BLUE\n\nFor most of recorded history piracy has been a menace to sea-borne trade, and there have been times when it has been difficult to distinguish between pirates and honest or should one say legitimate traders. Nationality has often been the only mark of distinction, as Spanish and English views of Drake, Hawkins, and the like illustrate.\n\nThe Chinese were pioneers in piracy, as in so many other things, and a history of piracy in China would begin many thousands of years ago. The Chinese were probably skilled practitioners of the art before history began to be recorded. The earliest accounts are in the records of the Chou Dynasty in the fourth century B.C., and piracy continued in China long after it had been suppressed in other parts of the world.\n\nWhen the first Europeans arrived in the China Seas in the sixteenth century, many of the pirates on the coast were Japanese. For three centuries after the defeat of Kublai Khan's invasion of Japan in 1281, Japanese pirates mainly from Kyushu were active along the whole coast, from the Liaotung Peninsula in the north to Hainan Island and the Straits of Malacca in the south. The famous Arctic explorer, John Davis, met his death at their hands in 1604. Davis was serving on an East India Company ship which was anchored off the island of Bintang, east of Singapore, when it was attacked by Japanese pirates.\n\nThis was at the end of the Japanese era, which came about as the result of several different factors. One was the establishment of a strong central government in Japan by Iyeyasu, the first of the Tokugawa Shoguns at the beginning of the seventeenth century; and another was the increasing superiority of Chinese over Japanese junks.\n\nThe depredations of these Japanese pirates often extended far inland, and they were accompanied by atrocities reminiscent of the Japanese Rape of Nanking in 1937.         "content_text": "KING MONGKUT AND THE KINGDOM OF SIAM\n\n99\n\nsources the bestness and most curiosity of the new breach-loading cannon invented by Sir William Armstrong I was eagerly desirous of obtaining one small gun for my own enjoyment or play to see the power and curiosity and usefulness etc. thereof.....\"6\n\nHe was too fond of women but he is said to have treated his wives well and to have loved all his enormous nursery of children. If his harem may be regarded as a mark of eastern backwardness in a changing world his social and economic reforms vastly outweighed this defect. Mongkut was the pioneer in the modernisation of Siam. He had vision for the future of his country. Harry Parkes writing on the negotiations records this impression of the man:\n\n\"I was fortunate in securing and maintaining the friendship of the First King who listened to several of my propositions even against the will of his Ministers. He is really an enlightened man.... It is scarcely a matter of surprise that he should be capricious and at times not easily guided but he entered into the treaty well aware of its force and meaning and is determined, I believe, as far as in him lies, to execute faithfully all his engagements which are certainly of the most liberal nature.\"\n\nThe \"force and meaning\" of the Treaty was the opening of Siam to western commerce and ideas, social and economic reform and her continued independence. Balanced between competing empires, Siam accepted reform and western influence and by yielding, averted domination.\n\nThe circumstances of Mongkut's death were typical of the King. He predicted an eclipse of the sun in 1868 and made elaborate arrangements to observe the event. He chose a place far to the south, near the Malay States, and invited Sir Harry Ord, Governor of the Straits Settlements, his officials and their ladies to attend. Invitations had gone to Paris to send French scientists. A palace and residences for the distinguished visitors were built, and quantities of European food and wine were brought to this remote spot. The King with his suite of nobles and their wives sailed south for the occasion. Mongkut's prediction was right, and at the last moment the clouds cleared to reveal the eclipse. The Telegraph tells us \"that yesterday the deceased was in good spirits and played tennis in the afternoon, dined out with a friend, and was in the Club until shortly after midnight\", A Chinese barber found Tonnochy dead in bed when he came to shave him in the morning. He was a bachelor. \n\n13 Walter Meredith Deane (1840-1906). Educated St. Paul's School and Trinity College, Cambridge. Hong Kong Civil Service 1862; Captain Superintendent of the Police, 1866-1891. Deane was severely wounded on duty in 1878 and resigned in 1891 on account of ill-health. \n\n14 Sir Cecil Clementi