the Straits Settlements and the Federated Malay States launched no such experiment to supply teachers capable of using English as the medium of instruction. Numbers later reached thirty. Classes were held in a Chinese building, under a Father Raimondi, not far from the Mission House in Wellington Street. \n\nAlso, in the late 1870s, up to 100 boys, in addition to their native language, were taught carpentry, shoemaking and printing by brothers at the Roman Catholic reformatory at West Point. The destitute children, some of whom were Portuguese and came from Macau, learned gardening and played games after school. \n\nThe first annual prize distribution of the Li Shing Scientific and Industrial College (*) was held in January 1905. Over seventy students had enrolled but by examination time only thirty-five remained. The founders felt the purpose of the establishment was to help raise China from her low industrial condition' and to educate her sons in modern science and industry and train them to use their hands as well as their brains. \n\n'We hope to train dependent workers and not mere \"hands\" \n\nto be always under the direction of foreigners.' \n\nThe aim of most schools in Hong Kong was to train clerks and compradores. \n\nDuring the Governorship of Sir Matthew Nathan (1904 to 1907) the Government began to show interest in elementary technical education. This culminated in the founding of the Technical Institute in 1907. This establishment was different to the eight technical institutes run by the Vocational Training Council we know today. In 1913, the Technical Institute entered [6] candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying.\n\nThe development of technical education was slow. However, in 1926 the Salesian Fathers commenced classes in shoemaking, carpentry, tailoring, and printing; at about the same time, Taikoo Dockyard, situated at Quarry Bay, opened evening classes for their apprentices.\n\nIn 1903, a positive step was taken by the Government towards the development of technical education when a committee was formed to report on the possibility of introducing a system of practical education. This Committee, under the chairmanship of Sir William Hornell, made three main recommendations. These were the establishment of a junior technical school; the provision of evening classes for apprentices; and the commencement of full-time courses at a later date.\n\nAs a result, in 1932 the Junior Technical School was established, which was Government's first venture into full-time technical education. This secondary school provided a comparatively narrow four-year course designed mainly as pre-apprentice training for the engineering trades. In 1957, 'JTS', as it was usually known, moved from its accommodation in Queen's Road East (from 1974 to the time of writing this has been occupied by the Technical Teachers College) to the three-storey building in Wood Road vacated by the then Technical College. At the same time, the name (JTS) was changed to Victoria Technical School (VTS), and a phased conversion from a trade to a secondary school, albeit with some emphasis on non-vocational technical subjects, took place.\n\nFurther progress was made in 1935 when the Catholic Salesian Society founded the Aberdeen Trade School. This provided a general education, together with training considered comparable to an apprenticeship within an institution. The School was converted into a secondary technical school in the late 1950s. The author first visited this establishment in January 1955 and recalls the high standard of projects on display.",

        "content_text": "Meanwhile the Far East Flying Training School (the original name) commenced training pilots and engineers for civil aviation in 1934.10 The Far East Flying and Technical School Limited, as it was later named, was a private institution. It closed in 1983.\n\nThe first Government post-secondary technical institution was the Trade School which opened in Wood Road, on Hong Kong Island, in 1937, on a site adjacent to that on which Morrison Hill Technical Institute now stands. At the time of opening, under Principal George White, it ran courses in building, mechanical engineering, and marine-wireless operating. The college also took over the evening practice courses previously run by Taikoo Dockyard. The new, then two-storey (an additional floor was completed in 1953), Trade School building in Wanchai, was well constructed and was one of the few examples of good face-brick-work in the Colony. (It was demolished in 1988, seven years after becoming an annexe of the Morrison Hill Technical Institute.)*\n\nThus, when the Pacific War broke out in 1941, technical education was being provided at secondary, trade-school, and post-secondary levels, but not on a large scale. For example, there were about 200 full-time students attending post-secondary courses at the Trade School. This did not receive a great deal of support from employers except from the dockyards and the members of the Building Contractors' Association.\n\nDuring the Japanese occupation (December 1941 to August 1945) oral history has it that the equipment was moved away and the Trade School building was used for a period as an opium factory.\n\nIn 1947, after World War II the Trade School (renamed Technical College in 1947), the Junior Technical School, the Aberdeen Trade School, and a number of centres running evening classes in technical subjects, reopened and were soon working at pre-war capacity. To this group was added the Tang King-po Secondary School, in Kowloon, in 1953. For many years this had a trade school section which organised classes in printing, shoemaking and tailoring.11 This section was phased out in the late 1970s.\n\n*Please see Plate 1.",

