Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. He later served as Governor-General of Yunnan and Kweichow, and retired from office in 1849. He died in 1850 at the age of sixty-seven. (J.L.C.B.)\n\n25 Heang-shan (Heungshan). Former name of the District in which Macao lies. Re-named Chung-shan in honour of Sun Yat-sen. (J.L.C-B.)\n\n26 Morrison. John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. The magistrate having jurisdiction over the eastern part of Canton city and the District lying to the westward of the walls which included Whampoa and the foreign shipping there. (J.L.C-B.)\n\n30 Fearon, Samuel Turner Fearon was the second son of Christopher Fearon and Elizabeth Noad who were married on 14 May 1818 at the Streatham Parish Church. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852. Magdalenus Jacobus Senn van Basel, born in Groningen, Holland on 27 September 1808, was appointed clerk in the Dutch Consulate at Canton in 1826, and Vice-Consul in November 1831. Yueh hai-kuan pu means the Kwangtung Maritime Customs Office. In the footnotes on page 38, note 15, the term Kwang Hup, or Heep, is translated by Dr. Chang as 'police commandant'. Note 33: the Hoppo at this time was Yü-k'un.\n\n豫堃\n\nThere are three further points for which I feel some responsibility since I was still editor of the Journal when this contribution was originally accepted. The editorial note on page 9 states that the manuscript of Hunter's journal was 'discovered' in the library of the Boston Athenaeum by Professor Ellsworth. This is misleading since the ms. was already known to Dr. Chang and, I imagine, a few other scholars. Also I now see no reason to be so cautious over the authorship of the ms. journal and I think it can safely be attributed to Hunter. Finally I was sorry to see that no acknowledgement was made to the Trustees of the Boston Athenaeum for permission to print from the microfilm which they allowed to be made. The sketch maps printed on pages 27, 83 and 106 of that volume, although of some help, were inadequate for identifying all the places mentioned. In case any reader of Volume 4 still wishes to identify certain places may I refer him to A Gazetteer of Place Names in Hong Kong, Kowloon and the New Territories (Hong Kong, Government Printer, 1960) if he does not already know it. This publication contains a pocket map, and is useful for a start. However, what is now needed is a specially compiled map of the Pearl River estuary from Canton to Macao and from Macao to Hong Kong as far as Tai Pang (Mirs Bay) showing names of places which occur in accounts of this area relating to the first half of the nineteenth century.         "content_text": "MILITIA, MARKET AND LINEAGE\n\n43\n\nbad informal connections with Hong Kong's officialdom and that its activities were a foretaste of the future.\n\nBy March of 1899, British officials began to appear in the territory. A party was busy near the Sham Chun river, marking out the frontier with China. Meanwhile, the officer in charge of the Hong Kong police was touring the territory, considering alternative locations for police stations. This official—Captain Superintendent F. H. May arrived at Ping Shan on 27th March. His first action was to post a proclamation saying that the Hong Kong government would not interfere with the land, buildings, or customs of the people. He then designated a hill behind Ping Shan as the site for a police station. A crowd gathered and the argument began. “It says that land, buildings, and customs will not be interfered with but will remain the same as before. Why should they, therefore, when they first come into the leased area, wish to erect a police station on the hill behind our village? When has China ever erected a police station just where people live? The proclamation says that things will be as before. Are not these words untrue?”\n\n54\n\nThe Resistance Movement -- 28th March to 18th April, 1899.\n\nThe day after May's visit to Ping Shan, discussions were held in the ancestral halls of Ping Shan and Kam Tin. In both instances, agreement was reached that resistance should be offered to the British. Following the two meetings, a third took place in an ancestral hall at Ha Tsuen. Representatives of all three Tang lineages were present and previous decisions to offer resistance were ratified. Messages were sent to leaders throughout the marketing area, asking them to attend a meeting at Yuen Long market the next day.\n\nSteward Lockhart later argued that the resistance leaders feared for their positions of power and privilege. At the Ha Tsuen meeting, a wider range of anxieties were expressed: “... that under English law a poll tax would be collected; that houses would be numbered and a charge made therefor; that fishing and wood-cutting would be prohibited; that women and girls would be outraged; that births and deaths would be registered; that cattle and pigs would be destroyed; that police stations would be erected, which would ruin the Fung Shui [Mandarin: Feng Shui] of the place. In short, that the evils that would arise would be so great",

        "content_text": "# MILITIA, MARKET AND LINEAGE\n\n49\n\nThe resistance movement had now reached a state of readiness. Further subscriptions of silver were obtained and responsibility for provision of rations allocated. On 13th April Ping Shan supplied pigs as food for the militia. By 14th April an advance force was in position on the hills overlooking Tai Po. It was composed of units from Fan Leng, Kam Tin, the Lam Tsuen valley, and Pat Heung. A British party making preparations for the flag raising saw about 150 men on the hills to the northwest. Four or five standards were seen, and the Chinese \"kept up an incessant yelling, beating of gongs, and firing of crackers, or guns, probably jingals ...\" 64\n\nWhen the Governor heard of these events at Tai Po he decided to station a force there immediately. On the morning of 15th April, two units were dispatched from Hong Kong. Captain Superintendent May, in charge of 22 policemen, left by launch for Tai Po. A company of the Hong Kong Regiment* — comprising 125 officers and men — set off overland from Kowloon, with orders to rendezvous with the police that afternoon.\n\nWhen the police landed near the matshed hill they were fired upon by forces from the Lam Tsuen valley, Tai Hang, Pat Heung, and Kam Tin. The militia of Ha Tsuen and Ping Shan had not been committed, although Ha Tsuen was, on this day, responsible for rations. By this time the infantry company was only a short march from Tai Po. Its commanding officer, Captain E. L. C. Berger, could see that the hills were crowded with several thousand militia, displaying six or seven different banners. As they approached the market he noted that the Chinese were uniformed and that the units nearest him occupied good tactical positions.\n\nThe soldiers joined the police on the matshed hill and found their situation difficult. The hills to the west and northwest were occupied by militia. To the east was Tolo Harbour. Twelve pieces of light artillery — probably jingals and mortars — kept up a steady fire on them from two positions. There was also continuous musketry fire. If the aim of the militia had been better, the casualties would have been heavy. Shortly thereafter the militia began an advance but were driven back by volley fire. This was the situation when H.M.S. \"Fame\" arrived late that afternoon.\n\n* A regiment of the Indian Army, with British officers and Indian (Pathan) other ranks, not to be confused with the volunteer unit of this name in present day Hong Kong.",

LETHBRIDGE \n\nRegistrar-General in 1864, a key post, Deane Superintendent of Police in 1867, and Tonnochy who held the offices of Sheriff, Coroner and Marshal of the Vice-Admiralty Court in 1865, became Assistant Harbour Master in 1867 and Superintendent of the Jail in 1875, a post he held until his death in 1882. Lister was soon sent to the Harbour Office and Russell, who also acted as Governor Sir Richard Macdonnell's private secretary, was sent to the Magistracy. James Legge, long resident in Hong Kong, was critical of the way in which the original scheme was modified by expediency and argued that \"there should have been no directing them away from their proper business of study until they had given proof of their actual interpretation in the supreme court”,22 Legge was right in principle; but although it was not the Government's intention to produce a supply of sinologues but rather administrators with a knowledge of Chinese, these early cadets did work hard at their Chinese, and one, Lister, supplied the China Review and Notes and Queries on China and Japan with many thoughtful comments on Chinese language and society. \n\nThe development of the cadet scheme can only be understood in relation to changes that occurred outside Hong Kong. The scheme was influenced - if not directly inspired by changes in public administration in India and the homeland. Open competition was first invented for India and the germ of the idea is to be found in Lord Macaulay's 1854 report on recruitment of the Indian Civil Service. In Great Britain appointments to the civil service until the year 1855 were made by nomination. In 1855 a stringent examination was introduced; and in 1870 the principle of open competition was adopted as a general rule. The year 1870 witnessed, then, the abolition of patronage and the admission of people into the civil service at prescribed ages and by means of competitive examinations; and a distinction was drawn, in terms of grades and hence of salary and prestige, between the routine and intellectual tasks of government. Competitive examinations meant, of course, that there was little chance of success into the higher grade except for candidates who had a successful university career, and, often, in addition, special preparation by a private tutor. These reforms influenced the recruitment of cadets into the Hong Kong Civil Service. \n\nIn 1869, as a result of the evolving climate of thought in English, a competitive examination by the Civil Service Commis-\n\nPage 45\n\nPage 46",