Smith (1840-1916). Educated at St. Paul's School and Corpus Christi College, Cambridge, Hong Kong Civil Service 1862; promoted from Colonial Treasurer, Hong Kong, to Colonial Secretary, Straits Settlements, 1878. Administered Government 1884-85; appointed Lieutenant-Governor and Colonial Secretary, Ceylon, 1886; Governor and Commander-in-Chief of the Straits Settlements, 1887; H. M. The Hong Kong Telegraph, 4 September, 1893, in an editorial entitled \"Sir Judas' Russell: His History\" declares \"You could not have been much of an expert in the Chinese language two short years after your appointment to a cadet-ship, yet in 1867, you were Government ‘Interpreter'\". The editorial referred to Russell as \"the Gargantua of Hong Kong social life\" and \"the Jeffries of the Hong Kong Bench\". The writer of the editorial was the atrabilious Robert Fraser-Smith, who founded the Hong Kong Telegraph in 1881. Since Fraser-Smith had been jailed several times for libel, he had reason to dislike the Chief Justice. (See Frank H. H. King and Prescott Clarke A Research Guide to China-Coast Newspapers, 1822-1911, Cambridge, Mass., 1965). Russell, a bachelor like Lister, died at Strathpeffer, Scotland, shortly after resigning from Government. \n\n17 Henry Ernest Wodehouse (1845-1929). Educated at Repton School. Hong Kong Civil Service 1867; retired on pension as Police Magistrate in 1898. One son, Peveril, was the first baby born on the Peak and brother of P. G. Wodehouse, the novelist. Wodehouse was the last of the batch of officials originally appointed to the Colony in the capacity of student interpreter. \n\n18 Sir James Haldane Stewart Lockhart (1858-1937).         "content_text": "80\n\nA. D. BLUE\n\ndifficult problems to the governments concerned, and cruel, drastic, but ineffectual attempts were made to halt immigration. The massacres of thousands of Chinese in the Philippines in 1603, 1639, and again after the British occupation of 1763, are the most celebrated of many such occurrences, the last being caused by the Chinese having shown a marked preference for British rather than Spanish rule. In Indonesia the worst massacre took place at Batavia in 1740. Similar pogroms, but on a much smaller scale, continued in the Philippines down to 1820, and post-war Indonesia has shown a disquieting tendency to put the clock back two centuries in their treatment of their Chinese. But although victims of periodic bouts of xenophobia from the local peoples, in most countries of South-east Asia and at most times the Chinese were protected by the colonial governments which recognised the value of Chinese labour for their economies.\n\nBy the early decades of the 19th century the coolie trade between China and South-east Asia had attained substantial proportions -- although still nothing like so great as it was to become later -- and most of the trade was in the hands of Chinese junks of from 300 to 400 tons. Such craft could only sail before the wind and carried crews of up to ninety sailors, enough to man five European ships of the same size. They took anything from twenty to thirty days between south China and the Straits or Bangkok, and the coolies had a very uncomfortable time on the passage. No charts were carried, the only navigational instrument being a very rude compass, and they kept as close to land as possible. In the 1830s up to eighty such junks sailed to Bangkok every year, usually from Swatow, and by the mid 1840s, by which time European steamships were entering the trade, it was estimated that about 15,000 coolies were emigrating to Bangkok every year.\n\nA description of these old trading junks is given in S. Wells Williams, The Middle Kingdom (London, W. H. Allen & Co. revised edition, 1883) vol. 1, p. 753. It shows inter alia that the number of passengers carried on these junks to the Nanyang could be very great. ... \"The cabins look more like niches in a sepulchre than the accommodations for a live passenger. The crew lie upon deck most of the time, and are usually interested in the trade of the vessel or an adventure of their own. The great number of passengers which have been stowed in these vessels entailed a frightful loss of life when they were wrecked. In February, 1822, Capt. Pearl, of the English ship Indiana, coming through Gaspar Straits, fell in with the cargo and crew of a wrecked junk, and saved one hundred and ninety-eight persons (out of one thousand six hundred with whom she had left Amoy).\" Ed.",