        "content_text": "13\n\nAn increasing population and rising standards of prosperity gave impetus to the growth of technical education. In 1953, the Technical Education Investigating Committee (the Burt Report) concluded that a technical college in Kowloon was essential.1 The Chinese Manufacturers' Association offered to donate one million dollars towards a new college if Government would provide a similar sum and a site. The Administration accepted the offer and the College commenced classes on its Hung Hom campus in November 1957.16\n\nIn the 1947/48 academic year there were 25 full-time and 599 part-time students on the roll of the Technical College. By the time the College moved to Kowloon in November 1957, these figures had increased to 345 full-time and 5,532 part-time students.7 With the help of donations the Technical College expanded rapidly. New buildings were added which included an all-purpose hall, a dyeing and finishing block, a new electrical laboratory, another workshop block (for construction as well as electrical and mechanical trades), and a heavy-current workshop as well as a library, a textile workshop block, and a new classroom wing. It was estimated in 1967 that, of the total building costs of approximately $7.5 million, some $4.8 million (64 per cent) had been donated. Similarly $2.4 million (40 per cent) had been given towards the cost, or was the estimated value, of the donated equipment out of a total value of $6 million.\n\nDuring the 1960s the Technical College was mainly preoccupied with technician level work, but it also ran courses for technologists (professional) and a limited number at craft level. Most of this development took place under the direction of S.J.G. Burt, who had joined the Trade School in 1938 and was Principal of the College from 1951 to 1963 when he became a full-time technical education adviser to the World Bank. The late Sydney Burt has frequently been regarded as the \"grandfather\" of technical education in Hong Kong.\n\nThe Principal and staff of the College had long felt an institution was required which would concentrate on craft and technician courses. This is the main reason why the first technical institute (of which the author was the first principal) came into being in 1969. It occupied borrowed premises for one year, at the Technical College at Hung Hom, and moved to its new building, at Morrison Hill, in 1970.",

        "content_text": "Tin magnate and businessman Eu Tong-sen had 13 sons and 11 daughters by his many wives, among whom were a few Europeans. He was also told he must continue building, although when he died, in 1941, he had completed only three fantasy homes (all now demolished); one at Eucliff at Repulse Bay and another at Euston in Bonham Road, both in pseudo-Gothic style. The third was an old-world, rambling, English-style country mansion, named \"Sirmio\", which stood on the north shore of Tolo Harbour.\n\nThe author attended a swimming party at Eucliff which contained a large number of paintings — in 1955, and a picnic in the grounds of Sirmio a few months later.         "content_text": "62\n\nWhen the Technical College (now the Hong Kong Polytechnic University) moved to its new campus at Hung Hom in 1957, expatriates as well as Chinese staff were not pleased to find a funeral parlour sited next door. Not all the Europeans, the author recalls, blamed the deaths and illnesses that followed (among family members of the staff) on bad fung shui. The Chinese, of course, sought advice and took appropriate action. Nevertheless, generally, if staff were advised to swing their desks around so many degrees, all things being more or less equal, Europeans tended not to argue. After some months people stopped falling sick and nobody mentioned the funeral home any more. Some Britons argued it had all been psychosomatic. But it had been a reality, and, unless it was coincidence, what everyone had been advised to do by the fung shui master seemed to have worked.\n\nThe truth is, however, that although a few Chinese go out of their way to explain to Westerners that they do not believe in fung shui, in some cases because they think that is what Europeans wish to hear, all sorts of people living in Hong Kong do believe in it. This includes Chinese in all walks of life, including the western educated and the erudite, some Legislative Councillors, rich businessmen and 'old one-hundred names' (the average Chinese).\n\nA private social function held in 1994 included 20 Chinese women ranging in ages from approximately 20 to 45. On being questioned by the author 16 said they believed, two more believed 'more or less', and two did not believe in fung shui.\n\nMany Chinese are not prepared to risk 'not believing'. There are indications, however, that, with the spread of westernisation and 'modern enlightenment', the views of younger Chinese are changing (see Appendix B). But the process is slow and opinions are mixed as the following (the words of a well-educated Chinese girl) illustrates:\n\n'I would not go to the trouble and expense of inviting a fung shui man to my flat. But if I knew I was not supposed to do something I would not do it, just in case. I would listen'",