        "content_text": "HONG KONG CADETS, 1862 - 1941\n\n49\n\nThe staffing situation improved between 1897 and 1901 and 12 more cadets were recruited from England, the Straits Settlements and the Federated Malay States including Reginald Fleming Johnston, Cecil Clementi, A. G. M. Fletcher,50 and Geoffrey Norman Orme. The incorporation of the New Territories into the Colony meant that more recruits would be needed for district administration and as members of the Land Court set up to determine thorny problems of land ownership and tenancy.52 However, 17 cadets were recruited between 1901 and the end of 1914. There were losses of course: notably the gifted Stewart Lockhart who was transferred in 1902 to Wei-hai-wei as H.M.'s Commissioner, and the equally gifted R. F. Johnston who was also transferred to Wei-hai-wei as District Officer in 1904.\n\nA posting in the New Territories provided for some younger cadets an escape-hatch that removed them from office life in the Colonial Secretariat and other departments in the Central District. Service in the New Territories, a mainly agricultural area dotted with small village communities and small market towns, had more in common with colonial service in Africa and South-East Asia, and the cadet was left comparatively free to go his own way, lead an open-air life and exercise judicious authority. The job demanded initiative, stamina, and magisterial skills; and, if one is to believe Mr. Austin Coates,54 a cadet at a much later date, it was a deeply rewarding life which allowed a cadet to become involved in the lives of simple people, farmers and fishermen, small shopkeepers and craftsmen. Certainly, the report of the District Officers for the New Territories, such as those written by Stewart Carne Ross, have a little more colour than the stilted administrative reports presented annually by heads of departments.\n\nBy the 1920s cadets had become entrenched in most government departments and they filled all the senior posts in the Colonial Secretariat, the directing and co-ordinating agency of government. The exceptions were some departments, such as the Medical and Sanitary Services, Public Works, the Royal Observatory, and Marine Department, which necessitated at the top someone with specialist knowledge. The Telegraph tells us \"that yesterday the deceased was in good spirits and played tennis in the afternoon, dined out with a friend, and was in the Club until shortly after midnight\", A Chinese barber found Tonnochy dead in bed when he came to shave him in the morning. He was a bachelor. \n\n13 Walter Meredith Deane (1840-1906). Educated St. Paul's School and Trinity College, Cambridge. Hong Kong Civil Service 1862; Captain Superintendent of the Police, 1866-1891. Deane was severely wounded on duty in 1878 and resigned in 1891 on account of ill-health. \n\n14 Sir Cecil Clementi Smith (1840-1916). Educated at St. Paul's School and Corpus Christi College, Cambridge, Hong Kong Civil Service 1862; promoted from Colonial Treasurer, Hong Kong, to Colonial Secretary, Straits Settlements, 1878. Administered Government 1884-85; appointed Lieutenant-Governor and Colonial Secretary, Ceylon, 1886; Governor and Commander-in-Chief of the Straits Settlements, 1887; H. M. High Commissioner and Consul-General for Borneo and Sarawak, 1889. \n\n15 Alfred Lister (1843-1890). Educated at University of London. Hong Kong Civil Service 1865; prepared detailed index to the Ordinances of Hong Kong in 1870; Colonial Treasurer 1883-90. Died on board ship near Yokohama while on sick leave, Lister held the office of Treasurer as an adjunct appointment only, and with an almost nominal salary, in conjunction with his substantive appointment of Postmaster-General, Lister left a wife and four children in England. See Hong Kong Telegraph, 15 June, 1890. Governor Des Voeux referred to Lister as an \"excellent officer\". \n\n**\n\n16 Sir James Russell (1843-1893). Educated at Queen's University, Belfast. Hong Kong Civil Service 1865; private secretary to Governor Sir Richard MacDonnell 1868; Police Magistrate 1870; Chief Justice of Hong Kong 1888. The Hong Kong Telegraph, 4 September, 1893, in an editorial entitled \"Sir Judas' Russell: His History\" declares \"You could not have been much of an expert in the Chinese language two short years after your appointment to a cadet-ship, yet in 1867, you were Government ‘Interpreter'\". The editorial referred to Russell as \"the Gargantua of Hong Kong social life\" and \"the Jeffries of the Hong Kong Bench\". The writer of the editorial was the atrabilious Robert Fraser-Smith, who founded the Hong Kong Telegraph in 1881. Since Fraser-Smith had been jailed several times for libel, he had reason to dislike the Chief Justice. (See Frank H. H. King and Prescott Clarke A Research Guide to China-Coast Newspapers, 1822-1911, Cambridge, Mass., 1965). Russell, a bachelor like Lister, died at Strathpeffer, Scotland, shortly after resigning from Government. \n\n17 Henry Ernest Wodehouse (1845-1929). Educated at Repton School. Hong Kong Civil Service 1867; retired on pension as Police Magistrate in 1898. One son, Peveril, was the first baby born on the Peak and brother of P. G. Wodehouse, the novelist. Wodehouse was the last of the batch of officials originally appointed to the Colony in the capacity of student interpreter. \n\n18 Sir James Haldane Stewart Lockhart (1858-1937). In 1934 Clementi retired on account of ill-health.\n\n22 James Legge \"The Colony of Hong Kong\", China Review, Vol. I, 1872-3, p. 173.\n\n23 Dominions Office and Colonial Office List 1939, p. 624, states: \"The average number of cadets appointed to Malaya and Hongkong during the period of 1919-31 inclusive was between 9 and 10. Since 1931 the average has been 5-8, 6 generally. In 1937, 7 cadets were appointed, and 9 in 1938. There were none appointed to Hong Kong 1937, and only 2 in 1938. The demand for cadets in Hong Kong was always small”.\n\n24 For example, Thomas Sercombe Smith (1854-1937) was appointed a Hong Kong Cadet in 1882. In 1883 he was attached to the Colonial Office for a year; and in 1884, after a brief spell attached to the Colonial Secretary's Office, Hong Kong, proceeded to Peking where he studied Chinese, 1884-6. On the other hand, Arthur Winbolt Brewin (1867-1946), proceeded to Canton in 1888. Brewin, who was educated at Winchester, succeeded Eitel as Inspector of Schools in 1897; became Registrar General in 1901 and retired in 1912.\n\n25 Victor Purcell The Memoirs of a Malayan Official, London, 1965, pp. 108-109.         "content_text": "THE DISTRICT WATCH COMMITTEE\n\n119\n\npolice were commonly reputed to be corrupt, inefficient, drunken and lazy. The police force, mainly composed of European and Indian policemen with a small contingent of Chinese, was officered by European inspectors and sergeants and controlled at the top by a European Captain Superintendent of Police, often at loggerheads with the Registrar General, the 'Protector of Chinese'. The main duty of the regular police was to protect the central business district of Hong Kong, where most of the great European firms clustered, and the docks and wharves on which the prosperity of commercial Hong Kong depended. Principally, though, the regular police were there to overawe the Chinese lumpenproletariat, composed in European eyes of the sweepings of Kwangtung Province. The Chinese residential and commercial areas on the fringes of the core central district were more arbitrarily policed—and policed of course by aliens, most of whom as ex-Indian sepoys, ex-soldiers or ex-British policemen were unable to speak Cantonese.11 Chinese merchants, therefore, thought there would be advantages in maintaining a force of district watchmen Chinese to a man—selected, vetted, paid for, controlled, and if needs be, dismissed by the Chinese community.\n\nThe establishment of a body of Chinese district watchmen by the Registration Ordinance of 1866 was at first strongly opposed by some officials. In 1866 Sir Richard MacDonnell reported to the Secretary of State that the scheme was 'working admirably'12; but two years later the Chief Justice, Sir John Smale, laid on the table of the Legislative Council a memorandum inveighing against the inefficiency and corruption of the Force and suggesting that, to avoid the constant friction between the Superintendent of Police and the Registrar General, the district watchmen should be embodied in the Police Force under one head13. Soon after the Chief Justice's animadversions were made public in the Legislative Council, MacDonnell was forced to set up a commission to inquire into the working of the regular police as a result of a number of police scandals.         "content_text": "The District Watch Committee\n\n123\n\nDistrict Watch Committee. In 1920 the post of Advisor (Ku Man) was created and the first occupant — and it would seem the only one — was the distinguished Sir Boshan Wei Yuk, the founding father of the Committee.\n\nBy the end of the nineteenth century, relations with the Police had improved. In 1897 the district watchmen on duty in Victoria were placed on police beats and subjected to the supervision of police inspectors and sergeants on patrol duty. This was done on the recommendation of the Captain Superintendent of Police, F. H. May (a Cadet Officer like Lockhart), who remarked in his annual report for that year that 'the object was to improve the efficiency of this very useful auxiliary Police Force, and to bring them into closer touch with the Police'. The reputation of the regular police had improved by that date and the Committee concurred with the innovation. The efficiency of the District Watch was further raised by the secondment in 1918 of a European police officer27 to take charge of and train the detective staff, a practice that continued until 1949. As a result of this change, the number of convictions obtained by the district watch detective force tended to rise from year to year. The force became steadily more professionalised, especially its detective branch. The Secretary for Chinese Affairs claimed in 1922 that 'the connection with the Regular Police has been effectively used to the advantage of both sides, and without interference with the essential character of the District Watch'; and in 1924 he wrote 'the Captain Superintendent of Police was on occasion present by invitation at the Councils of the Committee, and it is satisfactory to note the close co-operation between the two forces'. However, the force did not increase markedly in size over time — there were only 48 watchmen in 1891 and 120 in 194128 — although the area patrolled and the urban population both increased over this period. In 1910 it was found necessary to extend patrols further as the Chinese population spread up to the higher levels of the town; in 1913 the Committee was obliged to raise money for District Watchmen's Quarters in Kowloon; and by 1925 the districts of Yaumati and Mongkok were being patrolled; and by 1930, Shamshuipo.         "content_text": "The District Watch Committee\n\n137\n\nto be the richest man in Hong Kong. When Ho Tung retired as chief compradore to Jardine, Matheson's in 1900, Ho Fook succeeded him. Ho Fook's assistant was Ho Kom Tong, another of Ho Tung's brothers. The members of the District Watch Committee were members of a small circle of businessmen, often related through ties of blood or marriage. When the Tai Yau Bank was established in 1914 with a paid-up capital of $6,000,000, the proprietors were named as Lau Chu Pak, Ho Fook, Ho Kom Tong, Lo Chung Shiu and Chan Kai Ming. Lau Chu Pak was compradore to A. S. Watson and Co., chairman of the Po On Commercial Association and chairman of the Chinese General Chamber of Commerce; Chan Kai Ming was manager of the Opium Farm; and Lo Chung Shiu, assistant compradore to Jardine, Matheson and Co., was Ho Fook's brother-in-law. All were or became members of the District Watch Committee.\n\n22 T. C. Cheng writes that Wei Yuk 'was very much concerned about law and order among the Chinese masses because in those early days riff-raff and political refugees from South China continued to come into Hong Kong. Thus it was at his suggestion that the District Watch Force was founded in 1888. Mr. Cheng appears to be mistaken about the date and is no doubt referring to the ordinance of that year, no. 13 of 1888 rather than to its proper date of origin. Wright and Cartright, Feldwick, and Professor Woo all state that the Committee was formed on Wei Yuk's suggestion. See: T. C. The Committee after 1891 represented the views of a more westernised and modernised elite with a knowledge of modern business techniques and modern financial manipulations. Dr. Ho Kai, for example, played the stock exchange with great success and speculated in many fields, particularly land development. He was, properly speaking, a financier although his occupation is often given tout court as lawyer. He had also qualified in medicine at Edinburgh but gave up the practice of medicine soon after his return to Hong Kong in 1882 because of Chinese resistance to western medicine.\n\n25 In 1903, for example, the Committee opposed the re-introduction of the night-pass system but suggested other remedial measures (see Index to Correspondence (General Register) 1894-1904, Hong Kong, Noronha and Co., 1909, p. 100). In 1909 'at the request of the District Watchmen Committee, children who are hawking without a licence are on their first offence sent to the Registrar General who cautions their guardians. This procedure seems to have proved effective in each case' wrote the Registrar General in 1909. It is worth noting that both Registrar General and Committee wanted to end the night-pass system and were opposed by the Captain Superintendent of Police, who was unsuccessful. I have been told that the Customs' cruisers confine themselves to the inner waters, and act against smuggling and not piracy. It may be so; but smuggling and piracy may be considered as frequently only different branches of the same profession, the members of which will take to either as they think it safer, and likely to be more profitable for the occasion. That law and order are the rule increasingly in Hongkong and along the coast is a growing impression, and that impression is a surer preserver of the peace than the gallows, the axe, and the sword. Bad men are kept habitually obedient to the law by the form of justice armed with power in their mind's eye more than by outbursts of indignation occasionally aroused against them, and from which they always hope to escape.\n\nEre I leave the subject of crime, I may be permitted to say a few words on the police force of the colony. All along its history, the good organization of this has been perhaps the most difficult part of the duties of the Government. Experiment after experiment has been tried as to the constituents of the force; and as long as I can remember, that is, since the very first attempts at its formation, charges have been advanced against it of inefficiency, drunkenness, and openness to bribery. My own conviction has been for many years that the strength of the police force ought to consist of Chinese. I pressed my views on this point on Sir Richard MacDonnell soon after he arrived in the Colony, and he put them on one side. I stated them to the Commission which held its sittings on the subject during the present year, and I was glad to find that about one half of its members were disposed to coincide with me. I believe that the Chinese people are in the mass law-abiding and fond of order. I believe that there is a large body of Chinese merchants who have as great a stake in the Colony as the British and merchants of other nationalities have. I believe that by a cordial communication with them a body of native policemen might be obtained who would be sufficiently reliable, and who, with a smaller number obtained from home as the Government has lately done, a considerable proportion of its present force would keep the Colony almost free from crime. I will only say that during many years of my long residence here, my intercourse was quite as much with the people as with their books. Several hours of every day were spent in visiting them from house to house, and shop to shop, conversing with them on all subjects, and trying to get them to converse with me on one subject. When I went home in 1867, I could say that, excepting the brothels, there was hardly a house in Victoria and the villages in which I had not repeatedly been, and where I was not known as a friend. I am confident of this, that, keep away the calamity of another war with China, my views as to the constitution of the police force will be the prevailing views of the Colony, and acted on by its Government.\n\nHaving said thus much about the police force, let me say further that I think that that department is at present, in 1872, in a better and more efficient state than it ever was. Let me give expression also to a protest against the doctrine which I have sometimes heard and read, that our laws are too lenient for the Chinese population which we try to govern by them. By all means let the treatment of crime be deterrent; but that we must institute a new code of penalties taken from Chinese or other barbarous practice is an outrageous suggestion, the birth of reckless thoughtlessness, or of minds soured from their own distemperature. But the laws of the Colony should be fully made known to the Chinese population. This is a work that yet remains to be done, the preparation of a clear, distinct, intelligible translation of most of our statutes, purchasable by the inhabitants at a small price.",

On the 16th Lockhart accompanied by the Director of Public Works left for Mirs Bay and proceeded to delimit the boundaries of the New Territory, which were fixed along a line joining the heads of Deep Bay and Mirs Bay, following the Sham Chun River for most of its course. Lockhart had urged the inclusion of Sham Chun and its valley but this was rejected later by the Chinese authorities.\n\nOn 1 April Lockhart and a party sent by the Public Works Department to erect the posts on the boundaries settled upon were stopped by villagers and informed that if they attempted to get on with their work they would be killed. Understandably, the party withdrew to Hong Kong. At the same time, Wei Yuk# 1 an unofficial member of the Legislative Council, procured a copy of a placard that was being posted up in many villages and market towns; the translation revealed that people in the New Territories were being urged to drill with firearms. This was the first sign that the occupation of the New Territories was not likely to occur without incident.\n\nThe Governor, Sir William Blake, accompanied by his Colonial Secretary, Lockhart, hastened forthwith to interview the Viceroy at Canton and they secured from him a promise of co-operation and the sending of Chinese troops to protect the two matsheds at Taipo that were being erected for the occupancy of police and officials from Hong Kong. On 3 April, however, F.H. May, Captain Superintendent of Police, and his small party of Sikhs and Chinese guards were set upon by 'villagers', the matsheds burned to the ground, and the group forced to retreat to Kowloon. The Governor immediately despatched troops by motor torpedo boat destroyer to Taipo. The troops were accompanied by Lockhart, of whom the commanding officer later said: 'I have to record my sense of the tact and judgment displayed by Mr. Stewart Lockhart in eliciting information most unwillingly given; and the interpreter whom he brought with him was simply invaluable owing to his proficiency in both English and Chinese and his knowledge of the system of dealing with the natives.' The interpreter was Ts'oi Yeuk-shan, First Chinese Clerk in the Registrar General's Department, a former pupil at Queen's College. Lockhart and the troops returned to Hong Kong later in the same day.",