        "content_text": "EARLY STEAMSHIPS IN CHINA\n\n47\n\nonly did she carry troops, but often had a gun brig and several small boats in tow. Diana seemed to produce an effect on the Burmese analogous to that produced on the Mexicans by Cortes' horses. She continued in government service until she was broken up at Calcutta in 1835, and her engines installed in a new ship of the same name. The second Diana was also built at Calcutta, and was employed by the government as a cruiser against pirates in the Straits of Malacca,\n\nAlthough her origin was so closely connected with China, the first Diana never operated in Chinese waters. The first steamship to be seen in China was the Forbes, also built at Calcutta and launched in 1829. The Forbes was much larger than the Diana and cost 300,000 rupees. After she had been running on the Hoogly for several months, the Forbes was chartered by Jardine, Matheson and Company to tow their Jamesina, a barque of 362 tons which had formerly been H. M. S. Curlew, to China. At this time great importance was attached to getting the opium from India to China as quickly as possible in order to command the highest price, and no satisfactory passages had been made from Singapore to China against the north-east monsoon. The opium ships normally waited at Singapore until the monsoon was over before tackling the passage up the South China Sea, so that only one India-China voyage was possible in a season.\n\nThe Forbes-Jamesina convoy left Calcutta on 14th March 1830; the Forbes having 134 tons of coal on board, two-thirds English and the remainder Indian, while the Jamesina had another 52 tons of Indian coal for the Forbes, besides her main cargo of 840 chests of opium. Good weather was experienced on the passage to Singapore, where they arrived on the 27th, steaming for most of the time at 5-4 knots, and at the most favourable times reaching 7 knots. Four days were spent at Singapore, during which time the boiler was cleaned and bunkering carried out. The monsoon was still strong when they left on 31st, and speed fell first to 3-4 and later to 2-1 knots. By 12th April Forbes had only 12 days' coal left with over 500 miles to go and no sign of the monsoon easing. The Jamesina, therefore, was cast off and Forbes proceeded alone, reaching Lintin on 19th April, the first steamship to be seen in China. The Jamesina arrived two days later.",

The crowds as usual milled about in the downtown section, but there was not the gaiety of former times, nor the life in the people. The city was still suffering and so were its people—from oppression and from starvation. Strangely enough at Bethany we were not bothered by inquisitive visitors; only occasionally would a Japanese soldier wander through the House and stare at us, and once a Chinese \"puppet\" detective paid us a ceremonial visit and asked us when we were going to Kwong-chauwan.\n\nDuring this time, many of the Fathers took advantage of the occasion to consult dentists and oculists, and Dr. Chawn, our Maryknoll dentist, was splendid. Realizing our financial straits, he very magnanimously waived payment of our debts to him until after the war. Others of our professional friends were equally kind and sympathetic.\n\nOCTOBER\n\nOne of the things we prized most at Bethany was the luxury of a private room. Having been packed in small rooms with from four to seven others for almost eight months was not a little trying on tempers, and to be able to go to one's own private room was indeed a luxury. For quite some time we had no electric lights in our rooms, as in order to save expense all extra light circuits had been cut out, but we did not mind burning our candles and vigil lights until time to retire. Later on, however, we had lights re-installed in our rooms. We also could sit on our spacious verandahs and watch the glorious sunsets on the South China Sea.\n\nAs mentioned previously, immediately on our release from the Camp, we had made out applications for permission to leave the Colony and had submitted these in proper form to the Foreign Office, of which a Mr. Oda was the head. According to usual procedure in the case of third nationals desiring to leave the Colony, it took about two weeks for the governmental machinery to work, and so when this time had about elapsed, Father Toomey asked Mr. Oda about our permissions. The answer came back: \"Decidedly no!\" We were enemy, and not neutral or third nationals, and under no consideration could we leave the Colony!",