        "content_text": "124\n\nschool in Chefoo in Shantung province before returning to England where he attended the Bath Art and Technical School. There he studied art before switching to Bristol University to read for a BSc in science. He would appear to have given up his higher education following the shattering of his romantic aspirations when he ran away to sea and worked his passage to Canada. He toiled for a while in Canada before returning to his parents in Taiyuan in 1905 with vague plans to hunt and explore the wild and barren areas of north China; he was twenty at the time. In practice he took up a teaching appointment at the Anglo-Chinese College in Tientsin and only during the vacations was he able to hunt and seek specimens for the natural history museum he was establishing at the college. From the vague evidence available he would appear to have remained at the school for only a matter of a year as he was invited at the end of the final term to join the Duke of Bedford's expedition to collect zoological specimens in Shensi province for the British Museum. Shensi is the neighbouring province to Shansi and lies to its west.\n\nThe Duke of Bedford's expedition travelled through Sowerby's home province of Shansi where they lived for a week or so in one of the typical village cave houses of the Yellow Earth country, in a village some fifty miles west of Taiyuan. From there they continued west, across the Yellow River to Yenan in Shensi and on into the Ordos desert. Their return route took them north to the Great Wall, which they then followed to the east before turning south to Taiyuan down the main route through Shansi. The whole expedition took some five months and Arthur Sowerby would have been just twenty-one. It was during this expedition that Sowerby discovered a new species of jerboa [kangaroo rat] which was sent back to the British Museum and subsequently named after him, Dipus sagitta sowerbyi.\n\nComing from a missionary family he would have had little or no financial support from his father and would have needed to work for a living. He was sponsored for a number of years by a wealthy American, Robert Sterling Clark, who remained a friend for most of Sowerby's life, and although it is no more than supposition he may well have continued teaching at the Anglo-Chinese College in Tientsin especially in view of his marriage in that city in 1910, at the age of twenty-six.         "content_text": "134\n\nhave therefore added it here for the record.\n\nThe Sowerbys were an old family of Saxon stock that can be traced back to the time of Edward the Confessor, and possibly earlier to the first kings of Kent in the fifth century AD.\n\nArthur de Carle Sowerby was the great grandson of James Sowerby, who died in 1822, the botanist who wrote English Botany and was one of the founder members of the Geological Society. His son in turn continued his work and helped organise the Royal Botanic Society and Gardens in Regent's Park.\n\nOn his mother's side Arthur was descended from Pierre Séguier, the Chancellor of France in the reign of Louis XIII; he was also the great grandson of Anthony Stuart, the miniature and portrait painter of the early Victorian period. Arthur's uncle was part-founder and first Keeper of the National Gallery of Portraits in Trafalgar Square.\n\nAt the end of his schooling he began his training to be an artist but soon left it for that of a scientist, working for his BSc. at Bristol. He returned to China having dropped out of College and after his arrival back in China he was appointed in 1906 in the double capacity of lecturer and curator on the staff of the Anglo-Chinese College in Tientsin.\n\nHe served in France during World War 1 as Technical Officer in the Chinese Labour Corps, and on his return to China made his headquarters in Shanghai where he remained until the end of the Second World War.\n\nHe developed an interest in Chinese Art and was impressed by the accuracy of ancient Chinese craftsmen in modelling pottery animals for the tomb, an accuracy that enabled him as a naturalist to identify the breeds of various domestic animals in use in ancient China. He wrote a series of articles for the China Journal on Birds in Chinese Art; the Owl in Chinese Art; The Flora in Chinese Art; Rocks, Mountains and Water in Chinese Art; Animals in Chinese Art; as well as Animals in the Myths, Legends and Fairy Tales of China. His interest in craftsmanship also led him to write a series of articles on Chinese arts and crafts, including four papers on the Chinese ivory industry.",