        "content_text": "64\n\nHENRY JAMES LETHBRIDGE\n\nFrom his headquarters at Taipo Lockhart was directly in control of the administration of the New Territories from May to July 1899. His first task was to establish law and order and this was achieved through the activity of the able F.H. May, Captain Superintendent of Police, who stationed police at convenient points throughout the area. Steps were then taken to define the Districts and Sub-Districts under section 4 of the Communities Ordinance, No. 77 of 1899. The principle followed was to adhere as closely as possible to the divisions recognised traditionally by the Chinese, which meant in most cases that such divisions followed the natural features of the countryside, so that in the main each sub-district was contained in a valley. The territory was divided finally into eight districts and forty-eight sub-districts. After these had been defined, committee-men were appointed for each sub-district. In Lockhart's words: \"These Committee-men have formed a useful link between the Government and the villagers, and have been of much assistance in explaining to the people the objects of the various measures of Government which have been introduced from time to time. The Committee-men as a rule are those who possess influence in their own immediate neighbourhood, whose advice is listened to, and whose lead is generally followed. The wisdom of affecting with responsibility those to whom the people have been accustomed to look for leadership and of using them to elucidate the objects of Government is evident.\"25\n\nBut the most important task accomplished by Lockhart was the allocation and registration of all privately-owned land. This necessitated, as Lockhart had suggested in his report of 8 October, 1898, a proper cadastral survey. The surveying began in November, 1899, and was completed by May, 1903. In the meantime the registration of land claims was being carried out steadily from July, 1899, at Taipo, Ping Shan, and in the Land Office in Hong Kong. In the following year all the registration work was taken over by the Land Court. The object was to secure the registration of all the owners of cultivated land in the New Territories in order to prepare a Crown Rent Roll.\n\nWhen Lockhart returned to his office in the Colonial Secretariat in July 1899, the day-to-day work of administering the New Territories was carried on by three cadets — E.R. They were reported to the Viceroy at Canton, who was to \"deal with the matter in a proper manner\", and a deputation from Kam Tin was obliged to apologize in Hong Kong.\n\nSuch punishment failed to impress the inhabitants with the error of being disrespectful to British officials, for when occupation of the New Territories commenced in April 1899 the Tangs of Kam Tin were foremost in organization of the resistance movement. Again, therefore, stern reprimands were required, this time by the use of gunpowder. On April 18 a party of sappers from the Hong Kong Regiment blew down the walls flanking the gates of both Kat Hing Wai and Tai Hong Wai, and a few days later the villagers themselves, as an act of submission, carried the two pairs of gates to Flag Staff Hill (Tai Po).10 There they were admired by Governor Sir Henry Blake who, wrote Stewart Lockhart, “instructed me to forward to him a pair of gates from Kam Tin\". This was duly done in May, though the villagers had to be reminded to send in a socket.12\n\nThe two sets of handsome gates were both defective, one wing of each having suffered from the back-scratching of generations of itchy Kam Tin pigs.13 The remaining gates in good condition were combined to make a pair and were appropriated by Blake for \"Myrtle Grove\", his home in the Irish county of Youghal.\n\nIn 1924 the residents of Kam Tin petitioned for the return of the gates. They were supported by the District Officer (North), who referred to the gates as objects \"of pride to the inhabitants on account of their workmanship and antiquity”, and the Assistant Superintendent of Police (New Territories) recalled their whereabouts. His wife had formerly been maid and companion to Blake's daughters, and she remembered seeing the gates at Myrtle Grove in 1902. Stewart Lockhart, then retired after serving for many years at Wei Hai Wei, was asked to approach Lady Blake for their recovery.1 His mission was successful, but when the gates arrived back in Hong Kong the Tai Hong Wai villagers recognised their half and claimed possession. Most of the early police recruits were obtained locally from the army, navy, and merchant marine; but in time policemen were recruited directly from Britain or from other colonial territories. The quality and morale of the force was never high. Norton-Kyshe writes that in 1850 a European constable got only $15 a month,\n\nvery far below what the humblest in the Colony required, so that, in the case of steady men, they only accepted the position in the hope of something better turning up. But to this class, unfortunately, the chief objection was the readiness with which they yielded to the temptation offered by the many public houses about, and many of the deaths among the European constabulary were ascribed to their excessive indulgence in ardent spirits, a great portion of which, sold by the low tavern-keepers, was of the most abominable and deleterious description.4\n\nBecause of the demoralised state of the police, Sir Richard MacDonnell, Governor of Hong Kong, reported in 1869 to the Secretary of State that he intended to substitute Scottish for English constables. Altogether forty-five Edinburgh constables were enlisted in 1872. But the Scots contingent proved as susceptible as their English colleagues, for the next year several were dismissed from the force. As a group, they, too, had succumbed to the blandishments and corruptions of Hong Kong. In 1897 it was found that almost all the police—European, Chinese, and Indian—were receiving money illegally from Chinese gambling syndicates, including a British Deputy Superintendent of Police.\n\nBecause of the general shortage of European personnel in Hong Kong, police were often seconded to, or allowed to apply for, positions in other departments. The scarcity of suitable Europeans was, in the main, a consequence of the growing attractiveness of Australia as a land of opportunity, especially after the discovery there of gold in 1851, and of the rapid development of Shanghai, which soon became viewed as an arena more accommodating than Hong Kong for the adventurous and ambitious. Turnkeys at Victoria Gaol were often policemen; and the various Inspectors of Brothels (a post established in 1858), who came under the control of the Registrar General, were in nearly every case former police officers, for the principal duty of such functionaries was to detect",

In recognition, the Chinese Emperor granted her a large honorary board. Their only daughter, K. Ruth Andersen, married in 1905, Donald R. McEuen, son of a former Captain superintendent of Police at Shanghai.\n\nA younger daughter of Chan Lai-sun married a businessman, Mr. W. Buchanan, presumably the same as listed in the 1884 Chronicle and Directory of China as a land agent and broker with J. P. Bisset and Co. of Shanghai.\n\nThis, then, is a record of a Chinese family living in a marginal situation. Both Lai-sun and his wife were born in Southeast Asian overseas Chinese communities. Both in childhood became caught up in English language missionary education, which served to further alienate them from Chinese tradition. Lai-sun started his career as a missionary assistant, but to make better provision for his growing family turned to business, associating himself with foreign businessmen, not as compradore but as assistant and partner. However, the very fact of his marginal background qualified him, as a member of Li Hung-chang's staff, to make a particular contribution to China's developing relations with foreign powers. His children received a solid western-style education. Of the two sons who grew to maturity, one was an engineer the other a journalist, and both for a part of their career served the Chinese government. The daughters left the Chinese community, but the eldest took her place in public life as a founder of the Chinese Red Cross.\n\nThis partial reconstruction of the life history of one China Coast family is perhaps more than a mere historical exercise in reconstructing a family history from scattered sources. It can also be viewed as an illustration of the social processes at work in creating a distinctive culture in the port cities of China, including Hong Kong.",

The Captain Superintendent of Police at the time, F. J. Badeley, a cadet officer, retired soon after, and the story went that the Governor, Sir Henry May, who came in July 1912 after about eight years as Colonial Secretary and two years in Fiji, took this opportunity to get rid of him because he was 'persona non grata' to him. (There were said to be several such in the Service). The Government took the hint given by the pirates and built a new police station on a much more commanding site well inland, surrounded by barbed wire.\n\nTalking of New Territory police station siting, the Tai O station was originally to have been built close to the village, but the local elders put up representations against it, and the presence of mosquitoes in the village may have provided an argument for its present siting beyond Shek Tsai Po. Silting of the harbour may also have influenced the Government. But I have heard that what influenced the villagers was the existence of gambling houses which yielded them a good profit, and they knew that with the police among them the hope of their gains would be gone. In 1925 they had their reward. A boatload of 60 pirates from the Delta landed at Po Chu Tam, marched along the creek-side road and plundered the village, murdering a woman and kidnapping two men. They got away without interference. Government promptly 'locked the stable door' by stationing an armed Indian police guard - later replaced by village scouts in a matshed close to the mouth of Po Chu Tam creek for several months, about 50 yards from the site of an old Chinese stone-built guard station dating from the era of Japanese piracy in South China. Apparently the Police knew nothing of the raid till all was over. I think all that happened was that the sergeant in charge was transferred to another station.\n\nWhen I first took charge of the District Office, the 'black gold' rush had been over for three years, the bottom having dropped out of the tungsten market with the coming of peace; but the lime-burning and sand-digging boom was in full swing because of the roadmaking and building then going on in Hong Kong and Kowloon. (These were times of anarchy in China). Thus I had to deal with one or two applications for land for limekilns. These kilns were thickest on Ping Chau; but Nei Kwu Chau and Tsing Yi also had kilns, and another was put up at Hang Hau. This distribution is due partly",