This greatly encouraged them to develop autonomous merchant communities with what amounted to extra-territorial rights. The most important of these Chinese merchant communities at the end of the 15th century was in Malacca.\n\nShips went to and from Malacca as far as India and China, trading in a wide variety of Indian and Chinese goods which were exchanged for the products of the Indonesian islands. Malacca, the \"city made for merchandise\", was essentially an entrepôt the very existence of which depended upon its carrying trade. It had an excellent and easily defensible harbour, protected on either side by the narrow straits between Sumatra and the Malay Peninsula and strategically placed, as Pires put it, at the end of one monsoon and the beginning of others. When Afonso de Albuquerque captured Goa in 1510 he was quick to see that Malacca's unrivalled position as an emporium and as a centre for the dissemination of Islam in South East Asia made it essential that he gain control of it also. He could thus fulfil Portuguese obligations to the Holy See and acquire a base for their commercial activities in the archipelago, in particular the carrying trade in spices and other precious goods from Indonesia to Goa and Lisbon in which the Portuguese sought to gain a share, if not a monopoly.\n\nAt the other end of the maritime area with which we are here concerned was another important trading centre. This was the Ryukyu Islands. The inhabitants of these islands, known to the Europeans as Lequeos or Loochoos, were actively engaged in the carrying trade between the northern and southern parts of the area from the 13th to the mid 16th century. The islanders carried to the south Chinese porcelain, silks and other textiles, metal goods and drugs, Japanese weapons and armour, lacquer and gold, all of which they exchanged for spices, aromatic woods, dyewoods and exotic beasts and birds from the Indonesian archipelago — goods that they could sell in China for several hundred times the buying price.2\n\nTechnically this trade with China remained an imperial monopoly and was carried out under the pretence of tribute. As Ming seapower dwindled and piracy in the China Seas accordingly grew, and as the Portuguese extended their trading activities in the years following their conquest of Malacca in 1511 into the Indonesian archipelago and beyond to the spice islands, to Timor and the Solor Islands, to Makassar and eventually to Macau—so the Ryukyu trade became increasingly circumscribed until it was con-",

The Daily Press wrote \"The community will sympathise with Mr. Francis in the treatment to which he has been subjected. It was generally understood that he would at least be made a C.M.G., and to ask him to accept a paltry inkstand while conferring a C.M.G. on Mr. F.H. May can only be construed as a marked intentional insult. The explanation is perhaps not far to seek. In the first place Mr. Francis is not an official and in Crown Colonies the Government is very chary of conferring honours outside the charmed circle; and in the second place he has on certain points deemed it his duty to oppose the Government sometimes with what may have been considered unnecessary warmth. Whoever is at fault the omission of his name is a disappointment to the whole Colony”. In a letter signed Honoris Causa (anonymous letters have always been a feature in Hong Kong) a correspondent wrote “In common, I fancy, with most of the Hong Kong community I thoroughly agree with the letter of Mr. Francis to the Governor except that knowing some of the men the honour of C.M.G. is bestowed on I must congratulate him in not having been created a Colonial Made Gentleman”. The expectation that Francis would be honoured was not confined to Hong Kong. The Straits Times wrote \"The great public services of Mr. Francis would entirely warrant a C.M.G.” Indeed it was believed at first in Singapore that he had got one because the official telegram reporting the award to May read \"Francis May Hong Kong Companion Michael”. However there was reaction the other way. A piece in the Straits Times said “Mr. Francis has succeeded in making what is almost a record in bad taste. The provocation was no doubt great but it was inexcusable for him to publish his letter to the Governor. He had no right to an honour, he only did his duty. The habit of living in small societies tends to throw men off their balance. Mr. Francis lacks self-restraint, dignity and a saving sense of humour. He has taken himself so seriously that no-one else can do ought but smile\". The Japan Mail wrote \"There is one thing that no man has ever succeeded in achieving with grace; it is a return of a gift on the ground of its inadequacy. Mr. Francis has made the essay and has accomplished it after a fashion not certainly wanting in ability but altogether wanting in grace. We may infer from the Governor's extolling the beauties of the gift that he had doubts of its suitability for Mr. Francis' most substantial and praiseworthy services. MICHALK\n\nTaxes levied on imports were just as crippling since the rates were fixed according to the size of the vessel that ferried the goods to Hainan, regardless of the value of the wares it carried. This meant that because the greatest profits were obtained from luxury goods such as expensive furniture, fine silks, silver vases and gold-en hairpins for the privileged rich, these imports took precedence over cargoes of livestock, cooking pots and bags of rice which returned negligible profits (Schafer, 1969). The lack of necessities of life led the poet Su Shih to lament in verse that a \"grain of rice was like a pearl”.