The occasion is Morrison Hill Technical Institute's (MHTI) 30th Anniversary,\n\nwhich falls in this, so called, Millennium Year.\n\nYes, with me as founding Principal, it is true a small skeleton staff of us moved into the then not fully completed MHTI building on American Independence Day the 4th July 1970. First, though it is interesting to recall that that great man, Henry Ford, once said:\n\n\"History is bunk. We don't want tradition.\n\nWe want to live in the present,\n\nAnd the only history that is worth a tinker's damn\n\nIs the history that we make today.\"\n\nThose words of Henry Ford contrast markedly with those of Winston Churchill, who is purported to have told an American boy entering a British public school:\n\n\"Young man, study history, study history. In history lie all the secrets of statehood.\"\n\nEarly days\n\nSo, as a great admirer of Sir Winston Churchill, I accept his words rather than those of Henry Ford. And if we delve deeply, history tells us that in Hong Kong, as early as 1863, vocational training in carpentry, tailoring, shoemaking, printing, bookbinding, and gardening was being provided for 12 boys. Numbers later reached 30. These classes were held in a Chinese building under a Father Raimondi, not far from the Roman Catholic Mission House, which then stood in Wellington Street, in what used to be called the City of Victoria.\n\nYou can almost picture the carpentry classes using the same kind of Chinese tools and labour-saving stools cum-benches which we still employ today. With the latter, one can hold a piece of timber being worked with one's foot and plane downhill, which makes good \"work-study\" sense. As a footnote, I recall one of our carpentry instructors at the old Technical College always using a Chinese plane when he wanted to get an especially good finish on a piece of timber. There is a lot to be said for Chinese tools.",

        "content_text": "212\n\nA Brief History of Technical Education in Hong Kong\n\nBut, retracing our steps, in the 1870s up to 100 boys, in addition to learning the Chinese language, were taught carpentry, shoemaking and printing by Roman Catholic brothers at the Reformatory at West Point.\n\nOf course the original way of learning a trade was by an apprentice following a master craftsman from whom a lad picked up 'tricks of the trade'. These were seldom written down or made known to those outside the fraternity. A Chinese apprenticeship implied being almost a slave to one's master. In early years it meant being the master's cook, servant, laundryman and general dogsbody.\n\nIn addition to paying respects and burning joss sticks to patron deities (such as Lu Pan for the building trades), in the first year or two a boy did little more than watch a master craftsman ply his craft as well as 'fetch and carry'. If the lad disobeyed he was scolded or beaten. Life was never intended to be easy.\n\nBut returning to institutional training. The first prize-giving ceremony at the Li Shing Scientific and Industrial College was held in 1905. Over 70 students had enrolled but by examination time, with a high dropout rate, only 35 remained.\n\nSome things never change. The founders of that college considered the objectives were to raise China from her 'low industrial condition' and to educate her sons in modern science and industry, and to train them to use their hands as well as their brains.\n\n\"We hope to train independent workers and not mere 'hands' to be always under the direction of foreigners.'\n\nFine sounding words indeed at a time when the aim of most schools in the Colony was to train clerks and typists.\n\nDuring the Governorship of Sir Matthew Nathan (1904-1907), the Government started to show some interest in elementary technical education. This culminated in the founding of the then, so called, Technical Institute, in 1907. It was completely different to the technical institutes that we have in Hong Kong",

It had no building of its own but was housed in Queen's College,\n\nthen sited on Hollywood Road. In 1913 it entered a mere 161 candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying. This first Technical Institute was\n\nabsorbed into the Hong Kong University when it opened in 1912.\n\nPost-World War One\n\nThe development of technical education was nevertheless slow, But in\n\n1926 the Salesian Roman Catholic Fathers, who have done so much over the\n\nyears to promote technical education, commenced shoemaking, carpentry, tailoring and printing courses and, at about the same time, the old Taikoo Dockyard in Quarry Bay started classes for their own apprentices.\n\nIn 1931, a committee was formed under the chairmanship of Sir William Hornell, then Vice-Chancellor of Hong Kong University, to consider the\n\npossibility of introducing a system of technical education. The Report's three\n\nmain recommendations were:\n\n* the setting up of a junior technical school,\n\n* the provision of evening classes for apprentices, and\n\n* the commencement of full-time classes at a later date.