A public election, even when all the nominees are highly respectable as Shanghai standards go, is generally regarded as undesirable for there is always the possibility of unexpected developments because of nationalistic rivalries which exist here in an exaggerated degree”46\n\nMunicipal Bureaucracy and Social Legislation\n\nAs has been made clear a certain ossification took place with regard to the political structure of the Settlement. It is interesting to consider whether this influenced the way the Settlement government coped with the increasing social and infrastructural problems which were inherent in a fast growing town which, moreover, was changing from a commercial into an industrial centre.\n\nThe attitude of the foreign rulers of the Settlement remained essentially one of non interference, though efforts were sometimes made to soften the most obvious hardships. But in general an early and mid nineteenth century individualist liberal ideology prevailed. This meant that the main tasks which were considered legitimate business for the Municipal Council were:\n\nthe upkeep of law and order through the police\n\nthe provision of public works like roads, drainage, parks, etc.\n\nthe taking of essential measures to prevent the outbreak of diseases, plagues, etc., in other words: public health.\n\nClosely related to these tasks was the rise of the several departments of the municipal administration.\n\nThe municipal police originated in the early 1850s and although it cannot be said that it functioned very satisfactorily in the beginning one superintendent was even dismissed in 1860 \"on charges indicating systematic fraud and extortion\"47",

He believed he had succeeded in persuading them to resume work on the 3rd.25\n\nOn the morning of the 3rd, the police were on the alert, anticipating that the resumption of work would not be trouble free. Extra police were placed on the Praya. Boats did return to the British side of the harbour. As they approached Praya West, they were, as expected, attacked by a group of cargo coolies with stones and bricks, and they promptly moved off again. One of the stone throwers was arrested.\n\nThe stone-throwing stopped when the boats were gone, and the cargo coolies then appeared to turn their wrath upon the rickshaw and chair coolies, wanting them to stop work as well. They started to turn over chairs and rickshaws, pelting coolies as well as passengers with stones. Interestingly enough, the chair coolies resisted being forced into the strike, fighting back at the cargo coolies as did several of the European passengers.\n\nIn the midst of the scuffle, Sikh policemen arrived, and the mob stoned them too. The Sikhs, who were heavily armed with carbines and a good supply of ammunition, got into action at once. They fired into the crowd and cut their way into the crowd with their swords.20\n\nThe Acting Captain Superintendent, having called out all the available men at the Central Police station, sent a request to the Military Barracks for support. One hundred men of the East Kent Regiment, the \"Buffs\", were marched to the scene of the disturbance with fixed bayonets. Their presence seems to have restored order and it was not necessary for them to interfere actively.27\n\nOn hearing of the disturbances, Marsh immediately called the Executive Council, and it met at 11 o'clock on the 3rd. He first arrived as an administrative cadet in 1881 and rose to become Superintendent of Police in 1893 and then Colonial Secretary in 1902, before he departed in January 1911 to become Governor of Fiji and High Commissioner of the Western Pacific. MINERS\n\nnior officials at the Colonial Office, including the Permanent Under-Secretary, favoured a return to the old system of control.20 But because of the pressure of public opinion in Britain and the attitude of the House of Commons the Secretary of State, Joseph Chamberlain, decided that it was politically impossible to sanction the re-enactment of the contagious diseases legislation in any form. He was, however, prepared to allow the introduction of amending legislation which would make it an offence for the keeper of a brothel to permit any woman suffering from venereal disease to remain on the premises; and also an amendment empowering a magistrate to close down any brothel if an application was made by the Captain Superintendent of Police or the Registrar General.21 This change was designed to meet the complaints voiced by the Chinese unofficials about the number of brothels being opened in hitherto respectable areas of the city. The minutes written on the Colonial Office file make it clear that it was foreseen in London that this discretionary power to close down any brothel would in effect allow the Hong Kong government to reintroduce the zoning of certain parts of the city as areas where brothels were tolerated, but this implication was not spelled out in the despatch since it was later to be published in a paper laid before the House of Commons.22\n\nThe Governor accepted these proposals with alacrity and informed the Colonial Office that they ought to give the government complete power to deal with the question. This was a remarkable statement in view of the Governor's previous contention that a full return to regulation and compulsory inspection was necessary. Even more surprisingly the subject of brothels and venereal disease then disappeared completely from the correspondence between Hong Kong and London for the next twenty years. The Colonial Office made no attempt to enquire exactly what the Hong Kong government was doing; ministers and officials were evidently only too glad that this politically embarrassing issue had disappeared from view and had also ceased to be raised in the House of Commons. Hong Kong had to wait until 1936 and the creation of the Urban Council for any further advance toward democratic local government.\n\nThe passing of the plague was followed not only by a post-mortem but also by a consideration of who should be rewarded, and how, for services rendered during the plague. The two outstanding candidates were F.H. May, the Captain Superintendent of Police, who served on the Permanent Committee, and Francis. In September 1894 at a public meeting a committee was appointed, with Edward Ackroyd as chairman, to decide on awards to be made on behalf of the community. In December Ackroyd wrote to the Governor \"The Committee consider that to Mr. Francis their best thanks are due for all his exertions and the time he devoted to the wants of the Colony for so many weeks. As Chairman of the Permanent Committee Mr. Francis had a heavy, troublesome and laborious task to perform, and throughout the duration of the epidemic he was unremitting in his devotion to his duties and gave up a great portion of his time, no doubt to the detriment of his extensive practice, to carry on the work he had voluntarily undertaken. Your Excellency is too well acquainted with his services for any need of further mention. Our Committee decided that his actions are deserving of the fullest recognition, that the best thanks of the community, with a good medal, should be tendered to him, and that his valuable services and useful work should be brought, through Your Excellency, to the special notice of the Secretary of State\". Meanwhile the Government was considering what recommendations it should make. It was chiefly concerned with officials but also considered non-officials including Francis. In September the Governor in writing to the Secretary of State expressed the hope that the latter had not failed to notice the untiring and energetic effects on behalf of the public weal of the medical staff and of Francis. He first arrived as an administrative cadet in 1881 and rose to become Superintendent of Police in 1893 and then Colonial Secretary in 1902, before he departed in January 1911 to become Governor of Fiji and High Commissioner of the Western Pacific. His stay in Fiji lasted little more than a year. In October 1911, Lugard was offered and accepted the governorship of Nigeria. He sought to bring the attention of the public to the problem by instituting a court action against three women for forcing their children to carry loads likely to cause them unnecessary suffering or injury.\n\nThe facts of the case were stated before the Magistrate by the Assistant Superintendent of Police:\n\nDr. Aubrey, whilst going down from the Peak... met the defendants with their children carrying baskets filled with lime and earth to the Peak. Two of the boys, one of whom was crying, were eleven and thirteen years. Dr. Aubrey telephoned the police, who arrested the defendants. Enquiries solicited information that the women had been engaged by a coolie sub-contractor on Third Street to carry lime, earth and sand up to the Peak at sixteen cents a picul. The women naturally made their children assist them, as it would increase their earnings. One child was carrying sixty pounds of earth, another two baskets of lime and a third carried thirty-two pounds of lime. He, himself, had tested the weight, and from his own experience thought the loads were too heavy for the children.*\n\nDr. Aubrey told the court he did not bring the case to have a heavy penalty inflicted on the women. His purpose was to bring the practice to public attention and also so that other coolies would realise such practices were not allowed.\n\nThe Magistrate observed that the only way to stop the practice was to have legislation. Dr. Aubrey pointed out that ultimately the contractors ought to bear the responsibility as they were well aware that some children would be carrying the loads. In this case the contractors could not be found. The Assistant Superintendent of Police suggested that if the women were discharged with a caution, the matter would soon be circulated among the other coolies. The Magistrate accordingly discharged the women.\n\nThe case did attract public attention. The mud, waist-deep and soft in the autumn, when first exposed by the receding waters of the snow-fed river, was now dried firm, and streaked with gutters, where the drainage from the houses along the Bund had cut out little evil-smelling runnels.\n\nA broad gravel walk reached the full length of the Concession, half a mile or so along the river front to a small creek at the western boundary. Plank gangways led from the bund across the mud to each hulk. A thoughtful municipality had provided benches, where on a warm day you could sit under the shade of the large trees planted by an earlier generation, rest your feet on the iron railings erected along the Bund edge, and watch the junks go by; or listen to the coolies chanting as they carried cargo between godown and ship. At the eastern end of the Bund and at the back, gates gave access to the narrow teeming lanes of the Chinese walled city and the congested suburbs, that hedged in the Concession on the two landward sides.