\n\nEnticed by an abundance of rich cargoes, bands of pirates formed and pillaged, almost unchecked, shipping along the entire southern seaboard of China. The problem reached such epidemic proportions in the seventeenth century as to preclude safe navigation on the open sea between the east coast of Hainan and the mouth of the Pearl River (Mayers, 1872). The only secure trade route between the mainland and Hainan was to cross the narrow straits which separate the island from the Leichow Peninsula with strong military escort and thence, trek overland to the provincial capital, at quickest a journey taking one month. As a consequence, commerce virtually ceased and Hainan was immersed again in the poverty and deprivation for which it was noted in medieval times (Schafer, 1969).\n\nDenied their source of revenue, pirates turned their ravages landward, and repeatedly sacked towns and villages in the north and east of the island, in spite of the presence of Imperial garrisons (Mayers, 1872). Although the destruction in 1684 of the pirate kingdom in Taiwan restored safe navigation to the Guangdong coast, Hainan still remained a haven for buccaneers, and pillage continued almost unabated until the beginning of the nineteenth century. It was the combination of a growth in foreign shipping interests in China, the use of steam power in ships and the opening of a treaty port in Hainan, which led to the demise of piracy as a lucrative pastime in the South China Sea.\n\nAlthough the Chinese had previously established rudimentary navies such as the \"Sea-Patrolling Water Army\" (Hsun-hai shui-chun) to control piracy (K’iungchow fu chih, 1920 ed.), it was the",

        "content_text": "3\n\nduring the late eighteenth and early nineteenth centuries, the Sino-Vietnamese water world was a region further linked by the dynamics of a covert, illegal, but highly utilitarian exchange: the iron of China for the rice of Vietnam. The rice surpluses of Vietnam were important to the burgeoning Cantonese population no longer able to feed itself, but Vietnamese law forbade the exportation of rice. At the same time the Chinese were barred from exporting the iron so greatly desired across the border that Vietnamese officials often waived their own regulations for Chinese junks that brought it in by reducing or eliminating the customary port duties. Because each country needed products from the other and open trade was not possible, a well-established smuggling operation, in which the line between smuggling and piracy was often very thin, resulted.\n\nFinally, there was at all times within the water world a pool of potential pirates. Most numerous among them were the fishermen who almost always had trouble making ends meet, merchants and petty traders whose businesses had failed, outlaws, whose last recourse in fleeing from justice was the sea, and other ne'er-do-wells whom Wei Yuan indiscriminately labelled as \"scum of the coast\". In short, these were the flotsam of the earth, who, after having been pushed off the land, found themselves in desperate straits at the water's edge.\n\nTheir combined energies gave rise to the petty piracy of part-time fishermen-pirates that flourished along the Sino-Vietnamese border for centuries. Petty piracy was a small-scale affair consisting of limited groups of between ten and thirty men who possessed at most a single junk or two. Although such gangs might come together and disperse several times in the course of their activities, each functioned as a single, independent unit whose members were simultaneously connected to no other groups. Survival was their goal and their tactics consisted of sporadic raids and hit and run attacks.\n\nWas there then some kind of ecological or environmental crisis which can account for the dramatic upsurge in Chinese piracy at the end of the eighteenth century? The answer appears to be \"no\", for although ecology can explain why piracy persisted within the water world for centuries, there seems to be no major environmental crisis that can provide a single-handed explanation for the growth of piracy. I was in transit from Singapore to take up the post of War Crimes Prosecutor in Hong Kong. I was 24 and a Major in the Royal Marines in which I had served for the previous five years.