\n\nAs a result the Junior Technical School, Government's first venture into\n\nfull-time technical education, was up and running by 1932. This secondary school ran a comparatively narrow, four-year course designed mainly as pre-apprentice training for the engineering trades. I remember JTS, as it was usually called, in the mid 1950s in more or less that form, where the Headmaster, an Englishman,\n\nwas a pattern maker by trade and proud of it. The building was demolished in 1988, seven years after \n\nit had become an annexe of the Morrison Hill Technical Institute. There are \n\nantiquarians in Hong Kong today who feel the building should have been \n\npreserved. \n\nBut, retracing our steps, when the Pacific War broke out in 1941, technical education was being provided in Hong Kong at secondary, trade school and post-secondary levels, but on a limited scale. There were about 200 full-time \n\nstudents attending post-secondary courses at the Trade School, in Wood Road, although the School did not receive a great deal of support from employers, except from the dockyards and members of the then named Building Contractors' Association (now the Hong Kong Construction Association). The latter even erected the Trade School at cost price under the supervision of Mr. Tam Shui Hong, an affable, elderly gentleman I recall. In addition, generous building contractors would sometimes donate a load of bricks or sand for use in practical classes. \n\nPost-Second World War \n\nIn 1947, after World War Two was over, the Trade School (in that year \n\nrenamed Technical College), the Junior Technical School, the Aberdeen Trade \n\nSchool and a number of centres running evening classes in technical subjects reopened. They were soon operating at pre-war capacity. To this group were added, in 1953, the Ho Tung Technical School for Girls in Causeway Bay, and Tang King Po Secondary School in Kowloon. For many years the latter also had a trade school section which ran classes in printing, shoemaking and tailoring. \n\nThis Section was closed in the late 1970s after more Government \n\ntechnical institutes and pre-vocational schools were up and running. \n\nMy early memories of the old Technical College, in Wood Road Wan Chai in the mid 1950s, are crystal clear: like the views at that time from Hong Kong Island during the winter months over to Kowloon and above and beyond \n\nPage 255\n\nPage 256",

To give you an idea what it was like in the vicinity of the College: the Wan Chai streets and alleys seemed far more cluttered in those days with numerous bustling stalls and small shops. I could go to a barber's shop in the then narrow Tin Lok Lane, not far from Wood Road, and have a haircut, a shampoo, a shave, and a manicure for $2.70 (all dollars quoted in this paper are Hong Kong dollars). Being a generous chap, I gave a 30 cents tip. The College was quite hemmed in in those days, and the quadrangle, with teaching accommodation all around, only allowed for limited parking. Many teachers did not have cars then.\n\nStudents, however, still played basketball but under restrained conditions. They also played the Chinese game of ‘kicking the shuttlecock’, which I also enjoyed playing.\n\nThe Hong Kong Funeral Parlour was then just around the corner from the College. At various times during the day, brass bands leading funeral processions along the street would strike up tunes such as \"Abide With Me\", \"Polly Wolly Doodle All The Day\", and \"Yes, We Have No Bananas\". There was a small flower market close by. Even when the College moved to Hung Hom, in Kowloon, there was a funeral pavilion next door. This raised a certain amount of consternation regarding our feng shui, as relatives of staff fell sick. We had to rearrange our desks.\n\nAt the old Technical College in Wood Road, there was both a senior and a junior staff room, with about 10 of us teachers in each. Student-teacher contact hours varied from about 21 to 25 (or even more) a week, and our Principal insisted, at one time, that all classes had a short weekly test first thing every Monday morning. When I first arrived by ship on a four-year tour in the mid-1950s, in what was a rather colonial atmosphere, I was impressed by the students' ability in mathematics, science, and draughtsmanship. English was not up to the same standard. Metaphorically, students still did not step on the teacher's shadow.\n\nThere was sometimes talk by Chinese teachers of students being more receptive to Chinese methods of imparting knowledge, such as more dictating of...",

Even Professor F S Drake, an Englishman heading the Chinese Department at Hong Kong University who lectured in the medium of Mandarin, sang the praises to me of rote learning in a Chinese environment.\n\nOn a visit to a building site in January 1955 in So Kon Po, to which some of our students were attached for on-the-job training, I found that craftsmen were being paid $5.00 a day and women labourers $1.50. Some of the latter were straightening nails which had been knocked out of dismantled formwork (used for the pouring of concrete) so that the nails could be re-used. This practice stopped a few years later when it became cheaper to buy new nails. While talking of money, our full-time students could expect, on average, a salary of $300.00 a month in the mid 1950s after a three-year, full-time, post-secondary course, when they took up their first jobs.