\n\nWithin this small space lived a mixed community. There were several dozen British, a few Americans and some Japanese, with the odd Frenchman, Italian or Portuguese; also a small Russian group, who kept much to themselves and were mainly concerned with compressing and exporting brick tea, stamped in designs calculated to appeal to Muscovite taste. For a long time Chinese had not been allowed to live in the Concession, as they would soon have crowded out the limited space set apart for foreign occupation, but at this time exceptions had been made. The odium of owning the Concession, as was not infrequently pointed out by their kind friends, lay with the British; but all shared in its benefits alike under the \"most favoured nation\" clauses included in the treaties with China.\n\nThese benefits in retrospect did not appear small. Here within the Concession, in contrast to what went on without, law, order, and security prevailed.         "content_text": "93\n\nas a whole was bitterly critical of the Hongkong Government, and it strongly opposed any suggestion that Government officials should dominate the camp. Mr. Gimson, however, took the view that the Hongkong Government had not ceased to exist, that its authority continued in so far as circumstances permitted, and that, as a matter of practical politics, it was essential that this position be maintained for disciplinary and other purposes unless Japanese intervention was to be constantly invoked. He realised, however, that it was neither possible nor desirable to take a high hand in the matter, and decided to work in with the Communal Councils and trust to time to calm feelings and produce a modus vivendi. He was so far successful that a day or two before we left the camp a resolution asking him to accept the Chairmanship of a reconstituted Council was signed by 1,300 British internees, and the existing British Council tendered its resignation to enable the change to take place. It was clear from this that there was no hostility to Mr. Gimson personally, but the stubborn determination to prevent the \"old gang\" from getting in and \"bossing\" things remained undiminished, and it was tacitly agreed that Mr. Gimson's assumption of the Chairmanship would not involve the placing in executive positions in the camp of the senior Cadet officers.\n\nOne of the rather curious consequences of the \"continuing jurisdiction\" theory is that the Police Courts continued to function, though of course on a very limited scale. Persons were tried and sentenced by the Magistrate for theft. The Chief Justice even declared his readiness to hear certain classes of civil actions, and he did in fact make a decree nisi in divorce proceedings begun before the Japanese occupation,\n\nIt will be noticed that the Japanese interfered actively very little in the internal affairs of the camp. However, they interfered negatively to a great extent, by insisting that nothing was to be changed without their consent, and by refusing to give their consent even in quite trivial matters. They themselves kept aloof. I made repeated written representations about the status of myself and the rest of our Embassy and Consular party and asked for interviews, but received no replies, and it was not until July 20th, when I was about to leave the camp, that I was able to exchange a few words with Mr. Nakazawa, the camp superintendent. In the subsequent re-development, the old houses were demolished and replaced by new ones provided with windows, privies and space in front and behind as required by newly enacted legislation. Many other actions were taken to deal with the situation. The whole of Hong Kong was subjected to a thorough cleaning up. The laws related to public health were amended to impose strict measures against the Epidemic, including compulsory reporting and removal of patients. To enforce this, house-to-house search was conducted by British soldiers, against the violent objection of the Chinese community who regarded it as unwarranted intrusion into the privacy of their homes. Additional hospital facilities for the isolation of patients were hastily made and as the epidemic progressed, more had to be opened up from time to time.\n\nWithin the administration, responsibility for the health of Hong Kong was divided between the Sanitary Board and the Colonial Surgeon at that time. The membership of the Sanitary Board was as follows: the Registrar General, the equivalent of a Secretary for Chinese Affairs, as Chairman, the Surveyor General, the equivalent of a Director of Public Works, the Captain Superintendent of Police, the Colonial Surgeon, and five other members. After the Epidemic broke out, a Permanent Committee was appointed to recommend necessary legislation and bye-laws for taking vigorous action. In the post of Colonial Surgeon, the equivalent of the present-day Director of Health, was Dr. P.B.C. Ayres who had held it since 1872. Under him was Dr. J.A. Lowson, whose diary we are going to look into.\n\nJames Alfred Lowson was born in 1866. He graduated from Edinburgh University in medicine in 1888 at the age of 22. He came to Hong Kong, probably in or before 1892, because in October that year he represented Hong Kong at interport cricket in Shanghai. On the return trip, his ship, the S.S. Bokhara, was sunk off the Pescadores in a typhoon. He and one other member of the cricket team were among only twenty-five survivors out of about 150 passengers and crew on board. In 1894, at the age of 28, his posting was medical superintendent of the Government Civil Hospital, at the onset of the Epidemic. At that time, in the medical and health service, there were only three full-time medical officers, Dr. Ayres, Dr. J.M. It should be noted that the tradition at the Tung Wah Hospital was broken later during the Epidemic. Western medicine was introduced and a graduate of the Hong Kong College of Medicine was appointed as its superintendent.\n\nMeanwhile the situation took a different turn. At first it was thought that Europeans would escape from the infection because of their better living conditions and cleaner habits. The belief was shattered soon, Lowson recorded on May 29th: 'the first Shropshire case.' The Shropshire Regiment was stationed in Hong Kong at the time. Three hundred troops under eight officers were brought in to help in the cleaning up operation, including house to house search. Some soldiers caught the disease. One of the victims was an officer, Captain Vesey. 'Vesey got it,' wrote Lowson on May 31st. On June 2nd he went to see Vesey, on the 3rd Vesey was said to be better but he died at 9:45 p.m. on the 4th. In an annotation, Lowson wrote:\n\nMay 31st\n\nCaptain Vesey's attack was a serious business as up to this time we had everyone thinking Europeans would not get it and there was much consternation. The flight from the Colony to Japan and home was now almost a panic.\n\nOn June 7th he wrote that he offered to take sole charge of the sick at a meeting of the Sanitary Board but the offer was turned down. On June 10th there was some talk about the doctors refusing to work. In annotation on the entry on the 11th, he explained why.\n\nJune 11th\n\nThe trouble on last page regarding refusal to work arose from not one of the Permanent Committee knowing the state of affairs in town - May knew something but others did not but complained and made idiotic suggestions. The doctors were led up to having all the dangerous work to do and never one minute off duty, hence rebellion.\n\nMay was F.H.         "content_text": "143\n\nnewspapers were to recall that 'he was an exceedingly courteous and popular official and earned the respect of all with whom he was brought into contact' all except Lowson perhaps.\n\nJohn Jonathan Francis was first admitted as an attorney and solicitor in 1870 and called to the Bar in 1877. In 1887, he became the third barrister in Hong Kong to become a Queen's Counsel. He had served as a police magistrate and a puisne judge. For public service, he was once a captain in the Hong Kong Volunteers Corps, standing counsel for the Hong Kong College of Medicine when it was being established, and Chairman of the Permanent Committee of the Sanitary Board. There is an amusing and unflattering story about him told by Norton-Kyshe which gives us an insight into his character. He was presented with a silver ink-stand in 1895 in recognition of his services during the Epidemic but he returned it because he considered himself slighted by the treatment he received as compared with Mr. May who had been his colleague on the Committee.' May was awarded the CMG which Francis thought should also be given to him instead of a mere ink-stand.\n\nHowever, two other government officials, the Colonial Surgeon and the Captain Superintendent of Police, whose parts were of great importance, apparently escaped Lowson's wrath. Dr. Phineas Ayres held the office for twenty-four years, from 1872 to 1897, the longest ever in the history of the medical service. After he took up his post, he had been very critical of the sanitary conditions in the native quarters in his annual reports. Despite his warnings, it was almost ten years later than Osbert Chadwick was asked to conduct a survey. In his Report published in 1882, Chadwick made many recommendations to improve the conditions. Although a Sanitary Board was constituted to take action, still not much was done for another ten years until the Plague Epidemic burst upon the scene. Endacott wrote that Ayres criticised the Sanitary Board for its 'long, wordy, windy, desultory rambling discussions, ending in nothing being done' in 1895, the second year of the Epidemic. One can see why Lowson had some respect for him. Again quoting from Endacott, Robinson described Ayres as 'having a rather foolish manner, but he is in perfect possession of his senses', and acknowledged that 'he had warned the Colony continuously of the evil sanitary conditions.'\n\nMr. May won universal acclaim and admiration for the drive and energy he showed in carrying out his duties as head of the police force.         "content_text": "Colonel Mosby had been sent to Hong Kong by the United States State Department to investigate and eradicate reputed abuses that had arisen in the affairs of the Consulate. His report to Washington was published as a pamphlet. The report claimed that Mr Smith had been instrumental in the perpetration of great frauds on the United States Government. The court found Consul Mosby guilty of slander. Before sentence, Mosby spoke in his own defence. \"It has been proved that when I came here Peter Smith was what was known as 'the shipping master' at the American Consulate. He had a desk and a clerk, and he had a monopoly of the shipping business. He was a powerful man at that time, so far as American shipmasters and sailors were concerned” (CM 10, 11 Jan. 1881). Upon losing the lucrative business of shipping master for the American Consulate, Peter Smith applied for a spirit licence for a house on Queen's Road West which he wished to name the City of Hamburg. The Superintendent of Police questioned whether a boarding house keeper should also operate a tavern. However, the licence was granted, but only for a year and with the caution that if there were any complaints regarding its conduct, the spirit licence would not be renewed (CM 4 Jan. 1881). Smith did not live long to enjoy his accumulated wealth. He died in December 1882, aged forty-seven.\n\nOther taverns which would have attracted the German sailor on shore were the City of Hamburg 1861 to 1976, Bremen Tavern 1866, City of Bremen 1866 to 1867 - when the name was changed to Scandinavian Tavern, the Prussian Eagle 1870, and the Hamburg Tavern 1861 to 1878. Several of the proprietors of these establishments followed a pattern set by Peter Smith in marrying women from Macao families. William Gardner, who was born at Strassburgh in 1834, married, in 1863, Cecilia Libina de Jesus Correa. Her sister Melena Rita Correa married William von den Busche in 1864. Both Gardner and von den Busche were associated with the Hamburg Tavern. John Juster took over the Hamburg Tavern from William Gardner in 1871. He had been born in Hanover in 1834 and married in Hong Kong, in 1875, Maria Antonia Botelho, a native of Macao. Louis Kuchmann held the licence for the Land We Live In for twenty years. In 1886 the licence was transferred to Tevel Silbermann, probably a German Jew. Kuchmann had one daughter, possibly by a Chinese wife. She married in 1885 Carl Holm, captain of a German schooner.",

Davis* which appeared in the HK Police Magazine in December 1953:\n\n\"The land frontier of the Colony of Hong Kong extends from Mirs Bay in the East, to Deep Bay in the West, following for the most part the tortuous course of the Shum Chun river. The country is intensely varied. The arable plain at Sha Tau Kok soon gives place to rugged mountains and deep gorges, which gradually fall away until the extensive marshy tracts near Mai Po are reached. Along the border for 16 miles of the length runs the frontier fence. It is, without any overstatement, difficult territory. The frontier area forms part of the New Territories Division of the Hong Kong Police Force, and is commanded by Mr. N.B. Fraser, M.B.E., Senior Superintendent of Police. One of the most important of the several methods of border control in effect in this area is the operation of a chain of Observation Posts\n\nThere are seven of these posts in the chain, covering the whole of the land frontier. Each is within sight of one or more of its neighbouring posts. All are accessible from the frontier road, or by means of jeep track from the roads. Most are located on prominent hill features which gives them an excellent field of observation. The elevation of the highest is over 700' above sea level. The frontier is divided into three sections, each with its complement of observation posts, which are controlled by a parent station in each section. From East to West the stations are Sha Tau Kok, Ta Ku Ling and Lok Ma Chau. The first has only one post, Pak Kung Au, under its control. Ta Ku Ling, the central and largest area has four, Kong Shan, Pak Fa Shan, Nga Yiu and Nam Hang. On the Western flank Ma Cho Lung and Pak Hok Chau posts are controlled by Lok Ma Chau\n\nThe posts are all almost identical in construction. Centrally there is a round, two storied, tower, and jutting from its sides are two long, one storied arms. The plan of the whole is roughly in the shape of a chevron. The chief object of the Chinese in paying these Watchmen is to drive away thieves, the cardinal evil of a Shop-keeping population.' The success of the Watchmen was 'not only in arresting actual offenders, but also in keeping away those who live by pilfering.'\n\nDue to an administrative oversight 'no records were kept of the doings of the Watchmen until 27th August 1867. Thereafter data was collected and in the following six months the Watchmen were involved in the prosecution of fifty-three cases some of which were serious. By the end of 1868 another ninety-eight cases had been prosecuted due to the actions of the Watchmen and these resulted in the conviction of 117 defendants. Although the number of cases dropped to forty-one in 1869, data collected for the following two years showed that there were eighty-one and seventy-nine cases in 1870 and 1871 respectively. These returns compare favourably with similar data from the following century. As an example, in 1914 there were 109 convictions when the strength of District Watchmen had risen to one hundred.\n\nThe difference of opinion which had existed in Government circles in 1866 when the Watchmen scheme was introduced continued as the Watchmen went about their business. Cecil Smith was unstinting in his praise but, since he had been responsible for introducing the scheme, he could hardly be regarded as an impartial witness. Others, however, like the Police Magistrate Mr J. Russell and the Coroner Mr F. Stewart commended the Watchmen for their actions. At the other end of the spectrum were political heavyweights such as the perennial Mr Charles May and Chief Justice Smale. May had served as Captain Superintendent of Police between 1845 and 1862 before being appointed Police Magistrate and his low opinion of Chinese constables, whom he considered to be 'utterly untrustworthy,' was well known. His opinion of the Watchmen was similar and, according to Smith in December 1871, May showed 'an antipathy to the Corps which has had a very unfortunate effect.' This unfortunate effect manifested itself in a decline in the Watchmen's activity and energy with a corresponding decrease in the number of arrests. Smith maintained that the Chief Justice, who should have known better because of his legal background, objected not so much to the individual watchmen who appeared before him in Court, as to the whole system which apparently he did not know was established by law.\"9",

        "content_text": "212\n\nThe following year the Government exercised its authority by withdrawing the $2,000 grant which had been awarded annually to the District Watch Force since 1870. The purpose of this small grant was to augment the contributions from the Chinese merchants for the running of the Force. However, Mr A. M. Thomson, the Acting Registrar General, considered that, because of the large surplus which the Committee had accumulated by 1893, there should be no need to resume the grant until 1905. The background to the distribution of this grant is of interest since it shows once again the interaction between the District Watch Force and the Hong Kong Government. During the years 1870-1873 an annual grant of $1,600 was paid to the 'Native District Watchmen' from a Miscellaneous services vote.18 In 1874 this amount was raised to $2,000 p.a. and remained listed as a miscellaneous expense until 1879. However, an important administrative change occurred the following year when the annual grant payable to the District Watch Force became a Police expense and remained as such until it was withdrawn in 1894.\n\nIncreased Government Influence\n\nIn mid-1897 the control exerted by the Government over the District Watch Force increased still further. Francis May, the Captain Superintendent of Police who had become a member of the District Watch Committee in 1894, had recommended that the District Watchmen on duty in Victoria between 6 p.m. and 6 a.m. should be placed on Police beats and be 'subjected to the supervision of Police Inspectors and Sergeants on patrol duty.' In his Annual Report for 1897 May took pleasure in informing its readers that this scheme had been introduced in June 1897 'to improve the efficiency of this very useful auxiliary Police Force, and to bring them into closer touch with the Police.'\n\nAs time went by the number of the District Watchmen increased gradually. Before the creation of the District Watch Committee the number had remained static with six Head District Watchmen and thirty-seven or thirty-eight District Watchmen. In 1892 and 1893 this grew to forty-two and fifty-seven District Watchmen respectively and the following year the addition of a further five District Watchmen and a detective bought the total number to sixty-nine men. In 1900 the Force became even more entwined with the Government when the latter, after several years of deliberation, finally granted a site for a Central Watch-house on the Taipingshan Resumption Area and promised a contribution of $1,000 towards the cost of its construction. Whilst this house was intended to accommodate the Watchmen of Districts 3, 4, 5 and 6, the premises were to include quarters for two European sergeants. When the building was completed in August 1902, far from being merely a house to accommodate the Watchmen, the quarters on the top floor were described as being 'sufficient for the accommodation of one married European Police Sergeant or for two unmarried Sergeants, who will be placed there by the Captain Superintendent of Police.' In 1903, two years earlier than anticipated by Mr A. M. Thomson, the allocation of an annual Government Grant of $2,000 was resumed and remained in force until 1936 when it was reduced to $100 p.a. because this was 'considered sufficient.'