\n\nMy last war-time appointment was as Gunnery Officer aboard a landing craft which mounted a 104 millimetre gun. We had made the journey from Plymouth, England to join up with other units of the Support Squadron assembled in Madras. Lord Mountbatten had planned \"Operation Zipper\" to reconquer Malaya down to the last detail when the announcement came through of Emperor Hirohito's broadcast surrender following the dropping of the atomic bombs on Hiroshima and Nagasaki. Since it was not then clear that the Japanese military would respond to this call, Operation Zipper went ahead as planned, and this brought me to Singapore. My landing-craft never sailed again, and I was appointed to the staff of the Flag Officer Malayan area. I had free time at my disposal and I sent for the text-books and arranged with the English Law Society to have the Solicitors Final papers sent to H.M.S Sultan, Singapore where I sat the exam in March 1946. The announcement that I had satisfied the examiners came through in June, and a report appeared in the \"Straits Times\". I then received a telephone call asking me whether I would be willing to undertake War Crimes prosecution. I agreed readily as it offered me an opportunity to get in some legal work before demobilization, and I was appointed Deputy Assistant Judge Advocate General. I cut my teeth as prosecutor on a case which arose out of atrocities in the Andaman Islands, and which ended with a death sentence, and several terms of imprisonment.\n\nLists had been prepared of major criminals in Germany and Japan to be charged (mainly) with plotting aggressive war, and these major trials took place in Nuremberg and Tokyo. At the 1945 Potsdam Conference the procedure for all war crimes trials was worked out in detail.         "content_text": "THE POPULAR RELIGION GODS\n\nTHE HAINANESE\n\nKEITH STEVENS\n\n43\n\nIntroduction\n\nThis article is a study of the popular religion gods to be found on the altars of Chinese folk religion temples on the island of Hainan as well as in 'Hainanese temples' within the confines of former colonial territories in south-east Asia. I will be endeavouring to isolate the purely Han Chinese Hainanese deities from those of their surrounding neighbours, the non-Han minority peoples on Hainan itself as well as from emigrant Han Chinese communities in south-east Asia. The latter includes emigrants who speak the Han linguistic groups of Hakka, Hokkien (and its sub-groups including Minnan and Hengwa (Xinghua)), Cantonese (and two of its sub-groups) and Guangxi, as well as the smaller groups such as Chaozhou [Swatowese].\n\nThe tropical island of Hainan, literally \"South of the Ocean,\" lies off the south coast of China and was formerly part of Guangdong province. In 1988 it became a province in its own right. 150 miles in length and 100 in breadth, it is one sixth the size of Great Britain and Northern Ireland, half the size of Ceylon and four times the size of Cyprus, with its main port of Haikou and the provincial capital, Qiongzhou, both on its northern coast.\n\nSeparating the island of Hainan from the mainland is the Qiongzhou Straits, with the 170-mile-long Leizhou peninsula in Guangdong province leading into the mainland proper. The proximity of the Leizhou peninsula has led to a small number of the deities with a Guangxi base being incorporated into Hainanese legend and carried by emigrants to all parts of south-east Asia, often without the connection being realised. Devotees in distant parts have assumed that these deities were unique to Hainan, even to accepting place names within the legends as Hainanese when they were quite clearly from the Leizhou-Guangxi border region.\n\nHistorically, Hainan island was one of the later regions to be",

        "content_text": "were pledged to protect and three over whose external relations they had a right of control.\"55 Hall strongly claims that, 'the Malay States were in a state of chronic unrest, external and internal,56 and had become completely incapable of putting their house in order. Intervention, therefore, could not be avoided. There was indeed constant intervention, notwithstanding all the rules to the contrary and all the thunders of Calcutta and the East India House, '57\n\nHowever, in spite of Thio's and Hall's assertions, the truth of the merchants' complaint is not invalidated, because between 1824 and 1873, British rule in Malaya was indeed ‘inactive,258 as their official policy was still in accordance with Pitt's India Act. In several cases, the actions of the Straits Settlements government implied some form of intervention, or at least limited interference in the affairs of the Malay States, when they violated the policy of non-intervention; but even then, nothing more elaborate was undertaken than the occasional punitive expedition, which was not enough, in 'the interests of British commerce.'60 Insofar as this was concerned, it would appear that the Straits merchants did have a legitimate complaint to the House of Lords, because their statement would appear to have been bona fide and to hold a substantial amount of evidential truth. The influence of Pitt's India Act (that is, EIC non-intervention) remained until 1874, when a new law was passed, and the British took on an active, intervening role in the Malay states.