\n\nThere was also a clause written into the Government Public Works Department standard specification saying that if any of our building graduates could not find employment at the end of their course, main contractors were forced to take on two trainees on each major site. Their salary was $150.00 a month.\n\nStill on the subject of money: one evening student used to walk home from the College in Wood Road to Sau Kei Wan, after class, in order to save his 10 cents second-class tram fare. In those days second-class was on the lower deck.\n\nContinuing with another subject: with Hong Kong's population increasing post-World War Two at about one million per decade (in the mid 1950s it stood at around two-and-a-half million), coupled with rising standards of prosperity, impetus was given to the further development of technical education. The Chinese Manufacturers Association (CMA) offered to donate one million dollars if Government would provide a similar sum and a site. The Administration accepted the offer and the College commenced classes in November 1957, on its new Hung Hom campus, after we stopped teaching for three days to move physically from Wan Chai.\n\nIn the 1947/48 academic year there were a mere 25 full-time and 599 part-time students on roll at the Technical College (TC) in Wood Road. By the time TC had moved to Kowloon these figures had increased to 345 full-time and 5,532 part-time. Various walks of Hong Kong society were extremely generous. The College expanded rapidly.\n\nBuildings added over the next decade or so included an all-purpose hall, a dyeing and finishing block, an electrical laboratory, a multi-storey craft workshop block, a heavy-current electrical laboratory as well as a library, a textile workshop block and a new classroom wing. It was estimated that in 1967, of the total building cost of $7.5 million at the Hung Hom Technical College, about 64 per cent of funds had been donated. Similarly, out of a total estimated cost of $6.0 million for equipment, 40 per cent had been donated by industry.\n\nNevertheless, many of us were far from satisfied with the rate of expansion, bearing in mind the need at the time for technical education. Money allocated by Government for recurrent costs was strictly limited. For example the one-year, full-time electrical engineering technician level Radio Officers' course, in 1967-68, was estimated to cost only $61,262 to run for a full year. With an average of 25 students in the class this worked out at a total cost of $2,450 a student each of whom paid a nominal fee of $400.00 a year.\n\nDuring the 1960s, the Technical College was mainly pre-occupied with technician level teaching the entry requirement for which was completion of Form",

The College also ran a limited number of post-Higher Diploma endorsement courses rated at technologist level. Some led to membership of British professional institutions.\n\nBelieving that 'local ginger is not hot' a large number of our students, on graduating, left for Canada or Britain. In latter cases we frequently arranged for them to take up employment and to study on a day-release basis overseas. Our students acquitted themselves splendidly. We took pride in the fact that they were not afraid to roll up their sleeves and get their hands soiled.\n\nThe old Technical College was very much 'all things to all men' in the 1960s. It even ran a limited number of craft and pre-apprenticeship courses. A few of the students attending had only completed Form One or Form Two because nine years of universal, compulsory, free education had not been introduced. This was phased in between 1978 and 1981. In fact the impetus for the introduction of this general education milestone came largely from Britain.\n\nMuch rapid development took place under S J G Burt (nicknamed \"The Bull\" in Cantonese) who joined the Wan Chai Trade School in 1938. He became Principal of the then fairly recently renamed Technical College in 1951 and served until 1963 when he joined the World Bank as an advisor on technical education.\n\nAs elsewhere, technical education depended very much on personalities and Sidney Burt, although not always popular, has often been regarded, deservedly, as the 'grandfather' of technical education. Instead of a briefcase he carried a Hong Kong rattan basket and wore a Saigon linen, wet-wash suit, both carry-overs from an earlier era. In addition to driving us, his staff, he also drove himself. Without work he was like a bear with a sore ear. Every morning he was reputed to wake up and say to himself, 'Thank God for technical education'.",