\n\nIn 1904 a further thirteen District Watchmen's posts were added and the reasons behind this increase illustrate, once again, the influence which the Hong Kong Government exerted over this force of supposedly private security men. According to the section of the Registrar General's Report of 1904 dealing with the performance of the District Watch Force, 'During the year 1904 the Force had been increased by thirteen men consequent on an understanding come to with the Government by which a piece of land in the Eastern part of the town was given as a site for a District Watchmen's House on condition that the number of the Force was increased.' Stripped of the convoluted language, this meant that the District Watch Committee had to agree to the employment of more Watchmen if they wanted the extra space. The cost of building the quarters in Stone Nullah Lane near Wanchai Market was to be $4,000 and a contract to that effect was drawn up. In the same annual report the Registrar General noted rather critically that the condition of the Force during the year was not quite satisfactory. Because of the difficulties in attracting and retaining good men, a pay rise was introduced in August 1904 which brought the pay scale into line with that of the Chinese Police. Problems concerning remuneration were nothing new. In April 1897 an allowance of $2 per month was awarded to each Watchman because of the high price of rice but even this was insufficient to entice good quality men into the Force during 1901.         "content_text": "220\n\n1906 the Government used these men as enumerators and during the 1929 water shortage, it was District Watchmen who undertook the thankless task of maintaining order amongst the queues of people waiting at street fountains.\n\nIn 1938 the District Watchmen were called upon to accompany vaccinators on a door-to-door campaign during the smallpox epidemic of that year and, as the clouds of war gathered, it was the District Watchmen who ensured the security of the refugee camps. When these extra duties are considered, it is easy to explain the decrease in the number of Court cases in 1938 from a high of 2,067 the previous year. In 1939, the last year for which detailed figures are available before the Japanese invasion, the strength of the District Watch Force stood at five Head District Watchmen, six Head Assistant District Watchmen, twenty-six Detectives and 103 uniformed men. The District Watch Force continued to be funded by local Chinese business men augmented by a small annual donation of $1,600 (later $2,000) which Government made to the Fund between the early 1870s and 1893 and from 1903 to 1936. There had been no change in this important financial principle since its inception in 1866.\n\nConclusion\n\nThe District Watch scheme is an important example of how the Hong Kong Government, over a very long period of time, successfully controlled a private security enterprise whilst ensuring that the colonial authorities contributed no more than a token amount towards its upkeep. Given the political climate prevailing in the colony during its formative years, it would have been naive to expect a completely Chinese organization of this nature to operate without some kind of interference from the Government. Security has always been - and continues to be - a topic which can make normally placid people become very nervous. However, from its inception, the District Watch Force's ties with the Registrar General and the Captain Superintendent of Police were more restrictive than had been envisaged by its founding fathers. To some extent the Chinese merchants were their own worst enemies because of their inability to overcome petty internal bickering. The non-confrontational attitude identified in the pre-1920 Chinese merchant class by Ku Hung-ting,1 coupled with a pragmatic belief that half a bowl of rice is better than none, could also explain why the merchants were prepared to go along with the Government's decision. Whilst they would have preferred to have complete control over their security force and did not relish having their businesses scrutinized more than was already the case, a limited degree of control was preferable to none.\n\nThe 'hijacking' of the whole of the District Watch Force for three years 1883-85 to work on non-security sanitary duties following Osbert Chadwick's Sanitary Report has been discussed at length and this change in direction of the Force need only be mentioned again to emphasize the point that, whilst the Chinese merchants may have been paying for this Watch Force, the latter's duties could be, and were, decided by the colonial authorities. The fact that the Chinese merchants continued to fund this scheme during these years whilst the Government contributed a mere $1 per person per month illustrates the lack of a level playing field in this particular game between the colonial power and the local community. Although it is possible that some Chinese people in Hong Kong may have wanted improvements in their sanitary conditions, it is by no means certain that this number would have been substantial. Even if some Chinese residents placed great store on improved sanitary conditions, it is unlikely that the local merchants would have wanted this to be done at their expense particularly if this sanitary work stopped their security force from performing their duties.\n\nThe years following the creation of the District Watch Force showed how certain ultra-conservative factions within the European community would have preferred the District Watch Force to disappear or, failing that, at least be merged with the regular police. That this did not occur is a testament not only to the Chinese merchants who stood their ground but also to some of the first young Cadet officers who were more open-minded than their less enlightened colleagues. With the introduction of the 1888 ‘Registration of the Chinese Ordinance,' the establishment of the District Watch Committee in 1890-91 and the appointment of the Captain Superintendent of Police as a member of the District Watch Committee in 1894, Government influence became even more effective and continued to grow during the twentieth century. We lived and breathed it; it penetrated our pores, we chewed it with every mouthful of food. Its formless pervasive threat held gaunt shape in my unquiet mind (from Chapter Three of My House Has Two Doors).\n\nAt that time everyone except for the British already seemed to realise that there was absolutely no future for the colonial system either in that region, or in the rest of the world.\n\nThe book describes the great thirst for independence of the two peoples side by side inhabiting Malaya, namely the Muslim Malays and the Chinese national minority, and it emphasises the significant contribution of the Chinese jungle guerillas to liberation of Malaya from white rule:\n\nIt was the Japanese conquest of Malaya in 1942 which spurred national independence.         "content_text": "303\n\ngenerals and an admiral, he must have had a very patriotic, British father.\n\nAs a British subject, Charlie Stilwell was interned in Stanley prison camp during the Second World War. A great story-teller he liked to recount how a police superintendent escaped. In reprisal, the entire police contingent at Stanley was incarcerated in Stanley Prison proper. Some had brought musical instruments from the police band into camp. As they were marched away to prison, Thirlwell recounted, the musicians struck up the well known, stirring march, Colonel Bogey, and everyone in camp joined in singing: 'And the same to you!' As a result, the Japanese felt they were losing control of the situation and fired their revolvers into the air (Sinclair; 1997, 32).\n\nAfter the war, besides working as a lighthouse keeper, Thirlwell led an active life when on shore leave. This included community service. Thirlwell had close connections with the Chaiwan fisher folk and boat people and his wife, in fact, was one of them.\n\n'He was a nice, cheerful man,' Dr James Hayes recalled, ‘and yes, he sang very well...' (Hayes; 1999).\n\nHe not infrequently sang stylised, Cantonese opera, with correct tones. He even sang lusty, boat-people songs which were beyond the capabilities of most native Cantonese. This surprised many who did not know his background. Charlie's appearance was much like a European. In reality, he was a Hong Kong born and bred Eurasian and he started learning Cantonese at his mother's breast. Perhaps surprisingly, he spoke English with a bit of a North Country English accent.\n\nHKBRAS member Louis Thomas agreed with Hayes: 'Yes, he was a jolly man, humorous, and one of those people who seemed to know everyone. He was well thought of. He enjoyed a glass of beer.'\n\nThomas said that at one stage his Round Table in Wanchai linked up with a boat people association at Chaiwan to provide assistance. The next day, on 26 June, President Harry S.         "content_text": "212\n\nhis knowledge of the language, sensitivity to ritual propriety, and the impressions of his previous visit among Poklo residents when he and Chalmers had spoken publicly to the mandarin and people would all help to overcome the boiling tensions. The only caution remaining in his mind was one of military reprisals for his own death, a Scottish Protestant Dissenter value he insisted on upholding, though he would on the same basis uphold judicial processes which charged persecutors of the local Chinese Christians. Taking the risk and hoping not to jeopardize the situation so that a further landslide of anti-Christian persecutions resulted, Legge soon afterwards headed to Poklo.\n\nAs was expected, land messengers from the Qing bureaucracy were sent hastily to Poklo once news was sent them about the British envoy headed in that direction. Ch’ëa joined the boat party as well, filling in Legge on all the most recent news about the disturbances and threats.78 Consequently, by the time Legge arrived at the small Poklo dockyard in his slow boat ride along the East River, he was better informed and the matter on shore, very much catalysed into action by the boldness of his coming, was in the final stages of resolution. The local superintendent of police had been sent down the river to inform Legge and his party that the matter “was settled”, the mandarin Wang having left for Wye-chow (to “finalize” matters?), but planning to participate in a public ceremony the following day when the “title deeds of the house, regularly stamped” would be placed in Legge’s possession.79 During the public ceremonies and discussions which formalized the sale of the house, involving nine Chinese public officials along with Legge and his military escort, Legge pursued more than just the transfer of the deed. News had reached him through Ch’ëa and others that “placards against foreigners and Christians” had been posted throughout Poklo and Wye-chow.80 These he insisted had to be taken down with public proclamations replacing them, “containing the 8th and 12th Articles of the English Treaty” which dictated terms regarding the “protection of Chinese Christians” and a sizeable list of missionary privileges on Chinese soil.