\n\n59\n\nJudicial system!\n\nThe main complaints of the merchants were that the Law was administered by unprofessional persons, that is, the administration of justice was in the hands of local officers of government, civil or military servants of the EIC, and the 'impractical schemes [that] were propounded' (for example, the Currency Act, port dues and stamp duties). LA Mills renders a counter attack to this point; he argues that 'although there were delays in dealing with problems which caused the Straits Settlements to suffer at times, on the whole the results were not serious. Of the problems which arose between 1826 and 1867, very few were of importance, so that injury caused in the delay in settling them was not great. The population was small and generally law-abiding. It is evident that, to a certain extent, the British were inconsistent with their policy of non-intervention, but compared to the period after 1874, when the policy was reversed, these interventions were limited and they only occurred where unavoidable (Ibid. p 179). In this respect, I would argue that the merchants had valid grounds for their petition of complaint to the House of Commons.\n\nThe EIC's non-intervention policy reflected realism and flexibility. They took the stance of non-intervention wherever their commercial interests and political prestige were not threatened, but their policy changed according to the dictates of time, thus in reality, causing them to play dual roles of non-activity and intervention in accordance with the change of times. Whilst the period 1824-73 was not marked by any 'spectacular action or further territorial advances', it can neither be described as being inactive, because as Tan observes, '[c]ases of intervention were...more in evidence than cases of non-intervention' (Tan D E, supra, p 120), and I will highlight some of the more important and interesting ones. From its footholds in the Straits Settlements, the EIC gradually extended its influence over the independent Malay States chiefly through trade and treaties. (Thio E, British Policy in The Malay Peninsular 1880-1910 Vol 1 - Introduction pg xvi-xvii)\n\nThe following examples could be used as evidence to challenge the truth of the merchants' statement of complaint, although in the final analysis, their complaint was a bona fide one.\n\nCases of Intervention\n\nAfter 1826 the Malay states tended to look to the EIC as the arbiter of local politics to whom they reported the ascension of new rulers, and appealed for help in settling internal disputes and quarrels with their neighbours. (Thio, Ibid. p xvi-xvii) For example, the proximity of thriving Singapore to Johore led the British to intervene in the affairs of Johore. When Sultan Hussein died in 1835, Governor Murchison refused to acknowledge Hussein's son, Ali, as the Sultan.         "content_text": "20\n\nintervened to prevent the chiefs of Rembau and Sungei Ujong from levying illegal duties on British merchants. However, these cases of intervention were brought about by individuals such as Governor Cavenagh who deviated from the Government's non-intervention policy. In cases like the Naning War for instance, the Supreme Government did express their unwillingness to extend territory. (Mills, supra, Chap 7 p 127) Thus the Calcutta Government did play an inactive role in these cases which they disapproved of, and from these examples, it could be argued that the merchants had reasonable grounds for their complaint to the House of Commons. Further examples would include the British intervention in Pahang where a civil war had broken out between Wan Ahmad and Wan Mutahir. The Siamese intervened and later it was followed by Trengganu's involvement. This greatly disrupted the trade of British merchants there. Thus, this led to the bombardment of Trengganu by the British in 1862. The motives were partly to protect British trade, but the main reason was to check Siamese aggression. Even then the British bombardment was a violation of the Burney Treaty and the governor's action was highly condemned.