Most of the many donations made to technical education in his time were largely due to his determined efforts. He had worked as a radio officer on a ship in earlier life. Every Monday morning he would lead a small retinue of staff around the College on a formal inspection just as a captain does on board ship.\n\nI recall when a newly appointed Hong Kong University member of staff came to see him, about the setting up of a University Extra-Mural Department. Burt told him frankly it was a waste of money. 'The Technical College provides all the evening classes the Colony needs', he insisted.\n\nThe Director of Education wanted Burt to move into the Departmental Headquarters to oversee technical education but he preferred to do this while serving as incumbent Principal at the Technical College. Because of this inherent stubbornness the development of technical education was probably retarded. There was no 'Senior Education Officer (Technical Education)' post in Headquarters until 1967 and no 'Assistant Director (Technical Education)' post until 1972. But Hong Kong owes Sidney Burt a great deal for laying the foundations of technical education.\n\nBut moving on: the Principal and staff of the College had long felt that a second Government institution was needed which, although bolstered by some technician programmes, would concentrate on craft courses. This was why the Morrison Hill Technical Institute came into being in 1969. In fact there was a school of thought which believed that the first technical institute should run craft courses only, but, as things have since developed, it would have been an incorrect move. One of our more advanced pursuits at MHTI, in addition to technician education, was technical teacher training. This was transferred away in 1974 with the establishing of the Technical Teachers College.",

Although we had wire netting screens to protect the Technical College windows in the 1950s, demolition teams still managed to break a few panes of our glass after they had beaten gongs as warnings and blasted away at 12 noon every weekday.\n\nIt was great getting back to my old stamping ground at MHTI, in 1970. I have always considered the four years I spent setting up and serving as Principal of the Morrison Hill Institute as one of the most satisfying periods of my career. I had splendid staff. Nevertheless, equipment was far more basic then than that used today. TIs were a new venture for Hong Kong. For us, it seemed, at times, almost a spiritual search for the mountain top.\n\nBut moving on. In the latter part of the 1960s, it had become obvious that one technical institute was not going to be sufficient to serve Hong Kong's industry which, before China started opening up in December 1978, was largely fairly basic manufacturing. As a result, the Technical Institute Committee, of the Industrial Training Advisory Committee (ITAC) (on which I sat), endorsed our proposals that five TIs were required with a further three coming on stream later, making a total of eight.\n\nAlthough many were dissatisfied with the pace of development, with Kwun Tong and Kwai Chung Institutes as proposed by the Education Department only coming into being in 1975, the Government Public Works Department wanted to delay the completion of the new buildings. The then new Governor, the late Sir Murray MacLehose, held a meeting in Government House in early 1972. He soon let it be known ‘..... there would be two more technical institutes by 1975'.\n\nAnd there were. Lord MacLehose, as he later became, was a man of action.\n\nCarrying on from there, the Haking Wong and the Lee Wai Lee Institutes came on stream in 1977 and 1979 respectively, although the latter was not entirely completed until 1980. Also, with the introduction of the Apprenticeship Act and the Designated Trades Act, part-time day-release courses built up rapidly.\n\nBut in those days, although useful as guides, there was a tendency to put too much faith in the Government Labour Department manpower surveys. For example, if a survey showed that 129 tool and die makers were required, some planners seemed to believe that this exact number could be trained in a technical institute, and, from then on, it was just a question of slotting them into vacancies when they completed their course. Insufficient thought was often given to broad-based technical education to suit the rapid pace of change. After all, Hong Kong now has little manufacturing.\n\nBut retracing our steps yet again back to the latter half of the 1960s, a proposal was made that the old Technical College should be upgraded to become a Polytechnic. This proposal really emanated from Britain in the wake of the Polytechnic Act which had then been introduced there. Not everyone agreed with the proposal. Some would have preferred that the Technical College in Hong Kong remained as such and a new polytechnic be built on an entirely new campus.\n\nWhat happened is now history. The Technical College was upgraded to Polytechnic status in 1972 and, during the 1970s, in spite of some growing pains, the rate of expansion has been equalled in few parts of the world. Today the Polytechnic University, as it became in 1994, is one of the best examples you can find anywhere of ‘academic drift', starting life as a humble trade school. It has much to be proud of.\n\nFinal Thoughts\n\nIn recent months, especially since the Handover of Hong Kong from Britain to China, education - including technical education - has been under the microscope. After all, most people have been to school and, therefore, many are instant experts.\n\nClaude Burgess, Colonial Secretary from 1958-1963, said that Hong Kong was a problem of people. Indeed one sometimes wonders how other countries' education systems would have fared if their populations had increased at the rate Hong Kong's has. Post-World War Two education started from a low base line, but by 1981, universal, compulsory, free education had been introduced.\n\nThe proof of the rice dumpling has to be in the eating, just as you judge an education system by the students who graduate. Many of those who studied technical education in Hong Kong have gone right to the top of their chosen fields. A few have graduated from the Polytechnic, or its predecessor the Technical College, and have become members of the Legislative or Executive Councils.\n\nTo achieve what we have, certainly in the old days when funds were restricted, there had to be a force of long-serving, dedicated teachers. Members of staff who gave stability and shape to the technical education scene, in spite of its limitations some of which have been noted in this brief paper.\n\nIf you cannot live with change Hong Kong is not the place to be. Certainly over the past half century the pace of change has been staggering. I cast my mind back to when we teachers were invited in 1956, by past building students, to a Chinese dinner in the woodwork workshop, at the old Technical College in Wood Road. They engaged outside caterers and the food was cooked in the corridor. The cost was around $100.00 per round, Chinese table seating 12 persons. Today, every New Year I am graciously invited by my past students, some of whom have already retired, to a Technical College/Polytechnic/Polytechnic University Ball at the Grand Hyatt. How things have changed! As you can see I still keep in touch with some of my old students, both locally and overseas, some of whom I taught over 40 years ago.",

But obviously things are going to continue to change, just as some of us in the 1970s could visualise that an organisation similar to the Vocational Training Council (VTC) was not so far away. But just as in the colonial 1950s and '60s 1997 was seldom mentioned, looking into the crystal ball today to decide what technical education will look like half a century from now has to be another story.\n\nThank you again for inviting me to share this very special day with you.\n\nAbout the Speaker\n\nDr D D Waters, who was born in 1920, sailed from England for Hong Kong in 1954. It has been his home ever since. He taught building at the old Technical College (now the Polytechnic University) becoming Head of the Building Department in 1963. In 1968 he was appointed Principal, more than one year in advance of the opening of Hong Kong's first Technical Institute at Morrison Hill.\n\nIn 1972, he was transferred to the Education Department Headquarters to oversee the setting up of additional Institutes. He later became the Assistant Director (Technical Education) and responsible to the Director of Education for Hong Kong's technical education system.\n\nDr Waters served as a Justice of the Peace in the 1970s and was made a Companion of the Imperial Service Order by Her Majesty the Queen in 1981, largely for his work in technical education. In 1998 he was awarded a Bronze Bauhinia Star, by the Hong Kong Special Administrative Region of China, for his work in heritage conservation.",

        "content_text": "328\n\nThere was a great deal of respect for Britain in the 1950s and when I bargained with a stall holder to buy a piece of electrical equipment he said to me: “This is not Japanese you know. It's best quality. It's British!' As late as the mid-1960s one of my Chinese staff, teaching surveying, refused to use a theodolite because it was made in Japan. War time memories died hard!\n\nAlmost wherever one went in the colony during the 1954-55 winter one could hear the song, Whatever will be, will be, blaring out over loudspeakers or being hummed or sung. I was told that I should not tip more than 20 cents for odd tasks and, at the end of the month, I should tip my hotel room boy and my waiter each $10. I could go out then and have a haircut, a shave, a shampoo and a manicure for $2.80, and, being a generous sort of chap, I gave the 20 cents change as a tip. As I have said, I did not arrive immediately after the Second World War when people were prepared to work for two bowls of rice a day.\n\nThere was no income tax in Hong Kong until 1939 when a 10 per cent \"war tax\" was levied. This was supposed to come off when the war ended but it never did. When I arrived in the mid-1950s the maximum salaries tax one could pay was 12 per cent. It had been increased from 10 per cent in 1950.\n\n1\n\n2\n\nI started teaching at the old Technical College in Wood Road, Wan Chai. On my first visit a \"big man coolie team\" was grunting and manhandling heavy engineering equipment up the stairs. We did not move to Hung Hom until 1957. With the help of \"academic drift” my old College became the Polytechnic University, on the Hung Hom campus, in 1994.\n\nShortly after I arrived in the colony there was a rumour a leopard was on the prowl in the New Territories. It was probably no more than a rumour but I do believe that there were instances of South China Tigers briefly visiting the New Territories in the 1950s.
